EDITORS NOTE

Warm Rotaract Greetings,

It is the moment of joy for me serving as Editor of the Directory. Though Rotaract is new

for me but I learned a lot from it and my home club Rotaract Club of St. Xaviers College

Ranchi.

The past one month has been really buzzing around with a lot of interest on the

Directory, especially when you have a leader who need everything perfect and markable.

Hopefully we have been able to keep up the standard that have been set over the years.

The Directory is one of the main communication tools and when I was handed the

responsibility of Editor (Directory), My first focus was to ensure that the Directory reaches

everyone on time. What initially started as a plan to come up with a directory loaded with

information and basic guidelines that a Rotaractor must be well informed about.

I would like to thank the faith of District Rotaract Representative, Rtr. Diptesh Nawal had in

me to play a role in bringing this directory and contribution of beloved District Rotaract

Secretary Rtr Anmol Singhal who took all the pain to collect data of upcoming leaders of

District. Thanks to constant support and support of these two persona, the team always had

the energy to keep going on and on irrespective of the time, without losing focus.

PROFILES AND MESSAGES

1. PAUL P. HARRIS

PAUL P. HARRIS the founder of Rotary was born at Racine, Wiscon- sin, U.S.A. on 19th

April 1868. When he was three years old he was taken to Wallingford, Vermont, to live with

his paternal grandparents. The Black River Academy at Ludlow, Vermont and Vermont

Academy at Saxtons River prepared him for his studies at university at Luwa. Following his

graduation from the law school of university of Luwa in 1891, he spend the next five years

in seeing the world and coming to know his fellow men before setting down to practice law

in Chicago.

He worked as Newspaper Reporter, a Business College Teacher, a Stock Company Actor as

a Salesman for the Marble and Granite concern, before finally setting in Chicago as Lawyer

in 1896. In July 1910, he married Jean Thomson, a Scottish girl and a Co-member in

Chicago Praire Club.

He was the first chair U.S.A. and of the International Society for crippled children. He was

awarded Honorary Ph. D. in 1933 by the University of Vermont.

Elected President Emeritus of Rotary International in 1912, he was active in Rotary until his

death on January 27, 1947.

Since 1905, the ideas of Paul Harris and his friend have become ideals which have been

accepted by people of practically all Nationalities, and of many political and religious

believes. Today there are Rotary Club in Austria and America Samoa, in Brazil and Brunei,

in India and Italy, in Russia and Poland, in Scotland and South Africa-in some 200 countries

and geographical region. The universal acceptance of Rotary principles has been so great

that there are now more than 32000 Rotary Clubs, which has a membership of over, 1.2

million in 501 Districts.



2. RTN. Dr. R. BHARAT

Dr. Bharat is a consultant Plastic Surgeon with Bramhananda

Narayana Hrudayalaya, Jamshedpur. He retired from Tata

Main Hospital, Jamshedpur in 2008 as head of the Department of Burns and Plastic Surgery.

He has delivered guest lectures and presented scientific papers in Nationals and International

conferences and published articles in scientific journals. His current field of interest is cleft

lip and palate repair and reconstruction of post burn deformities.

Dr. Bharats Rotary journey started in 1991 when he joined the Rotary Club of Jamshedpur.

He is a Multiple Paul Harris Fellow and has the unique distinction of having cent percent

attendance in weekly meetings for the last 23 years. He held the post of club President in

2006-07 and Assistant Governor in 2007-08. He received awards for Best Secretary and

Best Couple in 2004-05 and Outstanding President in 2006-07. He led a Group Study

Exchange team to North Carolina, District 7730, USA in 2008.

He has performed over 4800 cleft surgeries under the Rotary community cleft care

programme and for this he was awarded three times at district level. He has performed

various Plastic Surgical procedures in International Rotary Medical Missions at Udhampur

Jagdalpur and in two African countries, Rwanda and Malawi. So fat he has attended 13

Rotary District Conferences and two Rotary International conventions.

Dr. Bharat likes travelling and composing Hindi Poems.

Dr. Bharat is happily married to Dr. Vijaya who heads the Department of Cardiology in Tata

Main Hospital, Jamshedpur. She is spearheading the Rotary Pacemaker project and has

implanted 190 free Pacemakers in poor patients so far. She was awarded as the best spouse

for humanitarian service by Rotary International in the year 2013.

They have two daughters, Gauri an Architect and Sheetal an economist; both are married

and well settled in life.

Rotary year. I hope that this directory connects you with partners in

service your fellow Rotaractors and Rotarians within District 3250.

The Greek philosopher Demosthenes once wrote that great enterprises begin with small

opportunities. But you know what? I dont think its true. Great enterprises dont begin

with small opportunities. They begin with great opportunities. Its just that great

opportunities sometimes have a way of looking small.

And through Rotaract you have been given a great opportunity. What you do with that

opportunity thats up to you. Sometimes those opportunities might look small. You might

think that what you do doesnt matter. But theyre not small. Everything you do matters,

especially to the people you help and the people you love, in this generation and the next.

And the decisions you make wont begin or end with you. The effects of our work, our

decisions, will ripple out all over the world to the people whose lives we will change.

Were all in this together. Were all on the same TEAM. Because in Rotary, we lead just

like we serve: Together Everyone Accomplishes More. And I welcome you as an important

part of our All Star Team. But we need more willing hands, caring hearts, and inquisitive

involvement of youth in various activities. It is largely because of their high energy level and

out of the box creativity thinking. This attribute is the need of the hour considering community

Dear Rotractors,

Warm Rotaract greetings,

It gives me immense pleasure to write my message for District

Directory 2016-17. It makes me emotional recalling the day I joined rotaract a few years back as

a member of Rotaract Club of Ranchi ICWAI. And now I am writing the message for this District

Directory as a DRR. Undoubtedly it became possible only with the help and support of senior

Rotaractors and leaders of our District. Past years has been very challenging as well as it gave

me many lessons which can be helpful for me throughout my life. Learning with Rotaract was

always best part in my life. I also thank my past district leaders for giving me the responsibility to

run a Rotaract District Council which is now a well-balanced team by the efforts of my past

leaders.

