9:30 a.m. EST Call to Order – General Business Meeting Stephanie Petrosky called the meeting to order at 9:32 a.m. Ms. Kayla Karpp conducted roll call. ADMINISTRATIVE PROCEEDINGS 1. Introduction of New Council Member- Jeffrey Wittman Mr. Wittman spoke to the Council regarding his employment history and time with the Council previously. 2. Florida State Health Improvement Plan (SHIP) Dr. Vanessa Crowther presented the SHIP plan to the Council.

3. Maryanne April (Examination)
Ms. April was present.
Ms. April initially applied by Examination and appeared before the Council on October 25, 2018. She waived the 90-day requirement for Council action and was asked to provide additional information regarding her supervision. Subsequently, she provided four (4) Clinical Nutrition 900-hour forms and a statement regarding the lack of community hours. She requested her application be reviewed “as is” and the Council use her experience in the dietetics field in lieu of the 900-hour requirement as defined in 468.509, F.S.

Ms. Petrosky made a motion to approve Ms. April’s application and submit for testing after Ms. April provides the requested documentation of her community hours. Ms. Elliott seconded the motion which carried 4/0. 4. Chloe Faith Aiko Perez (Examination)
Ms. Perez was present.
Ms. Perez was not present when the Council reviewed her application on October 25, 2018. She was required to appear at one of the two following meetings, January 31, 2019 or the May 2, 2019 meeting. Ms. Perez had not provided any additional documentation. Ms. Perez applied by examination. Ms. Perez graduated from the University of Technology in Jamaica with a Bachelor’s degree in Dietetics and Nutrition in 2014. Ms. Perez also received a Master’s degree in Nutrition from the University of West Indies in Jamaica. She requested the Council use her education in the dietetics field in lieu of the 900-hour requirement as defined in 468.509, F.S. Ms. Norris made a motion to approve Ms. Perez’s application. Ms. Elliott seconded the motion which carried 4/0. 5. Prasanthi Yerramesetty (Examination)
Ms. Yerramesetty was not present.
Ms. Rex joined the call at 10:34 a.m.
Ms. Yerramesetty appeared before the Council on October 25, 2018. She waived the 90-day requirement for Council action and was asked to provide additional information regarding her experience in the field of Dietetics. Subsequently, she provided a resume of professional work experience and experience letters. Ms. Yerramesetty graduated from the University of Andhra Pradesh Agricultural University in India with a Master’s degree in Food Science and Nutrition in 1998. Ms. Yerramesetty requested the Council use her experience in the dietetics field in lieu of the 900-hour requirement as defined in 468.509, F.S. Ms. Norris made a motion to approve Ms. Yerramesetty’s application. Ms. Elliott seconded the motion which carried 5/0. 6. Kara Bolon (Examination with Waiver by CNS Certification)
Ms. Bolon was present.
Ms. Bolon appeared before the Council on October 25, 2018. She waived the 90 day requirement for Council action and was asked to provide additional information regarding her supervision. Subsequently, her supervisors, Allison Miner and Robert Thomas, provided statements to the Council of Ms. Bolon’s supervised practice. Council staff has pulled license verifications for her supervisors, Ms. Miner is a licensed Dietitian in Maryland, Florida and District of Colombia and Mr. Thomas is licensed in the State of Florida. Ms. Bolon provided a Certified Nutrition Specialist credential that is valid through December 31, 2023. Ms. Rex made a motion to approve Ms. Bolon’s application. Ms. Wittman seconded the motion which carried 5/0.

Ms. Yerramesetty joined the call, Council instructed Ms. Yerramesetty that her application was approved and to await instruction for testing from Council Staff.
7. Jessica Mantell (Examination with Waiver by CNS Certification)
Ms. Mantell was not present.
Ms. Mantell applied by Examination with Waiver of CNS Certification. Council staff pulled license verifications for her supervisors, Ms. Florey Miller and Ms. Nadine Mikati, both are licensed Dietitians in Florida. Ms. Mantell requested her application be reviewed “as is” and the Council use her experience in the dietetics field in lieu of the 900-hour requirement as defined in 468.509, F.S. Ms. Ramos-Gonzalez submitted an application by Examination. Ms. Ramos Gonzalez graduated from the University of the Valley of Mexico with a Bachelor’s degree in Nutrition in 2013. Ms. Ramos-Gonzalez did not have the required 200 hours in Community Nutrition and provided a statement requesting her application be reviewed “as is”. Ms. Ramos-Gonzalez requested the Council use her additional education in the dietetics field in lieu of the 900-hour requirement as defined in 468.509, F.S. Stephanie Petrosky made a motion to approve Ms. Ramos-Gonzalez’s application. Carol Elliott seconded the motion which carried 5/0. 8. Arkady Guerrero Perez (Examination)

