PURPOSE

ThiS directory is intended as a 'supplementary resource for special educationdirectors and teachers. The directory covers a five state area Arizona, California,New Mexico, Texas and Washington. It does not include information of a generalnature for all handicapped children which is available in more detail from othersources, but concentrates on targeted resources for Indian or migrant children withexceptional needs.

Oftentimes, a migrant or Indian child will have transferred to another schoolbefore, the process of diagnosis or placement is completed. I.Ting records about a-child gathered by another agency or program may' speed up service delivery oreliminate duplication of service.

Educational ProgramsIn many cases, public school educational-programs for migrant or Indian children

can pr$vide tutoring some health care or social services, transportatron and staff tomake home visits.

Health Care and Social.Seriaces

Migrant health clinics, funded by the Bureau of Community Health Services,provide services to migrant children. The Title I migrant prograin in most areas alsoemploys a special migrant nurse.

Federally recognized Indian children are eligible for services through the IndianHealth Service branch of the Public Health Servite. Health care ranges fromminimal to comprehensive, depending on the 'se ce area In addition, each state hasone or more urban Indian health clinic. Social services are available for Indianchildren through the Bureau of Indian Affairs and Indian Health'Service.

SERVICE FOR MIGRANT CH

Since children may be classified as migrants for up to five years- after theirparents have dropped out of the migrant stream, it may be possible for them toreceive health services at a nearby migrant clinic even though the family has nowsettled. Children of these families are also eligible to.participate in Title I migranteducational programs. Participation in these programs may prove of some assistanceto special education staff interested d-in taking advantage of every available resourceto aid handicapped Children. Resources may consist not only of available services but,also of information already collected by other agencies. Some examples are

1. Tile I Migrant Education rvices_

a. Funds for special Phisietil exantinationg and protheses such as glasses anhearing aids.

b. Home visits are made to families. It may be possible to request that themigrant teacher or migrant aide deliver forms from the special educationoffice at. ,sarpe firne or for the special education teacher to accompany the

Many migrant programs provide nurses or nurse's aides.

Health and edticat onal information recorded on the Migrant Student Record=

.Transfer System (MSRTS). There are two MSRTS forms: (1) one whic.hindicates educational information, including codedskill levels, high school cre-dit accrual, and standardized test scores. 'This form it given to the migrantteacher; and (2) health information, given to the migrant nurse. A : wtsection, the educational/health linkage system; will indicate to teachers innon-technidal terms those medical condition's of which she or he -should beaware and recommend that the health provider JD contacted for furtherinformation. Under the new, revised system, if the student has beenprevibusl enrolled in a special educatioairouEAl; an '"X" will be markedunder the category "sensitive data" on the educational data form. Results ofprevious examinaticins and diagnoses based on those examinations can b'dretrieved by contacting the school or health facili indicated.

Fleet information provided to the migrant nurse will be recorded Sunder thecategories of the International Code. of Diseases. The CIS TS is uiigrading itscapabilities this,Year to include codes for the most" comtnon diseases: A sectioncalled "contact data" will indicate the health.service provider, name, address andphone ninber'to contact for data considered sensitive. If4a child has ever been

diagnosed r treated for one of these diseases, the name, date -and address of the

treatment enter is retrievable.

Educational and health records from the reporting school may be obtained byheuest through the migrant teacher and migrant nurse, -respeCtiiiely-in yourschool. It is recomMended that fhe special education director formally requestthe information from the district director of migrant educatibn.

If your district does not have a migrant program, MSRTS information may still beretrievable through the nearest migrant program. The state director of migranteducation can tell you Whom to contact.

SERVICES FOR DAN CHILDREN

When a student is recommended for screening whom you think m9y be Indian,. inaddition to the regular special educition information needed, alio ask the parents ifthe child is an enrolled member of a federally recognized' tribe. The child'senrollmqnt number and the name and locatioy of tribe will enable you determinewhether the child is elegible for -diagnostic or, prosthetic iervices from the Bureau Of

Indian, Affairs (BIA) Office of Social ervices, Indian Health Service (IHS) or urbanIndian clinics. This information Will also enable you to retrieve information already

on record with these agencies. These agencies are listed individually under theappropriate states.

1. BIA Social ServicesThii agency provides the following kinds of service's: Child identification

activities, family and social' workers, parent transportation to IEF meetings andstudent transportation for related services. Prosthetic devices may be secured fromthis agency.' The scope of services varies according to thetagency office. Generally,the child and his parents must be living within the jurisdiction of the age -cy assignedto his reservation to receive services.

2. Indian Health Services : Hospitals and Clinics

Services May range from (ilia nostic to orthopedic t6 mental hea_ h_ care Services4of : particular interest to special education programs ar child identification and

diagnosis,, psychological and psychiatric treatment, physicjil -:therapy, speech andhearing, vision, and neurological examinations. The range of services vary accordingto site.

Criteria for service at an Indian health facility. are generally (1) that the patientbe an enrolled member of a federally- tribe, and (2) the tribal member iswithin the prescribed jurisdietionEd boundaries of the health facility in question.There are exceptions to this last requirement:. For instance, if the patient or thepatient's parents are students studying away from their regular jurisdictional area, orif the, patient's parents are participatipg in the BIA relocation program, they mayreceive service at a local center. Also, any Indian may receive! services at anyfacility not in the jurisdictional area if they have not spent more than 180 days, awayfrom the appropriate jurisdictional area.

Since employees cif the/ Bureau: of Indian Affairs. and Indian Health Service ar'esubject to the Privacy Act, they -should be cmiliah with the' 1977 IHS Memorandaentitled, "Privacy lActIHS Medical. Records-,-. Disclosure of Medical Information toBIA ContriatIrs for Evaluating Handieapped Indian Children" (senioi attorney, PublicHealth Division) and "IHS Support of Education for All Handicapped ChildrenProgram" Directdr,, Indian Health Services). Complete copies of both thesememoranda are included in the IET FERPA handbook, BIA/IHS edition.

On November 22, 1977, a meeting was held between representatives of the BIA,IHS and their respective legal counsel. It was the consensus that ".. . BIA would be

considered a routine user of the IHS Health and Medical Records Systems asdesc'ribed in the Federal Register (42 FR 52182, September 29, 1977). Routine use._numberi3 permits these records to be disclosed to 'Federal and nonfederal schoolsystems which serve American Indianrid Alaska Native children for the purpose ofstudent health maintenance.' For purposes of this program, BIA is a Federal schoolrsystem. Also, it is the generally held opinion in the medical community that the'health maintenance' of handicapped children includes the services mandated by P.L.94-142." (Memo from the Director of Indian Health Service, Emery A. Johnson,M.D., dated November 30, 1977)

The CCS pi'ovides specialized, med-ical care and rehabilitation for physidal-ly handicapped children whose familiesare partially or wholly unable to providefor such services. l'he program is fi--nanced by federal, state and county taxfunds, and supp mented by family re-payments when indicated. In addition toconditions of a orthopedic nature, many°Theis can be reated through this pro-gram, inaludi ceases of the blood,digestive and respiratory system and

surgery. Anyone may make aeferral. Referrals should be made to

the county CCS office in the child'scounty of residence.

This center provides medical ,out,-patient ambulatory care, psychologicalcounseling, WIC program, immuniza-tions, dental, and eye examinations, andeyeglasses. There is a sliding fee scale,but service will not be denied anyone.Target population is Indian, but othersmay' a=lso receive services. During thesummer there is a youth recreation andactivity program which also providesbreakfast and lunches.
