1. THE UNIVERSITY
1.1 Introduction
The Indira Gandhi National Open University was established by an Act of Parliament in 1985 toachieve the following objectives:
l democratizing higher education by taking it to the doorsteps of the learners
l providing access to high quality education to all those who seek it irrespective of age, region,religion and gender
l offering need-based academic programmes by giving professional and vocational orientation tothe courses
l promoting and developing distance education in India, and
l setting and maintaining standards in distance education in the country as an apex body.
1.2 Prominent Features
IGNOU has certain unique features such as:

1.3 The Schools of Studies
With a view to developing interdisciplinary studies, the University operates through its Schools ofStudies. Each School is headed by a Director who arranges to plan, supervise, develop and organiseits academic programmes and courses in coordination with the School’s staff and different academic,administrative and service wings of the University.

1.4 Academic Programmes
The University offers both short-term and long-term programmes leading to Certificates, Diplomasand Degrees which are conventional as well as innovative. Most of these programmes have beendeveloped after an initial survey of the demand for such programmes. They are launched with aview to fulfil the learner’s needs for:
l certification,
l improvement of skills,
l acquisition of professional qualifications,
l continuing education and professional development at work place,
l self-enrichment,
l diversification and updation of knowledge, and
l empowerment.

1.5 Course Preparation
Our learning material is specially prepared by teams of experts drawn from different Universitiesand specialized Institutions in the area spread throughout the country as well as in-house faculty.These materials are scrutinized by content experts, supervised by the instructors/ unit designers andedited by the language experts at IGNOU before they are finally sent for printing. Similarly, audioand video cassettes are produced in consultation with the course writers, in-house faculty andproducers. The material is previewed and reviewed by the faculty as well as outside experts andedited/modified, wherever necessary, before they are finally dispatched to the students/Study Centres.
1.6 Credit System
The University follows the ‘Credit System’ for most of its programmes. Each credit in our systemis equivalent to 30 hours of study comprising all learning activities (i.e. reading and comprehendingthe print material, listening to audios, watching videos, attending counselling sessions and teleconferencesessions and writing assignment responses). Thus, a 4-credit course involves 120 hours of study.This credit system helps the learner to know the academic effort he/she has to put in, to successfullycomplete a course. Completion of an academic programme (Degree or Diploma) requires successfulcompletion of the assignments, practicals/projects and the term-end examination of each course ina programme.
1.7 Support Services
In order to provide individualised support to its learners, the University has a large number of StudyCentres spread throughout the country. These Study Centres are co-coordinated by 67 RegionalCentres and Recognized Regional Centres. At the Study Centres, the learners interact with theAcademic Counsellors and other learners, refer to books in the Library, watch/listen to video/audioprogrammes and interact with the Coordinator on administrative and academic matters. The list ofRegional Centres for this programme is given in this handbook (Page No. 21 to 23). Support servicesfor other programmes are also provided through Work Centres, Programme Study Centres, SkillDevelopment Centres and Special Study Centres.
1.8 Programme Delivery
The methodology of instruction in this University is different from that of the conventional Universities.The open university system is more learner-oriented and the learner is an active participant in thepedagogical (teaching and learning) process. Most of the instructions are imparted through distanceeducation methodology and face-to-face mode as per the requirement. The University follows amultimedia approach for instruction, which comprises:
a) Self Instructional Written Material: The printed study material (written in self-instructionalstyle) for both theory and practical components of the programmes is supplied to the learnersin batches of blocks for every course (on an average 1 block per credit). A Course comesin the form of a booklet usually comprising 3 to 5 blocks.
b) Audio-Visual Material Aids: The learning package has audio and video CDS which havebeen produced by the University for better clarification and enhancement of understanding ofthe course material given to the learners. A video programme is normally of 30-35 minutesduration. The video cassettes are screened at the study centres during specific sessions whichare duly notified for the benefit of the learners.

c) Counselling Sessions: (not Compulsory for PGDBP) Normally counselling sessions are heldas per schedule drawn by the Study Centres. These are mostly held during the non-workinghours of the host Institutions where the study centres are located.
d) Practicals/Project Work: Some Programmes have practical/project component also. Practicalsare held at designated institutions for which a schedule is provided by the Study Centres.Attendance at practicals is compulsory.
For project work of the PG Diploma in Book Publishing, a comprehensive project guide, in theform of a booklet, is provided to the learner along with the study materials.
2. UNIVERSITY RULES

