INTRODUCTION: The Department of Social Welfare is responsible for the welfare, social justice and empowerment of disadvantaged and marginalized sections of society. It has been instrumental in bringing about major improvements and social justice to those in need of its services. A large number of major initiatives have been undertaken by the Department such as welfare programmes and services to differently abled persons, social security for the aged, infirm and poor and destitute widows. It is also responsible for the welfare and development of women and children and socio-economic rehabilitation programmes for economically and socially handicapped persons. It takes steps to combat various social problems like drug abuse, alcoholism, trafficking of women and children, juvenile delinquency, etc. It also takes various initiatives - preventive, treatment and rehabilitation services and restoration programmes through the network of residential homes and non-institutional services in partnership with civil society. The Department is also implementing Supplementary Nutrition Programme which aims at eradicating the prevalence of protein-calorie and micronutrient deficiency in the State. VISION To ensure protection, care and social, economic & political development of the “target groups" (viz. children, adolescent girls, women, old age persons and disabled persons) in order to enable them to have a productive and dignified life. MISSION � To ensure that women, children, handicapped persons and old age persons are uplifted, protected and empowered through systematic convergence of state and centrally sponsored schemes intervention. � Management of Anganwadi centers, correctional institutions and social defense � Strengthening of tribal welfare. � Reduction of substance abuse. � Strengthening of voluntary organizations to realize the vision through financial and technical assistance.

OBJECTIVES � Development of children below 6 years. � To improve nutritional status of women, adolescent girls and children. � To provide a safe environment for comprehensive development of children in need of care & protection and those in conflict with law. � To provide education, economic development and social empowerment of senior citizens, widows, disabled persons, families who have lost their breadwinner in line with the national flagship programme. � Reduction of substance abuse. � Upliftment and empowerment of Persons with Disabilities (PWDs) on socio-economic frontage. � To provide relief and rehabilitation to destitute women, to provide economic development. � Improvement of socio-economic infrastructure for Tribal Welfare. � To prevent women and children from being abused and trafficked. I. ICDS (INTEGRATED CHILD DEVELOPMENT SERVICES) SCHEME The first ICDS Project in the state was opened in 1978-79 at E. Lundar. At present, there are 27 ICDS projects covering 26 RD blocks with 2244 functional Anganwadi Centres. The beneficiaries covered under the scheme are children below the age of 6 years, pregnant and lactating women and adolescent girls. The most notable achievements during 2016-17 are summarized below: 1. Maternity Benefit Programme (MBP): The erstwhile IGMSY scheme which was operational in just 1 District (Lawngtlai District) has been supplanted by the Maternity Benefit Programme – a conditional cash transfer scheme which will cover the whole state. The scheme will provide a cash incentive of Rs. 5000 in three installments to pregnant and lactating mothers for the first two live births. All pregnant and lactating mothers except regular State/ Central Govt. employees, public sector undertakings and recipients of similar benefits under any law are eligible. 6. Honorarium of Anganwadi Workers and Helpers: The State Govt. has enhanced the honorarium of AWWS/ AWHs at 10% w.e.f. 1.4.2017. 7. State Level Award for Best Anganwadi Workers: The State Level Award for Best Anganwadi Workers for 2016-17 was awarded to 5 Anganwadi Workers on 5.7.2017. Since the year 2000, there have been 96 State Level Awardees and 16 National Level Awardees. I. EKLAVYA MODEL RESIDENTIAL SCHOOL (EMRS) The Eklavya Model Residential School at Serchhip constructed at the cost of ` 12 crore with fund from the Ministry of Tribal Affairs, Govt. of India was opened during the year. It may be mentioned that the first EMRS was constructed in 2008 at Lunglei. The Ministry has also sanctioned fund for construction of another 4 EMRSs @ ` 7 crore each at Siaha, Lawngtlai and Chawngte and @ ` 8 crore at Ngopa. EMRS, Serchhip Students of EMRS, Serchhip

II. S.T. GIRLS HOSTEL Out of 13 ST Girls Hostels sanctioned so far by the Government of india, construction of 10 ST Girls Hostel have been completed out of which 6 hostels are functional. PROTECTIVE HOME, MAUMUAL Protective Home, Maumual is an institution where convicted victims of immoral trafficking are detained for correction, protection and treatment. The Home has been upgraded at the cost of 275.72 lakhs. It was inaugurated by the Hon’ble Chief Minister, Pu Lalthanhawla on 31st January, 2017.

IV. DISABILITY AFFAIRS: 10580 Disability Certificates and ID Cards have been issued to PwDs so far in Mizoram. The Department aims to make public places barrier free for the independence, safety and convenience of persons with disabilities. During the period under report, lifts, ramps and railings were constructed in 37 Government buildings V. VOCATIONAL TRAINING CENTRE (VTC) Under Article 275 (1), Vocational Training Centres are established at the District capitals of Champhai, Serchhip, Kolasib, Lunglei and Siaha with a capacity of 100 tribal youths in each centre. Different trades such as tailoring, beauty culture, hospitality, sericulture, ICT, electronics, electrical and automobile are imparted at these centres. The project aims to cater to the needs of tribal youths for development of vocational skills to enable them to earn a living. VI. BAL BHAVAN Bal Bhavan is an out of school activity centre where children learn without stress or worry. Many hidden talents in children are identified and nurtured at the Bal Bhavan by imparting various streams of activities, viz. (1) Creative Performing Arts which includes music, folk songs and dance (2) Creative Arts like painting, sculpturing, crafts (3) Creative Science like general science & practicals, computer and graphic designs (4) Creative Writing like poems, songs, story writing, etc. Mizoram Bal Bhavan building is being constructed at ITI, Aizawl with fund provided by Ministry of Tribal Affairs, Government of India under Article 275 (1). The Ministry accorded ` 400 lakhs for construction of the building out of which `186.33 was received during 2016-17.

VII. WOMEN WELFARE (1) Socio-Economic Rehabilitation Programme for Poor and Destitute Women: The department is implementing the scheme of Economic Rehabilitation to Poor and Destitute Women like widows, divorcees, unmarried women with minor children. Women in need of care, protection and economic upliftment are provided with fund for poultry and piggery under the scheme. (2) Universal Women Helpline (181) Universal Women Helpline was inaugurated by the Hon’ble Minister Pu P.C. Lalthanliana on 14th July, 2016. This is a scheme to provide immediate help to any woman affected by violence of any kind. Universal Women Helpline was operationalised in Aizawl, having Universal number ‘181’ since April, 2016. Any needy woman who suffers from violence, oppression, discrimination, etc, may contact the Helpline 181 at any time. It is open for 24 hours, seven days a week and can be contacted at all times. Inauguration of Universal Women Helpline (3) One Stop Centre (OSC) The OSC will support all women including girls below 18 years of age affected by violence irrespective of caste, class, religion, region, sexual orientation or marital status. The OSC will be integrated with 181 and other existing helplines. Women affected by violence and in need of redressal services could be referred to OSC through these helplines. OSC building is under construction at Durtlang. In the meantime, the Centre is run in Women Helpline building, Khatla.

VIII. DRUGS SURVEILLANCE PROGRAMME (1) Baseline Survey on the extent and pattern of drug use in Mizoram was conducted in all 8 districts of Mizoram in 2016-17. It is the first ever specific drug survey in India funded by the State Government. (The survey has been completed and the report was launched in August, 2017) (2) The Mizoram Drugs (Controlled Substances) Bill, 2016 was passed on the 7th December, 2016 and the Mizoram Drugs (Controlled Substances) Rules, 2017 has been drafted and is being vetted by the Law & Judicial Department and Finance Department.
