    DEMOCRACY & PROGRESS

    Just yesterday, tens of thousands of people par-

    ticipated in the 519 Big March. Among the partici-

    pants were young working professionals, parents,

    the elderly and even people with disabilities. There

    were many people from different parts of Taiwan

    with different backgrounds, but everyone showed

    their willingness to walk the streets of Taipei in

    order to express their opinions and to sternly tellPresident Ma Ying-jeou how unhappy we are with

    his administration. Over the past four years, due

    to a series of failed Ma Administration policies,

    the people now have a very hard life. This has

    made the people lose confidence and feel great

    anxiety about the next four years.

    During yesterdays march, tens of thousands of

    people collectively made a request to President

    Ma, which was the hope that, in an economy thathas neither recovered nor improved, there be no

    rise in oil and electricity prices which would both

    cause inflation and create great hardships for eve-

    ryone. The people also appealed to President Ma

    not to allow the import of products containing rac-

    topamine so that everyone could eat healthier andbe at ease. But above that, the people expected

    even more that when handling cross strait rela-

    tions, President Ma abide by the principles of de-

    mocracy and conforms with the consensus in Tai-

    wan, allowing everyone to feel assured about Tai-

    wans future. We sincerely hope that President Ma

    is able to take seriously these voices, change the

    course on his failed policies and, in his inaugural

    speech today, show positive reflection and re-

    sponse.

    Nevertheless, today we are regretfully watching

    that the failure of the administration in the past

    four years has created hardships on many people.

    President Ma has not only failed to offer an apol-

    ogy, but in regards to yesterday's loud appeal by

    the tens of thousands of people, he has chosen to

    ignore them and is unwilling to put a stop to his

    failed policies. On the contrary, on the first day of

    his new term, President Ma once again appointedthe premiership to Sean Chen, who should take

    pay for the the problems we previously men-

    tioned.

    In regards to President Mas disregard for the

    rights of the people and being so bent on ignoring

    the future of the country, the DPP as the political

    party loyal to the Taiwanese people is obligated to

    exert all its efforts and produce effective checks

    and balances on the Ma administration in order toprotect the well-being of the people. As the chair

    of the DPP, I hereby make two important declara-

    tions:

    First, in order to implement the spirit of responsi-

    ble politics and protect the peoples interests, we

    will push for a no-confidence vote in Premier

    Sean Chens cabinet for: the concealment of the

    bird flu epidemic, the promotion of lifting the ban

    on ractopamine and the double-raise in oil andelectricity prices. Premier Sean Chen must step

    down for these administration mistakes, and the

    cabinet must be immediately reorganized.

    Second, in order for our Legislative Yuan to carry

    out its strictest constitutional responsibilities andplay the supervisory role over the Ma administra-

    tion, the DPP fully supports all legislative mem-

    bers who stand by the rejection of allowing racto-

    pamine products.

    When we are faced with a president that we

    elected who shows this callous attitude, we must

    understand that we must be even more united and

    work harder over the next four years. We must all

    work together to protect our country and the nextgeneration. I give my vow today, as a DPP mem-

    ber, that I will give my all to uniting all the people

    as one. Our next and most important mission is to

    pull our country back from the brink. Lastly, we

    appeal the Taiwanese people to give us their

    strength. Thank you!

    Former premier Su Tseng-chang wins DPP chair elec-tions

    DPP Secretary-General Su Jia-chyuan held a

    press conference to announce the results of the

    May 27th Chair Election, reporting that Former

    Premier Su Tseng-chang became the winner with

    55,894 votes, achieving a majority of 50.47%. He

    also reported that voter turnout for this election

    was 68.62%, saying that this showed the party

    members active enthusiasm in expressing through

    their votes their concern for the partys develop-

    ment.

    DPP Acting Chair Chen Chu issued a statement

    congratulating Mr. Su Tseng-chang, also express-

    ing gratitude to the other candidates Mr. Trong

    Chair, Mr. Su Huan-chih, Mr. Hsu Hsing-liang and

    Mr. Wu Rong-yi for showing a democratic spirit in

    this election. She expressed in the statement that

    she had confidence that Mr. Su Tseng-chang will

    be able to lead the DPP forward, asserting her ex-

    pectations that the public will continue to support

    of the party under Chair Sus leadership for a bet-

    ter Taiwan.

    Accounting the vote tally for the remaining

    candidates, Mr. Trong Chai received 12,497 votes

    (11.28%); Mr. Su Huan-chih 23,281 votes

    (21.02%); Mr. Hsu Hsing-liang 2,763 votes

    (2.49%); and Mr. Wu Rong-yi 16,315 votes

    (14.73%).

    Secretary-General Su also ex-

    pressed his congratulations to all the

    candidates for showing a democratic

    spirit and for expressing different

    viewpoints for the future of the party

    and for Taiwan. He lastly expressed

    gratitude to all party members and

    the staff in each DPP branch for en-

    suring that voting day went-on

    smoothly and peacefully.

    The DPPs Chair Election wascombined with the election of chairs

    for the partys nationwide and over-

    seas branches. A total of 29 branch

    chairs were elected for 21 local

    branches in Taiwan, 7 branches overseas and 1

    chair as a representative of the labor group.

    Central Standing Committee Member Hsu Chia-

    ching, who resides over this times election sub-

    committee, reported that the election for branchchairs also went smoothly with a high turnout of

    party members voting for their local party leaders.

    She said that the DPP showed the essence of a

    modern party by successfully organizing a peace-

    ful and smooth elections nationwide.

    Su Tseng-changs DPP Chair Inauguration Speech

    Distinguished guests, fellow party colleagues and

    members of the press, good morning!