Language Line Solutions interpreter, Anna, joined the call for translation services. Ms. Guerrero Perez applied by Examination. Ms. Guerrero Perez graduated from Simon Bolivar University in Venezuela with a bachelor’s degree in Clinical Nutrition in 2003. A credential evaluation was received from Josef Silney & Associates, Inc., for her equivalent education obtained in Venezuela. Ms. Guerrero Perez requested her application be reviewed “as is” and the Council use her education in the dietetics field in lieu of the 900-hour requirement as defined

Ms. Rivas was present.
Ms. Rivas applied by Examination. Ms. Rivas graduated from the University of the Latin American Educational Center in Argentina with a Bachelor’s degree in Nutrition on 06/08/2012. Ms. Rivas requested the Council use her experience in the dietetics field in lieu of the 900-hour requirement as defined in 468.509, F.S. She provided a resume of professional work experience. Ms. Rivas was requested to appear by the Council Chair. Ms. Norris made a motion to approve Ms. Rivas’ application. Ms. Elliott seconded the motion which carried 5/0. 11. Danielle Carreiro De Melo (Examination)
Ms. Carreiro De Melo was present.
Ms. Carreiro De Melo initially applied by Endorsement of Another State License, after Council staff review, it was determined she had not met the requirements for Endorsement of Another State License, as she did not have another state license to endorse. Subsequently, Ms. Carreiro De Melo withdrew her application by Endorsement and applied by Examination. A credential evaluation was received from WES for her equivalent education obtained in Brazil. Ms. Carreiro De Melo requested the Council to use her experience in the dietetics field in lieu of the 900 hour requirement as defined in 468.509, F.S. Ms. Norris made a motion to approve Ms. Carreiro De Melo’s application. Ms. Elliott seconded the motion which carried 5/0. 12. Isra Sami Abukhdeir (Examination)
Ms. Abukhdeir was present.
Ms. Abukhdeir applied by Examination. Ms. Abukhdeir graduated from Al-Quds University in Jerusalem with a bachelor’s degree in Public Health and Nutrition in 2015. Council staff requested Ms. Abukhdeir provide the Florida 900-hour form. Subsequently, Ms. Abukhdeir’s supervisor provided a statement of her employment with NutiHealth from July 11, 2016 to May 31, 2017. Ms. Elliott made a motion to approve Ms. Abukhdeir’s application. Ms. Norris seconded the motion which carried 5/0. 13. Cassandra Fay Stelogeannis (Examination)
Ms. Stelogeannis was present.
Ms. Stelogeannis applied by Examination. Ms. Stelogeannis graduated from Purdue University Global with a Bachelor’s degree in Nutrition in 2013. Purdue University Global in Chicago, IL is not ACEND accredited. Council review was needed. Ms. Petrosky made a motion to approve Ms. Stelogeannis’ application. Mr. Wittman seconded the motion which carried 5/0.

14. Mariana Lopez-Cepero (Endorsement of Another State License, PR)
Ms. Lopez-Cepero was present.
Ms. Lopez-Cepero applied by Endorsement of Another State License. She waived the 90-day requirement for Council action. Ms. Lopez-Cepero provided an active Puerto Rico license and the Puerto Rico Laws and Rules. Ms. Petrosky made a motion to approve Ms. Lopez-Cepero’s application. Ms. Elliott seconded the motion which carried 5/0. 15. Vivienne Lydia McGee (Endorsement of Another State License, NY)
Ms. McGee was present.
Ms. McGee applied by Endorsement of Another State License. She provided an active New York license and the New York Laws and Rules. Ms. McGee requested to withdraw her application.
The Council accepted Ms. McGee’s withdraw request.
APPLICANT RATIFICATION LISTS 16. List of Applicants Approved to Sit for the Examination Following the discussion, the Council took the following action. Ms. Norris moved to ratify the list of individuals approved to sit for the examination, 5 in number, beginning with Umbella Lourinco and ending with Sarah Davidson Geha. Ms. Elliott seconded the motion, which carried 5/0. The full list of examination candidates are appended to these minutes. (Exhibit A) 17. List of Licensees Certified for Licensure by Endorsement of Registered Dietitian Status. Following the discussion, the Council took the following action. Ms. Petrosky moved to approve the list of individuals licensed by endorsement based on their Registered Dietitian status with CDR, 118 in number, beginning with Sandra Elaine McGlothlin and ending with Alejandra Amabel Francis. Ms. Elliott seconded the motion, which carried 5/0. The full list of licensees are appended to these minutes. (Exhibit B) 18. List of Applicants Approved for Temporary Permits Following the discussion, the Council took the following action. Ms. Petrosky moved to approve the list of individuals licensed with a Temporary Permit based on ACEND accredited transcripts and completion of the 900 hours of pre-professional

