The California Energy Commission Lead Commissioner for climate change and greenhouse gas emissions will conduct a workshop to discuss the state of the science on scenarios to deeply reduce greenhouse gas emissions from California's energy system. The workshop will include presentations on the current state of what is known from energy scenarios, including an inter-comparison study that uses multiple models. Utility representatives will share, with scientists, insights on practical issues that must be considered in the development of long-term energy scenarios. Researchers who are currently undertaking energy scenario development will share their recent findings.

The electricity and natural gas sectors are major contributors of greenhouse gas emissions in California and scientific research has shown that they are also vulnerable to climate change impacts. Stakeholders are invited to attend a workshop that will provide an opportunity for Commissioners, stakeholders, and interested parties to examine and discuss the physical vulnerabilities in the energy system due to climate change and the actions that the largest utilities in California are taking to adapt to those changes. Dr. William Collins of the Climate Readiness Institute, Dr Craig Zamuda of the DOE Climate Resilience Partnership, Dr David Groves of the RAND Water and Climate Resilience Center, and Kathleen Ave of SMUD will provide informative presentations on challenges currently facing the utility industry in California and nationally and the strategies to address the vulnerabilities. In addition, all four investor-owned utilities will discuss their adaptation plans, and CEC staff will discuss their ongoing programs. This event will also be webcast. Background: CPUC Decision (D.) 14-10-046 directed the IOUs to conduct “To-Code Pilots” to:

“Understand the extent to which there is below-code equipment that is not getting replaced quick enough through natural turnover of existing programs”; and

“Assess whether cost-effective ratepayer-funded programs can be developed to target this equipment when Program Administrators receive savings credit and customer incentives are made available based on to-code,   in addition to through-code, savings”. (p. 74-75).

In addition, the CPUC has contracted with researchers from the E2e Project at the Energy Institute at Haas, University of California Berkeley, who are working in close coordination with the IOUs to establish an Evaluation, Measurement, and Verification (EM&V) plan to assess the impact on both program uptake, energy savings, and cost-effectiveness.
