BUTTONSFour (4) 36-ligne Gilt San Francisco Police Department buttons sewn on front 4" apart and one (1) 24 Ligne button on each pocket flap.BUTTONHOLESAll buttonholes, excepting epaulet buttonholes, shall be made to a full 1/2" from the edges of the seam and pocket flaps. The ends of the buttonholed shall be bartacked. All buttonholed to be "cut after" machine made buttonholed. All thread used in making buttonholes shall be black buttonhole thread, tailor's button twist, colorfast and guaranteed against fading.LININGCoat is to be fully lined with black 86 pick nylon taffeta material.

SLEEVE BRAIDTo have departmental stripe sewn on both sleeves, 3 inches from the bottom of the sleeves, extending halfway around sleeves from seam to seam and set into the seam at both sides. The bottom of the sleeves shall have an inner lining.

EPAULETSTo be sewn in sleeve seam directly on tip of the shoulder. The epaulet is to be 2 inches wide and tapering to 1-1/4 inches in width at the side of the neck. The pointed end of the epaulet shall come under the collar and fasten with a 24-ligne metal button at the edge of the collar. The epaulet is to be cross-stitched 1-1/2 inches from the shoulder. The edges are to be double stitched 1/4".

POCKETSOutside Front Pockets:There shall be two, three pointed flaps measuring 5-1/2” long on each side of the breast. The center of the flap is to be midway between the center of the top button and inside sleeve seam. Flaps are to be 3 inches wide at the ends and center points with the buttonhole and regulation 24-ligne button on the center point of the flap. The top edge of the flap is to be on a line with the center of the top button. Also, the two lower, three pointed flaps, measure 8 inches long and 3-1/2 inches wide at the ends and center points, with a buttonhole and regulation 24-ligne button on the center point of the flap. The top edge of the flap is to be on a line with the hip and center of the bottom button. The inner edge of both top and bottom flaps are to be on a line and equal distance from the top and bottom buttons. The corners of the flaps are to be sewn down securely to the body of the coat. Flaps are to be graded slightly according to the size of the pocket. All pockets and flaps are to be double stitched 1/4". The inside of the pockets are to be lined with Silesia.

COLORDARK NAVY #2135.

DESIGNTrouser shall be manufactured from a men's uniform trouser pattern. The trouser styling shall incorporate a plain front and straight leg bottoms. The trouser will have two straight side pockets, two hip pockets, a watch pocket and two club pockets, one below each hip pocket.

POCKET DESIGNThe two side pockets will have a minimum opening of 6 1/2" and a minimum depth of 5 3/4" measured from the bottom of the pocket opening. Side pockets shall have straight bartacks at top and bottom of pocket openings Pockets shall be constructed using the stitch, turn, and topstitch method. Pocket facings shall be made of the basic fabric and measure a minimum of 1 1/2" from the bottom of the pocket opening.

The two hip pockets shall have a minimum opening of 6" and a minimum depth of 7 1/2" measured from the bottom of the pocket opening. Hip pockets shall be constructed using the double welt method on a REECE PW machine and the welts shall be finished in such a manner that there is no topstitching (topstitched hip pocket welts shall be cause for rejection). The corners of the hip pockets shall have triangle bartacks for reinforcing strength.

The watch pocket shall be located on the right front. This pocket shall have a minimum opening of 3 1/4" and depth of 4". The front of the pocket shall be made of pocketing fabric and the back of the pocket shall be made of basic fabric and the two pieces are securely stitched together. Each corner of the pocket opening shall have triangle bartacks.

There shall be club pockets located 5 1/4" (plus or minus 1/4") below each hip pocket. The club pockets shall be 1-1/2" (plus or minus 1/4") from the side seam with a minimum opening of 3 1/2" and a minimum depth of 8". Pocketing material to be the same as side and hip pockets. Club pockets shall be constructed using the double welt method on a

REECE PW machine and finished in such a manner that there is no topstitching (topstitched club pockets shall be cause for rejection). The corners of the club pockets shall have triangle bartacks for reinforcing strength.

WAISTBANDThe trouser will be made with the Freedom Fit® A TWO-ZONE STRETCH waistband system, which is designed to provide the wearer with a more comfortable and better fitting trouser. The waistband shall be constructed using the "closed method" and shall measure 2" wide when finished. The waistband closure shall be accomplished with a crush proof hook and eye. The hook and eye shall be reinforced with stays made of a non-woven fabric that are anchored by the topstitching for the fly facing and curtain. This topstitching must be to the top of the waistband. The waistband must be topstitched 1/16" below the waistband seam for added strength. The top portion of the inside of the waistband is to consist of the same fabric as used for pocketing (70% polyester 30% cotton - minimum 80 X 62 (+/-) 2 count). The fabric is to be cut on the bias for maximum comfort. The waistband is to be 1¾" wide and to finish 1-1/8" wide after construction.

