Dumont — the man…the promoter Raymond Harry “Hap” Dumont didn’t like baseball. He loved baseball. Born in Wichita in 1904, “Hap” spent his life there. It was while selling baseballs, bats and mitts in the sport- ing goods department of Goldsmith’s that “Hap” got the idea for a National Baseball Congress. He never let go of that dream and in 1931 it became a reality. Established as an annual Kansas non-professional tourna- ment, the NBC was all things to all players. For the young prospects it was a springboard to professional stardom; to the sandlotter it represented an arena in which he could compete with others of equal talent. To the former pros, the NBC was a place to spend the twilight summers of their careers. Today, the NBC is one of the most respected baseball opera- tions in the world with teams from Alaska to Alabama, California to Connecticut and points in between, meeting annually in Wichita for the National Tournament. “Hap” Dumont died of a sudden heart attack in 1971. In 1978 Lawrence Stadium — the stadium “Hap” built — was renamed Lawrence-Dumont Stadium. But if not for him, the NBC might not be what it is today. It was Dumont who came up with idea after idea after the NBC was founded. Dumont founded the national tournament almost by accident. I. REQUIREMENTS FOR CHARTER1. Applications for charter must be submitted to

Headquarters and approved. Applications mustinclude the annual National registration fee of $10.00per team. All leagues must apply for charter on orbefore June 1.

2. NBC "Hap" Dumont Youth Baseball Inc. (here-in-after referred to as NBC "Hap" Dumont YouthBaseball) Box 771352, Wichita, Kansas 67277.

3. All Chartered leagues may add teams on or beforeJune 15th merely by filing team registration feeswith Headquarters.

4. Leagues chartered as NBC “Hap” Dumont YouthLeagues shall thereby become subject to the powersand jurisdiction of State Directors within whose limitssuch leagues operate.

II. DEFINITION OF LEAGUE, PLAYER, SPONSOR, PLAYING RULES1. A league shall be composed of not less than four (4)

teams, with no maximum limit in order to become achartered league of NBC “HAP” DUMONT YOUTHBASEBALL.

2. PLAYER - All players who are 18 years or under areeligible for NBC "Hap" Dumont Youth Baseball.August 1 in any year shall be the deciding date.2005 SEASON - AGE CUTOFF DATES

a. NBC “Hap” Dumont Youth Baseball shall berestricted to AMATEUR PLAYERS only. Playerswho have received remuneration for play orother compensation are not eligible. A playeronce declared ineligible can be reinstated onlyby NBC “Hap” Dumont Youth Baseball.

b. Games in which an ineligible player has beenused shall be declared forfeited.

c. Amateur and eligibility status of any NBC"Hap"Dumont Youth Baseball player shall bedetermined in accordance with the prevailingrules of the State High School AthleticAssociation of the state in which the player par-ticipates in NBC "Hap" Dumont Youth Baseballplay.

3. SPONSOR — NBC "Hap" Dumont Youth Baseballforbids sponsorship by any organization or individu-als whose activities may be regarded as inimical tothe welfare of youth and therefore, strongly advisesmeticulous care in the selection of team sponsors.

4. PLAYING RULES — All NBC "Hap" Dumont YouthBaseball games shall be played according to theOfficial Baseball Rules 1.00 through 10.22 with theexceptions listed in this book under the SpecialRules and Regulations section.

III. JURISDICTION1. All competition shall be under the jurisdiction of NBC

"Hap" Dumont Youth Baseball, Box 771352, Wichita,Kansas 67277.

2. It is mandatory that all chartered teams have groupaccident insurance. League President and/orSecretary must certify to the authenticity of the team’sthe

possession of group accident insurance. It is rec-ommended that all leagues be protected by liabilityinsurance.

