Welcome to May 2009. We keep getting teased with a few days of nice weather and then we go back to the cloudy with rain or snow days that we have become so accustomed to in the last 8 months. The weather forecast is for nice weather in the short future but I am getting so I don’t believe the forecasts any more.

The economy has not improved much lately either. I keep hearing stories of Companies laying off their drivers in Alberta, Manitoba, and Saskatchewan. One week we hear that economy is getting better and more loads are being found and then another week we hear of layoffs because there is no work out there right now.

On a brighter note, the 2009 Trucker’s Pages is now out and the demand seems to be very high. Distribution is at full swing and we are keeping them at the various Truck Stops, Cardlocks, Dealerships and at our advertisers places. If you don’t find a copy, or would like one mailed to you, please contact me at [email protected]. If your trucking company would like copies for your drivers or dispatchers, please let me know how many books you would like and how to get them to you.

All the trucking publications are having a hardship finding suitable advertisers right now. Driver’s Choice is in the same boat but we feel that it is important to follow our vision of filling the book with companies looking for drivers. That said, if anyone has any special articles they would like us to publish, or a contest they feel would be a good fit for this magazine, please get in touch with me. On October 31, 2008, the Commercial Vehicle Safety and Enforce-ment Branch (CVSE) of the Ministry of Transportation and Infra-structure launched its initial release of a new web-based, permit-ting service, called the Transportation Permitting System (TPS) Online.

This initial release of this service enabled those who had regis-tered and been approved to apply for a Term Oversize permit, pay for the permit using their Inspection Station account, and immedi-ately receive the permit document over the Internet.

CVSE is now pleased to announce Release 2 of its web-based service, which will be available in mid-May 2009. At a summary level, this improved service expands the list of permit types now available and introduces online payment with a credit card. Spe-cifically, registered and approved users will be able to:

• Apply and immediately receive a Term Oversize permit for the following specific commodities only: • General vehicle and loads • General mobile homes • Boomsticks and poles • Haybales (round) • Long logs • Auto carrier, campers and boats • Inter-city bus with pony trailer

• Apply and immediately receive a Single Trip, Non-Resident permit for a vehicle that has an actual gross vehicle weight between 5,000 kgs and 63,500 kgs and is categorized as one of the following vehicle types: • Commercial Vehicles • Commercial Passenger Vehicle (Bus) • Industrial Vehicle (X-Plated) • Farm Tractor • Farm Vehicle

• Apply and immediately receive a Motive Fuel User permit (based on total distance travelled in BC) for a vehicle whose ac tual gross vehicle weight is between 11,800 kgs and 63,500 kgs;

• Pay online for the requested permit using your Inspection Sta tion account (Term Oversize permits only) or credit card (all permit types).

As I’m sure many of you have seen or heard there has been a recent report titled the “Truck Compliance Advisory Panel Report” that has been released for public consumption. It is available for download on our website at www.cvse.ca for your perusal. I highly encourage anyone with an interest in safety, transporta-tion and how those two process work together, to give it a read. It’s a comprehensive document, put together by some very well informed members with a real stake in the trucking industry.

There are several recommendations that come out of the docu-ment, but the topic I’m going to weigh in on is the proposed de-velopment of a ‘Premium Carrier Program’.

I have had several lengthy discussions on this topic with a wide variety of people, from single owner/ops to multi-national carri-ers to enforcement officers to policy makers, and have found the discussion to be passionate and varied.

A number of the people I’ve spoken to feel that there is little recognition for being a self-compliant operation, other than the side effect of staying out of trouble. For some that’s enough, for others, there is a very valid point that if extra time/effort/money is spent to go above and beyond the minimum standards, (which is what the regulations are), then there should be an incentive to do so. Some would argue that the reward of a safe operation, relatively

shielded from unnecessary litigation and enforcement action, along with a strong satisfaction of doing your best, should be incentive enough. This may hold true for some, (and I know they exist) but for many it’s just not enough, especially in today’s business climate. For many I’ve spoken to, if their ef-forts would place them in to an official ‘premium’ category, and further had some sort of tie-in to rewards/rebates from other regulatory programs, or perhaps ICBC or other insurers, it would be every reason to take part.

Others have told me that it would be a less-than-useful expen-diture of government resources. These folks detail the concern for focusing on the unscrupulous carriers in the industry and that any time, money or effort should go solely to this endeav-our. They say that having regulatory bodies staying out of their self-compliant business is more attractive than the theoretical hoops that would likely have to be jumped through to be classi-fied with such a tag.

I find both of them to be strong arguments; I also feel that they can both be satisfied. With the implementation of a fair, trans-parent and achievable program that can offer, (not demand) a real and rewarding status to those that are compelled to apply, along with the diligent pressure and strict regulation of the wil-fully non-compliant and those that wish to ‘play the game’, all key stakeholders together have the potential to achieve success in this proposal. If the implementation provides enough incen-tive to essentially bump the entire industry up a notch in the safety-belt, we’ll all be better off for it.

If I may quote from the report, “…truck safety is a joint respon-sibility shared by all members of the trucking industry, and that cooperation toward the common goal is essential to produce the results.” Truer words were never said.
