Dear Governor Carter:

I am transmitting herewith the Annual Report of the University System ofGeorgia for the 1970-71 Fiscal Year, covering the period that began on July 1, 1970,and ended on June 30, 1971.

In making this report, I am also taking advantage of an opportunity to recordthe sincere gratitude felt by the Board of Regents for the generous support extendedby you, by members of the General Assembly, and by the taxpayers of the Stateto the University System during 1970-71.

That support provided the additional state appropriation on which the progressmade during the year was nourished. But it included more than money. It includedgenuine concern for the affairs of the University System. It included earnestefforts to understand the problems of the System and to appreciate the oppor-tunities that System polity- makers, administrators, faculty members, and otherpersonnel seek to open or to expand for the people of Georgia.

Members of the Board of Regents and thousands of officials and faculty and staffmembers worked conscientiously and diligently to use available resources in effect-ing orderly growth and comprehensive improvement of the University System'sprograms of instruction, research, and public service.

A new college was openedin the Rome area, where there had been no publiccollege.

Several new programs were implemented, both in the college-credit category inwhich the various degrees are granted and in the non-credit category that embracescontinuing education and public service for our people of all ages and of widelydiversified objectives.

Many construction projects were advancedsome to completion, some to theconstruction stage, some to the planning stage.

Library resources were expanded, with the addition of almost a third of a millionbound volumes and of large amounts of microfilm and other traditional and;nnovative materials.

These accomplishments and the many other advances of 1970-71 take on fullmeaning only when viewed as thousands of new opportunities for Georgians toenroll in classes to seek degrees, to become beneficiaries of research programs, orto participate in continuing education-public service seminars, short courses, orother activities.

The University System has made extraordinary progress each year for severalconsecutive years. There are still, however, malty giant steps that need to be takenin order to secure the gains that have been made and to reach new goals. Continuedstrong support will be needed from all quarters to ensure the continuation of themomentum of progress within the System.

LEADERSHIP AND MEMBERSHIP CHANGES OF BOARD OF REGENTS

Several changes in the leadership and themembership of the Board of Regents becameeffective in 1970-71.

The Board in July, 1970, designated theVice Chancellor as an officer of the Board,amending the Bylaws of the Board to provide:

"The officers of the Board of Regents shallbe the Chairman, the Vice Chairman, theChancellor, the Vice Chancellor, the Execu-tive Secretary, and the Treasurer."

The position of Vice Chancellor has beenheld by H. F. Robinson since April, 1968.

T. Hiram Stanley, Columbus, Regent fromthe Third District, was reelected Chairman ofthe Board, beginning in July, 1970. John W.Langdale, Valdosta, Regent from the EighthDistrict, was reelected Vice Chairman.

Mr. Langdale's term as a Regent expired inJanuary, 1971; he continued to serve until hissuccessor was appointed in February, 1971. Hehad served as a Regent since January, 1964.

W. Lee Burge, Atlanta, Regent from theFifth District, became Vice Chairman of theBoard in March, 1971, succeeding Mr. Lang-dale.

Charles A. Harris, Ocilla, was named in Feb-ruary, 1971, to serve as the Regent from theEighth District, succeeding M. Langdale. Mr.Harris's term will continue until January 1,1978.

Philip H. Alston, Jr., Atlanta, was appointedin February, 1971, to serve as a Regent from theState-at-Large, succeeding Jack Adair, At-lanta. Mr. Alston's term will continue untilJanuary 1, 1978. Mr. Adair had served as aRegent since January, 1965.

David H. Tisinger, Carrollton, was namedin February, 1971, to serve as the Regent fromthe Sixth District, succeeding James C. Owen,Jr., Griffin. Mr. Tisinger's term will continueuntil January 1, 1978. Mr. Owen had servedas a Regent since January, 1961.

STAFF CHANGES OF BOARD OF REGENTS

Three Vice Chancellors were named to thestaff of the Board of Regents and a Directorof Admissions and Testing was appointed dur-ing 1970-71.

James E. Boyd was appointed to the newlycreated position of Vice Chancellor for Aca-demic Development of the University Systemin December, 1970, effective April 1, 1971.Born in Tignall, Georgia, in 1906, Dr. Boydreceived the Ph.D. degree from Yale Univer-sity. He had been President of West GeorgiaCollege since 1961. In May, 1971, Dr. Boydwas elected to become Acting President of theGeorgia Institute of Technology.

Howard Jordan, Jr. was named Vice Chan-cellor for Services of the University System inJanuary, 1971, effective February 1, 1971. Dr.Jordan, who was born in Beaufort, South Caro-lina, in 1916, received the Ed.D. degree from

New York University. He had been Presidentof Savannah State College since 1963.

Frank C. Dunham was named Vice Chancel-lor for Construction and Physical Plant of theUniversity System in June, 1971. He assumedthis newly created position after having servedas Director of Construction and Physical Plantof the University System since 1968. Born inChicago, Illinois, in 1913, Mr. Dunham re-ceived the B.S. degree from the Georgia Insti-tute of Technology.

Thomas F. McDonald was named Directorof Admissions and Testing of the UniversitySystem in October, 1970, effective December 1,1970. Dr. McDonald, who was born in Atlanta,Georgia, in 1930, received the Ph.D. degreefrom Michigan State University. He hadserved as Associate Director of the GeorgiaEducational Improvement Council since 1967.

CHANGES IN PRESIDENCIES

Four new Presidents assumed offices, two Presi-dents resigned, and two Acting Presidentswere appointed and assumed offices during1970-71; and one new President was named(luring 1970.71 to assume office during thenext fiscal year.

George A. Christenberry became Presidentof Augusta College on July 1, 1970. He suc-ceeded Gerald B. Robins, who resigned andaccepted a position at the University of Geor-gia. Dr. Christenberry, who was born in Macon,Georgia, in 1915, received the Ph.D. degreefrom the University of North Carolina. He hadbeen associated with the Georgia College atMilledgeville since 1964, and had served asDean of the College since 1965.

John H. Owen became President of NorthGeorgia College on July 1, 1970. He succeededMerritt E. Hoag, who resigned and acceptedthe position of Special Assistant to the Chan-cellor of the University System. Dr. Owen, whowas born in Savannah, Georgia, in 1922, re-ceived the Ph.D. degree from the University ofWisconsin. He had served as Director of Agri-cultural Experiment Stations of the Univer-sity of Georgia College of Agriculture since1966.

Derrell C. Roberts became President ofDalton Junior College on August 1, 1970. Hesucceeded Arthur M. Gignilliat, who retired.Dr. Roberts was born in Ocilla, Georgia, in1927, and received the Ph.D. degree from theUniversity of Georgia. He had served as Deanof the College at Kennesaw Junior Collegesince 1966.

Prince A. Jackson, Jr. was named Presidentof Savannah State College in April, 1971, effec-tive April 14, 1971. He succeeded HowardJordan, Jr., who resigned and accepted theposition of Vice Chancellor for Services of theUniversity System. Dr. Jackson was born inSavannah, Georgia, in 1925. He received thePh.D. degree from Boston College. He hadbeen associated with Savannah State Collegesince 1955, and had served as Acting Presi-dent since February 1, 1971.

Arthur G. Hansen, President of the GeorgiaInstitute of Technology, resigned in April.1971, to accept the position of President ofPurdue University, effective July 1, 1971. Dr.Hansen. who had been President of the Geor-gia Institute of Technology since August, 1969,was granted a leave of absence from May 17,1971. until July 1, the effective date of hisresignation.

James E. Boyd, President of West GeorgiaCollege, resigned in December, 1970, effectiveMarch 31, 1971, to accept the position of ViceChancellor for Academic Development of theUniversity System.

Dr. Boyd, who had served as President ofWest Georgia College for 10 years, was electedActing President of the Georgia Institute ofTechnology in May, 1971, effective May 17,1971. He was scheduled to return to full-timeduty in the position of Vice Chancellor forAcademic Development of the University Sys-tem upon the installation of a new Presidentof the Georgia Institute of Technology. Dr.Boyd was born in Tignall, Georgia, in 1906.He received the Ph.D. degree from YaleUniversity.

George W. Walker, Vice President of WestGeorgia College, was elected Acting Presidentof the institution, in March, 1971, effectiveApril 1, 1971. Dr. Walker was born in Ontario,Canada, in 1914, and received the Ph.D. degreefrom the University of North Carolina. Dr.Walker had been associated with West GeorgiaCollege since 1957, and had been Vice Presi-dent since 1968.