There are still many challenges for me to look after. We have to increase the number of clubs as

well as number of members in our clubs. As compared to the geography, our District is so big that

it always keeps me encouraging for a higher no. of clubs as well as a large no of Rotaract

members dedicated to work for society. Thats becoming possible with the guiding support of our

DG Rtn Dr. R. Bharat. His efforts on these issues are just an inspiration for me. I also like to

ABOUT ROTARACT Rotaract is a Rotary-sponsored service club for young men

and women ages 18 to 30. Rotaract clubs are either

community or university based, and theyre sponsored by a local Rotary club. This makes them true

partners in service and key members of the family of Rotary.

As one of Rotarys most significant and fastest-growing service programs, with more than 9,500 clubs

in about 170 countries and geographical areas, Rotaract has become a worldwide phenomenon.

WHAT IS A ROTARACT CLUB?

Rotaract, an acronym for Rotary in action, is the youth wing of Rotary International spreading the joy

of Rotary amongst youngsters between 18 and 30 years of age. Rotaract is a part of the global effort to

bring peace and International understanding to the world. This effort starts at the community level but

knows no limits in its outreach. There are 9,539 Rotaract clubs, divided into various districts for the

purpose of easy governance, spread across 178 countries with 219,397 Rotaractors all over the world.

WHY TO ORGANIZE A ROTARACT CLUB?

Todays young people will become tomorrows parents, professionals, business leaders, and

community leaders. With the help of programs like Rotaract, they can gain the tools and skills

necessary to develop into responsible, productive members of society. Now is the time for Rotary

clubs to focus on the future by challenging the new generations to test their talents, develop new skills,

and confront issues they will face in their lifetime. The Rotaract program can instill in its members life

skills that can be shared with others for generations to come.

FUNCTIONS OF A ROTARACT CLUB

The Rotaract club organizes a variety of project and activities, depending primarily on the interest of

the club members. However, within the Rotaract program, all clubs undertake three kinds of activities

in varying degrees; professional development, leadership development, and service projects. Together

these three areas ensure a balanced club program and provide important experience and opportunities

for the personal development of each Rotaractor.

PROFESSIONAL DEVELOPMENT

A clubs professional development activities should expand the members: understanding of the work

environment and business opportunities within their community. These activities should highlight the

Rotaractors role in the communitys economic development and illustrate how the skills developed

through service activities can help in resolving problems in the place of work. Each Rotaract club

should provide professional development opportunities to its members through activities such as:

Professional and vocational forums.

Business technology updates.

Management and marketing seminars.

Conference on business and professional ethics.

Presentation on finance and credit options for business start-up.

Sponsoring Rotarians can enhance the professional development of Rotaractors by providing practical

advice on entering the business world and tackling business, vocational and professional changes.

Making the clubs professional development projects can also help Rotaractors get better acquainted

with sponsoring Rotarians.



LEADERSHIP DEVELOPMENT

A clubs leadership development activities aim not only to make members more effective leaders in

their personal lives, but also to teach them how to develop and sustain strong clubs with relevant

projects. Important topics to address in training club leaders include:

Improving public speaking skills.

Developing techniques for marketing the Rotaract program to potential members.

Building consensus among members.

Delegating project responsibilities and ensuring necessary follow-up.

Identifying channels for project publicity and promotion.

Finding financial resources for strengthening club development.

Assessing project success.

SERVICE PROJECTS

Service above Self is Rotarys foremost guiding principle. A Rotaract clubs service projects are

designed to improve the quality of life at home and abroad. These projects often address todays most

critical issues, such as violence, drug abuse, AIDS, hunger, the environment, and illiteracy. Each

Rotaract club is required to complete at least two major service projects annually, one serving the

community and other to promote international understanding. Each should involve all or most of the

members of the club.

HISTORY OF ROTARACT Rotaract, Rotary Internationals, service club program for young adults 18-30, was officially

inaugurated during January 1968 under-Rotary International President Luther Hodges. On 13th

March

1968, the Rotaract Club of the University of North Carolina, sponsored by the Rotary Club of North

Charlotte, North Carolina, USA, was the first Rotaract club to receive its official charter. Although this

club is recognized as the first Rotaract club, Rotarians have been sponsoring similar organizations for

young adults since the early 1920s. The earliest known predecessors to Rotaract, Twenty Thirty clubs,

were first sponsored by the Rotary clubs, and membership was open to young professionals and

university students. The first meeting of a Twenty-Thirty club was held on 19 December 1922. At one

point, the movement claimed as many as 125 clubs under the sponsorship of California Rotary clubs

and published a monthly magazine.

In 1927, Round Table clubs were founded in Great Britain and Ireland. Membership in Round Table

clubs was open to young men aged between 18 and 40 and by 1935, there are more than 90 Round

Table clubs existed. In November 1930, the first Apex club was formed in Geelong, Australia. Apex

clubs grew rapidly, expanding to more than 20 clubs in just a few years. These clubs were sponsored

by Rotary clubs, and were open to professionals and students between the ages of 18 and 35. Similar

Rotary club-sponsored groups continued to spring up simultaneously and independently around the

globe. Uniserve clubs in India, Orbis clubs in South America, Rotors clubs in South Africa, Paul

Harris circles in Europe, and Quadrant clubs in the United States are some of the best-known

examples. Eventually, these clubs would provide the base for the future growth of Rotaract as the clubs

adopted new names under the Rotaract program. Perhaps the greatest impetus for the creation of the

Rotaract program came from Rotarys youth service club for secondary school students, Interact clubs.

Established in 1962, the Interact program enjoyed immediate success. However, since membership

was only open to students in secondary schools, graduated Interactors and Rotarians were soon looking

for ways to extend their relationship. Several proposals were brought before the Rotary International

Board of Directors to allow membership in Interact clubs to extend for a few years after graduation.



