DPSI Mission
• “It is the policy of the Department of Defense to share information, expertise, and technology items and equipment as appropriate and authorized across military and civilian boundaries.”
• It is DPSI’s mission to coordinate all Department of Defense efforts to identify, evaluate, deploy, and transfer to Federal, State, and local first responders technology items and equipment in support of homeland security.
POLICY
• 1033 Program • 1706 Program • 1122 Program • Electro-Optics Loan Program
DoD Equipment Programs for First
Responders
• DoD RDT&E Community • Center for Commercialization
of Advanced Technology (CCAT), San Diego State University
DoD Technology Transfer Programs for
First Responders
• Participate in major first responder association events with DoD partners
• Consult with first responders to identify capability gaps
• Collaborate to evaluate potential applications of DoD technology
DoD Outreach to First Responders

DPSI Major Lines of Coordination and Support
POLICY
Current DoD Capabilities for First Responders
Naval Surface Warfare Center – Crane Electro-Optics Loan Program
Provides law enforcement agencies with a low-cost loan and maintenance of equipment
Includes both IR and Thermal vision devices

POLICY
DPSI Firefighter Outreach Information Sharing and Relationship Building Efforts
• Fire Events Attended:
International Association of Fire Chiefs (FRI)
IAFC - Fire Department Instructors Conference
Firehouse World
Firehouse Expo
IAFC-HAZMAT
The Wildland Urban Interface (WUI)
• Questions Fielded: How do I acquire excess property?
Is the 1706 Program available to municipal fire departments?
Is there a cost associated with the 1706 Program?
How do I register for the 1706 Program?
Who is my State Coordinator?
Is the 1706 Program going away?

Realistic Adaptive Interactive Learning System – Chemical Agent Response (RAILS-CHEM)
RAILS-CHEM: Design and develop a browser-based simulation for military and emergency response personnel on the topic of chemical agent response. The simulation will integrate algorithms to depict chemical agent behaviors and handheld detection systems’ responses. End Users: to date more than 70 organizations are using RAILS-CHEM

POLICY
EMILY Emergency Integrated Lifesaving Lanyard
A 4-ft long remote controlled buoy that can cruise through rip-currents and swift water at speeds up to 22 mph to reach distressed swimmers faster than human lifeguards. Helps to ensure the safety of rescue personnel and swimmers at the beach, river, or lake areas. EMILY also has mission applications for supporting swift water rescue teams in flash flood incidents. In the maritime environment, EMILY is a valuable device for safety on cruise ships, commercial shipping, oil rig operations, and in pier or dock locations.
POLICY
MEDRILLS Anytime, Anywhere Training
and CME Credit for EMTS and Parameics
MEDRILLS Features: Innovation Learning Environment • Rich visual animations • Interactive exercises that create “active”
learning opportunities for key sub-tasks • Built in assessment capabilities remove the
need for an instructor
Continuing Medical Education (CME) Credit Available through in-app purchase • Receive national recognized credit from the
Continuing Education Coordinating Board for Emergency Medical Services (ECBEMS)
Mobile Device Hardware (Smartphone or Tablet) • Enables training during small windows of
opportunity • Anytime, anywhere training
POLICY

Ultra-Ever Shield
• Novel multifunctional textile that can protect
from toxic chemicals, blood, and other biological agents and is an inherently flame resistant fabric.
• These enhanced protective properties were combined in a lightweight garment with low thermal stress that is to be worn as a regular duty uniform on a daily basis.
• The main focus of this project was to produce a new EMS garment that will be both comfortable to wear and protect against numerous hazards.
POLICY
12
NoFoam Systems
• Developed a documented reliable, precise and affordable method for testing water pump flow rate in a step by step manual and created a technical drawing of a specialty meter setup used to accomplish the test.
• These documents allow local fire vehicle maintenance staff to correctly perform the required water pump flow rate test without additional instructions or training required.
• Through DPSI, the entire NoFoam System technology has become market ready and by implementation of modifications which enhance conformance to the revised NFPA 412 standard, the technology can now be utilized in any civil airport fire stations, all of which follow the NFPA 412.
POLICY
AlphaAct - Advanced Crisis Technology AlpaAct is a web-based solutions enables first responders to learn from the
critical decisions of experienced crisis managers.
AlpaAct is a web-based training model that enables first responders to learn from the critical decisions of experienced crisis managers, and then apply the knowledge gained to real-world situations.
POLICY
Universal Mask – XM55
14
Universal Mask
• Capable of providing respiratory and ocular protection from chemical warfare agents, toxic industrial chemicals, toxic industrial materials, biological agent aerosols and other emerging threats.
• Adaptable to both positive and negative pressure applications; broad positive sealing surfaces, interior and exterior to accommodate the broadest selection of PPE hoods; positive, exhaust assisted drainage; and rehydration capable.
• Product will be commercialized by Avon Protection as the FM-55 mask

POLICY
Passive Hearing Protection Noise is one of the most underrated health hazard for police,
firefighters, and other emergency service personnel.
Custom Designed Hearing Protection for First Responders
High-fidelity: hear sounds naturally but at reduced level
Preserve communication ability (situational awareness)
Design for comfortable all day use
Passive low frequency noise protection
Tested by 3 fire departments, 1 police department and 1 paramedic unit
Positive feedback

Sleep/Fatigue Research
• Washington State University Sleep and Performance Research Center is developing a report on sleep/fatigue research on decision making, driving, cognition, and social interaction performance.
• The proposed analysis will identify fatigue related problems and opportunities that affect health and safety.
• Chronic fatigue and sleep deprivation elevate risks of cardiovascular, metabolic, and gastrointestinal diseases, psychological disorders, depression, suicide, and family dysfunction, and more…
The figure illustrates day-to-day fatigue arising from understaffing and suboptimal scheduling increase, overwork and job stress.

Lithium Battery Fire Tests & Mitigation
• Lithium batteries can pose a significant hazard during an acute casualty. Potential causes for such causalities include an electrical or mechanical short, overcharging the battery, exposure to excess heat, physical abuse, or spontaneous failure due to a latent defect.
• In summary, single cell reactions can be described using the following five terms: smokers, flares, burners, explosive and fireballs.
• Status: Report issued on Aug 25, 2014, posted on IAFC website
