Strategic Plan Background

The Government Performance and Results Act of 1993:– Aims to improve the confidence of the American

people in the capability of Federal government.– Holds Federal agencies accountable to results.

A strategic plan meets that requirement by describing the agency’s:– Vision and Mission– Strategic Objectives and Goals– Strategies

DOL Stakeholder Process

The DOL stakeholder consultation process is occurring two-fold:

– Outreach: Web chats and various types of meetings

– Public Notice and Review: A draft plan will be available online in July.

Women's Bureau Overview

Vision: To empower all working women to achieve economic security.

Mission: Women in the workforce are vital to the nation’s economic security.  The Women’s Bureau develops policies and standards and conducts inquiries to safeguard the interests of working women; to advocate for their equality and economic security for themselves and their families; and to promote quality work environments.

Leadership: Sara Manzano-Díaz, Director

Organization: 58 FTE in National and Regional Offices Current FY 2010 Resources: $12,255,000

Secretary Solis’ Goals

The Women's Bureau supports the following DOL’s Strategic Goals and Outcome Goals:

Strategic Goal 1: Prepare workers for good jobs and ensure fair compensation.

– Increase workers’ incomes & narrow wage & income inequality.– Assure skills and knowledge that prepare workers to succeed in a

knowledge-based economy, including in high-growth and emerging industry sectors like “green” jobs.

– Help workers who are in low-wage jobs or out of the labor market find a path into middle class jobs.

Strategic Goal 3: Assure fair and high quality work-life environments.

– Break down barriers to fair and diverse workplaces so that every worker’s contribution is respected.

– Provide workplace flexibility for family and personal care-giving.

Women’s Bureau Strategies

Our approach– The Women’s Bureau will develop national policy, technical

assistance, and outreach that promote the adoption and implementation of policies/strategies to improve employment outcomes for wage-earning women.

Our strategies to achieve these goals include:– Policy: Conduct research and analysis that identifies and validates

effective policies/strategies for working women.

– Technical Assistance: Provide technical assistance regarding the implementation of policies/strategies that relate to working women and their families.

– Outreach: Build partnerships that promote implementation of policies/strategies that impact working women.

How will we measure success?

– Short-term: Number of policy outputs; policy agreements, including partnerships and collaborations; and outreach activities

– Intermediate: Number of targeted Federal, state, local agencies, and service providers adopting policies/strategies proposed by the Women’s Bureau; and number of TA recipients with the increased capacity to implement the Women’s Bureau’s proposed strategies

– Long-term: Number of targeted Federal, state, local agencies, and service providers implementing policies/strategies proposed by the Women’s Bureau
