to the person or persons indicated on the transmittal letter that accompanied the
proposal documents in a sealed envelope, marked “Downtown Substation RELAY PANEL
PROPOSAL”.

Materialman proposes to furnish equipment as specified below and in accordance with the terms,
conditions and specifications established in this Proposal and Specification Sheets S-1 to S-4 and ER-301
herein.
The proposed price and delivery schedule for the equipment is as follows:

1. Prices quoted herein are firm provided the Owner accepts the proposal within thirty (30) days from
the date of the Proposal.
2. Prices listed do not include any amount for taxes that may be imposed by any taxing authority for
the sale, use or purchase of the equipment. If any such tax amount is applicable, the amount shall
be added to the purchase prices and will be paid by the Owner.
3. Prices listed shall include the cost of delivery to the following location:
Substation Site (see attached vicinity map)
In Nixa, Missouri
Title shall pass to Owner upon delivery of equipment to the location specified above.

4. The Materialman shall execute one copy of each of the following two forms with the Proposal:

5. The Owner retains the right to accept or reject any part or all of this Proposal. Materialman by

Relay Panel Specifications

1.0 General
1.1 These specifications cover the features and characteristics of a relay panel with mounted
equipment.
1.2 Panels are to be self-supporting vertical units that can be mounted alongside other
panels. Conduit entrances and construction are to be as specified on panel drawings
provided herein.
1.3 Panels and equipment shall comply with the latest standards of IEEE, NEMA, ANSI, EIA,
ASTM, and NEC, including, but not limited to IEEE 693-2005.
1.4 Relays shall conform to ANSI C37.90 “Relays and Relay Systems Associated with Electrical
Power Apparatus.”
1.5 Minimum surge immunity shall comply with the IEEE SWC test.
1.6 Panels shall be designed for 120/240 60 HZ service voltage and 125v DC control voltage.
2.0 Testing
2.1 Upon completion of panels, all relays are to be tested by the Bidder. Said tests are to
conform to relay manufacturers’ recommendations.
2.2 Panel point to point wiring shall be verified and functional tests are to be verified utilizing
schematics.
2.3 Potentials are to be applied to panel per industry standards.
3.0 Structural
3.1 Panels shall consist of 1/8” steel.
3.2 All bends shall be ¼” radius.
3.3 Panels shall be free of sharp edges and burrs.
3.4 Self-tapping screws shall not be used.
4.0 Equipment and Wiring
4.1 Units shall have terminal blocks satisfactory to Owner. Terminal blocks for current
circuits shall be the shorting type.
4.2 Panel wiring shall consist of #12 AWG stranded copper conductor for general circuits and
#10 AWG stranded copper conductor for current circuits.
4.3 All point to point wires are to be labeled at each end with a permanent marking method
acceptable to the Owner.
4.4 Only insulated ring type terminals are to be utilized.
4.5 A subpanel shall be constructed per the supplied drawings.
4.6 Subpanel shall be mounted to avoid any interference with main panel equipment.
4.7 A continuous hinge shall support and allow movement of subpanel for easy access to
wiring of equipment mounted on main panel.
5.0 Paint. Paint shall be as specified on drawings and be ANSI 70 gray.
6.0 Ground Bus. A copper ground bus shall be supplied per drawings.
7.0 Nameplates
7.1 Phenolic nameplates shall be provided as shown on drawings and shall be white lettering
on black background.
7.2 Lettering heights shall be as follows:
7.2.1 Terminal block nameplates – 1/2"

7.2.2 Small external nameplates – 3/16”
7.2.3 Large external nameplates – 1”
7.3 Nameplates shall be mounted using screws or adhesive means.
8.0 Drawings
8.1 A complete set of review drawings shall be provided to the Engineer within four (4)
weeks ARO. Bidder’s review drawings are to include structural details, panel layout,
equipment list, and nameplate schedule.
8.2 Certified drawings, three (3) sets hardcopy and one set electronic media, shall be
provided to the Engineer. Drawings in electronic format shall be compatible to AutoCAD