IV. BIRTH DOCUMENTS, ROSTERS1. Players enrolled on an NBC "Hap" Dumont Youth

Baseball team roster must present to their respec-tive league President (before the league's firstscheduled game) an original record of their birth ora certified copy or notarized photostat of that origi-nal record of birth.a. A Certificate from the State, County or City

Bureau of Vital Statistics, Department of Health,Affidavits of Birth, Baptismal Certificates,School Certificates.

b. In the event of the player’s birth not beingrecorded at the time of birth, a CERTIFIEDCOPY OF THE DELAYED REGISTRATION ofbirth will be accepted, providing that said regis-tration is filed with Headquarters and the StateDirector is notified prior to the player’s first reg-ularly scheduled game.

c. Notification of Birth Registration from the State,County or City Bureau of Vital Statistics,Department of Health or other recognized birthrecording agency.

2. No player should be embarrassed as a result of thisrule. Should there be any difficulty in complying withthis birth certificate requirement, any LeaguePresident, League Secretary, Parent or Guardianmay contact NBC "Hap" Dumont Youth Baseballregarding an official letter of waiver prior to a play-er's first regularly scheduled league game.Application for an NBC "Hap" Dumont YouthBaseball letter of Waiver shall be accompanied byas much documentation as is available.

3. A team roster shall be filed with Headquarters andState Directors independent of each other on orbefore June 15. The League President and/orSecretary will certify as to the authenticity of theinformation submitted and certify as to possession ofgroup accident insurance. Computer generated orother type rosters, providing all the information asrequired on the official roster forms and signed bythe League President and/or Secretary, will beaccepted.

4. Players or teams added after June 15 are not eligi-ble for tournament play.

V. TEAM COMPOSITION1. Each team shall consist of not more than seventeen

(17) players, one (1) manager and two (2) coaches.(Note: Age 15, 16, 17 and 18 & Under Twenty (20) Players.)

VI. STATE AND REGIONAL DIRECTORS1. State Directors supervise and have jurisdiction over

all chartered NBC "Hap" Dumont Youth BaseballLeagues operating within their respective states inaccordance with the rules, regulations and policiesof NBC "Hap" Dumont Youth Baseball. StateDirectors are directly responsible to their respectiveRegional Directors.

2. Regional Directors supervise and have jurisdictionover all duly appointed and certified State Directorsoperating within their respective sections in accor-dance with the rules, regulations and policies ofNBC "Hap" Dumont Youth Baseball. RegionalDirectors are directly responsible to NBC "Hap"Dumont Youth Baseball.

3. State and Regional Directors may formulate suchrules and regulations and territorial jurisdictionallimits that are not in conflict with NBC "Hap"Dumont Youth Baseball rules and regulations that

will enable said Directors to better conduct theiroperations and govern leagues existing within theirterritorial limits. NBC "Hap" Dumont Youth Baseballshall have final approval on all State and Regionalrules, regulations and policies.

4. World Series Tournament fees will be two hundredfifty ($250.00) dollars per team. This fee will bepayable by cash or certified funds.

5. State and Regional fees in excess of those statedmust be approved by NBC "Hap" Dumont YouthBaseball.

6. Local leagues may formulate rules and regulationsas they see fit to better conduct their league opera-tion (THIS APPLIES TO LEAGUE PLAY ONLY).

VII. PROTESTS AND RULE INTERPRETATION1. Each league shall adopt rules governing procedures

for protesting a game, when a manager claims thatan umpire’s decision is in violation of these rules.

2. All disputes and protests shall be decided by the localleague President or by his appointed committee.

TOURNAMENT SPECIAL RULES AND REGULATIONSTHE PLAYING FIELD — Refer to Official Baseball Rule 1.04

with the following exceptions: An NBC "Hap" Dumont YouthBaseball playing field need not have an enclosed fence sur-rounding the outfield playing area. The baselines for age 8, 9and 10 & Under shall be 60 feet and the pitching distance shallbe 43 feet. Age 11 and 12 & Under the baselines shall be 70feet and the pitching distance shall be 50 feet. Age 13 & Underthe baselines shall be 80 feet and the pitching distance shall be57 feet. Age 14, 15, 16, 17 and 18 & Under the baselines shallbe 90 feet and the pitching distance shall be 60 feet, six inches.

