This paper is part of a substantial amount of research work which wasdefined and solicited by the Governor's Commission on the Structure andGovernance of Education in Maryland (the Rosenberg Commission) from manyscholarly people working throughout the Maryland system of education.
The work on this paper was done jointly by the Maryland State Depart-ment of Education and the Commission's staff, with the cooperation of manypeople in each of the 50 states and the District of Columbia. Thecontribution ofDr. Melvin Self, a consultant in the Special Projects Unit of the Maryland StateDepartment of Education, to this document is acknowledged and appreciated.In addition, previous research by J. L. Zwingle in State Boards Responsible forHigher Education 1970, and Sam P. Harris in State Departments of Education,State Boards of Education, and Chief State School Officers, greatly aided in thecompilation of information in this publication. This publication briefly outlines the educational structures in all 50 statesand the District of Columbia. The organizational chart form restricted theamount of information that could be used. Also, because changes in educa-tional structure are constantly being made, some information may be obsolete.
The chart form was selected to allow simple comparisons to be madequickly between different state structures. The Rosenberg Commission feltcompelled to study other states' educational structures. An efficient way ofaccomplishing this objective was to prepare the material presented in thispublication. It is hoped that the content will prove helpful to other statesengaged in studies similar to that now occurring in Maryland. However, theCommission does not at this time advocate one structural form over any other.

EDUCATIONAL STRUCTURES OF THE 50 STATES
In the following 51 charts (the District of Columbia was also included) anattempt was made to outline the general educational structure of each of the50 states. The charts identify both elementary, secondary and post secondarystate-level boards, chief state school officers, and local structures, as well asinstitutional boards. The relationships between these entities are alsoindicated. Where possible the size of board, the methods of selection, andterms of offices are shown. The boards are also identified as governing,coordinating, advisory, or supervisory.
In order to insure some uniformity, a basic chart form was adopted. It isrealized that this form may have caused some structural outlines to becomesomewhat contrived. However, uniformity was felt to be a necessity tofacilitate easy and quick comparisons.
Because of the limits of space, the internal organization of departments ofeducation and staffing patterns of other boards are not indicated in thispublication. There was also no analysis made of information collected.
While every attempt was made to insure accuracy, the rapidly changingstatus of some school structures requires periodic updating of some of theinformation. Also, while it is felt that this publication fills an important void ofidentifying the different structures, it is also believed a national organizationshould take on this project on an annual basis, expanding it to include internalorganizational structure and analysis of content.
