Dog Management Work
In January and February, We paid a visit to the Dog Adoption Service Base of Qingdao city in Shan-
dong Province and targeted dog protection in the countryside. We also produced street banners
promoting the concept of reporting missing dogs to the police and sent suggestions for both
Qingdao and Yantai’s dog management legislative proposals.
Submitting Suggestions on the Qingdao Dog Management
The dog management regulation in Qingdao City was discussed by Qingdao NPC Standing Com-
mittee and Animals Asia provided our suggestions on the draft. Some of the key points were:
relaxing the restrictions on one household, one dog and cancelling punishment of
households that have more than one dog
including more dogs under management
promoting the concept of being a responsible cat or dog owner
limiting the breeding of dogs
regulating dog selling, ensuring the basic welfare of dogs
adopting streamlined procedures for dog registration and renewing dog licenses.
These suggestions were based on the experience and practices of the dog management work
throughout many cities that can now help the dog management regulations in Qingdao to be-
come more scientific, humane and effective. It is hoped that, through these practices, Qingdao can
become a city where people and animals can live in harmony.
Visiting Qingdao Dog Adoption Service Base
On February 26th, staff from Animals Asia vis-
ited Qingdao Dog Adoption Service Base. This
base was founded and operated by the gov-
ernment and is managed by Qingdao Love
Animal Association in terms of adoption ser-
vice and relevant administration, and sup-
ported by Qingdao Pet Vet Association with
veterinary expertise. The dog houses in this
base are standardised, with the dogs in a good
physical condition, being separated according
to their gender and enjoying a high adoption
rate. Overall, this base is scientific and hu-
mane. inside of the dog shelter, bright and clean
outside of the dog shelter
Produced and Distributed Our 2016 Calen-
dar and Poster
China Cat and Dog Welfare programme de-
signed our new 2016 calendar and poster. In-
cluded in the poster is information regarding
civilised and scientific dog raising and dog and
cat welfare. This information is largely con-
veyed to the general public through interest-
ing illustrations. We distributed these posters
to villagers near our China Bear Rescue Centre
(CBRC) and also sent them to animal protec-
tion groups located in Ji’nan, Chongqing and
Xi’an, who are helping to distribute these
posters to local villagers. During the visit to
the villages, the volunteers emphasised the
importance of scientific dog raising. As the
posters were informative and practical, they

Working on the Government and NGO Cooperation Plan
Animals Asia has been working on promoting the model of “government buys service”. By dem-
onstrating the advantages of non-government organisations in dog management work to govern-
ment bodies, we can persuade the government to buy services from these organisations. Concur-
rently we are introducing ways of working with the government to local non-government organisa-
tions in order to achieve a win-win situation.
The head of Yantai Love Stray Animals Shelter turned to us for help, hoping that we could compile
a document on the formalities and procedures of this government buying service. We compiled a
document and sent it to the shelter for it to also be submitted to the local NPC as a legislative pro-
posal for ongoing dog management work. As Changsha was also working on the dog management
regulations, we provided this document to local groups as a legislative proposal too.

We have frequently received reports
from villagers near CBRC of dogs being
stolen, or missing. A survey found that
many villagers had experienced dogs
being lost or stolen, yet none had re-
ported the cases to the police. There-
fore the police were not aware of this
issue, let alone taking effective action
to prevent dog theft. In view of this, we
felt it necessary to popularise the con-
cept of making a police report when
dogs are lost or stolen, so we have
placed promotional banners on the
roads near CBRC.

Shelter Sponsorship Programme
The Lanzhou Stray Animals Recue Station
Following our sponsorship of heating to Lanzhou Stray Animals Rescue Station in December, 2015,
and our sponsorship of anti-pest collars in January 2016, we made a detailed plan for the all-round
improvement of this rescue station. Through communication with the person-in-charge of the res-
cue station, we confirmed that the overall improvement of the rescue station would be in transfor-
mation of the structure, renovation of the dog kennels, and area separation according to gender
and material equipment. The implementation of this plan will greatly improve the management
model of this rescue station and continuously improve the welfare of animals in this rescue station.
The construction project will be completed in April 2016. We will continue to follow this up.
Sponsor shelter in Shi Jiazhuang Public
Security Bureau
In November 2015, staff from Animals Asia
visited the shelter of Shi Jiazhuang public
security bureau and found that the dog
cages have ventilation on all sides, and were
therefore not effective in keeping these
dogs warm in winter. In December 2015, we
negotiated with the Shi Jiazhuang public
security bureau, confirmed a sponsorship
programme and contacted The One Metre
Love local animal protection group in Shi
Jiazhuang to help find manufacturers to
make a batch of door curtains to help keep
these animals warm in the cold. In January
2016, the curtains were installed. To further
improve animal welfare, Animals Asia also
purchased cage boards, cage pads and dog
beds. In February, we sponsored them with
another 10 dog cages, to go along with the
plastic dog cage boards that we sponsored
previously. The purpose is to continuously
improve the welfare of the dogs in this
shelter.