Ward Pafford was elected President of WestGeorgia College in June, 1971, effective August15, 1971. He was named to succeed James E.Boyd, who resigned to accept the position ofVice Chancellor for Academic Development ofthe University System. Born in Jesup, Georgia,in 1911, Dr. Pafford received the Ph.D. degreefrom Duke University. He joined the faculty ofValdosta State College in 1966, and had servedas Vice Presiamt and Dean of Faculties since1970.

The opportunities for the people of Georgiato attain the benefits offered by modern-dayhigher education through programs of instruc-tion, research, and public service were furtherincreased throughout the University Systemof Georgia during the 1970-71 Fiscal Year.

Both expansion and improvement were re-flected in many ways.

Examples of expansion included an increaseof more than 13 percent in Average Enroll-ment, the completion of 41 construction proj-ects, the authorization of 74 new degrees andmajor fields of study, and the addition of morethan 318,000 library volumes.

Achievement of the high-priority objectiveof improvement in quality was exemplified bythe continued upgrading of faculties, boththrough strengthened recruitment efforts andthrough the attainment of higher degrees bypreviously employed personnel. Another ex-ample of qualitative improvement was thestrengthened relevancy of programs offered,brought about both by the addition of coursesof study in fields of new importance in the livesof our people and by the revision of some pre-viously offered courses to fit changing economicand social conditions. The improved relevancywas reflected in particular in such categoriesas medicine, dentistry, nursing, and other

aspects of health care; in teacher preparation,particularly at the graduate level; in environ-mental matters; and in a wide range of pubicservices and continuing education.

The 26 state-operated universities, seniorcolleges, and junior colleges that made up theUniversity System previous to the beginningof 1970-71 contributed immeasurably to theprogress of 1970-71. These institutions, locatedthroughout the State, added to their alreadyfavorable momentum that was developed fromdedicated efforts and wise applications of re-sources in previous years.

A new junior college opened during 1970-71also contributed a good measure of progress.This twenty - seventh unit of the UniversitySystemFloyd Junior College, situated in theRome areafurther strengthened the geo-graphic dispersion of institutions of the Uni-versity System. Before this College wasopened, there was no public institution ofhigher education in the Rome area.

One of the principal advantages traditionallyoffered by the University System institutionshas been geographic dispersion. The decisionto have a substantial number of public insti-tutions of higher education located through-out Georgia, which predates the 40-year-oldUniversity System, has been tenaciously held

to by the Board of Regents in the developmentof institutions of the System. Approximately91) percent of the people of Georgia rc,i(lewithin 35 miles of at least one institution ofthe System.

The closeness of these institutions to thepeople of the State is one of the reasons forthe increasing responsiveness of these :ns'itu-tions to the needs and the aspirations ofGeorgians who seek, both on-campus and off-campus, the benefits of instruction, research,and public service.

The 27 institutions of the University Systemin operation (luring 1970-71 included fouruniversities, twelve senior colleges, and elevenjunior colleges. These universities and collegesinclude all Mtn t e.opernted institutions of highereducation in Georgia.

The universities and the types of degreesawarded by these institutions are:

Georgia Institute of Technology, Atlantabachelor's. master's, and doctor's degrees;Southern Technical Institute, a four-year di-vision of the Georgia Institute of Technology,awards (two-year) associate degrees andbaclieilr's degrees.

Georgia State University, Atlantaassoci-ate, bachelor's. master's, Specialist in Educa-tion, and doctor's degrees.

Medical College of Georgia, Augustabachelor's, master's, and doctor's degrees.

University of Georgia, Athersbachelor's,master's, Specialist in Education, and doctor'sdegrees.

The senior colleges and the types of degreesawarded by these institutions are:

Albany State College. Albanybachelor'sdegrees.

Armstrong State College, Savannahassoci-ate and bachelor's degrees.

Augusta College, Augustaassociate andbachelor's degrees.

Columbus College, Columbusassociate andbachelor's degrees.

Fort Valley State College, Fort Valleybachelor's and master's degrecs.

Georgia College at Milledgeville, Milledge-villeassociate, bachelor's, and master's de-grees and Specialist in Education certificates.

Georgia Southern College, Statesborobachelor's, master's, and Specialist in Educa-tion degrees.

Georgia Southwestern College, Americusassociate and bachelor's degrees.

Douglas.The associate degrees are awarded in two

categories: (1) College Transfer programs,designed for students who plan to transfer tosenior colleges and universities to seek bac-calaureate degrees, and (2) Career pmgrnms,designed for students who expect to beginfull-time employment upon completion of twoyears of college.

Some of the junior colleges, as well as someof the senior colleges, also award two-year andone-year certificates in Career programs.

Newly Opened InstitutionFloyd Junior College, a nonresidential in-

stitution, was opened in the 1970 fall quarteron a 233-acre campus adiacent to U.S. High-way 27, approximately ,even miles south ofRome. Seventy-eight percent of the 545 stu-dents enrolled in the opening fall quarterresided in Floyd County: all of the other stu-dents commuted from five other counties: Polk,Chattooga, Bartow, Cordon, and Haralson.

The establishment of Floyd Junior Collegewas authorized by the Board of Regents inApril, 1968, in response to the results of Uni-versity System surveys indicating a need fora junior college in the Rome area. The authori-zation stipulated that, in accordance withlong-standing policy of the Board of Regents,the local community would provide a campussite and funds for the construction of the

buildings required for opening the institution.Voters of Floyd County on November 5, 1968,approved, by a three-to-one vote, a bond issueof $3,215,000 to provide local funds for es-tablishment of the Co Lege. The constructioncontract for the initial campus facilities, con-sisting of four buildings which provided ap-proximately 73,000 square feet of floor space,was awarded by the Board of Regents inJanuary, 1970.

The College offers four principal types ofprograms: College Transfer and Career, madeup of college-credit work; and Developmentaland Public Service, conducted on n non-creditbasis.

The College Transfer programs are designedto prepare students for transfer to seniorcolleges and universities to meek baccalaureatedegrees.

The Career programs are designed to pre-pare students to begin full-time employmmtafter completing two years of college work.

The Developmental programs provide stu-dents with irmedial inatruc"on before theyenroll, for college credit, in a College Transferprogram or in a Career program.

The Public Service programs are designedto meet special flees: cf the people of the Col-lege's ?flea- -primarily, to provide non-creditcourses to adults interested in continuing theireducation.

The faculty 1. Floyd Junior College in1970-71 included 12 assistant professors and7 instructors. All but one of the members ofthe faculty had earned at least the master'sdegree; five had earned the doctor's degree.

The faculty members were carefully selectedfrom more than 6(X) applicants; their enthus-iasm and their dedication are tangible evidenceof the recruiting success of the President, theDean, and the Division Chairmen.

Converted DivisionSouthern Technical Institute, a division of

the Georgia Institute of Technology, began itsfirst year of operation as a four-year divisionin the 1970 fall quarter, and awarded its firstbachelor's degrees to 46 graduates at the June,1971, commencement. Southern Tech's newstatus, approved by the Board of Regents inMarch, 1970, provides for the awarding of theBachelor of Engineering Technology degreeupon completion of the four-year curriculum.It also provides for the continuation of the

awarding of the two-year Associate in En-gineering Technology degree.

Graduates of the four-year program will bequalified to fill many high-level technical andsupervisory positions that no longer attractengineering graduates.

Implementation of the four-year programreversed the. trend of declining enrollment thatSouthern Tech experienced for several years.Total enrollment in the 1970 fall quarter was1,827 ?students-- n gain of 568 studr.ints (53percent) over the 1,081 students enrolled inthe 1989 fall quarter. The increased enroll-ment included 443 students in the upper di-vision, the newly added junior and seniorclasses. Enrollment included 1,184 students inthe lower division, the freshman and sopho-more classes, including an increase of 123students.

The expansion into upper-division programssubstantially increased the options availableto Southern Tech students. After receiving hisAssociate in Engineering Technology degree atthe end of his sophomore year, a student maybegin full-time work immediately or pursuethe Bachelor of Engineering Technology de-gree.

In many cases, students choose to combineemployment and education in the two-yearprogram and in the four-year program. Eve-ning classes facilitate such arrangements.

Jurisdiction of Southern Tech at the Geor-gia Institute of Technology passed from theEngineering Extension Division to the Collegeof Engineering when the conversion to four-year status became effective.