PLAYERS' BENCHES — Refer to Official Baseball Rule 1.08with the following exception: NBC "Hap" Dumont YouthBaseball suggests but doesn't require that players benches beenclosed and roofed.ecretary

THE BALL — Refer to Official Baseball Rule 1.09.METAL BATS — These are approved for use in NBC "Hap"

Dumont Youth Baseball. The bat for ages 8, 9, 10, 11, 12, 13,and 14 & Under shall not be more then two and three-fourthsinches in diameter at the thickest part. For ages 15, 16, 17 and18 & Under the bat shall not be more then two and five-eightsinches in diameter at the thickest part. The unit differential,namely the difference between bat length measured in inchesand bat weight measured in ounces, will be no more then minusthree. For all ages, the bat handle not more then 18 inches fromthe end, may be covered or treated with any material to improvethe grip. No such material shall improve the reaction or distancefactor of the bat.PROTECTIVE HEADGEAR — Shall be worn at bat and while

a base runner during practice and all games. Such headgearmust cover the top of the head and have extended ear flapswhich cover both ears and properly fit the player wearing it.Penalty: If a player refuses to wear headgear, he shall beremoved from the game.ecPROTECTIVE HEADGEAR, CUP AND SUPPORTER — This

equipment must be worn by the catcher during practice and allgames. The protective headgear must cover the top of thehead and properly fit the catcher. PENALTY: If the catcherrefuses to wear this equipment, he shall be removed from thegame.

CATCHER’S MASK AND THROAT PROTECTOR — Anyplayer warming up a pitcher at home plate shall wear a maskand it is recommended that any player warming up a pitcher atany other location shall wear a mask. The Throat Protector isconsidered part of the catcher’s mask. Penalty: If a playerrefuses to comply, he shall be removed from the game.

STEEL CLEATS — Shall not be allowed for the 8, 9, 10, 11and 12 & Under in NBC “Hap” Dumont Youth Baseball. Penalty:If a player refuses to comply, he shall be removed from thegame.

UMPIRE REQUIREMENTS — Refer to Official Baseball Rule3.01 with the following exception: Section (d) — The umpireshall be assured by the home club that an adequate supply ofregulation balls are immediately available for use if required. Itis recommended that all umpires be NBC certified.

OFFICIAL BASEBALL RULE 8.01 — The pitcher shall takesigns from the catcher while standing on the rubber. Note: Thisapplies to age 13, 14, 15, 16, 17 and 18 & Under only. PENAL-TY: After a warning by the umpire, the pitcher on the nextoffense, shall be removed from the mound as a pitcher for theremainder of the game.

EXTRA HITTER (EH) — This rule is optional. A team mustdeclare its intent to use this rule before the game starts. A teammay bat ten (10) players, but may not revert to a nine (9) play-er line-up except for injury, illness or ejection, and only then ifno substitutes are available. A manager may play any nine (9)of the ten (10) players, listed in the official line-up, on defenseat any time.

RE-ENTRY — Any of the starting players may withdraw fromthe game and re-enter once, provided such player occupies thesame batting position, when he is in the lineup. This includespitchers and they can return and pitch, if still eligible per rule XII,7. The pitcher is also governed by the provisions of OfficialBaseball Rule 3.05. A substitute who is withdrawn may not re-enter. NOTE: If a player re-enters illegally as a pitcher, fielder orrunner there is no penalty except that he must be removed fromthe game immediately when discovered. If he re-enters illegallyas a batter, such illegal re-entry is penalized according to OfficialBaseball Rule 6.07, batting out of order. NOTE: If injury or illnessoccurs and all eligible substitutes have been used, a previouslyused substitute player may re-enter.

CRASH RULE — A baserunner must slide at home plate if aplay is being made on him. PENALTY: Baserunner will be calledout.