Upper waistband curtain to be inner lined with stretch Ban-Rol or other monofilament stabilizer to prevent roll over. This canvas fabric consists of a warp of 47 ends of texturized nylon and a fill of 34 ends of 750-denier polyester monofilament. The woven fabric is coated with latex, which completely encapsulates all yarns. This finish canvas fabric weighs 12.0 oz/yd2. The canvas will be cut 1-3/8" monofilaments running vertically and have a 10% stretch.

The bottom portion of the waistband curtain will be a blend of 32% nylon, 38% polyester, 18% rubber (3 strands) 11% lycra and 1% acrylic woven 1-7/8" wide and to finish a minimum of 1-5/8"wide. To have a minimum of 40% stretch characteristics.Note: In a performance stretch waistband, the upper and lower portion of the band will perform different functions.

The upper portion should allow a comfort fit at the waist when bending or sitting, and must maintain a crisp, clean appearance at the outer waistband. This part of the band will stretch 10% and be firm enough to prevent waistband rollover.

The bottom portion of the waistband stretches over the hip to give support to the lower back and abdomen. In addition, this high stretch portion of the band should constantly be pressed up by the hips, preventing the slack from slipping down while being worn, even if heavy keys, change, or other items are carried in the pockets or on the belt.

TRU-GRIP, a ½” surface area composed of thin gauge rubber for max. Comfort and performance and to keep shirts tucked in. Substitution of silicone strip or strips in place of Tru-Grip shall not be acceptable.TRU-GRIP ensure that shirts stay tucked in for neat appearance.FLYTrouser shall have a metal memory lock zipper. There shall be a French Fly tab closure on the inside of the right fly. The tab shall be double ply made of the basic cloth (tabs made of pocketing material or a "grown on" French Fly will be cause for rejection). The right fly shall be lined with the same fabric as the waistband curtain and pocketing. The fly

COLORDARK NAVY #2135DESIGNTrouser shall be manufactured from a women's uniform trouser pattern. The trouser styling shall incorporate a plain front and straight leg bottoms. The trouser will have two straight side pockets, two hip pockets, a watch pocket and two club pockets, one below each hip pocket.

POCKETINGThe pocketing shall be 70% Polyester / 30% Cotton, 2.9 oz. per square yard (60" width) with a minimum 78 X 64 count. Pocketing must have a durable press finish and the color of the pocketing must be black.

POCKET DESIGNThe two side pockets will have a minimum opening of 6 1/2" and a minimum depth of 5 3/4" measured from the bottom of the pocket opening. Side pockets shall have triangle bartacks at top and bottom of pocket openings Pockets shall be constructed using the stitch, turn, and topstitch method. Pocket facings shall be made of the basic fabric and measure a minimum of 1 1/2" from the bottom of the pocket opening.

The two hip pockets shall have a minimum opening of 6" and a minimum depth of 7 1/2" measured from the bottom of the pocket opening. Hip pockets shall be constructed using the double welt method on a REECE PW machine and the welts shall be finished in such a manner that there is no topstitching (topstitched hip pocket welts shall be cause for rejection). The corners of the hip pockets shall have triangle bartacks for reinforcing strength.

The watch pocket shall be located on the right front. This pocket shall have a minimum opening of 3 1/4" and depth of 4". The front of the pocket shall be made of pocketing fabric and the back of the pocket shall be made of basic fabric and the two pieces are securely stitched together. Each corner of the pocket opening shall have triangle bartacks.

There shall be club pockets located 5 1/4" (plus or minus 1/4") below each hip pocket. The club pockets shall be 3/4" (plus or minus 1/4") from the side seam with a minimum opening of 3 1/2" and a minimum depth of 8". Pocketing material to be the same as side and hip pockets. Club pockets shall be constructed using the double welt method on a REECE PW machine and finished in such a manner that there is no topstitching (topstitched club pockets shall be cause for rejection). The corners of the club pockets shall have triangle bartacks for reinforcing strength.