Future Junior CollegesThe Board of Regents in December, 1970,

authorized the establishment of additionaljunior colleges in six areas of the State:Bainbridge-Decatur County, Dublin-LaurensCounty, Griffin-Spalding County, Swainsboro-Emanuel County, Thomasville-ThomasCounty, and Waycross-Ware County.

The recommendation for the establishmentof these additional two-year units was basedon the results of a study of the need foradditional junior colleges of the UniversitySystem and of desirable locations for suchunits. The study, authorized by the Regentsin December, 1969, was conducted by the staffof the Regents' office.

Augmenting studies made by the staff werea number of rather detailed presentationsmade to the Board of Regents by delegationsin behalf of their requests for a college fortheir communities. Those presentations weremade by delegations from all of the areas forwhich future junior colleges were authorizedand by delegations from Blakely-Early Countyand Jesup-Wayne County.

The major criteria used in conducting thestudy in each area included. the availal;i:tyand accessibility of existing public and privateinstitutions of higher education, and currentand projected population, number of highschool graduates, and number of high schoolgraduates entering college.

All of the newly authorized junior colleges,like all of the University System junior collegesdeveloped and opened in recent years, will benonresidential units. Each college will be lo-cated in a community with a populationdensity sufficient to provide a student bodyof daily commit Each unit will have a.beginning enrollment of approximately 500students.

Also, in accordance with the policy of theBoard of Regents that has been in effect formore than a decade, the authorization for thedevelopment of each of thf.. future colleges iscontingent upon the providing, by a localpolitical subdivision, of sufficient funds foracquiring the campus and for construct-ing and equipping the initial buildings. Eachceliege developed under this policy becomes aamt of t17,3 University System when the firstaction toward development of the physicalfacilities begins. The Board. of Regents paysall op.A.ating costs and provides buildings andother physical plant facilities required for ex-pansion after the college is opened.

Another future junior college authorized bythe Board of Regents in June, 196'5, for theFulton County-West Metropolitan AtlantaArea, remained in the discussion stage during1970-71. No political subdivision has made acommitment of the local funds necessary forthe development of this unit.

The study of the extent of need for still morejunior colleges of the University System, andof where such units should be located, willcontinue on an informal basis until the Boardof I.!egeni-s directs that another formal studybe made.

INSTRUCTION

Instruct;nn during 1970-71 continued to beadvanced by a number of innovations. Newbuildings, equipment, and educational mate-rials strengthened the instructional programsthroughout the University Systemnot onlyin the degree-granting areas, but also in thenon-credit areas.

A strong reliance upon the departmentheads' ability to ensure the maintenance ofhigh standards of instruction continued toproduce gratifying results. For a number ofyears, the University System has been oper-ated with this special focus upon the depart-ment heads. This approach rec% nizes that,while administrators at all levels have respon-sibility for promoting instruction of highquality, success ultimately depends 1pon the

*department heads who are continually in directcontact with the teaching facul 1-.3r members.

EnrollmentThe number of students enrolled at Uni-

versity System institutions increased sub-stantially during the 1970-71 Fiscal Year,continuing a trend in which overall enrollmenttripled during the 1960's. While a majorityof the enrollment increase for the decade oc-,.,urred at institutions that were establishedbefore 1960, a noteworthy percentage of thegain occurred in junior colleges that have beenestablished since 1964.

Academic Year EnrollmentThe enrollment for the 1970-71 Academic

Year was reported in three categories: Cumu-lative, Average, and Equivalent Full-time.Cumulative Enrollment included all studentsenrolled in any quarterFall, Winter, Springduring the Academic Year; a student en-rolled for one quarter represented one unit ofenrollment, the same as a student enrolled foreither two quarters or three quarters. AverageEnrollment was the average of the numbersof students enrolled in the three quarters ofthe Academic Year. Equivalent Full-time En-rollment was determined by dividing by 50the total number of quarter credit tours forwhich students were enrolled during ffie threequarters of the Academic Year. The full work-load for a student, as computed by the Uni-versity System, averaged 16 2/3 credit hoursper quarter.

Summer Quarter Enrollment

Enrollment increases percentagewiseduring the Summer Quarter were approxi-mately equal to those during the AcademicYear.

Cumulative Enrollment was 48,035 studentsin the 1970 Summer Quarter, including anincrease of 4,343, or 9.9 percent, over 43,692in the 1969 Summer Quarter.

Equivalent Full-time Enrollment was 33,402students in the 1970 Summer Quarter, includ-ing an increase of 3,389, or 11.3 percent, over30.013.

Enrollment of VeteransEnrollment of students classified as war

veterans increased substantially during 1970-71, as discharged military personnel continuedto take advantage of their Federal Governmentbenefits. Cumulative Enrollment of , 3teranswas 11,998 students in 1970-71, including Euiincrease of 3,807, or 46.5 percent, over 8,191in! 1969-70.

FacultiesUniversity System institutions continued to

strengthen their faculties by recruiting teach-ers with superior qualificeions reflected bothin advanced degrees held and in creditablepast experience at Ither institutions. In-servicefaculty members have contributed to academicimprovement through their own pursuit ofadvanced degrees.

Approximately p percent of all UniversitySystem faculty members in 1970-71 helddoctoral degrees, and an additional 47 percentheld at least a master's degree. That situatignwas conducive to excellence in teaching, re-search, and public service at all levels; also,it enabled institutions to draw from withintheir n nks to fill upper-level academic andadministrative vacancies.

Faculty quality was further exemplified bythe number of significant scholarly and creativeworks originating at the institutions.

Another major reflection of growing facultystrengthsomewhat more difficult to docu-ment, but equally importantwas facultycommitment to improved student-teacherlationghips. This commitment produced in-novations in teaching methods, as facultymembers sought to make the entire learningprocess more relevant to students' needs.

Research projects undertaken by facultymembers strengthened their bonds with stu-dents, for scholarship increasingly served toadd depth to a teacher's instructional ability.

Expansion of faculties at University Systeminstitutions continued to p- .allel expan-sion of student enrollment. The number ofbudg tad faculty positions for the 197(1-71nine-month Academic Year at 26 inst:......ions(all University System institutions except theMedical College of Georgia, whose faculty dataare reported on a 12-month Fiscal Year basis)totaled 5,078. That number represented anincrease of 699 faculty members over the1969-70 Academic Year total of 4,379. Theaverage faculty salary was $12,487 for all

ranks for the 1970-71 Academic Year, includ-ing an increase of $439, or 3.6 percent(weighted average) over $12,048 for the1969-70 Academic Year.

The average budgeted faculty salary and thenumber of budgeted faculty positions of eachrank for the 1970-71 Academic Year, comparedwith the 1969-70 Academic Year, were:

Professors$16,705 for 1,022 positions in1970-71, compared with $16,156 for 811 posi-

The University System now occupies afavorable, though not commanding, positionamong other states n the Southeast with re-gard to faculty salaries. The System institu-tions have had gratifying success in attractingfaculty members that were being sought bysome of the outstanding institutions of highereducation outside the South. This improve-ment of the competitive position of the Sys-tem can be attributed in part to substantialfaculty salary increases during recent years.Increases for the System averaged 5.2 percentin 1965-66; 6.7 percent in 1966-67; 11.6 per-cent in 1967-68; and 7 percent in 1968-69.There was a drop to a 5.5 percent increase in1969-70 and, of course, the further decline toa 3.6 percent increase in 1970-71.

Some additional substantial increase in fac-ulty salaries is urgently needed. The alterna-tive will be the loss of much of the groundgained during recent years. Other states arenot standing still in the matter of facultysalary increases; and the University System ofGeorgia must compete on a nationwide basisin recruiting the faculty members required fora system of superior education.

LibrariesLibraries of the University System under-

went considerable additional expansion andimprovement during 1970-71.

Holdings of bound volumes and of microfilmand other materials were increased; however,

the increase was less than a breakthroughneeded at a number of the institutions to meetthe standards that constitute reasonable goals.

The number of bound volumes increased to3,776,071 in 1970-71, from 3,457,234 in 1969-70; the number of reels of microfilm increasedto 149,838, from 125,703; the number of unitsof other forms of microtext increased to1,716,574, from 1,363,297; the number ofperiodical titles being received increased to39,864, from 35,898; and the number of otherserial titles being received decreased to 18,138,from 20,784.