Instead of extending the age requirements for Interact, the Board decided to study the feasibility of

creating a new service program for young adults at the university and young professional level.

The decision to adopt the Rotaract program came at a time when students protest worldwide was

growing concern to Rotarians. The Rotaract program was adopted not only as means of keeping former

Interactors within the Rotary Family, but as means of channeling the energies of young adults into

positive activities that could benefit to their communities.

A special committee was convened to design the new service club program for young adults during

1966. After polling students at the University of Houston, Texas, USA, the committee decided that

Rotaract would be the best name for the program-a combination of the words Rotary and action.

Coincidentally, the service club at the University of North Carolina had already adopted the name in

1966, but they coined it as a combination of the names Rotary and Interact. The committee also

decided that young women should be allowed to join on equal standing with male members at the

discretion of the sponsoring Rotary club.

Within a day of the certification of the Rotaract Club of the University of North Carolina, the Rotaract

Club of the University of La Salle was chartered in Tacubaya, Mexico. The Rotaract clubs of Florence,

Italy, Gaston College, North Carolina, and Secunderabad, India, were all certified in the following

weeks. The young adults that had already existed in many regions fueled the rapid growth of Rotaract

for the first few years.

By 1981, Rotaract was so popular that Rotaractors in South Africa decided to host the first

INTEROTA conference, an international meeting for all Rotaractors. Subsequent conferences have

been held every three years. To date, INTEROTA conferences have been hosted by Rotaractors in

South Africa, Australia, England, Turkey, Mexico, and Brazil. The next conference is set for Sydney,

Australia, in 2014. International meetings for Rotaractors are also held every year at the Rotaract

Preconvention Meeting that preceded Rotarys annual convention. The first such meeting was held in

Seoul, Korea, in 1989, with more than 450 Rotaractors in attendance.

Several developments in the early 1990s helped strengthen the Rotaract movement. In February 1991,

the first Rotaract club in Eastern Europe was chartered in Budapest, Hungary, with the help of

Austrian Rotaractors, Ties with Eastern Europe were further strengthened when the same Austrian

Rotaractors helped charter the Rotaract club of Prague in what was then Czechoslovakia later in 1991.

In March 1992, the Rotary International Board established World Rotaract Week which is celebrated

annually during the week of 13 March to commemorate the chartering of the first Rotaract club.

During World Rotaract Week, Rotaractors attend meetings with sponsoring Rotary clubs, undertake

joint service projects, and speak with clubs that do not sponsor Rotaract clubs about the benefits of the

program. Since 1968, Rotaractors have continually shown that they can be innovative and positive

force for change in their communities. Service activities commonly undertaken include projects to

improve the environment, visits with the elderly or disabled, blood or organ donation campaigns, and

aid to developing countries. One example of the ingenuity employed by Rotaractors is a project

undertaken by the Rotaract clubs of Heemstede and Hilegom-Lissee, the Netherlands, in 1987. In order

to raise funds for Polio-Plus, Rotaractors from the two clubs designed an amphibious cycle that would

cross the English Channel under the power of 36 Rotaractors. The campaign raised US $210,000 for

Polio-Plus and earned the Rotaractors a place in Guinness Book of World Record for their speedy

crossing.



ROTARACT PROGRAMS

Rotaract clubs organize a variety of projects and activities in varying degrees, depending primarily on

the interests of the club members. To convene these projects successfully they conduct meetings. Within

Rotaract programs, all programs they do can be classified into four avenues of service. They are:

1. CLUB SERVICE: Projects done to maximize friendship/interaction within the club members and

with other clubs in the district.

2. COMMUNITY SERVICE: Projects done to benefit the local community or an individual in the

community.

3. PROFESSIONAL/VOCATIONAL SERVICE: Projects done with an idea to enhance the personal

skills and leadership qualities of the Rotaractors in a club.

4. INTERNATIONAL SERVICE: Projects done in partnership with other voluntary organizations

and Rotaract clubs outside our district.

Whatever project/activities you may think off can be grouped under these four avenues. Through these

four avenues of projects the Rotaractors ensure a balanced club program and provide valuable

experience and opportunities for the personal development of each Rotaractor and also the development

of a community. It is a feeling to experience. Todays young people will become tomorrows parents,

professionals, business leaders, and community leaders. With the help of the Rotaract program, they can

gain tools and skills necessary to develop into responsible members of society. If you are between the

age group 18-30 and not in Rotaract, you are missing something. If you between18-30 and in Rotaract,

Congratulations for taking steps towards greatness.

THE FOUR WAY TEST

Before performing the projects the Rotaractors ensure the authenticity of the project by applying the

Rotarys famous Four Way Test. From the earliest days of the organization, Rotarians were concerned

with promoting high ethical standards in their professional lives. One of the worlds most widely

printed and quoted statements of business ethics is the Four-Way Test, was created in 1932 by Rtn.

Herbert J. Taylor (who later served as Rotary International President) when he was asked to take

charge of a company that was facing bankruptcy. This 24 word test for employees to follow in their

business and professional lives become the guide for sales, production, advertising and all relations

with dealers and customers, and the survival of the company is credited to this simple philosophy

adopted by Rotary in 1943. The Four-Way Test has been translated into more than a hundred

languages and published in thousands of ways. It asks the following four questions:

1. Is it the TRUTH?

2. Is it FAIR to all concerned?

3. Will it build GOOD WILL and BETTER FRIENDSHIP?

4. Will it be BENEFICIAL to all concerned?

Significance: Ethical standards in business have been a concern of Rotary since its founding in 1905.

Four-Way Test is a tool given to Rotarians to achieve high ethical standards.



IMPORTANT GUIDELINES AND DEADLINES Conduct your Club Installation ceremony before 30th July.

Conduct at least two Club meetings including Board of Directors meeting every month and General

body meeting.

