Introduction
Defense Collaboration Services (DCS) has been adopted by the DoD to replace Defense Connect Online (DCO) for web conferencing. DCS is capable of running on DoD non-secure (NIPRNet) as well as classified (SIPRNet) networks. DCS capabilities are best utilized by authenticated (CAC) users but web conferences may still be accessed by non-authenticated users and networks outside of the DoD. This document will provide guidance on how to successfully facilitate an AICUZ webinar using DCS.
DCS Web Conference
DCS will support Microsoft Word, Excel, PowerPoint, Adobe PDF, or JPEG presentation file types. Presentation files cannot contain embedded audio/video or unsupported fonts (NOTE: a list of supported fonts is not yet available for DCS therefore it is recommended a dry run via DCS is performed before the web conference to ensure the full presentation is supported). When a presentation file is uploaded to a web conference it will be converted to a PDF and then uploaded by the application, it will not remain if a web conference is closed out or disconnected for any reason. If a web conference must be restarted, all of the presentation files will need to be uploaded again.
Whether using uploaded presentations or screen sharing, DCS web conferences will be most successful if the presenters are co-located and using a computer(s) that have previously been tested by running the presentation materials in a DCS web conference. Untested computers in remote locations, used for presentation purposes, have the potential to create delays and interruptions as IT support may or may not be available to bring the remote computer into compliance with DCS requirements. It is strongly recommended that if presenters cannot be co-located they have connected to DCS and have successfully tested their portion of the presentation (including: any necessary add-in downloads, microphone, webcam, and desktop sharing (Java) settings that may be modified) before the actual scheduled web conference. Please refer to the DCO/DCS comparison document for recommendations regarding these considerations.
DCS Roles
Role NotesAdmin Available to authenticated (CAC) users. A web conference may have multiple
Admins to control the meeting. Admins have full functionality during the web conference.
Moderator Available to authenticated (CAC) users. A web conference may have multiple Moderators to control the meeting. All Moderators have full permissions (other than those of Presenter) and actions must be coordinated during the web conference or Moderators may “step” on each other’s actions.
Presenter This permission exists only in the web conference itself. One user in the web conference at a time may hold the Presenter role and have the ability to present material, upload material, and share the desktop. Admins and Moderators are able to grant the Presenter role in the conference.
User Users may only view the Presentation panel during a web conference. A CAC authenticated User may be granted the Presenter or Moderator roles.
Guest User Available to any external, un-authenticated or non-CAC user. Guest Users may be passed the Presenter role during a web conference by the Admin(s) or Moderator(s).
Logging into DCS
CAC users may login to the DCS to create a DCS meeting reservation, start a DCS web conference, and other DCS administrative tasks. To login to DCS:
1. Go to the DCS login page.
2. Enter your CAC credentials.
Note: Non-CAC users cannot access DCS to create a DCS reservation.
Creating a DCS Reservation
Before creating a DCS Web Conference, you must first create a reservation within DCS. To create a reservation in DCS:
1. Go to the DCS homepage and click Create a new reservation.
2. Complete the Name and Description fields for this reservation and click Create.
The “Reservation Description” panel appears.
Accessing the DCS Web Conference URL
After a reservation has been created, DCS creates a URL for the DCS Web Conference. The URL is located on the “Web Conference” panel. To access the DCS Web Conference URL:
1. Click the Web Conference tab.
The “Web Conference” panel appears.
2. Copy the link from the Web Conference URL field.
3. Paste the link into the body of your email invitation.
Starting a DCS Web Conference
Before starting a DCS Web Conference, you must complete the steps for creating a DCS Reservation. To start the DCS Web Conference:
1. Locate and click the Home tab.
The “Reservation Description” panel appears.
2. Click Options.
The “Meeting Options” dialog box appears.
3. Set options as appropriate for your meeting.
4. Click Done, start the meeting.
The DCS meeting in the default layout appears.
Uploading Presentation Files
Presentation files are uploaded to live meetings only. Presentation cannot be uploaded prior to starting the meeting. To upload presentation files to a live DCS Web Conference:
1. In the “Presentation default” panel, click the Add File icon.
The “Add Files to Your Presentation” dialog box appears.
2. Click Select File.
3. Browse to the folder location containing the file to upload.
4. Click Open. The location of the file to be upload appears in the Choose File to Upload field.
5. Click Upload. A Progress bar appear under the Select button. When the upload is complete, the file name will appear in the Uploaded Presentations section of the “Add Files to Your Presentation” dialog box.
6. To display a file in the Presentation default panel, click Show next to the file to be displayed.
Resetting the Logout Timer
When all participants (including administrators, moderators, and presenters) login to a DCS meeting, a meeting timer begins counting down. When an individual participant’s timer reaches zero, that participant will be logged out of the meeting. To reset the timer before it reaches zero, each individual must click the Reset Logout Timer button.
Logging into a DCS Web Conference as a Participant
Participants with a valid DCS web conference URL may login to the meeting by:
1. Clicking on the URL supplied by the meeting sponsor in the invitation email message or by copying and pasting the URL in the Internet Explorer browser address field.
2. Follow the CAC login instructions.
Note: If you are a non-CAC participant, you will be logging in as a guest.
Cautions and Warnings
The following are incidents that may occur when conducting a meeting through DCS:
1. Installing the add-in for voice over IP (VoIP) may require administrative support from your local IT department depending on the participant’s location or branch. Presenters and participants may want to test and install within the 30 minutes prior to the start of the meeting provided the meeting is open during that pre-webinar period.
2. At times, DCS may disconnect participants without warning. If a participant is disconnected from the meeting, they will need to log back into the meeting. Presenters and participants will definitely know they have been disconnected from the meeting as the entire interface within their DCS window changes and no presentation or screen share will be displayed after a disconnect occurs.
3. If in the rare occurrence that the meeting is disrupted by disconnecting all participants without warning, everyone will be able to rejoin the meeting by logging back into the DCS meeting. Once the presenter(s) are able to log back into the meeting, they will have to re-upload all presentations and recreate all polling panels not yet utilized.
4. Desktop sharing is somewhat limited in the amount of space that the desktop sharing panel utilized within the DCS meeting space. If participants wish to maximize the space allotted to the desktop sharing panel, they may click the maximize button at the bottom of the DCS meeting window. Clicking the same button a second time will restore the screen sharing panel to its default size.
5. If the administrator/moderator chooses to record the DCS session, the recording may not be available for download for several days following the conclusion of the meeting.