More than 100,000 bound volumes wereheld by each of nine of the universities andsenior colleges in 1970-71. The 100,000-volumemark had been reached by only six of theinstitutions in 1969-70.

Substhntially increased usage of the li-braries by students and faculty members in1970-71 was reported by institutions. Thatimprovement was attributed to a number ofdevelopments includingin addition to thegrowth of numbers of students and facultymembersthe implementation of improvedcirculation equipment and techniques, the ex-pansion of library holdings in the variouscategories, and the opening of some new li-brary space.

New library facilities costing more than $25million were in various stages of constructionand planning during the year.

A library costing $1.5 million was completedat Georgia Southwestern College.

Libraries (new buildings and additions)costing $11.7 million were under constructionat the University of Georgia, North GeorgiaCollege, Valdosta State College, AlbanyJunior College, Brunswick Junior College,Dalton Junior College, and Gainesville JuniorCollege.

Libraries (new buildings and additions)estimated to cost $12.6 million were in theplanning stage for the University of GeorgiaRural Development Center, Armstrong StateCollege, Columbus College, Fort Valley StateCollege, Georgia Southern College, SavannahState College, and Floyd Junior College.

The large increases in enrollment in recentyears and the accompanying expansion o; li-brary holdings have necessitated the continualaddition of library space throughout the Uni-versity System. In the considerable number ofinstances in which entirely new library build-

ings have been required, the "outgrown" li-brary buildings have been conve .ted to thefullest extent possible for use in other programsof the institutions.

Library expenditures for operations totaled$9,214,927, including an increase of $951,874from $8,263,053 in 1969-70. Those expendi-tures, which did not include money providedfor capital outlay, made possible some forwardmovement in the number and the usability oflibrary holdings and in the overall effective-ness of the libraries.

A goal for the years immediately ahead isthe raising of all libraries in the UniversitySystem to the high standards of the AmericanLibrary Association. Despite extraordinaryprogress made in recent years, many of thelibraries fall short of this mark.

New Degree ProgramsThe rapid and extensive changes in the

heeds and the demands of society require thathigher education have a high degree of flexi-bility in curriculum planning and implementa-tion. In order to respond to these changes,University System institutions have added asubstantial number of academic degrees andprograms at all levels. Seventy-four new de-grees and programs were initiated during1970-71. These were distributed as follows: 38percent at the graduate-professional level, 23percent at the baccalaureate level, and 34percent at the associate (two-year) level.

The addition of some more new degreeprograms, and of some more major fields ofstudy under existing degree programs, willcontinue to be necessary as the UniversitySystem responds to the needs of the peopleof Georgia.

Interinstitutional and Joint ProgramsThe number of programs involving two or

more institutions of the University System,and in some cases involving agencies andinstitui dons outside the System, was increasedduring 1970-71. These programs enable theparticipating institutions to obtain maximumutilization of faculties and of other resources.Such joint ventures often prevent duplicationof personnel, facilities, and equipment.

Some of the joint programs are offered forcollege credit and lead to degrees. Many ofthe cooperative efforts, however, are in the

areas of research and public service, where theattainment of a degree is not an objective.

Major developments during 1970-71 in-cluded the implementation of interinstitutionaland joint degree programs involving five in-stitutions of the University System.

Armstrong State College and SavannahState College jointly implemented two bach-elor's degree programs. These programs, whichwere begun in the 1970 fall quarter, lead tothe Bachelor of Science degree with a majorin Criminal Justice and to the Bachelor ofBusiness Administration degree with majorsin Finance and in Management and Marketing.

Portions of the work required for each ofthese two bachelor's degrees are offered atboth Armstrong State College and SavannahState College. Each of these institutions offerssome required work that is not offered at theother institution; therefore, all students musttake courses at both institutions in order toreceive either of the degrees.

In these two baccalaureate degree programs,each of the institutions awards its own degrees.

Armstrong State College and SavannahState College, both of which are located inSavannah, have offered opportunities for theirstudents to enroll jointly in the two institu-tions since the 1969 winter quarter. In suchjoint enrollment, each student has ninstitution, to which credits earned at theother institution are transferred. There is noextra charge for joint enrollment. The jointenrollment opportunity is available for the fullrange of courses offered at the two institutions.

Some faculty members employed by each ofthese two institutions have been teachingcourses at both institutions since 1969.

Plans for the possible implementation ofgraduate-level joint degree pl.grams at Arm-strong State College and Savannah State Col-lege were under discussion at the end of1970-71.

Three junior colleges of the University Sys-tem and three area vocational-technical schoolsof the State Department of Education imple-mented joint programs in Secretarial Science.These programs were established in January,1971at Gainesville, by the Gainesville JuniorCollege and the Lanier Area Vocational-Technical School; at Marietta, by the Ken-nesaw Junior College and the Marietta-CobbArea Vocational-Technical School; and at

Rome, by the Floyd Junior College and theCoosa Valley Area Vocational-TechnicalSchool.

These joint programs are designed to offerspecial opportunities to students who seekeducation that includes strong emphasis inboth liberal arts and secretarial science. Gen-eral-education courses, in such fields as hu-manities, mathematics, science, and socialsciences, are provided by the junior colleges.Specialized courses, primarily in secretarialscience and related subjects, are provided bythe area vocational-technical schools.

Each of these programs covers two years ofstudy. Two-year graduates will receive as-sociate degrees awarded by the junior collegesand secretarial science diplomas awarded bythe area vocational-technical schools.

Additional opportunities for implementinginterinstitutional and joint programs in bothcredit and non-credit categories will bevigorously explored.

Health CareThe continued development of the Medical

College of Georgia as a comprehensive, first-rate medical center was a highlight of thehealth care programs during 1970-71. Thecontinued expansion and improvement of pro-grams in various fields of allied health sciencesat other institutions of the University Systemlocated throughout the State also contributedheavily toward the success of the System'scomprehensive health care objectives.

Medical Collet ^ of GeorgiaEnrollment in the entering class of the

School of Medicine at the Medical College ofGeorgiawhich had increased from 104 stu-dents in the 1968 fall quarter to 120 students inthe 1969 fall quartercontinued to climb, to136 students in the 1970 fall quarter. Previousto the 1969 fall quarter, enrollment in theentering class of medical students had re-mained for many years at close to 100 studentsper year.

There was progress during 1970-71 in com-pleting additional physical plant facilities, inrecruiting faculty members, and in overallplanning, which made possible the sound ex-pectation that enrollment in the entering classin Medicine would be further increased to150-160 students in the 1971 fall quarter.

The momentum gained in recent years,coupled with good indications that the Gov-

ernor and the General Assembly would provideadditional financial support, raised hopesduring 1970-71 that within the next few yearsthe size of the entering class in Medicine couldbe increased to 200 students.

The size of the entering class in the Schoolof Medicine determines ultimately, of course,the number of physicians produced. The rateof attrition is very low, a condition that isvirtually guaranteed by the application ofhigh standards of admission.

The growth of enrollment of medical stu-dents at the Medical College constitutes thebasic move by the Board of Regents of theUniversity System to increase the number ofphysicians produced annually, in order to al-leviate a serious shortage in this area of healthcare. However, several other steps to bolsterthe efforts of the Medical College to producea larger number of physicians were takenduring 1970-71.

The Medical College entered into affiliationagreements with hospitals in Augusta andSavannah, and took steps to enter into similaragreements with hospitals in Macon andColumbus. Under affiliation agreements, theMedical College and the hospitals involvedcooperate 'n a number of ways. One effect ofeach such agreement is the significant ex-pansion of the opportunities for medical stu-dents to obtain diversified experiences withpatients and with hospital procedures.

The affiliation agreements do not diminishthe role or the importance of the EugeneTalmadge Memorial Hospital. The TalmadgeHospital, located on the campus of the MedicalCollege, continues to be the principal teachinghospital of the Medical College.

The use of the greatly expanded number ofhospital facilities provided through the affili-ation agreements will' hasten, to a significantdegree, the achievement of the goal of produc-ing 200 physicians annually at the MedicalCollege. Such affiliations with hospitals inseveral areas of the State also will have othersalutary effects on the comprehensive medicalprogram of the Medical College.

The Medical College during 1970-71 alsowas pursuing ideas for more effective utiliza-tion of faculty, equipment, and buildings inthe medical program.

