First, in 1997, city government played with the idea of building an UFO-like structure above the train tracks 240 me- ters in diameter and 60 meters tall. Ac- cording to the former Dortmund Mayor Günter Samtlebe this project “needs to happen if the city wants to continue to be a big capital, a big metropolis. We need this super highlight – a little bit crazy I will admit – a techno marvel that will de- velop into an attraction throughout all of Germany” (wdr, December 12, 2008). Three years thereafter those plans were cancelled and the Portuguese investor Sonae Sierra presented its “slimmer” ver- sion of the multi-theme center named 3do. The design called for a 45 meters tall and over 200 meters wide structure that would replace the old railway station and accommodate a shopping, service, and entertainment center. In addition, a sail- like tower of 120 meters would host a luxury hotel. Federal and State govern- ment agreed to pay 75 and 55 million Eu- ros, respectively while Sonae Sierra would finance the shopping and enter- tainment center – 275 million Euros in total. The remaining 150 million Euros were to come from the City as well as prospective renters. 3do was meant to be finished by 2006. However, in June 2006 Sonae Sierra post- poned the signing of the final contract and told Deutsche Bahn AG in January 2007 that the final cost may be 63 million Euros above budget. Ultimately, the in- vestor withdrew from the project one months thereafter. Deutsche Bahn AG speaker Wolf-Dieter Siebert said: “Now we will have to start all over again” (wdr, February 28, 2007). Yet instead of a mega project, Dortmund main station will now undergo a “mini” renovation of 23 million Euros – 133 mil- lion Euros from the federal government, 1.4 million Euros from the State, and 8.3 million Euros from Deutsche Bahn AG. The investment will pay for a “beautifica- tion” and reorganization of the entrance hall as well as the renewal of the signage and information system. The end of 3do and sole minor renovation also means that the Dortmund city gov- ernment will now have to rethink its ur- ban redevelopment plans because the planned bridge as well as hotel and park- ing garage are also cancelled.
