2013 Dolphin Scholars Selected
ongratulations to our new Dolphin Scholars! See the list of 2013 Scholars and sponsors on pages 4 and 5. Our 30 new scholars were from a pool of over 250 appli-cants. Selection was based on academic pro-ficiency and commit-ment to excellence in the greater community, including volunteer, job and extracurricular work. This year marked our first use of a fully online common applica-tion for the Dolphin
Scholarship, Laura W. Bush Scholarship, Bow-fin, Nautilus, and US SUBVETS scholarships. The online application makes it easier to stu-dents to apply. This year’s selection board was composed of both civilian and mili-tary members of the submarine community and now selection board members were able to evaluate candidates online. These included Mrs. Amy Converse, Dr. Jane
Duffey, Dr. Dean Dunn, a Dol-phin Scholar alum, Mrs. Emily Gussenhoven, Lecturer of Chemistry at Old Dominion Universi-ty, Mr. Ed Irish, Direc-tor of Financial Aid at the College of William & Mary, Mr. Chuck Spence, DSF Financial Advisor, and Command Master Chief Kevin Staub, USN.

From the Executive Director Once again the year’s end is upon us. This past year can be best described as chal-
lenging, productive and exciting.
In an effort to increase the awareness of DSF in the submarine community we held
inaugural golf tournament fundraisers in Groton, CT and Kings Bay, GA. Combined
with our tournament held in Virginia Beach, VA, the foundation raised over $48,500
for scholarships!
I am happy to report that we have added two more endowed scholarships this
year. The Captain & Mrs. David J. Taylor Scholarship was endowed in August and
The TM3 Steven Charles Miksad, USS SCORPION (SSN 589) Scholarship was en-
dowed in December. These recent endowments bring our endowed scholarship count
to 40! In addition we’ve begun the endowment process for the VADM Charles L. and
Kristin E. Munns, USN(Ret.) Scholarship, scheduled for full endowment in Decem-
ber 2014 and the Crew, Families, and Friends of USS FLASHER (SS 249/SSN 613)
Scholarship, scheduled for full endowment in November 2016. I would like to per-
sonally thank CAPT Robert Whitmire, USN (Ret.), Mrs. Norma Cassidy, Mr. George
Taylor, Mr. Richard W. Miksad, VADM and Mrs. Charles L. Munns, USN (Ret.) and
CAPT and Mrs. Joel N. Weber, USN (Ret.) for their very generous support of the Dol-
phin Scholarship Foundation!
Welcome aboard to our new Board of Directors members. VADM Scott R. Van
Buskirk, USN (Ret.), CAPT Tim W. Oliver, USN (Ret.), FORCM(SS) Wesley K.
Koshoffer, CMDCM(SS) Stephen Capps, and Mrs. Charlotte Patrick. I would also like
to welcome aboard our new staff, Andrea Deese (Administrative Assistant), Brandi
Dufresne (Scholarship Administrator), and Cindy Johannes (Financial
Administrator). Welcome to the DSF Team!
Sadly we bid farewell to Board of Directors members RADM Bruce B. Engelhardt,
USN(Ret.), and CMDCM(SS/AW) Robbie Robinson, USN(Ret.). Thank you for your
sage counsel and guidance. This year we said goodbye to staff members Amy-Beth
Johnson, Executive Director and Diana Larkin, Administrative Assistant. Thank you
both for your many contributions to DSF.
I want to thank all my fellow submariners and DSF supporters for your kind
generosity and making it possible for DSF to complete its mission.
I wish you all a Happy Holiday Season and a Prosperous New Year!
With Warmest Regards, Andrew Clark

It was a little wet and windy in Virginia
Beach for our 8th annual golf tourna-
ment, but the submarine community
showed its strength and golfed on! We
had a fantastic turnout and a wonderful
day of golf. We had extensive support
and representation from the PCU John
WARNER’s crew, who provided the
most teams of any unit and as such will
have a scholarship named in their honor
for the upcoming scholarship year. This year’s tournament winners and
Commander’s Cup recipients are LT Billy Reaves, LT Yancy Woodard,
LT Travis Wood, and Brandon Mills representing USS NEWPORT NEWS
(SSN 750). Well Done!
8th Annual Virginia Beach Golf Tournament
Inaugural Kings Bay Golf Tournament
This inaugural event was held in collaboration
with St. Mary’s Submarine Museum and The
Camden Partnership at Trident Lakes Golf
course located on Submarine Base Kings Bay.
The Georgia weather was perfect for a good
round of fall golf and a good day was had by
both golfers and spectators alike! The winners and Commander’s Cup Recipi-
ents for this years tournament are CAPT Howard C. Warner III, LCDR Brad
Bozin, LT Jeff Chalk, and EMC(SS) Jason Reifsnyder representing Commander,
Submarine Squadron 16. Well Done!

TM3 STEVEN CHARLES MIKSAD, USN
(Deceased)
On Eternal Patrol
USS SCORPION (SSN-589)
The “TM3 Steven Charles Miksad, USS
SCORPION (SSN 589) Scholarship” was
endowed this year by Steven’s brother Richard
W. Miksad to honor the memory of TM3
Miksad and the other 98 men that were lost.
On 1 February 1967, SCORPION entered the Norfolk Naval Shipyard for another
extended overhaul. In late October, she commenced refresher training and weapons
system acceptance tests. Following type training out of Norfolk, she got underway on
15 February 1968 for a Mediterranean deployment. She operated with the 6th Fleet into
May and then headed west for home. On 21 May, she indicated her position to be about
50 miles south of the Azores. Six days later, she was reported overdue at Norfolk. A
search was initiated, but, on 5 June, SCORPION and her crew were declared
"presumed lost." Her name was struck from the Navy list on 30 June 1968.

CAPTAIN AND MRS. DAVID J. TAYLOR SCHOLARSHIP
Captain David J. Taylor, USN was born in a rural Oklahoma log cabin in 1926. The son of a poor sharecropper, his
family moved to Longview, Washington in search of a better life during the Great Depression. He left Longview after
high school and upon graduation from the University of California at Berkeley he was commissioned an Ensign in the
U.S. Navy.
Captain Taylor had a distinguished career in the submarine service. Among his many tours, he commanded the subma-
rine, USS Tang (SS-563), Submarine Division 32, and the deep-draft oiler, USS Mispillion (AO-105). Captain Taylor
served his country honorably for 30 years, retiring in Solana Beach, CA in 1974.
His wife, the former Edwina “Zoe” Faulconer, also came from humble beginnings. Born in 1928 in Kansas, her family
moved west in the 1930’s, also settling in Longview, Washington where her father provided for the family as a musi-
cian. Mrs. Taylor graduated from the University of Washington, and enjoyed a rewarding career as a dental hygienist.
Married for over 60 years, Mrs. Taylor contributed substantially to Captain Taylor’s success as a loving and supportive
Navy wife, embracing the challenges associated with varied Navy assignments.
The Taylors had no children and they valued their many wonderful friends. He was an avid golfer. They enjoyed an
active social life at their country club and travelling in retirement, especially their frequent trips to Hawaii. He was uni-
versally respected for his integrity and noble character. She was admired for her vibrant personality and loyalty.
Captain Taylor passed away on January 27, 2013. Mrs. Taylor died a few months later on June 22, 2013. They are bur-
ied together at the Miramar National Cemetery in San Diego, CA.
Captain Taylor valued his education that provided him the opportunity to achieve tremendous success as a leader. He
was a great role model and a patriot who loved his country. It is hoped that this scholarship and the inspiration of the
Taylors’ rags-to-riches lives, coupled with hard work and perseverance, will encourage others to achieve their goals.
