The First Committee of the General Assembly,
Guided by the purposes and principles of the Charter of the United Nations,
Reaffirming the Biological Weapons Convention and Chemical Weapon Convention
Reaffirming its call upon all signatory tates that have not yet ratified the Convention
to do so !ithout delay, and calling upon those tates that have not signed the
Convention to become parties thereto at the earliest possible date, thus contributing to
the achievement of universal adherence to the Convention
Considering the importance and effectiveness of confidence"building measures ta#en
at the initiative and !ith the agreement of all tates concerned, and ta#ing into
account the specific characteristics of each region
$ncourages civil society, including non"governmental organi%ations, such as &C'C
and human right !atch to engage, as appropriate, in efforts to enhance the
implementation of Biological Weapons Convention and Chemical Weapon
Convention
$nhance the transparency, urge all countries not only to declare their stoc#piles

&solating the relatively small number of countries that refuse to (oin, limiting their
access to precursor chemicals, and bringing international political and economic
pressures to bear if these states maintain their CW programs

first destroy all of their e+isted stoc#piles or develop another type of BW and CW
et the legal definition of CW and BW,
• The term chemical !eapons is applied to any to+ic chemical or its precursor
that can cause death, in(ury, temporary incapacitation or sensory irritation
through its chemical action- The chemical substantion contained in a delivery
system, such as a bomb or shell-
• The term biological !eapons is applied to refer actions of spreading disease
among humans, animals, plants, !ith the intent to #ill as an act of !ar
'ecogni%es the need to continue ensuring that fair and clear procedures under the
United Nations disarmament"related sanctions regime are strengthened in order to
enhance their efficiency and transparency, and !elcomes and encourages the ongoing
efforts of the ecurity Council in support of these ob(ectives, including by supporting
the enhanced role of the office of the ombudsperson and continuing to revie! all the
names of individuals and entities in the regime, !hile emphasi%ing the importance of
these sanctions in using chemical and biological !eapons