RULES REVIEW AND/OR DEVELOPMENT 20. Rule 64B8-41.001 F.A.C., Fees.
The Board of Medicine reviewed the Council’s proposed changes to rule 64B8-41.001, F.A.C., at the December 6, 2018, meeting. The Board tabled action on the rule pending receipt of additional information. After the meeting, additional information was provided which explained the Council’s reasoning and rationale for lowering the endorsement fee from $75.00 to $5.00. The delay in implementing the temporary renewal fee reduction from $95.00 to $75.00 will prevent implementation for the 2019 renewal. In addition, subsection 456.036(7), F.S., prevents the delinquency fee from exceeding the renewal fee. The $95.00 delinquency fee will need to be lowered to $75.00 for the two biennia that the

renewal fee is lowered. These changes have been discussed with the Senior Budget Analyst and do not impact her determination the changes can be supported from a budgetary standpoint. Revised rule language was provided for your consideration. Although the fee rule and the rules implementing the revised licensure application (42.001 and 42.002) are separate, the licensure application is also delayed as the endorsement fee impacts the application. Ms. Guillemette discussed options for providing representation at a future Board of Medicine meeting to address any questions the Board may have.
64B8-41.001 Fees. (1) The application fee for licensure is $80.00. (2) The endorsement fee for an applicant seeking licensure by endorsement is $5.0075.00. (3) The fee for a temporary permit is $50.00. (4) The fee for initial licensure is $80.00. The Department of Health assesses an additional fee of $5.00, payable
at the time of initial licensure, for the fund to combat unlicensed activity pursuant to Section 456.065, F.S. (5) The initial retired license fee is $50.00. (6) The biennial renewal fee is $95.00, with the excepton that for the 2021 and 2023 renewal periods the fee
shall be $75.00. The Department of Health assesses an additional fee of $5.00, payable at the time of each biennial renewal, for the fund to combat unlicensed activity pursuant to Section 456.065, F.S.
(7) The reactivation fee for inactive licenses is $50.00. (8) A fee of $95.00, with the exception that for the 2021 and 2023 renewal periods the fee shall be $75.00 and
shall be paid to remove a license from delinquent status. (9) The fee for renewal of inactive status is $95.00. The Department of Health assesses an additional fee of $5.00,
payable at the time of each biennial renewal, for the fund to combat unlicensed activity pursuant to Section 456.065, F.S.
(10) The change of status processing fee is $50.00. (11) The fee for a duplicate license is $25.00. (12) The fee for a certified public record is $25.00.

MOTION: After discussion, Ms. Norris moved to approve the proposed rule language and
directed counsel to proceed with rulemaking. The motion was seconded by Ms. Elliott and
carried 5/0.
MOTION: Ms. Petrosky moved the rule would not have an adverse impact on small business
nor was it likely to increase regulatory costs to any entity (including government) in excess of
$200,000 in Florida within 5 years after the implementation of the rule. The motion was
seconded by Ms. Elliott and carried 5/0.
MOTION: Ms. Petrosky moved that a violation of this rule, or any part of this rule, would not be
designated a minor violation. The motion was seconded by Ms. Elliott and carried 5/0.

22. Rule 64B8-42.002(4) F.A.C., Licensure by Examination Ms. Judy Stone, with the Board for Certification of Nutrition Specialists, has requested a discussion relating to direct and indirect supervision. Rule 64B8-42.002(4), F.A.C., states that the preceptor of the supervised practice experience “shall be available to the student at all times the student is preforming dietetics and nutrition services to the patient.” Ms. Stone is requesting clarification regarding direct or indirect supervision of applicants while obtaining the required 900 hours. This was an informational item. 21. Rule 64B8-45.002 F.A.C., Continuing Education Approval The Council and staff discussed continuing education and the license holder’s responsibility to prove that the self-reported courses meet the requirements of 64B8-45.002 (4). This was an informational item. NEW BUSINESS 25. Change in Entry Level Registration Eligibility Requirements The Council staff received documentation regarding a change in Commission of Dietetic Registration (CDR) entry level registration eligibility.
Effective January 1, 2024 CDR is changing the eligibility education requirements from a baccalaureate degree to a minimum of a graduate degree.
Council staff reached out to CDR to ask if this would affect using their exam for state licensure purposes; as our rule indicates the use of the CDR exam in 64B8-42.002 (5).
The state licensure method relates to applicants that have applied by examination. Once the Council reviews and approves an application, staff will submit the applicant to CDR for testing. Once the applicant passes the exam, they will be issued a license for the state of Florida. The

applicants will not receive the “RD” credential; but will have a record of taking a CDR exam and passing it.
The correspondence with Christine Reidy, Executive Director of CDR, was provided in the attachments to the Council.