Conduct DRRs Official visit without fail. (Clubs which fails to conduct DRR visit will not be

eligible for awards criteria.)

Make sure you have updated your club contact information to Rotary International. To update please

Make sure your club has a charter. Contact your parent club youth service and/or your

ZRR/ZRS/Group coordinator in case your charter is missing. In case your club is terminated from

Rotary International list you will have to fill in the Rotaract Organizational list and send it to the

Rotary International along with $50 for new registration. (Find the form at the end of the Rotaract

handbook in sample forms section).

Conduct Joint Club meeting with Rotary, Rotaract and also other NGOs.

Participate in the District Rotaract Assembly, RYLA, Annual District Rotaract Conference in good

strength and any other major District projects/events.

Attend all District Council Meeting (if the President or Secretary are unable to attend, do send a representative).

Every club shall contribute Rs. 100/- per member, and plus Rs. 100/- per club towards the District Fund and it will be appropriate as follows:

Host club for dist. Assembly Rs. 10/-

Institution based club shall contribute Rs. 75/- per member plus Rs. 100/- per club

DISTRICT GUIDELINES R. I. DIST. 3250 SECTION 1 NAME OF THE ORGANISATION Clause (1) The Name of the Rotaract District would be District Rotaract Organisation, R. I. Dist.

Clause (2) The term of the office of the officers would be 1st July to 30th June.

Clause (3) The Organisation would serve Rotaract Clubs sponsored by Rotary Clubs with the

territorial limits of, R. I. Dist. 3250

SECTION 2 GOVERNING BOARD Clause (1) There will be a District organisation to govern the affairs of the district.

Clause (2) The head, of the District Council will be the District Rotaract Representative (D.R.R.)

Clause (3) The District Council shall consist of the District Rotaract Representative, immediate Past

District Rotaract Representative, District Secretary, District Treasurer, All Zonal

Representative, All District Directors and any members Co-opted by the DRR.

Clause (4) The members of the District Rotaract Council, except the D.R.R. himself, shall be

nominated by the D.R.R. keeping in view the best interest of the District activities.

Clause (5) The District Rotaract Council shall guide and help the District Rotaract Representative,

for official working of the District and shall provide for the function and duties of the

District Cabinet Members.

Clause (6) Besides the District Rotaract Council there shall be a District Cabinet, nominated by the

District Rotaract Representative.

Clause (7) The District Cabinet shall look after the important aspects of the working of Rotaract

District

Clause (8) The D.R.R. shall have the right to terminate the cabinet member subject to the approval

of the Rotaract District Committee Chairman.

Clause (9) The District Governor and the District Rotaract Representative will be the patron and

Chairman respectively of Rotaract District.

Clause (10) Vacant Post of District Rotaract Representative.

(A) In case of any vacancy in the post of District Rotaract Representative for any reason

whatsoever, the District Governor in consultation with Rotaract District Committee

shall Nominate a Rotaractor to fill up the vacancy.

(B) In case of nomination of acting District Rotaract Representative as provided in

section (10) the acting District Rotaract Representative, will have the authority to

appoint an additional Cabinet Members as felt necessary by him/her.

Clause (11) IPDRR and DRRE are the members of District Award Committee and District Election

Committee.

Clause (12) Clubs should not have their own Theme, rather should adopt and act upon the RI Theme

and Rotaract District Theme.

Clause (13) Preferences should be given to past Rotaractors in the District Rotaract Committee of

Rotary (PDRR and other District Rotaract Committee Members)

Clause (14) District election is held under the guidance of Rotaract District Election committee.



SECTION 3 DISTRICT FUND Clause (1) Every club shall contribute Rs. 100/- per member and Rs. 100/- per club towards the

District Fund and it will be apportioned as follows:

i. District Rotaract representative fund Rs. 70/-

ii. Host club for dist. Conference Rs. 20/-

iii. Host club for dist. Assembly Rs. 10/-

Clause (2) Institution based club shall contribute Rs. 75/- per member plus Rs. 100/- per club

towards the district fund. Dues paid by the club minimum 15 members.

Clause (3) Only Clubs which pay these dues on or before October 31st shall be eligible, to nominate

a candidate for election of DRR.

Clause (4) Clubs who pay these dues before the second day of District Conference, shall have the

right to vote and only such clubs will be considered for District Awards.

Clause (5) Any Club or Clubs which has their dues in arrears, the same shall be carried forward in

the next year and the club shall be liable to pay such dues to the District Organisation.

Clause (6) Clubs who do not pay the District Dues is liable to be terminated in the current year

DRR will take the sole decision to terminate that club.

Clause (7) Every District Council and Cabinet Members Shall Contribute Rs. 1000/- P.A. towards

the District Fund.

Clause (8) All the Candidates for DRR election should pay Rs. 400/- towards District Fund.

Clause (9) The DRR is liable to present the audited account at the District Assembly.

Clause (10) DRR should open the bank account. Bank account should not be in the name of DRR but

should be in the name of Organisation.

Clause (11) Each Rotaractor and club will have to pay for registration charges in the District

Conference and District Assembly.

SECTION 4 DISTRICT EVENTS (A) The District Events shall be Pets and Sets, District Assembly, District Conference, Zonal

Meets and Inter City Meets.

(B) A minimum of 45 days notice should be given to all the clubs in regard to the date and

venue of such events.

(C) The District Organisation shall look to the convenience of the DG and DRCC before fixing

the date of District Events.

(D) The Bids for the Incoming District Assembly or District Conference or any other District

Events should be called for and presented at the District Conference/District Assembly

respectively.

(E) The bid for District Assembly and District Conference must be in writing and signed by

the President, President Elect, and secretary of the Club and should have the consent by

the President and the RCC of the sponsoring Rotary Club.