COURTESY RUNNER — A courtesy runner that hasn’t previ-ously entered the game may run for the pitcher or catcher, butnot for both in the same inning. This runner will not be enteredin the scorebook. If a courtesty runner has entered the gameillegally, he shall be removed immediately.

DESIGNATED HITTER — NBC “HAP” Dumont YouthBaseball does not allow the use of a designated hitter.

PROTESTING GAMES — No protest shall ever be permittedon judgment decisions by the umpire.

8 & UNDER MACHINE PITCH TOURNAMENT PLAYING RULES

1. The front edge of the pitching machine shall be the pitch-ers rubber. One eight foot straight line will be drawn par-allel from the pitchers rubber. The player pitcher must staybehind this line until the ball is hit.

2. The plate umpire will call five pitches or three swing-ing strikes to each batter.

3. The field umpire will set the pitching machine speedat 37 mph. The pitching machine speed and eleva-tion will be the same for each team. He will alsoplace the ball in the pitching machine and call thebases.

4. If a batted ball hits the pitching machine, the ball isdead and will be declared a no pitch.

5. A thrown ball hitting the pitching machine is deadand all runners are entitled to the base to which theywere advancing.

6. When a defensive player is attempting a dangerousplay near the pitching machine, the umpires may calla dead ball.

7. All players at the start of the game will be placed in thebatting order. A player that arrives late will be inserted atthe end of the batting order. If a player is injured and can'tcontinue, their spot in the batting order will be skippedeach time the player would have come to bat. This will bedone without penalty. The injured player can not return tothe game.

8. Run Rule-Six runs scored in any half inning shall bethe same as three outs and the game will be calledwhen there are not enough innings left in the game,for a team to score enough runs to win the game.

9. There are no walks and a batter does not get to takefirst base if hit by a pitched ball.

10. A batter will receive a maximum of five pitches orthree swinging strikes. The batter is out on adropped third strike.

11. Base runners are not permitted to leave the baseuntil the ball crosses home plate. A base runner leav-ing the base to soon will be called out.

12. A base runner may steal all bases except home.Exception: (If the catcher throws to another base, arunner on third may advance at his own risk.)

13. Umpires will call TIME after every play. TIME shouldbe called as soon as play has ceased and runnersare not obviously advancing.

14. Ten players will be allowed on defense. Four playerswill be designated as outfielders and none will beallowed to assume an infield position.

15. Free substitution for defensive players is allowed.16. The infield fly rule does not apply.17. No bunting is allowed.18. The extra hitter (EH) rule does not apply.19. The re-entry rule does not apply.

NBC “HAP” DUMONT YOUTH BASEBALLTOURNAMENT REGULATIONS

VIII. LEAGUE ELIGIBILITY1. Each chartered league of NBC “Hap” Dumont Youth

Baseball shall be eligible for representation in tour-nament play provided the league has complied withthe following requirements on or before the specifieddates:

a. rule I — 1 b. rule III — 2 c. rule IV — 1, 3 d. rule V —12. A league may send one tournament team for every

(4) four teams chartered. (EXAMPLE: If a leaguecharters sixteen teams, they have the option to send1, 2, 3 or 4 teams.) A player on a league roster wouldbe eligible to play on only one tournament team.

3. All 9 year old players listed on a 9 & Under leagueroster are eligible for 9 & Under tournament play. All9 year old players listed on a 10 & Under league ros-ter are also eligible for 9 & Under Tournament play. Aleague may send one tournament team for everyfour (4) teams chartered. (Example: If a 10 & Underleague roster has 10 and 9 year old players listedand a league charters sixteen (16) teams, they havethe option to send 1,2,3 or 4 teams to the 10 & Undertournament and may also send 1,2,3 or 4 teams tothe 9 & Under tournament.) A player on a league ros-ter would be eligible to play on only one tournamentteam.