WAISTBANDThe trouser will be made with the Freedom Fit® waistband system, a two zone stretch waistband system, which is designed to provide the wearer with a more comfortable and better fitting trouser. The waistband shall be constructed using the "closed method" and shall measure 2" wide when finished. The waistband closure shall be accomplished with a crush proof hook and eye. The hook and eye shall be reinforced with stays made of a non-woven fabric that are anchored by the topstitching for the fly facing and curtain. This topstitching must be to the top of the waistband. The waistband must be topstitched 1/16" below the waistband seam for added strength. The top portion of the inside of the waistband is to consist of the same fabric as used for pocketing (70% polyester 30% cotton - minimum 80 X 62 (+/-) 2 count). The fabric is to be cut on the bias for maximum comfort. The waistband is to be 1¾" wide and to finish 1-1/8" wide after construction.

Upper waistband curtain to be inner lined with stretch Ban-Rol or other monofilament stabilizer to prevent roll over. This canvas fabric consists of a warp of 47 ends of texturized nylon and a fill of 34 ends of 750-denier polyester monofilament. The woven fabric is coated with latex, which completely encapsulates all yarns. This finish canvas fabric weighs 12.0 oz/yd2. The canvas will be cut 1-3/8" monofilaments running vertically and have a 10% stretch.

The bottom portion of the waistband curtain will be a blend of 32% nylon, 38% polyester, 18% rubber (3 strands) 11% lycra and 1% acrylic woven 1-7/8" wide and to finish a minimum of 1-5/8"wide. To have a minimum of 40% stretch characteristics.

Note: In a performance stretch waistband, the upper and lower portion of the band will perform different functions.

The upper portion should allow a comfort fit at the waist when bending or sitting, and must maintain a crisp, clean appearance at the outer waistband. This part of the band will stretch 10% and be firm enough to prevent waistband rollover.

The bottom portion of the waistband stretches over the hip to give support to the lower back and abdomen. In addition, this high stretch portion of the band should constantly be pressed up by the hips, preventing the slack from slipping down while being worn, even if heavy keys, change, or other items are carried in the pockets or on the belt.

TRU-GRIP, a ½” surface area composed of thin gauge rubber for max. Comfort and performance and to keep shirts tucked in. Substitution of silicone strip or strips in place of Tru-Grip shall not be acceptable.

each pocket. There shall be a 1½" wide x 1" deep piece of Velcro (male side) sewn to the inner ply of the flap and a corresponding piece of Velcro (female side) sewn on the pleat of the pocket. There shall be a black vislon zipper sewn behind the inner pocket and to the trouser leg so that the zipper is recessed 1" from the top of the pocket flap. There shall be straight vertical bartacks on all four corners of each pocket flap.

WAISTBAND: The trouser will be made with the Freedom Fit®, a two zone stretch waistband system, which is designed to provide the wearer with a more comfortable and better fitting trouser. The waistband shall be constructed using the "closed method" and shall measure 2" wide when finished. The waistband closure shall be accomplished with a crush proof hook and eye. The hook and eye shall be reinforced with stays made of a non-woven fabric that are anchored by the topstitching for the fly facing and curtain. This topstitching must be to the top of the waistband. The waistband must be topstitched 1/16" below the waistband seam for added strength. The top portion of the inside of the waistband is to consist of the same fabric as used for pocketing (70% polyester 30% cotton - minimum 80 X 62 (+/-) 2 count). The fabric is to be cut on the bias for maximum comfort. To be 1¾" wide and to finish 1-1/8" wide after construction.

Upper waistband curtain to be inner lined with stretch Ban-Rol or other monofilament stabilizer canvas. This canvas fabric consists of a warp of 47 ends of texturized nylon and a fill of 34 ends of 750-denier polyester monofilament. The woven fabric is coated with latex, which completely encapsulates all yarns. This finish canvas fabric weighs 12.0 oz/yd2. The canvas will be cut 1-3/8" monofilaments running vertically and have a 10% stretch.

The bottom portion of the waistband curtain will be a blend of 32% nylon, 38% polyester, 18% rubber (3 strands) 11% lycra and 1% acrylic woven 1-7/8" wide and to finish a minimum of 1-5/8"wide. To have a minimum of 40% stretch characteristics.

Note: In a performance stretch waistband, the upper and lower portion of the band will perform different functions.The upper portion should allow a comfort fit at the waist when bending or sitting, and must maintain a crisp, clean appearance at the outer waistband. This part of the band will stretch 10% and be firm enough to prevent waistband rollover.