2.1 Reservation
The University provides reservation of seats for Scheduled Castes, Scheduled Tribes, Other BackwardClasses, Wards of Military/Paramilitary Forces and Physically Handicapped students as per the ruleslaid down by the Government of India.
2.2 Scholarships and Reimbursement of Fee
Reserved categories, viz. Scheduled Castes, Scheduled Tribes, Other Backward Classes and PhysicallyHandicapped students have to pay the fee at the time of admission to the University along withother students. They can get it reimbursed as below:
l Physically Handicapped students admitted to IGNOU are eligible for Government of Indiascholarships. They are advised to collect scholarship forms from the respective stateGovernment Directorate of Social Welfare or the office of the Social Welfare Officer and submitthe filled–in forms to them through the Regional Director concerned.
l Similarly, SC/ST and Other Backward Class students have to submit their scholarship formsto the respective State Directorate of Social Welfare or Office of the Social Welfare Officer,through the concerned Regional Director of IGNOU for reimbursement fo programme fee.
2.3 Introduction of Examination Fee
The University has introduced an Examination fee of Rs. 120/- per course for theory papers. TheExamination fee is to be paid through Bank Draft drawn in favour of IGNOU payable at Delhi.The Examination forms are available at all the Study Centres and Regional Centres and learnershave the facility of submission of the Examination form online through credit cards. 2.4 Date of Submission of Examination Forms
Please note that you must fill out examination forms for the courses for whichyou intend to take the coming exams and submit them with the specified feesotherwise you wil not be permitted to sit for the exam.

2.5 Simultaneous Registration
Students who are alreadyenrolled in a programme of one year or longer duration can also simultaneouslyregister themselves for anyCertificate programme of 6 months duration. However, if there is anyclashof datesof counselling or examination schedule between the twoprogrammes taken, Universitywill not bein a position to make adjustment.
Simultaneously pursuing two academic Progammes either from the same University, or one from theOpen University (under ODL mode) and the other from Conventional University (regular or face-toface mode) is not permitted, as of now, except Certificate Programmes of six month duration.
2.6 Refund of Fee
Fee once paid will not be refunded under any circumstances. Programme fee may however be refundedif admission is not offered by IGNOU for any reason.
Samples of various forms currently used in the University are provided in this Programme Guide.Whenever you need any of these, please take a photocopy, fill it and send it to us.
2.7 Issue of Duplicate Grade Card/Mark Sheet/Degree/Diploma/Certificate
A duplicate grade card is issued after a request is made on the prescribed form along with a demanddraft of Rs. 200/- to be paid in favour of IGNOU, New Delhi. In case of loss of degree/diploma/certificate a duplicate can be obtained after paying a fee of Rs. 750/- and filling the prescribedform with Rs. 10/- on Non-Judicial stamp paper and affidavit.

2.9 Disputes on Admission and other University Matters
The place of jurisdiction for filing of a suit, if necessary, will be only New Delhi/Delhi.

3. SCHOOL OF HUMANITIES
The School of Humanities comprises the disciplines of English, Hindi and Urdu.
The School performs the following functions:
Planning and development of academic programmes at the degree, diploma and certificate levels;Editing study materials and other publications of the university; Translating and vetting course materials,official circulars, reports, press releases etc.; and Supervising printing and re-printing of coursematerials.

About the Programme
The PG Diploma in Book Publishing is a unique programme that is on offer for the first timein India. While there are many other courses of a similar nature, the uniqueness of our programmelies in the fact that we are providing teaching materials in a variety of modes—print, audio andvideo, teleconference, face-to-face interaction and attachment to a publishing house where the studentwill get a chance to work and learn on the job.
While telling the student about the various aspects of book publication, we shall be pointing outthe job openings where the student could conceivably be absorbed. One does not necessarily haveto be only an editor, copy editor, proof reader or book designer—there are many, many openingsand the student may choose one that suits his/her interest and temperament.
This programme has eight courses (called papers in conventional terminology), five of which arecompulsory and three are electives. This means that the student can choose to do any two ofthe elective courses—depending on the area the student are interested in. Courses 1-4 are compulsoryand courses 5-7 are electives (the student could choose any two). Course 8 is a compulsory coursewhere the student would be attached to a publishing house and do a project for which the studentwould be evaluated and get a separate Certificate of Completion.
The eight courses of the Diploma cover all aspects of the field of publishing, particularly bookpublishing on the assumption that the student is completely new to the field. Of course, there willbe some who are experienced hands but this would serve as a refresher course to such persons.

