1.1. Genesis of the EAC Regional Standardization Plan
The Development of Regional Standardization Plan (RSP) is a response of the
implementation of the EAC- SQMT Strategic Plan 2018-2022, which among others,
required the development of the Regional Standardization Plan with objective to
prioritize standardization project to optimize the scarcity resources, while facilitating
regional and international trade. The 21st meeting of the EASC directed the SMC to
develop the Standardization Plan in order to achieve the prioritization of standards
harmonization process in the EAC.
The development of RSP is aimed to trigger the harmonization of standards based EAC
economy by focusing on Intra EAC Trade and EAC and the rest of the world through
increasing number of standards which will not only facilitate trade but also reduce
technical barriers barrier to trade, resulting into an increase in trade volume through
quality products and sustaining regional economic development.
1.2. Development of EAC RSP
The EAC Regional Standardization Plan (RSP) provides a framework for deciding
how to use limited regional standardization resources through prioritization and
planning in short and medium-term perspectives.
Upon completion of RSP and adoption of the East African Standards, the
following benefits will be realized;
Positive regional economic impact in terms of enabling trade and economic
development (Strengthen the GDP, move EAC export share and enhance
productive sectors priorities envisaged).
Positive impact on the People of East Africa (Greatest Social good in terms of
people’s daily lives as a result of improved trade).
Strong support by industry, business and the public as a result of improved
stakeholder engagement in coming up with the plan. This will subsequently
lead to greater uptake of published standards.
The Regional Standardization Plan should be understood as a call to action for all
stakeholders to contribute to its consistent implementation.
In addition, this plan provides a framework for supporting the EAC SQMT
Strategic Plan 2018-2023, and the provision of the EAC SQMT Act through
standardization.

This plan has been prepared by the Standards Management Committee (SMC)
following extensive engagement process with stakeholders and it has been
approved by East Africa Standards Committee (EASC) for implementation during
three-year period 2020 - 2023. To keep abreast with technology changes, global
dynamics and overriding factors, this three year-plan will be reviewed annually.
During the development of this document, the following Stakeholders were
consulted:
i) Technical Committees(TCs);
ii) The private sector (Industry, Business Sectors);
iii) MSMEs and related associations;
iv) Consumers and Consumer Organizations;
v) Government Agencies;
vi) Export promotion agencies;
vii) Learning & Research institutions;
viii) Non-Governmental Organizations(NGOs);
ix) Business Support Organizations(BSO) and;
x) Financial Institutions.

2.1. Economic Priorities (Economic Impact)
The development of Regional Standardization Plan (RSP) is based on the assessment of
EAC economic priorities. The Intra EAC Trade and EAC and the rest of the world and
the contribution of various sectors to GDP were considered in ranking the important
sectors of the economies.
The following ranking criterion based on ISO Manual for Developing National
Standardization Strategies was used in coming up with table 1 below:

2.2. Non-Economic Priorities (Social Impact Strategy)
In addition to supporting economic growth, Standardization supports Non-economic
dimensions (social good) for sustainable development namely societal equity and
Environmental integrity. Societal equity issues include Ethics, Fair trade, Security,
Health services, Water Protection and Consumer Protection.
Environmental integrity issues include waste management, water/soil/air quality,
Energy efficiency and renewable resources, Green House Gas Emissions and climate
change, Life cycle analysis and green labeling and Environmental management.
In order to ensure that the RSP is designed to promote EAC sustainable development,
an analysis of non-economic issues has been undertaken in this plan. These are
mainly non-economic media issues (print and social media) that have been causing
concern to the public lately.
Analysis o f public concerns recently aired by newspapers and media bring us a
number of non-economic issues important for standardization. The results are
summarized in the Table3 below, which specifies non- economic priority Sectors and
Fields of activities covered within the plan. The following ranking criterion based on
ISO Manual for Developing National Standardization Strategies was used:

Rank 2 – Serious problem, common occurrence, media attention

2.3. EAC Regional Policy Priorities
Further to the non-economic factors, it is important to analyze the EAC Regional plans
for development that greatly impact on some specific sectors.
Priority sectors in Table 4 are based on EAC 5th Development Strategy Program for
2016/17-2020/2021, EAC Industrialization Strategy 2012 – 2032, EAC Vision 2050,
and policy directives among other documents.
The economic sectors expected to have greater importance according to development
plans are summarized in the Table 4 below. The following ranking criterion based on
ISO Manual for Developing National Standardization Strategies was used:

2.4. Stakeholders Engagement
During the formulation of this plan, stakeholders were engaged through surveys,
meetings, workshops and electronic platforms. The information from stakeholders was
used for ranking and the results are summarized in Table 5.
2.5. Selected Sectors of Standardization and Expected Benefits
2.5.1. Selected sectors of standardization
Based on the average ranking for the four Socio-economic indicators namely GDP
contribution, EAC Export Contribution/Earnings, Non-Economic factors and Regional
development plans, an average general sector priority ranking was calculated for each
economic sector, sub-sector and stakeholder request.
Table 5 below gives a summary of the priority sectors for Standardization based on
sector and stakeholder rankings. The ranking criterion is based on ISO Manual for
Developing National Standardization and is an average of sectorial and stakeholder
priorities, with 1 being the highest and 5 the lowest priority ranking.
