Program ScopeThe scope of the BP Summer & Community Hire Program (“Program”) administered by NMS (NANA Management Services) Employee Leasing is to clean, repair, rebuild, revamp, test, inventory, and account for oil waste, debris, sediment and safety data on relevant equipment, fields, roads, pads and facilities on BP’s Prudhoe Bay and associated oil fields on the North Slope of Alaska. The work is performed by approximately 100 BP Exploration Alaska, Inc. (BPXA) dependants. For the Community Hire portion, a preference is given to students who are shareholders or decedents of shareholders of Alaska Native Corporations.

OverviewThe Program serves a two-fold purpose for BPXA: 1) it allows BP to carry out the Program scope and fulfill environmental stewardship responsibilities, and 2) it allows students to learn new skills in safety, teamwork, management and environmental responsibility while earning extra money for college and gaining an understanding of working on the North Slope of Alaska.

NMS Employee Leasing is the administrator of the Program, meaning that the students who qualify (see Program eligibility) and are selected will become employees of NMS. Students are randomly selected from the pool of qualified applicants (see Selection Process below).

The 2010 Program initiates on May 24, 2010 and will be completed by August 22, 2010. Students will complete three two-week shifts working 11-12 hours per day (approximately 168 hours per shift). The Program is labor intensive and is comparable to an actual slope based labor position. Students will be placed on various crews that are responsible for fulfilling the Program Scope across the Prudhoe Bay and associated fields. The 2009 Program was completed by 13 crews and 26 “Leads” (crew managers) and will be similar in 2010. Leads are experienced Summer and/or Community Hires chosen based on their prior year’s performance including leadership and management abilities, safety awareness and implementation and must also comply with the Program requirements of non-lead Summer and Community Hires. Summer & Community Hires are managed by an NMS on-site supervisor; BP supervisors direct daily tasks as well.

Job Application ProceduresTo be considered for the Summer & Community Hire Program, students are required to complete and return a 2010 Applicant Information and State of Eligibility form by 5:00pm AST, March 5, 2010. NMS Employee Leasing will accept fax and scanned/emailed forms to meet the deadline – however, originals will still need to be mailed to NMS Employee Leasing for record keeping purposes. No exceptions will be made and it is suggested that students get a confirmation to ensure that their application is received by the deadline date.

EligibilitySummer Hire Available to current or prospective 2010 college or technical school students who are eligible

children of BPXA employees. BPXA parents must be full time employees and are currently working

in Alaska. BPXA eligible children are defined as a natural or adopted child (including a child placed for adoption), or a child of the parent’s spouse/domestic partner (if the child lives in the home at least half the year and receives at least 50% of his/her financial support from the BPXA parent).

Community Hire Available to current or prospective 2010 college or technical school students and a preference in

hiring for the program is given to students who are shareholders, or descendents of shareholders of Alaska Native Corporations.

Summer and Community Hires Verification of fall 2010 enrollment in college or technical school is required by

May 24, 2010. Students must have a minimum cumulative 2.5 GPA. Current college students’ college studies

account for cumulative GPA, and current High School Seniors’ GPA is cumulative of all high school grades. Proof of GPA must be submitted by May 24, 2010 and no exceptions will be given. Accepted proof of GPA is an official, current transcript (an unofficial transcript will be accepted in some cases due to end of semester timing).

All applicants must be between the ages of 18 and 23 inclusive by May 24, 2010, the first day of work. No exceptions will be made, as this is a mandated BP requirement.

Selection ProcessEligible candidates’ names will be placed into a lottery drawing at the offices of NMS Employee Leasing located at 3230 C Street, Suite 200, in Anchorage, Alaska (conducted on March 15, 2009). The lottery is performed by placing the applicant’s names in a container, and are drawn in random order and recorded until all the names are drawn. Preference will be given to the applicants who did not participate in the Program during the 2009 year. Students, parents, family and friends, etc. are welcome to attend the drawing. Summer & Community Hire Leads are not subject to the lottery. The number of Community Hire applicants will determine if a lottery will be performed at the discretion of NMS Employee Leasing

Job OffersJob offers will go out to the lottery winners during the March 18 – April 1 timeframe. In the case that a lottery winner cannot be reached within 48 hours of contact or declines the position, the next winner in line will be offered a Summer & Community Hire position - because of this process, applicants must ensure that their application includes the best means of contact. Job offers will not be made to parents of students.

Work ScheduleThe selected students will be placed onto two shifts (Shift A, Shift B) and will be working a rotational schedule (2 weeks on shift, 2 weeks off). The assignment to Shift A or B will primarily depend on the date the Fall semester begins at the student’s school as well as other factors determined by NMS Employee Leasing (such as crew requirements and placement of Leads).

Orientation and TrainingSummer Hires, Leads and Community Hires are required to attend an orientation, North Slope Training Cooperative (NSTC) , PIRATE training, and Thinking Driving training (if applicable) in Anchorage, Alaska. Other trainings may be required and will be conducted during the “training” week prior to beginning work on the Slope. Please be informed that each student is responsible for their own lodging and transportation during the drug testing, badging and four (4) day orientation/training period. If an applicant accepts a position and does not show up to orientation and training, the student will be automatically terminated and a job offer made to an alternate. Summer and Community Hires must attend the training week affiliated with the shift that they are selected to work. Students will be compensated for training time during the orientation/training week.

Drug Testing/Background Check/MVRNMS Employee Leasing enforces a strict drug and alcohol policy. This policy was instituted to achieve and maintain a safe working environment free from the influence of alcohol and illicit drugs. All successful applicants will undergo a drug screen prior to employment.

Background and MVR (Motor Vehicle Reports) checks will be conducted on all successful applicants prior to employment. (Please see Attachment A for driving requirements). All Summer & Community Hires that will be driving as a function of their job duties or as an alternate driver will be subject to passing NMS’ driving requirements for insurance coverage requirements. All Summer & Community Hire Leads are required to meet NMS driving requirements.

If an applicant fails to meet the requirements of any one of the new hire prerequisites throughout the application process, he/she will not be eligible for hire.

CompensationSummer & Community Hires will be paid $12.00 per hour for straight time and over time is paid at $18.00 per hour (time and a half). All hours worked over 8 hours per day and/or 40 hours per week are considered overtime in Alaska.

Housing, Transportation and Personal Protective Equipment (PPE)The Summer & Community Hires at Prudhoe Bay will be housed as determined by the BPXA Camp Management Team Leader. Summer & Community Hires assigned to Endicott will stay in the Endicott Base Operating Center and the Milne Point Summer & Community Hires will stay in the Milne Point Base Operations Camp (subject to change based on Camp availability).

All travel to the North Slope is provided by BP/ConocoPhillips leased aircraft or commercial aircraft and air expenses are covered (between Anchorage and Deadhorse/Prudhoe only). Students will not be compensated for travel time to and from the slope.

Summer & Community Hires will receive arctic gear (PPE) and all equipment needed to perform the Scope of Work upon arriving on the North Slope. If selected, a list of recommended clothing will be provided to Summer & Community Hires prior to training.

DisciplineSummer & Community Hires are expected to adhere to all work and camp rules. Violations of these rules or poor work performance will result in disciplinary action up to and including termination.

Summer & Community Hire Job DescriptionsSummer & Community Hire positions are physically strenuous and could involve lifting, climbing and walking on uneven surfaces. Summer & Community Hires may work as part of a team or independently. The work may be outdoors in inclement weather and/or it may be indoors in confined, hot spaces. It is required to have the ability to acknowledge and react to all emergency alarms and commands with or without reasonable accommodation.
