Kolhapur – the city of pilgrimage, is well connected by rail, road & air.
The city has historic importance, since 150 B.C. Bakakar, Kadamb, Chaukya, Shedrik, Mourya, Shilahar, Yadav’s from Deogiri ruled this land till 1312. Karna, a Chalukya haired King built temple of goddess Mahalaksmi in 664 BC.
Kolhapur Municipal Corporation (KMC) came into existence on 15-12-72. The city had Administrative power till 16-08-78. During last few years due to the initiative taken by KMC, Kolhapur has undergone a metamorphosis, through transformation from a sleepy old city to the emergence of a happening city.
KMC was formed for improvement of the city & the primary responsibility in Byelaws is Upkeeping & maintenance of civic amenities & the planning authority.
KMC launched its formal E-governance initiatives few years back & computerized some of its activities (Octroi, Birth & Death, City Water Supply, Provident Fund, Property Tax, Payroll & Website).
Recently KMC had initiative for the computerization of entire corporation including all Its department.
HCL was awarded with the prestigious contract to commission, implement the E-governanceProject & maintain the complete set-up for next 10 years.

Operations at CFCOperations at CFC
- HCL will commission & operate the “MUNICIPAL CORPORATION ENTERPRISE SERVICES
CENTRES" (MCESC)” The required infrastructure along with manpower will be provided by
HCL.
- HCL will do all the transactions required by the citizens including collection of payment
against various transactions.
- HCL will get payment on per transaction basis as per actual no. of chargeable transactions.
- HCL will deposit collection of a day to KMC’s Bank Account where KMC has given
instruction to Bank to transfer HCL’s share to HCL’s Bank Account.
- Due verification of violation of service level agreement at any time during a transaction will be
carried out by Chief Auditor on a weekly basis & penalty if any will be deducted accordingly.
- All the required back-office operations will be done by KMC.
- HCL will provide required FM support including H/W & S/W support for back-office support.
- HCL will provide required training to KMC persons.

The transactions can be of different varieties, out of which only 99 types are defined as chargeable transactions for HCL among which few are free services from KMC to the citizens & others are chargeable by KMC to the citizens.
The existing charges are in the range of Rs.1.00 to Rs.500.00 - however KMC is planning to revise the same for betterment of services to the citizens.