6. Editing Scientific, Technical and Medical Books

(*In order that the student is exposed to the practical aspects of publishing, we have signed anagreement with the FEDERATION OF INDIAN PUBLISHERS for the student to receive a month-long training where s/he will get both exposures to publishing and a small stipend as incentive. ThePG Diploma would be given only after the student has completed this training.)
Of these eight courses, Courses 1-4 and Course 8 are compulsory. Of Courses 5, 6, and 7 thestudent may choose any two.

Evaluation:
This Programme has seven courses (four compulsory, three elective) and a Apprenticeship/TrainingProgramme (covered under Course 8). The evaluation will be in two stages: Continuous and Terminal.Each of the Courses 1-7 has an assignment that must be submitted as per instructions given inthe Assignment Booklet. The student is expected to submit assignments for courses 1-4 since theseare Compulsory Courses. Courses 5-7 are elective and the student should submit assignments onlyfor those (two) courses that the student has chosen as electives.
Course 8 would have assessment in three parts: Assessment of Project Report, Supervisor’sEvaluation, and Viva voce. Each component would carry equal weightage.

COURSE 8: INTERNSHIP/TRAINING
Internship Period: It is required to complete internship of four weeks in the first year of study.In case a student fails to complete internship in the first year, she/he has to re-register for internshipin the 2nd/3rd/4th year by paying an additional Rs.1400.
After internship, every student is required to submit a Project Report/Workbook which recordsthe performance and the same shall be authenticated with remarks by the Supervisor.
A separate Confidential Report in a prescribed format shall be submitted by the Supervisor aboutthe performance of the student during the internship.
A Viva Voce would be held at Headquarters/(Regional Centres) RCs/(Programme Centres) PCs with1/3 weightage for each component–Supervisor Report, Project evaluation and Viva.
Stipend during Internship: Federation of Indian Publishers will offer a Consolidated stipendof Rs.2500 after successful completion of the internship.
Student Support Services
IGNOU has established Study Centres throughout the country. These centres will have four majorfunctions: organizing contact programmes, providing library facilities, disseminating information andadvice, and making audio/video services available.
The student is allotted a Study Centre near his/her place or residence or work as far as possible.S/he will also be attached to counsellors. They will be the immediate point of contact for the student,and will guide him/her in the study of the Courses.
5.0 EVALUATION AND CERTIFICATIONThe evaluation of the performance of the students is done through the term-end examinationand will be based on both marks and a grading system.

l The certificate will be given to you on successful completion of the Programme.
l The degrees and diplomas of this University are recognized and have the same status as thoseof any other Central and State University in the country.
l Term End Examination will be conducted twice a year in June and in December.
l At the end of the period of study, there will be a term-end examination, for each course (1-7).
5.1 Examinations
The primary component of the evaluation in PGDBP is the term-end examinations held in June andDecember every year. The student can sit for any of these two cycles of examinations conductedby the University during the year. The only condition is that she/he should have completed theminimum time prescribed of the programme pursued, which in case of PGDBP is one year, beforetaking the exam for the first time.

For each Course, a student will have to obtain at least D grade separately in the two components–Assignment and Term-End Exam. However, the overall average should be at least a C gradein each course for the successful completion of the programme. The letter grade system used forterm-end examinations in each course has already been explained in the section on Evaluation.
If a student fails to clear all the subjects in her/his first attempt, she/he can clear them in the subsequentexaminations.
5.2 Term-end Examinations
As stated earlier, term-end examination is the major component of the evaluation system and it carries70% weightage in the final result. The student must fill and send the term-end examination formbefore the last dates i.e. 31st March for June and 30th September for the December exam.
The term-end examination in PGDBP will comprise seven papers, i.e., one paper each for the fourcompulsory courses and one each for the elective courses as well (only those opted for by thestudent need to be taken). The duration of each paper is three hours. Each paper in PGDBPcarries 100 marks.
5.3 Eligibility for Examination
To be eligible to appear at the Term-end Examination in any course, the student is required to fulfillthe following four conditions.
1) The student should have paid the course fee (Fee is paid during Feb/March each year).
2) The student should have opted and pursued the prescribed course.
3) The student should have submitted the assignments for the respective course.
4) The student should submit the examination form on time alongwith prescribed examination fee.
5) Please note that attendance at Counselling will be helpful but is not compulsory.
5.4 Examination Date Sheet
Examination date sheets (schedule which indicates the date and time of examination for each course)are sent to all the Study Centres approximately 5 months in advance. The same is also notifiedthrough IGNOU website from time to time. Thus, normally, the date sheet for June examinationsis released in the month of January and for December examination in the month of July.
5.5 Examination Form
It is an essential pre-requisite for the student to submit the Examination Form for taking examinationin any course. Copies of the examination form are available at Study Centres/Regional Centres/StudentRegistration and Evaluation Division at Headquarters, New Delhi and can also be downloaded fromthe IGNOU website www.ignou.ac.in We have provided only a model copy of the examination formin this Programme Guide. Please do not use it for submission purposes. Only one form is to besubmitted for all the courses in one term-end examination. Examination fee of Rs. 120/- per coursein the form of demand draft is required to be sent along with the examination form.
Please note that you should submit your assignments before you can appear for the Term-End Exams. Please remember to keep a copy of your completed assignment just in casethe one you submitted is lost in transit.
Examination fee (and late fee) should be paid through DD/IPO drawn in favour of IGNOU, NewDelhi or city where the student’s Regional Centre is located. Please write the correct enrolmentnumber, programme code and name at the back of the DD/IPO and properly tag it with the examinationform to avoid its misplacement and send to the concerned Regional Centre.

