Foreword

Grants are awarded under Title II-B of the Higher EducationAct of 1965 to assist in training persons in librarianship throughfellowships and institutes.

For Fiscal Year 1987, 29 awards were made to support 60fellowships (45 Master's, 5 Post-master's and 10 Doctoral), and 2grants were issued to fund 2 institute awards for 40 participants.

This booklet contains abstracts of each funded project and hasbeen prepared in order to respond to requests from librarians andother members of the public for information about the types ofprojects which have been funded by the Title II-B program. Fellowsand institute participants will not be required to pay tuition and fees.

Stipends for fellowship recipients are as follows:

Level Academic year and summer

Master's $4,000Post-master's $6,000Doctoral $6,000

Institutions receive an amount equal to the stipend to cover thecost of training.

Persons interested in receiving a fellowship or personsinterested in attending an institute should apply directly to thegrantee institution, which has the sole responsibility for selectingrecipients, as indicated in section 776.50 of the programregulations.

Project Objectives

The duration of the institute is two weeks. During that period.the participants will deal with five major topics. as follows:

The state of the field. This will be a broad-ranging survey ofEast Asian studies and librarianship in North America.focusing attention on teaching and research trends and theaccompanying needs that will have to be filled by EastAsian librarians.

Information technology. The participants will be introducedto the state of the art in such manners as characterproct,ssing in Chinese. Japanese. and Korean (hereinafterCJK). There will be sessions on library applications ofcomputer technology, on personal computer applications, onmaking use of the mainframe computers on home campuses.and other related topics.

East Asian bibliographies. Material will be presented on thehistory of the East Asian book and relevant bibliographicalmatters. Considerable attention of CJK materials in NorthAmerica in the Romanized forms and in vernacular data.

management. particularly as the) pertain to East Asianlibraries. will be another major focus. Sessions w;11 also bedevoted to collection of data and to analysis of librarystatistics.

National and international cooperation. It is now generallyrecognized that no one East Asian library can be wholl)autonomous: no library can, by itself, meet the needs of allits users. Cooperation has been slow to develop, but recenttrends in the use of computerized data make thatcooperation not merely desirable but essential. To give justone example: the Chinese Chapter Code for InformationInterchange (usually referred to as CCCII) was developedon Taiwan and is used by OCLC (Online Computer LibraryCenter) and RLIN (Research Library Information Network)in North America. Just recently we were informed thatCCCII (in spite of its place of origin) has been endorsed bythe People's Republic of China. All East Asian librariesmust be prepared to cooperate on both national andinternational bases.
