DuPage County, IL

DuPage County is the second largest county in Illinois with about 1 million residents. DuPage is

the wealthiest county in the state and has some of the busiest transportation corridors in the state. Many police and fire agencies in DuPage County are dispatched by DU-COMM, one of the largest

and most advanced dispatch centers in the Midwest. The Sheriff’s Police has a multi-channel 800 MHz. conventional repeater system for operations. Most other agencies use various VHF and UHF channels for dispatch. Naperville has a citywide 800 MHz. trunked system for most operations.

DuPage is divided into 9 townships that mostly follow the survey lines. Each has Highway Departments as provided for in State Statute.

DuPage has an active Emergency Management Agency (actually called Office of Emergency Management/OEM). Several of the cities and village, including Elmhurst and Naperville also have active ESDA/EMA units.

Many DuPage County, local and DuComm operations will be converting to the StarCom21

Office of Homeland Security & Emergency Management (OEM)

The DuPage OEM has taken a lead role in weather spotting and reporting in northern Illinois since the Plainfield Tornado in 1990. OEM also holds Amateur Radio station KB9RDZ for RACES and spotter activities. OEM was the only local 24-7 OEM communications center in the state but budget concerns closed the office in 2010. Federal tones F18 / F14 (2440.0 and 1780.0) tones are used to activate Severe Weather Alert Receivers on 155.0250. (Since the CentraCom console doesn’t have 1780.0 a nearby Motorola tone of 1781.5 is actually sent instead of 1780.0, being within the tolerances of the receivers it works either way.) DuPage OEM also dispatches several local OEM units on 154.9650, including Aurora, Bensenville, Naperville, Roselle, Warrenville, Winfield and West Chicago. The DuPage County Forest Preserve District owns hundreds of acres of forest and prairie in the county. The District has a full service police department that patrols the properties. The FPD Police has it’s own dispatch center. FPD Police use the StarCom21 system for many dispatch operations. Police operations on the old 151.325 MHz. are mostly car-car. With the advent of new multi-jurisdictional responses to major incidents, many problems have been caused by incompatible radio systems. With 3 main radio bands used in DuPage County (VHF, UHF and 800) neighboring towns often cannot communicate with each other. While there are Mutual Aid channels such as ISPERN, these are not often available in portable radios or at base stations.

Several DuPage agencies got together and created the DuPage Interoperability Radio System (DIRS) to link the 3 radio bands so that communities can have compatible radio systems using existing mobiles and portables. DIRS was constructed as a large area cross-band system.

Radio channels in each band were obtained from local agencies that no longer needed them for routine operations. Westmont donated a former MDT channel, DU-COMM donated a T-Band repeater channel and the County donated a VHF channel.

Mobiles and portables would be programmed with a channel in it’s band and then any traffic would be simulcast on the other 2 bands. This would allow VHF users to talk to UHF users and 800 users.

Control of the system is held by the DuPage County Sheriff’s dispatch center. DU-COMM (DuPage Public Safety Communications)

DU-COMM, the largest central dispatch agency in Illinois, handles dispatch for 12 municipal police departments and 16 fire departments or districts in DuPage County. DU-COMM started in the mid 1970’s with 4 police dispatch channels and a countywide channel, actually open to any DuPage county police agency, even those not in DU-COMM. After adding Warrenville and West Chicago in the 1980’s DU-COMM added a 5th police dispatch channel, that formerly used by Naperville and Warrenville, Naperville having moved to 800 MHz. In 2010 DuComm is scheduled to take over operations for Roselle. After Northwest Central Dispatch moved to an 800 MHz. system their former UHF police channels were assumed by DU-COMM and are currently used to rebroadcast IFERN and ISPERN, the fire and police mutual aid channels. For fire operations DU-COMM currently has 2 repeater channels and 2 simplex channels for dispatch, as well as IFERN. DU-COMM is the HQ for MABAS Division 12 that covers much of DuPage County. DU-COMM handles 9-1-1 coverage for its member communities and provides expert Police, Fire and EMS communications services. It provides such advanced services as Emergency Medical Dispatch (EMD), Phase 2 Wireless 9-1-1 (geo-location), and mobile data terminals. The dispatch facility in Glendale Hts. is considered one of the most advanced facilities of its kind in the area. DU-COMM uses UHF T-Band (470-482 MHz.) channels for Police Dispatch and VHF (150-160 MHz.) for Fire Dispatch. In addition there are several ACSB 220 MHz. channels used to relay Fire Station Alert traffic. 2 UHF channels also are used to rebroadcast the Fire Mutual Aid Channel of 154.265 as well as the Police Mutual Aid Channel of 155.475. These are of great benefit to the scanner listener as these are arguably the most interesting channels to monitor in this area, and these allow one to monitor traffic from much greater distances. Superior Air-Ground Ambulance, Inc, Superior Ambulance, long a private ambulance and medi-car provider, has branched out into providing front-line and back-up EMS service for several suburbs in the Chicago area. They also provide dispatch services, staff fire houses and other dispatch centers and provide alarm monitoring services. The Metro Paramedic Services subsidiary provides staffing for up to 20 communities in the area, including Bensenville, Elmhurst and Glen Ellyn as well as temp service to several other communities such as Libertyville, Countryside FPD and Mundelein.