    This is a historical time. Since the new DPP chair

    has been bestowed to a founding member, I

    would like to report to everyone that I will de-mand the best from myself, that I will shoulder

    this responsibility and exert every effort in the

    tasks ahead.

    Firstly, I would like to express my deepest grati-

    tude to Mayor Chen Chu, who busy with city ad-

    ministration, assumed the role of acting chair.

    We must also remember the past three years,

    when the party went through a difficult periodafter the 2008 election loss. I would like to ask

    everyone to give a round of applause for Former

    Chair Tsai Ing-wen, who undertook the heavy re-

    sponsibility of reorganizing and boosting the

    partys morale.

    Just ten days ago, President Ma Ying-jeou re-assumed the presidency. What we have seen is his

    first term that ended with apologies to the nation

    and a second term that started with protests from

    the society. President Mas inauguration speech

    failed to meet the peoples expectations, and what

    the future holds for Taiwan is causing us great

    concern.

    In times when the people are going through tre-

    mendous suffering, the DPP hereby issues threeguarantees to all

    the people of Taiwan:

    Firstly, the Taiwanese people have the final say in

    their future. Any matter that concerns our status,

    future, democratic freedom and way of life can-not be dictated by others or be decided by inter-

    pretations made by those in power. In the minds

    of the Taiwanese people, they should be able to

    make decisions in a safe way! The DPP will al-

    ways persist in this kind of democratic value!

    Secondly, Taiwan belongs to the people from

    across the board. Everyone should receive the

    same fair treatment regardless of who the first

    settlers were, gender, age, ethnicity or beliefs.Everyone must receive the same basic guarantees,

    and the DPP will always ensure that this kind of

    social justice is protected.

    Thirdly, Taiwan needs a sustainable development

    from generation to generation. It must plan for a

    complete, sustainable and intelligent growth in

    order for our next generation to enjoy a more

    prosperous future. With this growth mindset, the

    DPP will strive arduously towards achieving thisgoal.

    As we saw in the 19th Century, the trend in the

    world at that time was to pursue the so-called

    American Dream, and over a hundred years

    without failure, the dream took shape through so-

    ciety allowing fair competition for all opportuni-

    ties. As long as individuals worked hard, their

    livelihood improved. The American Dream not

    only enticed people from all over the world toimmigrate to the U.S., but it also allowed the U.S.

    to become the worlds greatest superpower.

    Just the same, it is important for Taiwan to have

    its own dream. The dream I have for Taiwan is

    one of a fairer society without concerns for the

    lack of opportunities. I see a Taiwan with a sturdy

    education system so that the next generation will

    not have the same worries. I dream of a clean and

    capable government so that the burden does not

    fall solely onto the people. Lastly, I hope for Tai-

    wan to achieve its own sustainable economy so

    that the people can enjoy a better life.

    Even though Taiwan is not a great power, Taiwan

    is capable of becoming a great country that is fair,

    democratic, clean, capable, diverse and prosper-ous. Taiwan has every right to aspire for this kind

    of dream, and the DPP looks forward to work un-

    ceasingly towards a Taiwan Dream.

    Fellow colleagues, let us all work together for the

    long-term stability of our country and for the

    peoples happiness. Let us push forward to be-

    come a greater and better DPP that fulfills the ex-

    pectations of the people!

    the Taiwanese people even though Taiwans par-

    ticipation has been blocked as a result of the real-

    ity in its relationship with China. He also said he

    believes that the U.S. will continue to stand and

    support Taiwans efforts in joining UN-related

    agencies.

    In regards to the East and South China Seas,

    Mr. Bolton said that the U.S. is closely watching

    Chinas claim over the sovereignty of these is-

    lands, and that even though China has used mili-

    tary threats to consolidate its claim, the U.S. is

    hoping for a peaceful resolution regarding this

    matter. He suggested that Taiwan could exert

    greater influence and play an important role.

    Chair Su said he identified with Mr. Boltons

    viewpoints, confirming the DPPs position of

    Taiwans sovereign and independent status as a

    territory not belonging to China and demanding

    that any change towards the status quo must be

    approved by a peoples referendum in Taiwan.

    In the matter of cross strait affairs, Chair Su

    noted that the DPP has for a long time adhered tothe policy stands of its China policy, but he

    pointed out that there is

    certainly room for im-

    provement in its attitude

    and approach in order to

    stay on trend with the

    times.

    However, we must not

    only pay attention to Tai-

    wans domestic politicalcircumstances or cross

    strait relations, we must

    also consider the entire

    situation in the Asian re-

    gion including changes in

    the relationship between

    U.S. and China, he said.

    In regards to the US

    beef issue, Chair Su also

    exchanged ideas with Mr.Bolton. Chair Su conveyed

    the sentiment of the Taiwanese public towards

    President Mas administration policy, which is to

    allow the importation of beef containing racto-

    pamine without adequate public communication.

    Chair Su said that the Ma Administrations policy

    has caused the public to raise suspicions and

    doubts. Nevertheless, Chair Su said he agreed

    with Mr. Bolton in that both sides must strengthen

    dialogue and work together to seize the opportu-

    nity for cooperation in the various areas of

    Taiwan-US relations.

    In addition to economic and trade cooperation,

    Chair Su also noted the importance for Taiwan to

    fulfill its international responsibilities by actively

    participating in the discussion of issues like US

    arm sales and military defense. He said that Tai-

    wan must strive for peace and stability especially

    confronting the strong influence of China in the

    East and South China Seas and the current ten-

    sions raised by North Korea.