(F) In case of any loss the DRR and District Rotaract Organisation will not be liable to

reimburse any part of the expenses made by the Host Rotaract club for holding and

District Events

(G) Any Rotaract club of the listing who fail to organize District events after allotment from

the district will not be eligible for hosting any District Events for next consecutive 3

years.

SECTION 5 DISTRICT ROTARACT REPRESENTATIVE (A) The term of the office of the DRR, will be from 1st July to 30th June as provided by the

standard constitution and By-Laws.

(B) NOMINATION

1. Nomination for the office of DRR (N) shall be invited by the serving DRR by the

notification to all the clubs Under Postal Certificate at least 45 days before the

commencement of the Rotaract District Conference.

2. The Nomination form in the format as supplied by the DRR should be duly signed by the

candidate and Rotaract President and Secretary of his home club and by the President

or the RCC of the sponsoring Rotary Club.

3. A club in the District can nominate only one Candidate form amongst its members.

4. The nomination form of the candidate fulfilling the following requirements should reach

to the DRR on or before the date as notified in the election notice by Registered post,

Courier or Personally.

I A resolution of the Board of Directors and General Body of the Home Club of the

Nominee, expressing their desire to nominate a candidate duly counter signed by

Rotary President or RCC.

II A letter from the Candidate expressing his desire to be a Candidate.

III A Brief Bio-Data of the Candidate along with a B/W or Color Passport Size Photo.

5. On receipt of the above document and after due scrutiny the valid nomination shall be

announced by the DRR along with their Bio-Data through a special circular letter to all

the clubs 15 days before the commencement of the District Conference.

(C) QUALIFICATION

1. The candidate for the office of DRR shall be necessarily a member in good standing of a

club.

2. The Proposed Candidate should have served his club as President or as a member of the

District Council for the term of full one Rotaract year on the Date of election.

3. He/ She shall not be a PDRR or a serving DRR of any RI District.

4. Candidate age must be between 18 to 30 year (30th June of the Rotaract year in which

the member become 30 years old his/her Rotaract membership will end).

5. Candidate should be an active member and his membership duration shall not be less

than three years in one or more than one Rotaract Club.

6. The candidate must have attended Two District Level Meets and who has been member

for at least 3 year at any Club.

(D) WITHDRAWALS

The option of withdrawal of nomination shall be open till the commencement of the

District Conference or till any such time as notified in the election notice.



(E) ELECTION:

1. After time for effecting the withdrawals has lapsed, if necessary the voting will take

place in the District Conference as follows:

I Each Rotaract club in the District who has paid all their District Dues to the

District will have the right to caste One Vote each.

II The Clubs are to be represented at the election by the President or Secretary or

in the event of absence of both, by any member reappear sent by such club

bearing an authority letter signed by the president of the club or President of the

sponsoring Rotary Club or Rotaract Committee Chairman authorizing him to

caste vote, on behalf of the club in the format supplied by the DRR along with the

election notice. The specimen signature of such Representative should be duly

attested.

III Voting shall be by Secret Ballot Method and will be governed by and election

Committee Nominated by the DRR, preferably chaired by the IPDRR, PDRR,

DRR(N) or the DRRE with the representative of the DG and DRR as the invitee

observer.

IV All the procedure connected with the process of election shall be notified by the

election committee prior to the start of Voting Procedure.

V The separation and counting of valid Votes will be held in the presence of

election committee.

2. Prior to the election commencement each candidate will have to address the conference

Delegates for 5 minutes.

3. There shall be open Forum with candidates also prior to voting, any Conference

Delegate will have the right to ask question to judge the candidate capability.

SECTION 6 AMENDEMENT

My amendment to the District Guidelines may be passed and adopted only when a proposal to

the effect is received from the Club President or The District Cabinet in the whole, with due

approval of the general house in the District Assembly/Conference.

STANDARD ROTARACT CLUB BY-LAWS

BY-LAWS OF THE ROTARACT CLUB OF___________________ ARTICLE-1 ELECTION

1. Election for the officers of President, Vice-president, Secretary, Treasurer and Directors shall

be held annually prior to 1st March. A Rotaract is same as Rotary Year. Those elected shall take

office on 1st July.

2. Nomination of officers shall be made in writing. Candidates shall be voted upon at the regular

meeting following the meeting at which nomination are made. Voting shall be by secret Ballot.

Those candidates receiving majority of the votes of the members present and in good standing

shall be elected 3. In addition to President, Vice-president, Secretary, Treasurer, there shall be

elected Directors.

ARTICLE-2 DUTIES OF OFFICERS: OFFICIAL DUTIES 1. PRESIDENT- The President shall preside at tail Regular and special Meetings of the Cub and

the Board of Directors. He shall with the approval of the Board, appoint all standing and special

committees and in the event of a vacancy in the Board of Director shall with the approval of the

Board fill such vacancy by appointment until the next Regular Election of the club. He shall be

an Ex-officio member of all committee. He shall maintain communication with the sponsor

Rotary Club and DRR to ensure they are finally informed of all actions taken by the club.

2. VICE-PRESIDENT- The Vice-president shall succeed to the Office of President in the event or

removal of the latter for whatever cause, and in the absence of the President shall preside at all

meetings of the club an of the Board.

3. SECRETARY- The Secretary shall maintain all club records. He shall keep Minutes of all the

meetings of the Club and Board of Directors, and provide copies of such to the Rotaract

Committee Chairman of the Sponsoring Rotary Club.

4. Treasurer- The Treasurer shall have the custody of all club funds, maintaining all necessary

records and depositing all such funds in the bank approved by the Board of Directors. He shall

report on the Club Financial Status at each meeting of the Club and shall hold all the records

available for inspection by any club member. All disbursement shall be by cheque and with the

signature of at-least two authorized officer.

ARTICLE-3 MEETING QUORUM REQUIREMENT

1. Meeting of the Club shall not less than twice a month, and meeting of the Board of Directors not

less than once a Month, at a time and place suited to the convenience of the members.



