Downstreaming CMEMS products to serve Port needs: The Puertos del Estado “Portus” coastal observatory and forecasting system

About Puertos del Estado
• Spanish 85% imports & 60% exports via Ports: VITAL for national economy
• The State-owned Spanish Port System:
• Coordination and efficiency control corresponds to the government agency
Puertos del Estado (Ministry of Public Works)
• Includes 46 ports of general interest (managed by 28 Port Authorities)
Puertos del Estado needs of coastal services and data: Connection with CMEMS
Ports need met-ocean info along all their life phases:
• Design phase (viability, budget, execution plans,…)
Climatology description (from models & measurements) -> CMEMS Re-analysis and MY in-situ products.
• Construction phase (safety, short-term build planning)
Real time alert systems and short-term Forecasts -> CMEMS In-situ & MFC (and downscaled) forecast systems
• Exploitation phase (operations & port closing, piloting, environmental management, …)

Puertos del Estado covering theseneeds, with strong use of CMEMS
• For NRT measured data: PdEcomplements its networks with data from in-situ TAC.
• For Forecasting: IBI-MFC model solution operationally downscaled into higher resolution models able to forecast inside the ports.
• Multi-Year Reanalysis products employed to characterize the waters surrounding the Ports. Ongoing plans to downscale into higher resolution.

The importance of reliability: operations and validation
Operations:◦ All the system integrated in a 24/7 system, via external contract
◦ HPC resources + 3 independent environments (dev, pre-ops and ops)
Model Validation (NARVAL tool)◦ On-line and Delayed Mode Val (daily, monthly, seasonal & annual metrics)
◦ Multiple sources: HF-Radar, in-situ TAC (buoys, tide gauges) and satellite (L3&L4)

Added value tools: the CMA and the Alert System
The CMA: Visualization and Alert Tool, tailored for the Port:
• Managed by the Ports
• Tailored User Alerts (e-mail and SMS)
• Flexible and modular
• Includes added value tools (i.e. On-line oil spill model)
Challenges and future plansImproved solutions, with improved physics:◦ Coupling atmosphere wave and ocean modelling, two-way nesting models
◦ Better bathymetry and Near-real-time Fresh water data required
◦ Improved observing network for validation and further use of coastal satellite data
◦ Data Assimilation (special focus on coastal and shelf observations; i.e. HF radar)
◦ Downscaling of Multi-Year Reanalysis products
Additional Services & Products:◦ Extension to more ports (through SAMOA-2 initiative; already being launched)
◦ Operational wave overtopping forecast, very high resolution winds, seiches, etc.. (also at SAMOA 2)
◦ More multi-sectorial exploitation of existing products & system (i.e. new users in regional governments & town halls).

• Improving the core service solution:o Improving the coastal processes description in models (i.e. two way
