Background FMCSA safety research indicates that
truck and bus drivers with past convictions and the companies that hire them are statistically more likely to involved in future commercial vehicle crashes
Employers are not always notified about CDL driver convictions in a timely manner, and therefore, are unable to take immediate and appropriate corrective action towards a driver

Employer Notification Service Programs Employee Notification Service (ENS)
programs proactively notify a motorcarrier when the driving record of one of its drivers is updated (e.g., driving violation conviction, CDL status change)
Ten states have implemented ENS programs

Driver Violation Notification Study FMCSA is exploring the possibility of
deploying a national ENS system Phase 1: Feasibility study and cost-benefit analysis
on deploying a national ENS system Phase 2: Prototype Development

Driver Violation Notification StudyPhase 1 Phase 1 of study completed in September
2004
Key finding: A national ENS system would be both feasible and cost beneficial

Driver Violation Notification StudyPhase 2 Phase 2 currently is underway
Design for prototype system is 95 percent complete
California agreed to be one pilot state California a leader in ENS Deployed its ENS in 1982
Discussions ongoing with Kansas to be second pilot state