Examination forms received after the due date or without late fee, wherever applicable, shall berejected.
Every student must bring his or her identity card for appearing in term-end examination along withthe admit card.
5.6 Examination Intimation Slip
After receiving the examination forms to the student, the University will send an information slip tothe student before the commencement of the exams. If the student does not receive the intimationslip 15 days before the commencement of examination, s/he may contact the Study Centre or RegionalCentre or Student Registration and Evaluation Division at the Headquarters.
If your name is registered for examinations in the list sent to the Study Centre, even ifyou have not received it or misplaced the intimation slip, you can take the examinationby showing your identity Card (Student Card) to the examination centre superintendent.
5.7 Examination Centre
Your study centre is normally your examination centre. Change of examination centre is permissiblein exceptional cases for which you have to make a request to the concerned Regional Centre orSED Registrar, SED at least one month before the commencement of examinations.
Your enrollment number is your Roll Number for the examination. Be careful in writing it. Any mistakein writing the Roll Number will result in non-declaration of your result. It is your duty to checkwhether you are registered for that course and whether you are eligible to appear for that examinationor not. If you take the examination without being eligible for it, your result will be cancelled.
Your Study Centre is the contact point for you. The University cannot send communications to allthe students individually. All the important communications are sent to the Coordinators of the StudyCentres and Regional Directors. The Coordinators display a copy of such important circular/notificationon the notice board of the Study Centre for the benefit of all the students. You are, therefore, advisedto get in touch with your Coordinator for day-to-day information about assignments, submission ofexamination forms, date-sheet, list of students admitted to a particular examination, declaration ofresult, etc.
While communication with the University regarding examinations, please write your enrollment numberand complete address clearly. In the absence of such details, we will not be able to attend to yourproblems.

1. Read the instructions for submission of assignments given in your Programme Guide carefully.
2. Assignments should be demanded only if your registration for that course (subject) is valid andthe assignments are requested for not available on the IGNOU website.
3. Please ensure that you have mentioned your correct Enrolment No. (it consists of 9 digits),Name, Course Code/title, Name of Semester/year, (wherever applicable), and the Study CentreCode on your assignment responses before submitting them to the concerned authorities.
4. Submission of assignment within due dates is a pre-requisite for appearing in the term endexamination. You are, therefore, advised to submit your TMA at your Study Centre within theprescribed dates. Assignments received after due dates will be summarily rejected.
5. Assignments should not be re-done to improve your score if you have already secured the minimumqualifying marks in a course.
6. Please do not submit your assignment responses twice either at the same Study Centre or atdifferent Study Centres for evaluation.
7. Please remember that it is compulsory to submit your assignments before you can take the Term-End Examination. Also remember to keep a copy of your assignment with you and to take areceipt from your study centre when you submit the assignment.

1. Please fill in the course(s) only for which the assignments have been submitted by you within the scheduled time. No Hall Ticket will beissued in case the assignments for the course(s) have not been submitted.
2. Please write correct course code(s) as indicated in your Programme Guide, failing which the course(s) will not be included in Hall Ticketfor taking examination (For example ECO-01/MS-02).
3. In case wrong/invalid course code is mentioned in examination form, the course will not be included in the Hall Ticket and the examinationfee paid will not be refunded.
4. Examination form should be submitted only once for each Term-end Examination.
5. Please send the examination form by Registered/Speed Post and retain the proof of its mailing till you receive the Hal Ticket;
6. Term-end Examination result is also available on the University website (www.ignou.ac.in). Please see the result status before fillingexamination form.
7. It is advised to enclose/forward only the Examination Fee along with this form. Any other fee (registration/re-registration) forwarded withthis form will result in rejection of the examination form.
8. Examination form received without examination fee or late fee (if applicable) will similarly be rejected.
9. Students of BA/B.Com./BCA/BTS Programme can take examination for courses up to 48 credits and those of Management Programmecan take examination for a maximum of 8 courses at a time.