In January, we delivered flea and tick collars to the Lanzhou Rescue Station for Stray Animals,
Chongqing Small Animal Protection Association and Taiyuan Love Home. We also noted all equip-
ment previously sponsored to these organisations, and to the Taiyuan Love Home and Chengdu
Love Home were now in place and being used well.

Sponsoring Cat Carriers to Guangzhou Saving the Pets Animal Care Centre
Following our sponsorship of eight box traps to Guangzhou Saving the Pets Animal Care Centre(Ai
Xiao Tian Shi), January, we also donated 10 cat carriers to help them with the more efficient and
safe recue of stray cats.

Chongqing Small Animal Protection Association Shelter
In December 2015, Animals Asia provided necessities such as dog beds and anti-pest collars to
Chongqing Small Animal Protection Association Shelter. In February we sponsored the construction
of the dog houses. The newly-built dog houses will improve the prevention of skin disease cross-
infection of the current dogs. When complete, a standardised quarantine procedure will also be
introduced to ensure that new dogs and dogs suspected to be infectious, will be properly isolated
to ensure the health of other dogs at the shelter. The building of the project is estimated to be
completed in April and we will continue to follow this up.
Highlights of Dr Dog and Professor Paws Activity
In January and February , Animals Asia carried out 41 Dr Dogs visits,13 Professor Paws lectures and
15 rounds of public education in Guangzhou, Shenzhen, Chengdu and Hong Kong. The Dr Dog vis-
its were enjoyed by over 2,300 people. The Professor Paws lectures and the public education activi-
ties benefitted over 1,500 people.

On January 13th, Dr Dogs Captain,
Dou Dou and volunteers from Amway
Company visited seniors in the cul-
ture square on Liu Hua Street. Our
dogs and volunteers brought warm
company and greetings to the seniors
on a cold day. The lovely visit even
attracted TV report.
Shenzhen Dr Dog visited bank staff
In wonderful example of “work life balance day”, on
January 21st, Dr Dogs Huan Huan, Da Xiong, Momoco and
Wanzi visited the headquarters of China Merchants Bank
in Shenzhen to relieve their employees of the pressure of
work. Mr. He Zixuan, one of the employees, said that per-
sonally he had always been interested in animal-assisted
therapy. This time, he was fortunate to be involved in a
real Dr Dog activity. This activity was interesting and suc-
cessful, and had widespread influence among colleagues.
Many of his colleagues would love to take part in these
programmes again.
Chengdu Professor Paws Teaching Students to Adopt Dogs Instead of Buying from Markets
On January 27th, the yearly Professor Paws winter vacation activity was conducted in Youngster’s
Space in Wu Hou district, Chengdu to spread the concept of caring for life. This time, Dou Dou was
there to teach the children that even with only 3 legs, he could run, jump and live a happy life. Dou
Dou’s owner told the students that he adopted Dou Dou from a shelter. Previously, Dou Dou had
been mentally traumatized, but now he had regained his trust towards human beings. Hearing this,
one child immediately said to his mother that if he ever wanted to have a dog, he would definitely
choose to adopt one.

Hong Kong: Heep Hong Society-Catherine Lo Centre Dr Dog Activity
February 4th was the Beginning of Spring, a traditional Chinese holiday. Dr. Dogs and volunteers
were invited to a parent-child activity held by Heep Hong Society-Catherine Lo Centre. More than
80 people attended this activity and enjoyed three rounds of games. The majority of participants
were children with developmental disorders, and their parents.

Emergency Rescue Programme
Li Fenghua Stray Cats Recue Station, Beijing – Shelter Fire
On the evening of February 27th, a fire broke out in Li Fenghua Stray Cats Recue Station, in You An-
men, Beijing. More than 30 old and fragile cats living in cages were killed in the fire and a large
quantity of cat food was destroyed. The remaining cats were traumatised and left without food.
When we learned of this, we immediately transported 32 boxes of dry and canned cat food to the
rescue station. We learnt that, with the support of leaders from the rescue station, this facility will
now be relocated. We will continue to follow up with the relocation and renovation and are ready
to offer help.

TNR Training
Qingdao Love Animal Association –
in-Depth Training on Stray Cat
Management
On February 27th and 28th, Animals Asia
cooperated with Lucky Cats in deliver-
ing an in-depth TNR training pro-
gramme on stray cats for Qingdao
Love Animal Association. Through the
training, team members and volunteers
learnt about the TNR process in a sys-
tematic way, and understood the pro-
cedures and potential difficulties.