2. A Majority of the Members in good standing shall constitute a Quorum at any Regular or special

Meeting of the Club. Any Four members of the Board, one of whom must be the President ot

Vice-President shall constitute a Quorum at any meeting of the board.

ARTICLE-4 FEES AND DUES 1. The admission for the New member shall be __________ and Annual Dues shall be _________ per

member

2. All fees and dues must be paid by a member, will be constituted in good standing.

ARTICLE- 5 COMMITTEES COMMITTEES DUTIES

The President, with the approval of the Board of Directors, shall appoint the following standing

Committee:

1. Club Service: This committee shall be responsible for the Attendance, Membership Programs,

Fellowship, Public Relations, and such other matters as may be deemed appropriate.

2. International Service Director: This Committee shall be charged with primary

responsibilities for enhancing knowledge and understanding of world-wide needs, problems

and opportunities and developing activities to give service for promoting international

understanding and goodwill towards all people.

3. Community Service: This Committee shall have responsibility for enhancing knowledge and

understanding of community needs, problems and opportunities and for formulation and

developing appropriate activities for serving the community.

4. Professional Development: This Committee shall be responsible for developing a program

designed to provide information about a wide Cross-section of Business and Profession and to

stimulate awareness and acceptance of high ethical standards in business and professional life.

5. Finance: This Committee shall devise ways and means of Financing any and all club activities

and requiring funds in co-operation with the appropriate committees. The International and

Community Service Committee shall each have the duty initiating and planning one major

activity in its field each year which shall involve all or most of the club membership.

ARTICLE- 6 AMENDMENTS 1. These By-laws may be amended by majority vote of the members in good standing at any

regular special meeting of the Club at which a Quorum is present provided notice of intention

to call such a vote is given at-least 14 days earlier at a meeting of a club at which a Quorum is

present and provided such amendment is approved by the sponsoring Rotary Club.

2. Nothing in the By-laws shall contravene any provision of the clubs constitution.



ROTARACT STATEMENT OF POLICY

1. The Rotaract Programme was created by and is an activity of Rotary International, who holds

authority for the establishment of constitutional provision, organizational requirements and

Standard of Procedure, as well as the protection of the Rotaract name and emblem.

2. A Rotaract Club is a Rotary Club Sponsored Organisation of Young men and women between

the age 18 and 30 whose purpose is to provide an opportunity for young men and women to

enhance the knowledge and skills that will assist them in personal better relation between all

people World-wide through a frame work of friendship and service and whose goals are:-

A. To develop professional and leadership skills.

B. To Emphasize respect for the right of these, based on recognition of the worth of each

individual.

C. To recognize the dignity and value of all useful occupations as opportunity to serve.

D. To recognize, practice and promote ethical standards as leadership qualities and

vocational responsibilities.

E. To Develop Knowledge and understanding of the needs, problem and opportunities in

the community and worldwide.

F. To provide opportunities for personal and group activities to serve the community and

promote international understanding and goodwill towards all people.

3. Rotaract Club programming shall consist of Professional Development Leadership

Development and Service Program Development as outlined in the 'Standard Rotaract Club

Constitution'.

4. A Rotaract club is organized, sponsored and counseled by a Rotary club or clubs and is

established following the endorsement of the District Governor upon certification by Rotary

International. Its existence depends upon the continued sponsorship of its sponsoring Rotary

Club and continued recognition by Rotary International.

5. It is recommended, but not mandated, that a new Rotaract Club have minimum of 15 Charter

Members.

6. Within the framework established by Rotary International the sponsoring Rotary Club is

responsible for organizing the Rotaract Club and providing it with guidance thereafter.

7. Rotary Club which sponsor Rotaract Club are encouraged to invite Rotaractors at least on

quarterly basis to their regular meetings, project planning meetings, and special events.

8. Rotaract clubs are encouraged to invite their sponsoring Rotary Club to Rotaract club meeting,

project meeting and special events on at least quarterly basis.

9. Rotaract clubs are encouraged to develop lists of their club members who might hold a Rotary

classification as well as maintain lists of current and past club members indicating their

interest in Rotary service projects. Both the lists to be shared with their sponsoring Rotary

club(s)



10. Where the Rotaract club is university based, control, counsel by the sponsoring club shall be

exercised in full cooperation with the University authorities, with a understanding that such a

club is subject to the same regulation and policies established by the authorities for all student

organizations and extra-curricular activities of the university.

11. All Rotaract club activities, projects and programs shall be conducted in harmony with the

policies of Rotary International.

12. There shall be a Standard Rotaract Club Constitution prescribed by Rotary International and

subject to amendment only by the Board of Directors of Rotary International. As a perquisite of

its organization and certification, each Rotaract club shall adopt the Standard Rotaract Club

Constitution and all Amendments.

13. Each Rotaract club shall adopt By-Laws not inconsistent with the "Standard Rotaract Club

Constitution" and with policy established by Rotary International. Such By-Laws shall be

subject to the approval of the sponsoring Rotary Club.

14. A Rotaract club may be organized and sponsored jointly by more than one Rotary Club under

the following condition:

A. The District Governor must give his approval, stating in writing that in his considered

judgment, the best interest of the district, the Rotary club concerned and the Rotaract

program would be served by the proposed joint sponsorship.

B. The circumstance must be such that the organization of separate Rotaract Clubs, each

sponsored by a single Rotary club, would create an artificial division so what is essentially a

single body of young adults within the community or university.

C. A joint Rotaract Committee must be created with effective representation from each of the

sponsoring Rotary clubs.

15. Each number of Rotaract club agrees to accept on adhere to the provisions of the Constitution

and By-Laws of his or her club.

16. Membership in a Rotaract club shall be evidenced by Rotaract club membership,

identification cards supplied to Rotaract clubs by Rotary International.

17. The Rotaract Name, and Emblem are the property of Rotary International and shall be

preserved for the exclusive use of those involved in the Retract Program. When displayed by

an individual club member, the Emblem may be used without further information. When the

Emblem is used to represent a Club, the name of the Club should appear with the Emblem.

