PREFACE
Purpose and Organization
This is the third in a series of directories of post-secondary programs that prepare special educa-tion personnel. Previous directories were pub-lished in 1983 and 1987. This edition lists approxi-mately 860 postsecondary programs that preparespecial educators, paraprofessionals for specialeducation, adapted physical educators, or voca-tional special needs imsonnel. The major pur-poses of the Directory are to (a) foster communi-cation among professionals; (b) provide assist-ance to individuals wishing to conduct researchon programs that prepare instmctional personnelto work with students with disabilities; (c) serveas a resource for recruiting personnel; and (d)provide secondary and postsecondary schoolcounselors and others with information on pro-grams that prepare persons for a career in specialeducation.
The Directory is organized alphabetically bystate and by postsecondary institution withineach state. Among the states there is a wide va-riety of terminology and systems used to classifyprograms that prepare special education per-sonnel. Wherever possible, the range of termsand categories has been restricted through theuse of common codes for areas of preparationwithin and across states. Keysare provided at thebeginning of each state's listing to explain thecodes used for levels of programs and areas ofpreparation.
Procedures
The information presorted in the Directory wasobtained through nationwide surveys conductedbetween spring, 1989, and summer, 1991. The sur-veys targeted programs that prepared a variety ofspecial education personneL Representatives ofstate departments of education were asked toidentify colleges and universities in their statesthat offered approved programs for the prepara-tion of special education personnel. A survey wasthen mailed to each institution. Three follow-upsurveys were mailed to institutions that failed torespond to previous requests.
Department names, addresses, telephonenumbers, and information on programmatic lev-els and areas of preparation were extracted fromcompleted questionnaires. In instances wherethere were questions related to levels andareas ofpreparation, telephone calls were used to obtainclarifications. The data in the Directory are basedon information provided by institutional repre-sentatives and are subject to the limititions of thesurvey methods used.
Some programs either did not return ques-tionnaires or did not provide adequate informa-tion for determining level(s) and areas) of prep-aration. For these programs, mailing addressesare provided, followed by "no information onprogram."

The studies that provided the information con-tained in the Directory were supported by the fol-lowing organizations and institutions: The Coun-cil for Exceptional Children (CEC) and its TeacherEducation Division (TED), the National ResourceCenter for Paraprofessionals in Education and Re-lated Services, and the Department of TeacherEducation at the University of Arkansas at LittleRock. Resources for preparation of the Directorywere provided by the Department of Teacher Ed-ucation at the University of Arkansas at LittleRock and the University of Arkansas-UniversityAffiliated Program. The financial assistance con-tributed by these organizations and institutionswas crucial to the development of the Directory.
We would be remiss if we did not ac-knowledge the many individuals who providedencouragement and conceptual support for theDirectory as it was being developed. Judy Smith-Davis provided leadership and groundwork for
initiating a revision of the Directory. The will-ingness of Jeptha Greer and Fred Weintraub tohost research activities used to gather informa-tion for the Directory and the ideas for a new edi-tion of the Directory shared by Fred and by MaryCohen are greatly appreciated. Don Logan, asPresident of TED, was highly supportive of in-itiating activities to update the Directory, and theExecutive Committee of TED has consistentlyencouraged their continuation.