RULES & REGULATIONS FOR EARLY DECLARATION OFRESULTS
1. Request for early declaration of results will be entertained for final semester/year or maximum of 4 backlogcourses only, subject to the following conditions:-
i) The student has been selected for higher study/employment and statement of marks/grade card is requiredto be produced to the institute by a particular date, which is before the prescribed dates of declaration ofthe University’s results.
ii) The student has completed all the other prescribed components except the term-end examination of thecourses, for which early evaluation has been sought.
2. Application for early declaration, for the reasons such as to apply for recruitment/higher study/post andpromotion purpose etc. will not be entertained.
3. Application without enclosing documentary evidence specifying the reason for early declaration will not beentertained.

RULES & REGULATION FOR RE-EVALUATION OFANSWER SCRIPTS
1) The request for re-evaluation by the student must be made before 31st March for December TEEand 30th September for June TEE or within one month of declaration of results, whichever is later.
2) The date of declaration of result will be calculated from the date on which the result are placed on theIGNOU website.
3) After re-evaluation, the better of the two scores of original marks/grade and marks/grade after re-evaluation will be considered.
4) The revised marks/grade after re-evaluation shall be communicated to the student on receipt of re-evaluation result and result of re-evaluation will also made available on the IGNOU website atwww.ignou.ac.in. The minimum time required for re-evaluation shall be 30 days from the date ofreceipt of application.
5) Re-evaluation is permissible in TEE only and not in the Project/Dissertation/Practicals/Lab courses,Workshops, Assignments & Seminar etc.
6) On the top of the envelope containing the prescribed application form.

RULES & REGULATIONS FOR OBTAINING PHOTOCOPY OF THE ANSWER SCRIPTS
1. Photocopy(ies) of the answer script(s) shall be provided to the students from December-2008 term-end examination(TEE), onwards.
2. The fee for photocopy of the answer script shall be Rs. 100/- (Rupees One Hundered Only) per course. Fee shallbe paid in the form of a Demand Draft drawn in favour of IGNOU and payable at New Delhi.
3. Application form without self attested photocopy of the Identity Card of the student will not be entertained.
4. Student’s application form for photocopy(ies) of the answer script(s) shall reach the Concerned Authority (asmentioned below in the last para) alongwith the prescribed fee within 45 days from the date of declaration of results.The date of receipt of application for June term-end examination shall be by 15th October and for December term-endexamination by 15th April or within 45 days from the date of declaration of result on the University’s website,whichever is later.
5. The students, who find that any portion of the answer was not evaluated or any totaling error is noticed, may pointout the same and submit their representation alongwith a copy of the answer script supplied to them within 15days. No other query regarding evaluation of answer script shall be entertained.
6. The students, who intend to apply for photocopy(ies) of the answer script(s) may simultaneously apply for re-evaluation, if they so desire. The last date for submission of application for re-evaluation will not be extended tofacilitate them to point out discrepancy in the evaluation.

INSTRUCTIONS TO CANDIDATES FOR ISSUE OF DUPLICATECOPY OF UNIVERSITY DEGREE/DIPLOMA/CERTIFICATE
1. The form should be filled in duplicate legibly and signed by the candidate
2. The form should be submitted through the Regional Director of the concerned Regional Centrethrough which the candidate appeared at the said examination and duplicate copy will be sentthrough the Regional Director concerned.
3. A duplicate copy of the Diploma, Degree or Certificate will be issued on submission of an affidavitsigned by a First Class Magistrate together with an attested copy of the F.I.R. lodged with thenearest Police Station to this effect by the candidate on the grounds that either the original Diploma,Degree or Certificate has been irrecoverably lost destroyed or defaced and on payment of the feesprescribed.
4. In very special cases subsequent copies of the Diploma, Degree or Certificate may be issued fornot more than four times, on submission of an affidavit signed and certified by a First ClassMagistrate to the effect that the Diploma, Degree or Certificate issued previously by the Universityhas been lost or destroyed and on payment of the fees as prescribed for the issue of duplicate copy.