A pilot program designed to explore thefeasibility of reducing the number of calendaryears required for graduation as a physician

was being made ready. This pilot program,which was planned for implementation in the1971 summer quarter, is based on a curriculumthat will enable all medical students to grad-uate with the M.D. degree in three calendaryears.

Twenty students completing their first yearof Medicine were selected as participants forthe implementation of this pilot project.

The pilot project is not a "short-cut" en-deavor. Neither the quality nor the scope ofthe medical curriculum will be diminished.In fact, there is strong professional judgmentthat the shorter program, which eliminates theprevious quarter-long breaks in the medicalstudents' program, may result in an improve-ment in the quality of medical education.

Members of the Board of Regents during1970-71 took a significant step that was ex-pected to take them beyond the UniversitySystem in their quest for a large number ofnew physicians. In February, 1971, they en-dorsed in principle a proposal that they con-tract with a private medical school to enrolladditional Georgians for the study of Medicine.

Under such a move, as it was envisioned bythe Regents, the Regents would pay to theprivate medical school a specified amount ofmoney for each student enrolled under termsof the proposal. The Regents' action was con-tingent upon the adoption of regulations tolimit enrollment in such a program to Geor-gia residents and to ensure that the numberof students so enrolled would represent an in-creaseby the same numberover the avc rageenrollment of Georgians in the medical schoolduring the immediate past five years.

This approach was never viewed as a sub-stitute for continued expansion and improve-ment of the School of Medicine at the MedicalCollege of Georgia.

The School of Dentistry at the MedicalCollege of Georgia continued its developmentin an encouraging manner during 1970-71.This School opened with an entering class of24 students in the 1969 fall quarter. The en-rollment in the entering class increased to 37students in the 1970 fall quarter. On the basisof plans made during 1970-71, an enteringclass of 56 students was expected for the1971 fall quarter.

The School of Dentistry, like the School ofMedicine at the Medical College, was seekingmaximum utilization of personnel and physical

facilities. One proposal receiving attentionduring 1970-71 was a plan to implement acurriculum that would enable students inDentistry to graduate in three calendar years.This plan, which was scheduled to be imple-mented in the 1971 fall quarter, would preservethe quality of the program in Dentistry. Therewas professional optimism that the curriculumof three calendar years might improve thequality of the program, in addition to speedingup the flow of new dentists needed to serve thepeople of Georgia.

Other Institutions

Health care programs initiated at institu-tions throughout the University System duringrecent years were developed further during1970-71. Also, several new programs in thisbroad field were implemented during the year;and still other new programs were authorizedduring the year for implementation in theyears immediately ahead.

The continued growth of the Nursing pro-grams was particularly noteworthy. The en-rollment of 1,721 students in 18 Nursingprograms in the 19 , 0 fall quarter comparedwith the enrollment of 961 students in 17Nursing programs in the 1969 fall quarter.

There has been a sharp increase in enroll-ment in the Nursing programs each year sincethe mid-1960's, when the first two-year as-sociate degree programs were authorized forUniversity System institutions.

In 1964-65, the three Nursing programs inoperation in the University System includedtwo bachelor's degree programs and one three-year program. In 1970-71, the 18 Nursingprograms in operation in the System included13 two-year associate degree programs, fourbachelor's degree programs, and one master'sdegree program.

Enrollments in all Nursing programs in thefall quarters between 1964 and 1970 were:1964-227; 1965 -271; 1966-345; 1967-598; 1968-743; 1969-961; and 1970-1,721.

Approximately 65 percent of the studentsenrolled in the University System Nursingprograms seek the associate degree. Eachgraduate of the two-year programs is eligibleto become a Registered Nurse upon passingthe state examination. The two-year graduateshave fared exceptionally well when taking thestate examination. They are providing somewelcome relief from the serious shortages ofpatient-care nurses.

The success of the associate degree programshas not diminished the importance of the bac-calaureate and master's degree programs. Theexpansion of the total supply of nursing per-sonnel has increased the need for nurses forpositions in the field of Nursing Educationand for other positions of responsibility thatrequire baccalaureate and master's degrees.

The various health care programs in opera-tion in the University System at the close of1970-71 were: Dental Hygiene, 6 programs;Dentistry, 1 program; Health Care Adminis-tration, 2 programs; Health Facilities Manage-ment, 1 program; Hospital Administration, 2programs; Medical Illustration, 2 programs;Medical Record Science, 2 programs; MedicalRecord-Library Science, 1 program; MedicalTechnology, 11 programs; Medicine, 1 pro-gram; Mental Health Technicians, 1 program;Nursing, 18 programs; Pediatric Assistants, 1program; Pharmacy, 3 programs; PhysicalTherapy, 1 program; Radio logic Technology, 1program; and Respiratory Therapy, 2 pro-grams.

Approximately 70 percent of these programshave been implemented since the mid-1960's.

The programs implemented during 1970-71included associate degree programs to trainPediatric Assistants and Mental Health Tech-nicians at Georgia State University; a bach-elor's degree program in Health Care Admin-istration at Armstrong State College; an as-sociate degree program in Dental Hygiene atAlbany Junior College; and associate degreeprograms in Health Facilities Management,and for the preparation of Medical LaboratoryTechnicians and Medical Records Techniciansat Dalton Junior College.

The programs authorized for implementa-tion after the end of the year included master'sdegree programs in Dental Hygiene, MedicalRecord Science, and Medical Technology atthe Medical College of Georgia; an associatedegree program in Dental Hygiene at ClaytonJunior College; and an associate degree pro-gram in Nursing at Floyd Junior College.

Teacher PreparationThe emphasis on Educationthe prepara-

tion of students to become teachers in ele-mentary and secondary schoolscontinued tobe strong throughout the University Systemduring 1970-71. The direction of the emphasiswas undergoing rather marked change, how-

ever, as the need for expanding baccalaureate-level Education programs approached aleveling-off point and the demand for graduate-level Education programs grew.

In the mid-1960's, there had been a criticalshortage of well-qualified beginning teacherswith baccalaureate degrees. The UniversitySystem met the challenge to remedy that un-favorable situation. Education programs wereadded during the last five years at some in-stitutions which previously did not have suchprograms, and existing programs in this fieldof study were expanded and otherwisestrengthened. Now all universities and seniorcolleges in the University System except theGeorgia Institute of Technology and the Med-ical College of Georgia offer Education pro-grams at the baccalaureate level, and severalof these institutions also offer such programsat the graduate level.

The number of new teachers produced byUniversity System institutions totaled 4,153in 1970-71compared with 1,825 in 1964-65.The number of new teachers produced annuallyby all institutions of higher education in theState totaled 5,461 in 1970-71, compared with2,610 in 1964-65.

The University System's percentage of allnew teachers produced annually in Georgia hasincreased from 69 in 1964-65 to 76 in 1970-71.

There will be no letdown in attention givento Education programs at the baccalaureatelevel. The critical shortages have been largelyerased for the State as a whole. The numberof beginning teachers now being produced an-nually is close to the number expected to berequired each year for the next several yearsto accommodate enrollment increases pro-jected for Georgia's elementary and secondaryschools and to fill vacancies resulting from re-tirements and other separations. In somegeographic areas, however, there are shortages;and in a number of subject-matter areas thereis still an inadequate supply of highly qualifiedpersonnel.

The baccalaureate degree will continue tobe the basic requirement for a person prepar-ing to become a teacherdespite the Georgiarequirement, which will become effective withina few years, that a graduate degree be attainedfor full professional certification.

The extent to which the increased activityin Education has been switched to the graduatelevel was reflected in new degree programs and

major fields of study authorized by the Boardof Regents of the University System in 1970-71.

Nineteen new degree programs or majorsunder existing degree programs in Educationwere authorized by the Board during the year.Fourteen of these are graduate-level offeringsat four institutions; the other five are bacca-laureate-level offerings at three other insti-tutions.

The expanded and accelerated developmentof the graduate-level programs is being carriedout in response to the necessity for this typeof preparation. It approximately parallels indegree of urgency the all-out move initiatedabout five years ago to bolster the programs ofbaccalaureate-level Education throughout theUniversity System.

A regulation of the Georgia State Board ofEducation, which will become effective in 1974,will require that a person obtain a master'sdegree (and three years of teaching experience)in order to become eligible to receive a stand-ard certificate, the Career Professional Cer-tificate, as a teacher. Persons with a master'sdegree and less than three years of teachingexperience will be eligible to teach under aProfessional Certificate, and those with abaccalaureate degree will be eligible to teachunder an Associate Professional Certificate ora Provisional Certificate.

