Updated Information from Initial Progress Report
1. Douglas County PUD is constructing a new 13-mile, 230-kV transmission line to connect its
Douglas Switchyard with its Rapids Switchyard. The conductor will be 1590 ACSR/TW and is
expected to have a Summer rating of 589.5 MVA, a Winter rating of 766.8 MVA, an Autumn
rating of 687.9 MVA, and a Spring rating of 671.6 MVA. A new 230/115-kV transformer will be
installed at Rapids Switchyard with expected ratings of 200 MVA (ONAN) 55° C, 266 MVA (ONAF)
55° C, 333 MVA (ONAF) 55° C, and 373 MVA (ONAF) 65° C. The new 230-kV circuit breakers at
Douglas Switchyard and Rapids Switchyard will be rated for 3000 A of continuous current. The
new 230-kV breaker disconnect switches at Douglas Switchyard will be rated for 3000 A of
continuous current and the 230-kV line disconnect switches at Douglas Switchyard and Rapids
Switchyard will be rated for 2000 A of continuous current.
2. The new transmission line is planned to be in operation in April, 2014.
3. The project is currently under construction and is tentatively scheduled for completion in April,
2014. The transmission line is complete, and the remaining work is to finish installing the
transformer at Rapids Switchyard.

Updated Information from Comprehensive Progress Report
1. See above updated information from the Initial Progress Report.
2. There are no changes to the original one-line and geographic diagrams.
3. A model of the new facility is available in the WECC power flow and stability programs.
4. The Transfer Capability associated with the project will be equal to the System Operating Limit
(SOL), which is based on the Facility Ratings (MVA ratings at the applicable ambient
temperature) of all applicable Facilities. The WECC Comprehensive Project Coordination Review
process suggests that project sponsors can use Subregional Planning Groups to meet its
requirements (“a project sponsor may use TEPPC or a Subregional Planning Group to meet the
requirements of Project Coordination Review in lieu of forming an independent PCRG for their
project.” Douglas PUD is a member of and uses ColumbiaGrid to accomplish its subregional
planning requirements. The ColumbiaGrid planning process has open participation in its general
planning and study team meetings. The Douglas-Rapids project has been reviewed by and has
achieved consensus through this planning process, which included all of the transmission
owners that could be impacted by this project. Project reports are available from ColumbiaGrid
at http://www.columbiagrid.org. The requirements of Project Coordination Review for this
project have been met through the ColumbiaGrid Subregional Planning Group. The impact of
the Douglas-Rapids project on other systems and on existing transfer path ratings has been
studied in the ColumbiaGrid Northern Mid-C Study Group. Douglas PUD complies with all NERC
Reliability Standards and WECC Criteria. The Douglas-Rapids Line facility additions and planned
system operation are in conformance with NERC Standards and WECC System Performance
Criteria. The Douglas-Rapids project will not require obtaining an accepted transmission path
rating.
5. The proposed Transfer Capability rating is based on Douglas PUD’s System Operating Limits.
Douglas PUD’s System Operating Limits are based solely on its Facility Ratings, which, for
transmission circuits and transformers, are determined by ambient temperature conditions.
6. See studies conducted in ColumbiaGrid Northern Mid-C Study Team and Northern Mid-C Joint
Operational Study Team for operating conditions that allow the project to operate within the
guidelines defined in the NERC Reliability Standards and WECC Criteria.

Updated Information from Initial Progress Report
1. Douglas County PUD is constructing a new 230-kV transmission line to connect its Rapids
Switchyard with BPA’s Columbia Substation. The conductor will be 1590 ACSR/TW and is
expected to have a Summer rating of 589.5 MVA, a Winter rating of 769.2 MVA, an Autumn
rating of 690.3 MVA, and a Spring rating of 671.2 MVA. The new 230-kV circuit breaker at
Rapids Switchyard will be rated for 3000 A of continuous current. The new 230-kV line
disconnect switch at Rapids Switchyard will be rated for 2000 A of continuous current.
2. The new transmission line is planned to be in operation in January, 2017.
3. The project is currently in the planning and design process. Alternative line routes are being
studied and considered and biological and cultural studies are currently underway. The project
is tentatively scheduled for completion in January, 2017.

Updated Information from Comprehensive Progress Report

2. There are no changes to the original one-line and geographic diagrams.
3. A model of the new facility is available in the WECC power flow and stability programs.
4. The Transfer Capability associated with the project will be equal to the System Operating Limit
(SOL), which is based on the Facility Ratings (MVA ratings at the applicable ambient
temperature) of all applicable Facilities. The WECC Comprehensive Project Coordination Review
process suggests that project sponsors can use Subregional Planning Groups to meet its
requirements (“a project sponsor may use TEPPC or a Subregional Planning Group to meet the
requirements of Project Coordination Review in lieu of forming an independent PCRG for their
project.” Douglas PUD is a member of and uses ColumbiaGrid to accomplish its subregional
planning requirements. The ColumbiaGrid planning process has open participation in its general
planning and study team meetings. The Rapids-Columbia project has been reviewed by and has
achieved consensus through this planning process, which included all of the transmission
owners that could be impacted by this project. Project reports are available from ColumbiaGrid
at http://www.columbiagrid.org. The requirements of Project Coordination Review for this
project have been met through the ColumbiaGrid Subregional Planning Group. The impact of
the Rapids-Columbia project on other systems and on existing transfer path ratings has been
studied in the ColumbiaGrid Northern Mid-C Study Group. Douglas PUD complies with all NERC
Reliability Standards and WECC Criteria. The Rapids-Columbia Line facility additions and
planned system operation are in conformance with NERC Standards and WECC System
Performance Criteria. The Rapids-Columbia project will not require obtaining an accepted
transmission path rating.
5. The proposed Transfer Capability rating is based on Douglas PUD’s System Operating Limits.
Douglas PUD’s System Operating Limits are based solely on its Facility Ratings, which, for
transmission circuits and transformers, are determined by ambient temperature conditions.
