INTRODUCTION
We hope this directory will help sone Volunteers with a proveninterest and background in human service to find jobs and that itwill help some schools and students'to find motivated teachers withcross-cultural understanding and crobs-disciplinary experience. Itwill be fine if anyone else is helped too.
The material consists mainly of a selected list of schools andagencies which: (a) tell us they want Volunteers to apply to themfor jobs; and/or (b) operate programs we think Volunteers might beinterested in--programs which need and can benefit from a Volunteer'sexperience...adult basic education, bilingual education, migrant edu-cation, ghetto teaching, etc.
The rough map on the cover is drawn to show major postal zipcode and telephone code breakdowns for use in locating addresses inthe directory. You should apply for employment directly to theschools and agencies listed. However, in some cases the agenciesmight be better prepared to give helpful information then jobs. Forexample, State agencies might provide data on programs they supportacross the State; or regional Title III centers with small staffwould know about innovative educational programs in their areas.
It is generally wise to apply to a number of places and to sendalong a copy of your resume. An excellent publication to obtain isthe "Guide to Preparing a Resume," available free from the New YorkState Employment Service, 444 Madison Avenue, New York City or 194Washington Avenue, Albany. Remember to include information about yourteacher certification status or qualifications in your resume. If youare not certified, write to Volunteers in Public Service for applica-tions. An evaluation of your qualifications can help you.

SOME INFORMATION ABOUT CERTIFICATION IN NEW YORK STATE...
Certification (with the exception of New York City, which requiresadditional examinations) may be achieved through three methods: (a)
Completion of an approved program. A listing of institutions offeringapproved programs in New York State may be obtained from the Divisionof Teacher Education and Certification, the State Education Department;(b) Individual evaluation of preparation and experience. A candidatemay submit an application and transcripts to the Division of TeacherEducation and Certification. A determination of what is necessary togain certification will be made and completion of the studies and/orexperience will permit the issuance of a fee request preparatory toawarding certification; or (c) Certification through reciprocity. NewYork State has reciprocal agreements with a number of states for certi-fication of teachers and other professionals in education. To obtainNew York State certification under the reciprocity agreement, the can-didate must submit an application for certification to the Division ofTeacher Education and Certification. The Division then corresponds withthe certifying officer of the originating member state. Upon verificationfrom the originating state, the Division then issues the appropriate NewYork State certificate.
Application of Volunteer Teaching Experience (Peace Corps)
Teacher certification requirements may be adjusted to reflect appro-priate Peace Corps teacher training and experience. Individuals provi-
sionally certified to teach in New York State before entering the PeaceCorps may apply for an extension of this certificate of up to two yearsto cover the duration of Peace Corps service. If not certified, a Vol-
unteer may apply for certification while still abroad. Twelve semester
hours of blanket credit in professional education and for practical ex-perience in comparative education and a minimum of one full year of teach-ing experience may be waived to satisfy the required student teaching ex-perience. It is expected that the proposed Action Volunteer teacher pro-gram will continue to meet requirements for certification adjustment asnoted above.
Certification Through College Proficiency Examinations
An applicant for a teaching certificate may be advised by the Divi-sion of Teacher Education and Certification to obtain certification byperforming satisfactorily an appropriate College Proficiency Examinationadministered by the State Education Department. The College ProficiencyExaminations may be used to obtain certification by the person with orwithout a Baccalaureate seeking either provisional or permanent certifi-cation. These examinations are described in the Department publication,"The New York College Proficiency Examination Program," which may beobtained from the College Proficiency Examination Program, State Educa-tion Department, Albany. Information about the proposed External Degree
program of the Department will be available also from the office.

Employment of Uncertified Teachers
An uncertified teacher may be employed under the following circum-stances: (a) when no certified and qualified teacher is available, and(b) when the uncertified teacher has submitted an application to theCommissioner for certification, and has been notified of his uncompletedrequirements for certification, or (c) in the case of re-employment fora succeeding year, the uncertified teacher must have completed at leastsix semester hours of work toward certification prior to re-employment.The superintendent must show that he cannot find a certified and quali-fied teacher.
Application Procedure
When applying for State certification, you must submit to the Divi-sion of Teacher Education and Certification (or to Volunteers in PublicService) the following: (a) official college transcripts (seal embossed);(b) completed certification application (please request proper forms); (c)for Peace Corps Volunteers only, a copy of your description of servicedescribing Peace Corps teacher training and experience. Due to limitedstaff, the burden of follow-up rests with you. Please let us know if youhaven't received notice of certification in a reasonable amount of time.

NEW YORK CITY LICENSING PROCEDURES
Special licensing examinations are required in New York City. Under newlegislation providing for decentralization of schools, community schooldistricts were formed which have eased licensing procedures. Followingare pertinent excerpts from a letter to job applicants by Gerald Brooks,Director of the Bureau of Educational Staff Recruitment:
"The New York State Education Law provides an alternate route toteacher licensure through use of the National Teacher Examinationfor service in low reading score elementary and junior high schools.
"Applicants must:--meet appropriate New York State provisional teacher certificationrequirements
--achieve a satisfactory score on the National Teacher Examination--meet medical standards set by the Chancellor of the New York City
schools--present a satisfactory personal background record
"This office is providing a nationwide recruitment service for eli-gible schools and will refer qualified candidates to community schooldistricts. Final decisions regarding employment through this proce-dure will be made at the community school board level..."