The census of teachers in Georgia reflectsthe potential impact of this regulation, whichwas adopted by the State Board of Educationin 1969. There are more than 48,000 teachersin the public schools of Georgia. Approximately38,000 of these teachers do not have a master'sdegree.

At the end of the 1970-71 Fiscal Year, eightof the universities and colleges of the Uni-versity System had been authorized to awardgraduate degrees in Education. These institu-tions are geographically dispersed so that theyare accessible to a large percentage of thepeople of the State who may wish to takeadvantage of the graduate degree programsin Education. During the year, however, someserious study was under way to determine thefeasibility of authorizing the implementationof graduate degree programs in Education atsome of the other senior colleges that had beenauthorized to award degrees only through thebaccalaureate level. The large number of in-service teachers without master's degrees

strongly suggested the need for further im-provement in the geographic dispersion ofgraduate-level programs in Education.

Two types of facilities and services, intro-duced or expanded in recent years, are beingused effectively and widely in the graduate-level programs for the preparation of teachers.These are Regional Education Centers andArea Teacher Education Services, all of whichaugment traditional classroom-laboratory fa-cilities and services.

Regional Education Centers

The Regional Education Centers are locatedat six of the universities and senior collegesthat offer graduate work in Education: Geor-gia State University, Atlanta; University ofGeorgia, Athens; Georgia College at Milledge-ville, Milledgeville; Georgia Southern College,Statesboro; Valdosta State College, Valdosta;and West Georgia College, Carrollton.

Construction of new facilities to house the'Regional Education Centers at the Universityof Georgia and West Georgia College wascompleted during 1970-71. The developmentof modern facilities for a number of the otherCenters was advanced during the year.

Each Center offers both credit and non-credit work during the off -duty hours of in-service elementary and secondary teachers.The geographic dispersion of the six Centersplaces these facilities within easy drivingdistance of the vast majority of in-serviceteachers.

Each Center, in addition to providing acomprehensive program at the graduate level,bolsters the baccalaureate program in teacherpreparation of the institution at which it islocated.

Area Teacher Education Services

The Area Teacher Education Services servelarge areas in and around Atlanta, Statesboro,Americus, Carrollton, and Macon. TheseServices, which are operated for in-serviceelementary and secondary school personnelseeking graduate-level credit work during off -duty hours, involve the cooperation of Uni-versity System institutions, private institutionsof higher education, and local public schoolsystems.

The Service in Atlanta has been in operationfor many years. The other four Services havebeen implemented since 1967.

RESEARCH

Research activity in the University Systemcontinued at a high level in 1970-71, despitea decline in total research support committedto System institutions during the year.

Faculty members performed commendablyin their research effortsas measured by thenumber of projects conducted, by the numberof professional papers published in recognizedjournals and presented at professional meet-ings, and by the number of proposals sub-mitted in efforts to obtain future researchsupport.

Institutional funds committed to researchamounted to a new record. These funds werederived primarily from the state appropriationallocated by the Board of Regents to institu-tions.

Extramural funds committed to researchdecreased significantly. The drop in volume ofsupport committed in this category, made upprimarily of contracts and grants from agen-cies of the Federal Government, reflected anationwide curtailment of such support.

Four institutionsGeorgia Institute ofTechnology, Georgia State University, theMedical College of Georgia, and the Universityof Georgia were responsible for all but a smallamount of the total research performed in theUniversity System.

Research SupportTotal research support committed to the

four principal research-performing institutionswas $43,405,805 in 1970-71. That amount was$3,186,611, or 6.8 percent, less than the$46,592,416 committed in 1969-70. Total sup-port is made up of institutional funds andextramural contracts and grants.

All state appropriations for research, consti-tuting the vast majority of institutional fundsfor this purpose, are allocated by the Boardof Regents for spending during the Fiscal Yearfor which allocations are made. Each institu-tion determines the amount to be budgetedfor research from its total allocation of stateappropriation each year.

Some of the extramural funds are spentduring the year in which they are committed,and the remaining portion may be spent infuture years. The amounts of extramural sup-port committed may be increased or decreasedto reflect changed fiscal conditions or needs forresearch effort.

Institutional SupportInstitutional funds committed to research

at the four principal research-performing in-stitutions amounted to $21,064,410 in 1970-71.That amount was $2,216,583, or 11.8 percent,more than the $18,847,827 (revised) providedfrom this source in 1969-70.

The breakdown of these funds, on the basisof budgeted amounts, was as follows:

Georgia Institute of Technology $5,978,-000 in 1970-71. That amount was $678,472more than $5,299,528 in 1969-70. The 1970-71amount was made up of $3,420,000 for generalresearch, including an increase of $643,472over $2,776,528 in 1969-70, and $2,558,000for the Engineering Experiment Station, in-cluding an increase of $35,000 over $2,523,000.

Georgia State University$248,904 in1970-71. That amount was $463,536 less than$712,440 in 1969-70.

Medical College of Georgia$465,506 in1970-71. That amount was $3,813 less than$469,319 (revised) in 1969-70.

University of Georgia$14,372,000 in 1970-71. That amount was $2,005,460 more than$12,366,540 (revised) in 1969-70. The 1970-71amount was made up of $9,305,000 for generalresearch, including an increase of $1,334,460over $7,970,540 (revised) in 1969-70, and$5,067,000 for the Agricultural ExperimentStations, including an increase of $671,000over $4,396,000.

Extramural SupportExtramural support committed to the four

principal research-performing institutionstotaled $22,341,395 in 1970-71. That amountwas $5,403,194, or 19.5 percent, less than$27,744,589 in 1969-70.

The tightness of extramural support wasnot unexpected, since it was a continuationof a trend that began approximately fouryears ago. This unfavorable situation stemsprimarily from a curtailment of research fundsavailable from some of the large agencies ofthe Federal Government. There has been, andcontinues to be, a substantial amount of re-ordering of priorities in research needed bythe Federal agencies. One major effect of thishas been increased emphasis on applied re-search, intended to find ways of applyingknowledge for the solution of problems suchas pollution, crime, and urban blight. Theswitch has brought about, at least in a relative

sense, decreased emphasis on basic researchdesigned to discover new knowledge.

The breakdown of the extramural supportcommitted was as follows:

Georgia State University$1,554,157. Thatamount was $988,013 more than $566,144 in1969-70.

Medical College of Georgia $3,751,378.That amount was $1,428,569 less than $5,179,-947 in 1969-70.

University of Georgia----$7,988,944. Thatamount was $4,768,539 less than $12,757,483in 1969-70.

The 1969-70 amount for the University ofGeorgia included one unusually large grant$2,287,000from the National Science Foun-dation, which was used in the development ofthe University's "Center of Excellence" inbiological sciences.

Research ExpendituresExpenditures for research in the University

Systemat all institutionstotaled $41,377,-252 in 1970-71. That amount was $144,138,or .3 percent, less than $41,521,390 in 1969-70.

The four principal research-performing insti-tutions accounted for 1970-71 expenditurestotaling $40,834,066, which was $460,355 lessthan $41,294,421 in 1969-70. The other Sys-tem institutions accounted for 1970-71 ex-penditures totaling $543,186, which was$316,217 more than $226,969 in 1969-70.

Expenditures represent funds derived fromboth institutional support and extramuralsupport.

Research ProposalsResearch proposals submitted from the four

principal research-performing institutions, toseek future extramural research support,totaled 1,367 and amounted to $53,739,546 in1970-71. The proposals totaled 1,297 andamounted to $51,493,798 in 1969-70.

The volume of research proposals submittedin a particular year provides a reasonable in-dication of possible future volume of awardedcontracts and grants. In recent years, ap-proximately a third to a half of the proposalssubmitted from University System institutionshave produced contracts and grants. Many ofthe contracts and grants are awarded after

the close of the year in which the proposalsare submitted.

PUBLIC SERVICE

All institutions of the University System con-ducted active, diversified public service pro-grams in 1970-71. Conferences, short courses,seminars, exhibits, consultations, and a varietyof other types of activities were used to helpindividual citizens and groups of citizens solveproblems and take advantage of opportunities.

Among the subjects dealt with during 1970-71 were: utilization and conservation ofnatural resources, environmental control,health care, family life and nutrition, and ruraland urban development. The programs coveredthe range of age-groups, from youths to retiredpersons and senior citizens.