4. All 11 year old players listed on a 11 & Under leagueroster are eligible for 11 & Under tournament play. All11 year old players listed on a 12 & Under leagueroster are also eligible for 11 & Under tournamentplay. A league may send one tournament team forevery four (4) teams chartered. (Example: If a 12 &Under league roster has 12 and 11 year old playerslisted and a league charters sixteen (16) teams, theyhave the option to send 1,2,3 or 4 teams to the 12 &

8. Authority and responsibility is delegated toState and Regional Directors to determine tourna-ment eligibility of each league based upon rule VIII-1.Letters of league eligibility or non-eligibility will beforwarded to each chartered league by the NBC"Hap" Dumont Youth Baseball State Director.

IX. TEAM COMPOSITION1. Each tournament team shall consist of not more than sev-

enteen (17) players, one (1) manager and two (2) coaches.(Note: Age 15, 16, 17 and 18 & Under twenty (20) players.)

2. Teams winning State Championships, may include anynumber of players they want, from any teams that participat-ed in the state tournament, as long as their roster doesn’texceed seventeen (17) players, to play with their team at theRegional or World Series. (Note: Age 15, 16, 17 and 18 &Under twenty (20) players.)

3. Managers and coaches must be selected from the char-tered league rosters.

X. PLAYER ELIGIBILITY1. A player listed on a team roster or revisions thereto,

which are filed with Headquarters and StateDirectors on or before June 15 shall be eligible forthe tournament team provided that birth documentsas defined in rule IV - 1-a-b-c, are in the custody ofthe proper tournament authority before the start ofcompetition.a. IN NO CASE shall a player be allowed to partic-

ipate in tournament competition unless saidbirth document is presented to the tournamentofficials. No tournament official, State Director orRegional Director shall have authority to waivethis requirement.

b. Due to death, major injury or extenuating

circumstances, a tournament team player maybe replaced upon presentation of writtenapproval from NBC "Hap" Dumont YouthBaseball to the Tournament Director. Thereplacement player is eligible at the next level oftournament competition. The player replaced isnot eligible for further tournament competitionand replacement player must meet all tourna-ment eligibility requirements. Proof of inability ofplayer must be presented.

c. To be eligible to compete in tournament play, aplayer must be listed on a league roster andonly one tournament roster.

2. The last tournament game played shall be forfeitedfor use of an illegal player.

XI. DOCUMENTS1. The tournament team manager must check in with

the tournament officials the following documentsprior to the start of competition:a. Birth documents or records as specified by rule

IV - 1-a-b-c for each of the tournament teamplayers.

b. Two tournament team rosters certified byleague President and/or Secretary.

c. These documents will remain in the custody ofthe team manager and be readily accessible ifcalled for by tournament officials. These samedocuments shall accompany the team as theyadvance in tournament competition.

d. A letter of eligibility from the State Director mustbe presented to officials.

XII. PLAYING RULES1. NBC "Hap" Dumont Youth Baseball tournament rules and

regulations are in addition to Official Baseball Rules 1.00through 10.22 with the exceptions listed under SPECIALRULES AND REGULATIONS.

2. Each tournament game must be played in the pres-ence of the TOURNAMENT DIRECTOR andPROTEST COMMITTEE.

3. All NBC “Hap” Dumont Tournament competition willbe decided by double elimination. All teams partici-pating in World Series play will be guaranteed a min-imum of five games. At least three games will beguaranteed in pool play for seeding and the remain-ing tournament will be played in the double elimina-tion bracket.a. Single elimination shall only be used in extenu-ating circumstances as determined by the NBC“Hap” Dumont Director.

4. All players have full pitching eligibility beginning ateach level of tournament competition. NOTE: WorldSeries pool and double elimination bracket play isone level of play.

5. No pitcher, age 9, 10, 11 and 12 & Under, inTournament play shall be allowed to pitch inmore then six innings in any two consecutivegames. Age 13, 14, 15, 16, 17 and 18 & Under-seven innings. NOTE: If a pitcher delivers onepitch in an inning, that pitcher will be chargedfor one inning pitched. A forfeited game that wasnever started will not be used in establishing apitchers innings pitched in consecutive games.a. NBC “Hap” Dumont Youth baseball strongly

cautions that extreme care should be used sothat an individual player is not over extended, to protect the players arm.