The Reset Logout Timer button is used reset the logout timer to 120 minutes remaining. When the logout time reaches zero, you will be automatically logged out of DCS. Click this button during the webinar to avoid being logged out of the webinar by DCS.
Set Status button

The Set Status button is used to communicate with the presenters and hosts. Statuses include: Raise Hand.
Chat panel
SAY
The Chat panel may be used to communicate with other participants, presenters, or the moderator. Anything sent from the default chat field will be seen by everyone. You may start a private chat with a specific attendee by using the menu. If you would like to submit a question, please begin the question text with the word “QUESTION” in all caps followed by the name of the presenter you are directing the question to e.g., “QUESTION for Jane:” then followed by the question text. If you need to communicate a technical issue, please begin the text with the word “ISSUE” in all caps followed by a description of the issue you are experiencing. Typing these words in all caps enables the production staff to be able to differentiate these messages from all other messages.
Polling panel

The polling panel is used to solicit information from you, the participants. When a polling panel is open, the participants may interact with the panel by indicating which option they feel is most representative of their opinion, thoughts, or feelings. The polling panel may also be used for knowledge checks and quizzes.

Knowledge Check Instructions
Note: DCS polling panels are only available after the meeting has been started. Prepare questions and answers in advance of the scheduled event so that they may be quickly copied and pasted into each poll question once the meeting has been started. Create and Setup each polling question in reverse order. Entering polling questions into DCS in reverse order will ensure that the questions are accessible in “first to last” order from top to bottom in the DCS polling question list.
When a Knowledge Check question slide is reached, do the following:
1. Inform the participants that they are going to collectively answer the question appearing on the screen and the answer receiving the most votes is the answer you will select on the slide.
2. Inform the participants that they will register their votes within a DCS polling panel that you are about to reveal on their screen.
3. In the DCS window, click the polling icon.4. Click the poll question you want to display.5. Ask the participants to vote for the option that represents the best answer to the question. Tell them
they have 15-20 seconds to register their vote.6. Announce the answer receiving the most votes.7. Close the polling panel.8. On the PowerPoint Knowledge Check Question slide, click the answer that coincides with the poll
answer receiving the most votes.9. Read the feedback displayed (If the participants chose an incorrect answer, click the correct answer and
read the feedback.) The Continue button is displayed in the upper-right corner of the slide.10. Click the Continue button to advance to the next PowerPoint slide. (You may also click anywhere on the
slide, EXCEPT on a question answer, to advance to the next slide.)
The AICUZ Process Exercise
When the “The AICUZ Process” slide is reached, do the following:
1. Change to the “The AICUZ Process” slide.2. Direct participants to the Chat Panel.3. Ask participants to respond to why they think individual phases listed on the slide are important to the
process.4. Use chatted responses as a jumping-off point to elaborate using the notes attached to the slide.5. Facilitate discussion as desired.
What is Noise? Exercise
When the “What is Noise?” slide is reached, do the following:
1. Change to the “What is Noise?” slide.2. Direct participants to the Chat Panel.3. Ask each participant to respond to the question “What is Noise?” with the first thing that comes to mind
by typing their responses in the Chat Panel.4. Facilitate discussion as desired.
Audio/Video Media Playback via Screen Share
When playing audio or video media via DCS screen share, do the following:
1. Cue media file in media player.2. Ensure that the computer microphone is turned on.3. If the computer is supplied with an external microphone, make sure the microphone is set in proximity
to the computer speakers.4. Unmute or turn up computer speaker volume.5. Play media file.6. When media playback concludes, return microphone to original physical position.7. Mute or turn down computer speaker volume.