The public service programs typically in-clude non-credit offerings designed for indi-viduals and groups seeking education, infor-mation, and other assistance outside theregular academic curricula of the universities,senior colleges, and junior colleges; however,they include some college-credit work.

The University System Public Service Com-mittee during the year developed a statementsetting forth the orientation and the objectivesof public service programs in the System. ThisCommittee is made up of representatives ofuniversities, senior colleges, and junior col-leges.

The statement was proposed for presenta-tion to the Board of Regents, at the October,1971, meeting, for consideration as the Board'sofficial policy on public service programs inthe University System.

The growing importance of public servicewas summarized in one of the paragraphs ofthe statement developed by the Committee,as follows:

"The University System has grown to 27institutions, consisting of a comprehensi'-esystem of junior colleges, senior colleges, anduniversities. As this growth has taken place,continuing education and public service haveemerged as an extension of the traditional on-campus learning process, available to adultswherever sufficient interest has been found.Individuals in all walks of life must keepthemsel es abreast of new knowledge andunderstand how it can be applied effectivelyin solving the many problems which they and

their communities are encountering. Any sys-tem designed to achieve these objectives willbe built around an aggressil e continuing ed-ucation program."

Continuing education and public servicequite often are referred to as being synon-ymous.

Urban Life CenterThe Urban Life Center in Atlanta, estab-

lished in the late 1960's as a component ofGeorgia State University, in 1970-71 contin-ued to expand its activities dealing withmatters covering a broad range of urbanism.The Center's extensive non-credit continuingeducation and other public service programswere extended by its substantial involvementin college-credit instruction and in research.

The public service programs of the Centerutilize the academic resources of GeorgiaState to assist in attacking individual, group,and community problems associated withurbanism and to help in opening new oppor-tunities for urban people. These objectives arepursued through seminars, conferences, work-shops, short courses, and many other typesof activities.

The Center's Division of Urban Public Ser-vice conducted 103 programs that served 7,059persons during 1970-71. This Division con-ducted 30 programs that served 1,257 personsduring 1969-70. The principal topics of theseprograms were: Business, Communications,Community Organization, Criminal Justice,Education, Environment, Government,Health-Drugs, Housing, Race Relations,Transportation, Unemployment, and Welfare.

The School of Urban Life began operationon July 1, 1970, with objectives in publicservice, instruction, and research. The Schoolcomplements, and is complemented by, theUrban Life Center. It has as one of its mainobjectives the development of communityleaders who are skilled in dealing with themany and varied problems of a large metro-politan community. In behalf of this objective,the new School's faculty and staff memberspresented 33 speeches to various civic andcommunity groups and participated in nu-merous civic, community, and professionalactivities. A Faculty Committee on PublicService was appointed to represent the UrbanLife faculty in reviewing policies and programsestablished by the Division of Urban Public

Service of the Urban Life Center and torecommend new ideas and means for increasingthe effectiveness of the public service programs.

The Urban Life Center Building-Phase Iwas placed under construction during 1970-71and was scheduled to be completed in 1973.This building will make possible the expan-sion of the public service activities and otherprograms of the Urban Life Center, which arenow being operated from temporary quarters.

Rural Development CenterThe Rural Development Center made sig-

nificant progress during 1970-71, its secondyear of operation.

This Center, located at Tifton, is operatedby the University of Georgia, in close coopera-tion with the Abraham Baldwin AgriculturalCollege. It conducts a comprehensive programaimed at improvement of economic and socialconditions of the rural areas of Georgia.

The program deals with agriculture andother traditional areas of rural life. It extendsfurther, however, to deal with manpowertraining and retraining, housing, and otheraspects of modern-day rural life.

An example of the agriculturally orientedactivities of the Center during the year wasan Irrigation Exposition, with 28 exhibitors,attended by approximately 1,000 persons.

A pilot project, "Concerted Services inTraining and Education," administered by theRural Development Center, was initiated ina four-county area in south Georgia in Jan-uary, 1971. This project was designed to de-termine the manpower training and educa-tional needs of all citizens in Atkinson, Bacon,and Pierce Counties and of citizens in a portionof Ware County. It was funded through theU.S. Labor Department in cooperation withsix other Federal agencies and a number ofstate agencies.

Other projects of this type were plannedduring 1970-71 for implementation upon theavailability of necessary funding.

This pilot project is cited to illustrate themanner in which state and federal resourcesare being brought to bear on the problems ofrural Georgia.

The Rural Development Center staff mem-bers were engaged in a large number of otherprojects involving agricultural and forestryproduction and utilization, continuing educa-tion, manpower training and retraining, and

community resources analysis and develop-ment. Most of their work was done in co-operation with officials and staff members ofother local, state, and federal governmentagencies and private organizations. This typeof cooperation, designed to concentrate allavailable resources for use in the accomplish-ment of specific objectives, is one of the prin-cipal bases on which the Rural DevelopmentCenter is built.

The first permanent building for the RuralDevelopment Center was dedicated in thespring of 1971. The principal facilities in thisbuilding are an auditorium with a seatingcapacity for 344 persons, three small confer-ence rooms, and office space for 30 professionalstaff members.

Center for Continuing EducationThe Center for Continuing Education at

the University of Georgia reported encourag-ing progress in all of its major areas of opera-tion during 1970-71.

More than 25,000 persons participated inresidential conference programs of more thanone day in duration.

Approximately 32,000 persons attendedother activities, including meetings and foodservice functions of not more than one day induration.

Approximately 10,000 persons visited theCenter's traveling art exhibit that was dis-played in 26 communities.

More than 300 non-credit short courses wereconducted at off-campus locations throughoutthe State. Approximately half of the 7,235participants were government officials and staffmembers.

The Instructional Services Division alsoprovided direct professional assistance to morethan 30 public and private universities andcolleges in Georgia. That assistance was di-rected toward development and implementa-tion of programs of continuing education atthe various institutions.

The Division also offered many creditcourses, at both the undergraduate level andthe graduate level, throughout Georgia.

State Technical Services ProgramThe State Technical Services Program of

the University System was terminated at theend of the 1970-71 Fiscal Year. Authorizedby the State Technical Services Act passed byCongress in 1965, that program had been in

operation in the University System since the1966-67 Fiscal Year. Designed to expand theuse of technological and scientific data bybusiness and industries, it was financed withboth state and federal funds through the1968-69 Fiscal Year. At the end of 1968-69,federal appropriations for the programthroughout the United States were terminated.In 1969-70 and 1970-71, the program wascontinued in the University System of Georgiawith funds derived primarily from state ap-propriations.

The Business Information Center of theprogram was transferred to the Urban LifeCenter of Georgia State University at the endof 1970-71, where it continued to function inbehalf of the entire University System. Otherelements of the program were discontinued.

The Business Information Center is a cen-tral source of referral information to facilitatecontact between businessmen and public ser-vice personnel at University System institu-tions. It is not intended to supplant directcontact between businessmen and personnel ofinstitutions when businessmen can identifysources of institutional assistance without helpfrom the Center.

The staff members of the Business Informa-tion Center, who have up-to-date knowledgeof the many types of public service programsavailable at each institution, refer each requestto the institution having a special capabilityfor providing the type of assistance required.

The services provided by the Business In-formation Center are consistent with the pub-lic service function of University System in-stitutions and are not intended to supplantservices that are available commercially.

Area Planning and DevelopmentPilot Projects

A move to expand the services rendered tothe Area Planning and Development Com-missions of the State by University Systeminstitutions was initiated in 1970-71.

A University System Committee proposedthat two pilot projects be established: in theMiddle Georgia Area Planning and Develop-ment Commission, headquartered in Macon,and in the Middle-Flint Area Planning andDevelopment Commission, headquartered inEllaville. The Macon-headquartered unitserves a territory in which a growing metro-politan area is located; the Ellaville-headquar-tered unit serves an area whose problems and

other characteristics are more rurally oriented.The Committee's proposal anticipated the

assignment of one University System gaffmember to each of the pilot projects, beginningduring the 1971.72 Fiscal Year.

The University System and its 27 institu-tions already provide many services to all ofthe Area Planning and Development Commis-sions in the solution of multi-county problems.The two pilot projects are designed to deter-mine how present and future needs of theCommissions can be met most effectively bycoordinated application of the resources of theSystem's universities, senior colleges, andjunior colleges.

