To provide the youth the opportunities to appreciate the values of work and develop proper work ethics by exposing them to actual work situation.

To increase awareness of the youth of the important role they play in the economic advancement of the country.

Youth Participants:– Must be 18 - 25 years of age, unemployed, in-school

or out-of-school youth and must be physically fit to the kind of training program to be undertaken

Private Employers:– Any person or private entities/establishments

regardless of employment size who are interested to avail of the program and are willing to pay 75% stipend (minimum wage) to youth trainees and provide training opportunities for the values formation and work appreciation.

BLE-DOLE

– The BLE is in-charge of the technical supervision, program coordination and monitoring at the national level.

– The Office of the Undersecretary for Employment and Manpower Development-DOLE is in-charge of the over-all supervision of the program.

PESO– the frontline implementors of WAP

EMPLOYERS– Program partners who are owners and proprietors of

private establishments who provides training opportunities to intended beneficiaries for values formation and develop proper work ethics.

FOR THE TRAINEE– All interested and qualified youth applicants can register at

the PESOs nearest their place of residence. They shall be given referrals to sponsoring companies for vacancies for which they qualified.

– WAP is implemented on a year-round basis. However, participants can avail of the program for a maximum of three (3) months in a year only.

FOR THE SPONSORING COMPANY– Companies who are interested to participate in the WAP shall

submit company pledges/vacancies to the PESOs nearest their office. Qualification requirements of participants shall be specified in their pledge/vacancy forms.

– They shall accept youth/participants in their company for a period not exceeding three (3) months within the year. They can accept four (4) batches of trainees in one year (Jan. - Mar., April-June, July-Sept., Oct-Dec)

A formal agreement shall be signed by sponsoring company and the trainee which will specify, among others, that:a). There will be no employer-employee relationship between the

trainee and sponsoring company.

b). The sponsoring company shall provide stipend for the trainee equivalent to 75% of the prevailing minimum wage. For companies whose trainees are entitled to free meals/snacks, facility evaluation shall be secured from the Regional Office as to the fair cost of food to be deducted from stipend.

c). Trainees shall not be allowed to be assigned in nightclubs, cocktail lounges, beerhouses, massage clinic, bars or similar establishments.

Employer– Makes an over-all evaluation/assessment of the trainees’

conduct/behavior, work exposure and working relationship with peers.

– May conduct actual/written examination to the trainees to validate work knowledge gained.

– Provides rating of the trainees’ contribution/participation in productive activities.

– Prepares and issues Certificate of Completion to the trainee.– Employer submits a list/report of WAP trainees that

completed the training in a specific period to the PESO which in turn submits to EPD-DOLE.

– Issues/Problems and recommendations can be included in the report for validation purposes.