The bottom portion of the waistband stretches over the hip to give support to the lower back and abdomen. In addition, this high stretch portion of the band should constantly be pressed up by the hips, preventing the slack from slipping down while being worn, even if heavy keys, change, or other items are carried in the pockets or on the belt. The single ½” rubberized strand ensure that shirts stay tucked in for neat appearance.FLY:

Trouser shall have a metal memory lock zipper. There shall be a buttonhole on the inside right fly. The right fly shall be lined with the same fabric as the waistband curtain and pocketing. The fly lining shall be sewn to the left fly below the zipper in a neat and durable manner. A button shall be located on the left fly corresponding with the buttonhole. 5/ Ten warp and ten fill specimens 3.25" x 4.5" shall be selected from each sample unit. The 3.25" dimension is the test direction. Specimens shall be flexed for 20,000 cycles as specified in ASTM-D 2907 and as follows. Mark the film side of each specimen with two lines 1.7 inches apart and perpendicular to the test direction. The area between the lines is the test area and shall be centered on the film side of the specimen. Wrap the specimens around fully extended pistons with the film side out. The test area lines shall meet evenly and shall line up with the edges of the pistons. Clamp in place making sure the clamps are not in the test area. Check specimen for smoothness and tautness (wrinkles cause improper flexing). The distance between the pistons shall be 1.7" in the open position and 0.5" in the closed position as measured from the bottom of the upper piston and top of the lower piston. Place the test apparatus with mounted specimens in a test chamber at -25 ± 2°F for a one hour conditioning period and then flex in the test chamber at -25 ± 2°F. After flexing, test for water permeability as in footnote 4/ except that the orifice of the tester shall be modified to accommodate the smaller specimen size as shown in Attachment 1.

6/ One 14 inch by full width specimen shall be selected from each sample unit. The specimens shall be agitated using the "normal" cycle in an automatic home laundering machine as specified in AATCC 135-1992 except that the machine shall be capable of continuous agitation. The water level shall be maintained at 16 ± 1 gallons, and the water temperature shall be 32 ± 9°C. The load shall be 2 ± 0.2 pounds. The specimen shall be removed from the washer after 100 hours of continuous agitation. The specimen shall be air dried and then tested for water permeability at three sites across the width of the specimen according to footnote 4/.

7/ One 1 yard by full width specimen shall be selected from each sample unit. The specimens shall be professionally dry-cleaned ten (10) times

with a pure distilled solvent rinse. The specimens shall be tested for water permeability at three sites across the width of the specimen according to footnote 4/.

8/ The water pressure shall be applied to the film side of the laminated cloth from below the test specimen. The maximum pressure of 25 psi shall

be attained in 2 minutes ± 20 seconds and shall be applied for 5 minutes. Leakage is defined as the appearance of water any place within the test area.

9/ Place a 6" x 6" piece of blotting paper on a flat surface and cover with a 10" x 10" test specimen with the film side up. Weigh out 2.0 ± 0.1

grams of solid contaminant or pipette 2.0 ml of liquid contaminant. Place the contaminant on the center of the specimen and cover with a 6" x 6" piece of glassine paper. Place a 4-pound weight on the glassine paper directly over the contaminated area. Allow the weight to remain on the specimen for 30 minutes. Remove the weight and glassine paper and allow the specimen to sit undisturbed for an additional 30 minutes. Wipe off any excess contaminant using a fresh piece of blotting paper and test for water permeability as in footnote 8/ except that the water pressure shall be applied for 3 minutes.

10/ One specimen per sample unit shall be tested for water permeability after exposure to synthetic perspiration. The specimen shall be not less

than six inches in diameter. The test cups shall accommodate this size specimen and shall have a depth of at least one inch. The cups shall be sealed to prevent leakage. The solution shall contact the fabric side of the laminate.

Synthetic perspiration shall be prepared by stirring the following ingredients into 500 ml of distilled water:

STAY:Shall be 2-1/2 inches iron taxon impregnated with gold plastic to match cover lining, and shall measure 9-1/4 inches on top and tapering to 7-1/2 inches on the bottom. Stay shall be mounted by sewing to outside of frame so as to measure 4 inches from top of visor to point of stay. Stay shall be so designed in shape as to outline the 8-point styled cover.

BUTTONS:Gilt San Francisco Police Department Prong buttons.VISOR:Shall be black vinyl with a green hatters’ leather under bottom bound with black vinyl and mounted on top of frame so as to attain a 40 degree angle. 2 inches of the visor shall show from end of cloth to end of visor.WIRE:1/4 inches celluloid covered wire and riveted to stay to keep shape of cover stationary.EYELETS:One eyelet shall be placed 1-1/8 inches from bottom of cover to accept proper hat piece; two eyelets shall be placed on either side of side seams for proper ventilation. The eyelets shall be brass and black japanned.SWEATBAND:1-3/4 inch perforated and burred, Grade A select quality Roan. It shall be felled at least 6 stitches to the inch, handsewn with an all nylon thread, black size “C”. A Brown hatters’ bow shall be attached to the overlap of the sweatband in the back of the cap.