Where a Rotaract District exists, It may be use the respective Emblem but only in conjunction

with reference to the District and its number.

18. A Rotaract Club member shall be entitled to use and display the Rotaract name and Emblem

in an appropriate and dignified manner during the period of his membership in Rotaract club.



He or She shall relinquish such entitlement upon termination of his or her membership in his

or her Rotaract club or upon the termination of his or her Rotaract club.

19. A club may be terminated:

A. By Rotary International with or without the consent, approval or concurrence of the

Sponsoring Rotary Club, for failure to function in accordance with its Constitution, or for

other cause.

B. By Sponsoring Rotary club after consultation with the District Governor and the District

Rotaract Representative.

C. By the Rotaract club itself upon its own determination.

20. Upon termination of Rotaract Club, all rights and privileges relating to the name and emblem,

shall be relinquished by the club and its members, individually or collectively.

21. As a matter of policy the Board does not recognize the right of any individual or organization

except R.I. to circularize Rotaract Clubs for any commercial purpose, except in the case of

Rotaractors who are responsible for organizing Rotaract Club, District and Multi-District

meetings.

22. District Governors are requested to appoint District Rotaract Committee, composed of

Rotarians from various parts of the district, to assists the District Governor in publicizing the

Rotaract program, promoting the organization of new Rotaract club, and administrating the

program of Rotaract within the District. Where feasible and practicable in the appointment of

District Rotaract Committees, there should be provision for continuity of membership by

appointing one or more members for a second term.

23. Rotaract Organization and meeting beyond the club level:

A. District with two or more Rotaract clubs must have a District Rotaract Representative

from among their members. The method of election shall be determined by the Rotaract

membership. As a qualification for election of D.R.R, a member must have served as a

Rotaract club President or as a member of the Rotaract District Committee.

B. In a District with one Rotaract club, the DRR shall be the most recent available Past

Rotaract Club President.

C. The District with one Rotaract Representative will be guided and counseled by the

Rotary Governor, the Rotary District Committee, or other appropriate Rotary District

Committee.

D. Each District is encouraged to develop a District Rotaract Organization headed by the

District Rotaract Representative to carry out the following responsibilities:

i) Develop and distribute District Rotaract Newsletter.

ii) Plan, arrange and hold District Conference.



iii) Encourage attendance and participation at the Rotary / Rotaract District

Conference.

iv) Conduct Rotaract promotion and extension activities throughout the district in

coordination with the District Rotaract Chairperson.

v) Serve as Rotaract information Liaison to the RI. Secretariat for the district.

vi) Plan and implement service activities (if approved by the % of the Rotaract clubs

in the district)

vii) Provide advice and support to Rotaract clubs in implementing their project'

viii) Work with the District Rotaract Chairperson to help, coordinate Rotary/Rotaract

activities in the District. ix) Coordinate public relation activities for Rotaract at

the district level.

x) Work with the District Chairperson to plan and implement a training session for

Rotaract club officers in the district.

E. The purpose of the District wide meeting of Rotaract clubs is to promote community

service projects, increase International understanding and enhance professional

development.

F. No meeting of members of Rotaract Club beyond the club level shall have any legislative

authority nor shall be so organized as to give to appearance of having such authority.

Nevertheless, such meeting may include ideas, which might be of value as advisory

observations to those involved at the district or other levels of Rotaract Administration.

G. At a District Rotaract meeting, a 3A majority of the Rotaract clubs in a district may vote

to undertake a District Service Project and to establish a District Rotaract Service Fund

to raise funds for this project Contribution to such fund must be voluntary. Such a

project and service fund must be approved by the District Governor and specific plans

and instructions for the administration of the District Project, and use of the fund must

also have the approval of the District Governor and 3A of the Rotaract clubs in the

district. The District Governor must appoint a District Fund Committee to be

responsible for collection and administering the District Fund. Such Committee should

be composed of Rotaractors from the District and at least one Rotarian from the

Rotaract District Committee. The district service fund must be kept in a Bank Account

which dearly indicates that the fund is the property of the Rotaract District Organization

and not a personal property of any individual Rotaractors or Rotaract Club.

H. All District Rotaract activities shall be financed by the Rotaract club in the district. No

expenses of District Rotaract club meetings shall be paid by the Rotary International.

24. Rotaract Activities beyond the District Level

A. Rotaract Multi-District Service Projects: Rotaract sponsored service projects involving

Two or More Districts may be implemented provided that such project:



i) Are in nature and scope within the capability of the clubs and Rotaractors in the.

districts to undertake successfully without interfering with or detracting from the scope

and effectiveness of club activities in furthering the program of Rotaract at the club

level.

ii) shall not be undertaken initially unless each D.R.R. concerned has agreed to such a joint

project and then, only after the approval of 2/3 of the clubs in each districts.

iii) Shall be undertaken with the approval of the District Governors concerned.

iv) Shall be under the supervision of the District Rotaract Representatives concerned. The

custody of all funds color collected for such projects shall be the responsibility of the

D.R.R. (s) con ceded, through a committee of Rotaractors from with the Districts

involved, who may be appointed to assists in administrating any such project and

related funds.

v) Shall be undertaken only after the DRR have jointly secured in advance the

authorization of the General Secretary, acting on behalf of the Board, to undertake the

project.

vi) shall involve the participation by Rotaract clubs and/or individual Rotaractors on a

voluntary basis; clearly presented as such that the cost of participation by a club or

individual Rotaractors if any should be dept. to a minimum and not be implicit or

directly made an obligation in the form of a per capita tax or assessment or otherwise.