6. Games in which an ineligible pitcher has beenused, as specified in paragraph 5, shall be declaredforfeited.

7. Trips to the mound by a manager or coach may notexceed one trip per pitcher in any one inning. Thesecond trip shall automatically result in the removal

of that pitcher from the game as a pitcher. NOTE: Ifthis pitcher returns as a pitcher, he would be con-sidered an improper pitcher and must be removedas a pitcher immediately when discovered.

8. NBC “Hap” Dumont Youth baseball tournamentgames shall consist of six innings for age 8, 9, 10,11, and 12 & Under. Seven innings for age 13, 14,15, 16, 17 and 18 & Under.a. In the event a game is called before completion, itshall be completed from the point of discontinuance.

9. RUN RULE — A Tournament game will be terminat-ed if one team is ahead and have had equal times atbat or the home-team is leading. NOTE: Age 9, 10,11 and 12 & Under-fifteen runs after three innings orten after four. Age 13, 14, 15, 16, 17 and 18 & Under-fifteen runs after four innings or ten after five.

10. The protest committee shall be composed of threemembers to be present at all tournament games.The protest committee shall consist of: The Umpire-in Chief, the Tournament Director and the OfficialNBC Representative or their appointed RepresentativeNOTE: The Official NBC Representative shall beChairman of the Committee. A manager must imme-diately claim a violation of a rule at which time play willbe suspended until the protest committee has madeits decision based on information received from themanagers and umpires and the committee's obser-vations. The protest committee's decision will befinal. No protest will be honored after a game hasbeen completed.

11. A manager, coach or player ejected from a game inprogress, will be suspended for the remainder of thatgame and the subsequent game of that tournament.Note: All ejections will immediately be reported to theNBC Director.

12. No byes shall be allowed in any NBC "Hap" Dumont

Youth Baseball tournaments after the first round ofplay.

13. All tournament schedules shall be approved by aDistrict, State, Regional or Headquarters official.

14. No tournament team shall play in more than threetournament games per day without permission fromNBC "Hap" Dumont Youth Baseball.

XIII. JURISDICTION1. ALL DISTRICT tournaments shall be under the

jurisdiction of the NBC "Hap" Dumont YouthBaseball State Director or tournament director dulyappointed by the State Director.

2. STATE tournaments shall be under the jurisdictionof the NBC "Hap" Dumont Youth Baseball StateDirector or tournament director duly appointed bythe State Director.

3. REGIONAL tournaments shall be under the jurisdic-tion of the Regional Director or tournament directorduly appointed by the Regional Director.

4. WORLD SERIES tournaments shall be under thejurisdiction of the National Director or tournamentdirector duly appointed by the National Director.

5. A tournament team representing a league shallcompete with similar tournament teams from withina state to determine the State Champion.

6. The team winning the STATE Championship shallcompete with other state champions to determinethe REGIONAL Champion.

7. Teams winning STATE or REGIONALChampionships shall compete with other STATE orREGIONAL Champions in the WORLD SERIES.

8. A State, Regional, or World Series may have a hostteam in the tournament. The host team, havingreceived eligibility approval from the Director underwhose jurisdiction the tournament is played, shall be eli-

gible to participate in successive tournaments upon win-ning the championship of the tournament which it host-ed. A host team will be ineligible automatically for a byeand must not participate in any tournament competitionprior to its first game as host team.Exception: In World Series play ONLY, a host team maymove automatically from pool play to a bye in the dou-ble elimination bracket.

9. Such tournament rules and regulations as may bedeemed advisable to meet local conditions may beestablished by State Directors, Regional Directors,World Series Directors or appointed tournamentdirectors as long as said rules and regulations do notconflict with the rules and regulations of NBC “Hap”Dumont Youth Baseball. All State Directors,Regional Directors and World Series Directors shallestablish tournament rules as soon as possible andevery league and state shall be advised of the estab-lishment of said rules.