Expanded Assistance to Departments ofState Government

A special program aimed at increasing theassistance given by the University System todepartments of State Government waslaunched during 1970-71. This move wasgathering very encouraging momentum as theyear ended.

A committee was appointed in the springof 1971 to formulate a comprehensive andpractical plan of operation for the program.The committee, made up of three membersfrom the Executive Department of the StateGovernment and three members from institu-tions of the University System, began its taskby seeking to improve communications betweenofficials and staff members of University Sys-tem institutions and such personnel of thedepartrizents and agencies within the StateGovernment.

The Committee next proposed to evaluatethe needs of the departments and agenciesand to determine the capability of UniversitySystem institutions to fill the needs throughtheir various instructional, research, and publicservice programs.

There have been excellent working relation-ships between University System institutionsand departments and other agencies of StateGovernment for many years. We know, how-ever, that the scope of such cooperation canbe greatly increased through this newly initi-ated effort.

CONSTRUCTION

The 1970.71 Fiscal Year was an excellentperiod for construction activity in the Uni-

versity System. A record-breaking amount ofconstruction was completed, and, at the closeof the year, a large number of projects werein construction and planning stages,

All of the construction projects completedand in various stages of progress were aimedat two objectives which have been foremost inUniversity System planning for many years,and which continue to be predominant factors.These objectives are: accommodation of largeincreases in student enrollment and improve-ment of the quality of instruction, research,and public service for all students and otherbeneficiaries of programs offered by the in-stitutions.

Projects CompletedConstruction completed luring 1970-71 in-

cluded 41 projects costing $68,150,224. Thesefacilities, which include academic buildings,student services facilities, and dormitories, arelocated on the campuses of 19 universities andcolleges.

Most of these facilities were constructedfor the expansion and the modernization ofexisting universities, senior colleges, andjunior colleges. The major exception was theconstruction of all buildings and other campusfacilities required for the opening of one newcollege, Floyd Junior College, in the Romearea.

The costs of construction projects completedat University System institutions in recentyears, compared with the $68,150,224 in1970-71, were: $35,991,234 in 1969-70;$44,269,320 in 1968-69; $34,800,922 in 1967-68; $16,761,788 in 1966-67; $25,971,193 in1965-66; and $12,035,830 in 1964-65.

The projects that became available for usein 1970.71 helped the" institutions to meetmany of their most pressing needs for facilitiesto accommodate students already enrolled.While a number of the newly occupied build-ings will permit moderate further expansionin enrollment, the annual implementation ofa substantial number of new projects will berequired to meet projected future increasesin enrollment.

Projects Under ConstructionThe number of projects under construction

at the end of the 1970.71 Fiscal Year was 60,for which project budgets totaled $84,853,405.Those projectswhich were designed to pro-

vide additional academic, student services, andhousing facilitieswere being constructed at19 institutions.

The volume of construction in progress atthe end of the 1969.70 Fiscal Year was 59projects, with project budgets totaling $103,-225,928, at 21 institutions.

Projects In Planning StagesPlanning of future construction at the end

of the 1970-71 Fiscal Year involved 55 proj-ects. Funds were available for 21 projects,with projected costa totaling $14,194,861, for10 institutions. Funds were being soughtprimarily from increased state appropriationfor Authority Lease Rentals to secure a newbond issuefor the remaining 34 projects,with projected costs totaling $36,616,624, for20 institutions.

Physical plant requirements of all institu-tions in the University System are continuallyreviewed by officials and staff members of theinstitutions and of the office of the Board ofRegents.

Comprehensive campus development plansformulated, beginning in the mid-1960's, forall institutions are being used as guides inthe p:onning.

Instructional Space Utilization Studies forall institutions are of great importance inconstruction planning and in promoting in-creased efficiency of utilization of existingfacilities. The accuracy and the comprehen-siveness of the Utilization Studies have beenimproved substantially during the last threeyears, during which the data also have beencomputerized.

Bond issues, secured by Authority LeaseRentals authorized by the General Assembly,continue to be the primary source of funds forconstruction in the University System. Facil-ities financed with bond funds are constructedby the Georgia Education Authority (Uni-versity) in accordance with plans provided bythe Board of Regents. Upon amortization of abond issue, titles to the facilities constructedwith funds derived from t; it issue are con-veyed by the Authority to the Board ofRegents.

Other sources of financing for UniversitySystem construction include Federal agencies;private foundations, agencies, and organiza-tions; institutional funds; Regents' special

funds; state capital outlay appropriations; andlocal political subdivisions. The funds derivedfrom local political subdivisions are used inthe development of the initial buildings andother campus facilities required for the openingof new junior colleges of the UniversitySystem.

FINANCE

Total income of the University System in1970-71 was $308,589,871, including an in-crease of $39,267,919 over the 1969-70 totalincome of $269,321,952.

State appropriations totaled $159,971,849,including an increase of $22,422,794 over the1969-70 state appropriations of $137,549,055.

The allocations of state appropriations in1970-71 were: $133,837,620 to institutions,expended through institutional budgets, in-cluding an increase of $20,922,746 over the1969-70 allocation of $112,914,874; and $26,-134,229 for Georgia Education Authority(University) payments and other activities,expended through the general budget of theSystem, including an increase of $1,500,048over the 1969-70 allocation of $24,634,181.

Income in 1970-71, in addition to stateappropriations, included $148,618,023 fromstudent fees, auxiliary enterprises, gifts, con-tracts and grants, endowment income, andsales and services. That amount included anincrease of $16,845,126 over the 1969-70 in-come from these sources of $131,772,897.

Expenditures

Expenditures of the University System in1970.71 totaled $315,919,285, or $31,194,263more than expenditures of $284,725,022 in1969-70. The categories of expenditures were:Educational and General Purposes, AuxiliaryEnt 'rises, Plant Funds, and Student Aid.

Expenditures for Educational and GeneralPurposes (General (perations) totaled $240,-137,920, including an increase of r3,681,285over $206,456,635.

ments, and Educational Opportunities grants.

FINANCIAL AIDThe amount of various types of financial aidavailable to students at University Systeminstitutions co' linued at a high level during1970-71.. Directors and staff members of theoffices responsible for assisting students in lo-cating Find obtaining scholarships, loans, andwork opportunities deserve much credit fortheir efforts during the year.

Most of the institutions reported a low rateof student dropouts that were attributable tolack of funds for college expenses. A numberof institutions indicated that they were ableto assist in obtaining financial aid for allstudents who applied and qualified for suchaid during the year. At a few institutions,however, the number of students who saidthey did not have adequate funds to con innein college was large enough to cause seriouqconcern.

During 1970-71, as in previous years, thevast majority of the funds available for alltypes of student financial assistance was ob-tained directly from the sources by the insti-tutions. Two types of student scholarshipswere provided from state funds included inthe annual appropriation to the UniversitySystem and allocated by the Board of Regents:Regents' Scholarships, for students enrolled inUniversity System institution.; and GraduateScholarships, for students enrolled in institu-tions outside the state of Georgia.

Regents' ScholarshipsThe state appropriation designated for Re-

gents' Scholarships was $200,000 in 1970-71,the same amount that was provided in 1969-70.

Regents' Scholarships were authorized byConstitutional Amendment in 1958 and wereinitially funded in 1961-62. The fundingamounted to $100,000 annually from 1961-62through 1963-64, and has been $200,000 an-nually since 1964-65. The average amount of aRegents' Scholarship in recent years hat; beenapproximately $450 per year.

Regents' Scholarships are awarded to stu-dents who would find college attendance un-usually difficult or impossible without suchfinancial assistance. Each recipient must bea resident of Georgia, must be a student of aninstitution of the University System, and mustrank in the upper 25 percent of his class or,in the case of an entering freshman, showpromise of such scholastic achievement.

Graduate ScholarshipsThe amount of the state appropriation pro-

vided for Graduate Scholarships during 1970-71 was $49,237. That money was paid to 114Georgia residents who attend institutions ofhigher education outside the state of Csorgia.

The 1970-71 aim.unt was a decrease ofS23,399 from the 1969-70 amount of $72,636,which was paid to 267 students.

This program was scheduled o be phasedout by the end of 1971-72. No new commit-ments have been made slice 1967.

Graduate Scholarships provided by this pro-gram have not been related to contracts be-tween the Board of Regents and the SouthernRegional Education Board to provide assist-ance for Georgia residents engaged in studyoutside the state of Georgia in certain fieldsof higher education.