B. Rotaract Multi District Information Organization: District may develop a Multi District

Organization for the purpose of disseminating information and facilitating communication

between Rotaract Clubs in the district concerned, provided that:

i) There is no objection by the District Governor of each of the District concerned.

ii) Approval is secured from the R.I. Board of Directors to develop such Organization.

iii) Rotaract Representatives of the District comprises the membership of such

Organization. Each District Rotaract Representative may appoint a member from

his/her District Organization, as needed to carry out the activities of the Multi District

Organization.

iv) Funds needed to implement the Organization's activities (Le. Production and

Distribution of Regional Club Directors and Newsletters, Dissemination of Rotaract

Programs Information, General Correspondence) shall be obtained on a voluntary basis

only.

v) The Organization has no decision making or legislative power, excepts of decision

concerning the activities of the Organization for which each member (DRR) shall have

one vote.



C. Rotaract Multi District Meetings.

i) Rotaract Worldwide meetings shall require the approval of the Host District Governor

and RI. Director for the region, and shall also require approval of the RI. Board of

Directors. Proposals for such meetings shall be submitted by the host DRR and the

proposal shall describe Date; Location, Facilities, Participants, Program Budget and

should include proof of adequate liability insurance.

ii) Rotaract Multi District meeting (not at a Worldwide Level) shall require that the host

D.R.R provide a copy of the meetings proposal which describes Date, Location, Facilities,

Participants, Program Bud get and includes proof of adequate liability insurance to the

D.G. concerned and the approval of the host District Governor. The District Rotaract

Representative shall inform R I. Directors for the region(s) and the General Secretary of

the events. Rotaract exchange teams are encouraged when undertaken in accordance

with the guidelines establish by the RI. Board

iii) As part of the Official program on the annual RI. Convention, a special Rotaract Forum,

two days prior to the commencement of the Convention shall be arranged and

implemented by RI., to include discussion of issues identified by the RI. Rotaract

Committee as important to Rotaractors.

iv) The Rotaract Pre-Convention forum may be used as an opportunity to informally gauge

Rotaract opinion on policy and program matters, with each district represented haying

one vote. Any recommendation made at the Pre-Convention meeting shall be forwarded

to the RI. Rotaract Committee for its review and consideration.

25. Leadership Training

A. All incoming Rotaract club officers shall be provided with Rotaract Club Officers Leadership

training at the District level. Such training should include One. or Two Days Leadership

Training Seminar conducted by the District Rotaract Committee in coordination with the R l.

District Rotaract Committee for all incoming Rotaract Club Officers and Directors.

B. Rotary District shall provide Leadership training of District Rotaract Committees on a Multi

District basis.

26. Financing the Cost of the Rotaract Program:

A. Individual Rotaractors shall pay Annual Membership Fees to their Rotaract club, to cover the

cost of Club Administration.

B. Rotaract club shall pay Annual Fees or Dues to their District Rotaract Organization to cover

the cost of District Administration.



C. Sponsoring Rotary Club shall pay for the attendance of their Rotaract Club Officers, Directors

and Committee Chairperson at district level leadership training meeting (when

circumstances dictate, these meeting shall be paid mutually through Sponsoring Rotary

clubs, the Rotary District and the Rotaract participants)

D. Rotary district shall pay for the attendance of their Districts Rotaract Representative at Multi

District Leadership Training Meeting.

E. Rotaract program financial policy includes the following:

i) Rotary International shall provide for Rotaract activities at the International Convention

and shall provide program materials to District Rotaract Chairperson, Representative and

Rotaract Clubs.

ii) No part of the expenses of meeting of Rotaract club or group of Rotaract clubs shall be

paid by Rotary International with exception of the Annual Rotaract Reconvention

Meetings.

iii) Any dues or assessment on the membership of any Rotaract club should be nominal and

should be only for the purpose of covering the cost of administering the club. Funds for

activities and projects undertaken by Rotaract Club should be raised by such clubs apart

from such dues or assessment it is the responsibility of the Rotaract Club to raise the

funds necessary to carry out the program of the Club.

iv)Rotary clubs and Rotary District Conferences inviting members or Rotaract clubs to

participate in the program of such clubs and conferences should subscribe to sufficient

trip, accident and liability insurance to protect the Rotary club or District Conference

against any possible legal or moral obligation and liability.

v) Rotaract clubs should not make general solicitation for financial assistance from Rotary

clubs or from other Rotaract Clubs.

vi) Contributions to Rotaract district service fund must be voluntary and cannot be made

enforceable upon the individual Rotaractors or Rotaract Club.

27. As a matter of principal, Rotaract clubs are not authorized to assume membership in or merge

with other organisations regardless of the purpose of such organisations.

28. Rotaract club Presidents shall submit updated membership lists to RI each year no later than

30th September and 31st March through Member Access. These lists shall include the names, e-

mail addresses, and gender of each Rotaractor in the club. Rotaract clubs do not submit

updated contact lists to RI in a two-year period will be terminated.

IDEAS FOR FUND RAISING

Fund need not be a problem for a club if members introduce innovative methods of raising finance. A

Rotaract Club cannot solicit financial assistance from individuals, business or organisations in the

community without giving something of value in return. It is easier to rise when you give more of value in

return to the particular individual, business or organisation.

Walk for a Cause: A walk for a cause endorsed by a popular athlete may be organized. Volunteers

along the walk collect funds for the particular cause.

Stickers: Getting Stickers done as specified by the Motor Vehicle Act and sticking them on the

vehicles head lamp and charging a small fee per vehicle. This is to be arranged with the co-

ordination of Traffic Police.

Charity Dinner: Selling Coupons for a charity dinner for a particular cause is organizing a Dinner

with Fund and Games.

Collecting Old Newspapers other saleable Scraps: Door to door collection of old newspapers and

such items for a particular project. At such occasions broachers on the safe use of LPG gas can be

distributed to the housewives.

Sale of Greeting Cards & such items in festivals: Bulk orders can be made from manufacturers and a

sale be arranged for localities. You may create a sale of assorted pockets of Rs. 100, Rs. 200 & Rs.

500 among friends & relatives of members and also in the community can be arranged.
