• The CPC provides for the creation of an Internet portal dedicated to public procurement
www. base.gov.pt
It is the Public Procurement Portal where is communicated information about all contracts under the CPC
Through this portal it is possible to access the information system that evaluates and monitors the hiring of public works in Portugal: Observatory of Public Works (OPW)

What is the portal for public procurement?
• It is an Information system that includes:• a database with the records of the public procedures and contracts• a web interface that allows public access for data searches
• The databases of this Portal are filled, permanently, with information transmitted from:
- Notices that are published in the “Diário da República” (Official Journal); - Electronic platforms of public procurement - Contracting authorities

• Functions of Public Procurement Portal
- centralizes the most important information about the procurementadvertises, among other things, contract notices that are published in the “Diário da República”, direct award, penalties imposed for infringements of the CPC- discloses technical content and relevant legislation- Brings transparency by approaching institutions closer to citizens. Encourages observation and knowledge of public expenditure

• Electronic platforms - the means or computer application where, in a fully electronic, dematerialized, results of the processing procedures for the formation of a public contract
• Public procurement can only be carried out on electronic platforms certified by the CEGER (Center for the Management of Government Information Network)
• The interconnected platforms should send to the Information System, information about competitors and the public contract to be awarded.
• The pre-contractual phase is thus supported by electronic platforms