8.3 Installation and Service Manuals
8.3.1 Manuals shall contain complete instructions for installation, operation and
maintenance of the equipment plus a bill of materials.
8.3.2 Three manuals shall be provided to the Engineer.
8.4 Documentation required under this section shall be sent to the Engineer at:

9.0 Shipping Requirements
9.1 The equipment shall be delivered to the Substation Site (see attached vicinity map).
Delivery shall be F.O.B. destination.
9.2 Each panel section shall be shipped on a per section basis completely wired and
assembled. Panels shall be shipped in an upright position adequately braced on their
own pallets and protected from weather during shipment.
9.3 All small pieces and equipment plus any loose instruments, relay, and accessories as
specified shall be carefully boxed, crated, or otherwise protected for shipment so as to
prevent damage.
9.4 All material shall be arranged to allow safe unloading at the site.
9.5 Shipping labels shall be provided with all equipment and crates. Labels and tags shall
include the following information:
9.5.1 Purchase Order Number
9.5.2 Item Number
9.5.3 Substation Name
9.5.4 Owner’s Name
9.6 All packaged products shall be clearly identified on the exterior of the container by name,
catalog number and name of manufacturer.
9.7 Shipment will be received only during the work days of Monday through Thursday from
9:00 AM through 3:00 PM local time.

10.0 Warranty. All defective material, equipment, or workmanship shall be replaced promptly by the
vendor at no additional cost. Should the Owner experience additional expense in term of labor,
the Bidder shall compensate the Owner reasonable incurred expenses.

AND VOLUNTARY EXCLUSION – LOWER TIER COVERED TRANSACTIONS
INSTRUCTIONS FOR CERTIFICATION 1. By signing and submitting this proposal, the prospective lower tier participant is providing the

when this transaction was entered into. If it is later determined that the prospective lower tier
participant knowingly rendered an erroneous certification, in addition to other remedies available
to the Federal Government, the department or agency with which this transaction originated may
pursue available remedies, including suspension and/or debarment.
3. The prospective lower tier participant shall provide immediate written notice to the person to
which this proposal is submitted if at any time the prospective lower tier participant learns that its
certification was erroneous when submitted or had become erroneous by reason of changed
circumstances.
4. The terms covered transaction, debarred, suspended, ineligible, lower tier covered transaction,
participant, person, primary covered transaction, principal, proposal, and voluntarily excluded,
as used in this clause, have the meaning set out in the Definitions and Coverage sections of the
rules implementing Executive Order 12549. You may contact the person to which this proposal is
submitted for assistance in obtaining a copy of those regulations.
5. The prospective lower tier participant agrees by submitting this proposal that, should the proposed
covered transaction be entered into, it shall not knowingly enter into any lower tier covered
transactions with a person who is proposed for debarment under 48 CFR part 9, subpart 9.4,
debarred, suspended, declared ineligible, or voluntarily excluded from participation in this covered
transaction, unless authorized by the department or agency with which this transaction originated.
6. The prospective lower tier participant further agrees by submitting this proposal that it will include
the clause titled “Certification Regarding Debarment, Suspension, Ineligibility and Voluntary
Exclusion - Lower Tier Covered Transaction,” without modification, in all lower tier covered
transactions and in all solicitations for lower tier covered transactions.
7. A participant in a covered transaction may rely upon a certification of a prospective participant in
a lower tier covered transaction that it is not proposed for debarment under 48 CFR part 9, subpart
9.4, debarred, suspended, ineligible, or voluntarily excluded from the covered transaction, unless it
knows that the certification is erroneous. A participant may decide the method and frequency by
which it determines the eligibility of its principals. Each participant may, but is not required to,
check the List of Parties Excluded from Federal Procurement and Nonprocurement Programs.
8. Nothing contained in the foregoing shall be construed to require establishment of a system of
records in order to render in good faith the certification required by this clause. The knowledge
and information of a participant is not required to exceed that which is normally possessed by a
prudent person in the ordinary course of business dealings.

such prospective participant shall attach an explanation to this proposal.
