1. DATE AND VENUE

The 33rd ASEAN Ministers on Energy Meeting (AMEM) and associated meetings will be held from 5 to 9 October 2015 in Kuala Lumpur, Malaysia. (Please see Attachment 1 - Tentative Programme of the Meetings – for details)

The 2015 ASEAN Energy Business Forum (AEBF) and relevant events will be in conjunction with the above meetings. Details administrative arrangement for the Forum is provided separately.

5. COURTESSY ACCOMMODATION

Courtesy (complimentary) accommodations will be borne by the Host Country during the official meetings for Ministers (or his/her representatives) of ASEAN Member States and Dialogue Partners, Secretary-General /Deputy Secretary-General of ASEAN, ASEAN & Dialogue Partner SOE Leaders and Head of Delegation of the ASEAN Secretariat, ACE, HAPUA and ASCOPE.

Other personal expenses shall be on personal account.

6. TRANSPORTATION

Courtesy pick-up/ airport transfer to all delegates will be provided. Regular shuttle services will be provided between the Meeting venue and Designated/ Panel Hotels. Shuttle services are not provided for personal use.

7. COURTESSY TRANSPORTATION

A courtesy vehicle will be provided for the Minister of Energy of ASEAN Member State and Dialogue Partner. Should the Minister is being represented by his/her Deputy, a designated vehicle will be provided for the same. For reasons of security, it is mandatory to use the designated vehicle for movement purposes.

A courtesy vehicle will also be provided for Senior Official on Energy (SOE) Leader of ASEAN Member States and Dialogue Partner; Head of Delegate of the ASEAN Secretariat, HAPUA, ASCOPE, AERN; and Executive Director of the ASEAN Centre for Energy.

Coaches will be provided for certain programmed events.

8. LIAISON OFFICERS AND PERSONAL SECURITY OFFICERS

A Liaison Officer (LO) and a Personal Security Officer (PSO) will be assigned to each of the ASEAN Energy Ministers, the Dialogue Partner Energy Ministers and Secretary General of ASEAN (or his Deputy Secretary General).

A LO will also be assigned to the:

a) the ASEAN Senior Officer on Energy (SOE) Leader;

b) the Dialogue Partners SOE Leader;

c) Head of Delegate of the ASEAN Secretariat;

d) Executive Director of the ASEAN Centre for Energy (ACE); and

e) Head of Delegate of HAPUA & ASCOPE

The LO will be the channel of communication between the Delegation and the 33rd AMEM Secretariat.

In the interest of security, delegations are requested to keep their respective PSOs and LOs informed of the movement of their charges should they decide to have privately arranged programs.

9. SECURITY

The Royal Malaysian Police (RMP) will be responsible for the security of all delegations throughout the duration of the meeting.

The Government of Malaysia will assign a PSO only to the :a) the ASEAN Energy Ministers; b) the Dialogue Partner Energy Ministers; andc) Secretary General of ASEAN.

The Kuala Lumpur International Airport (KLIA) and KLIA 2 will operate normally on the days of arrival and departure for all delegates. The RMP will enforce strict security measures at both airports throughout.

Vehicles used in official motorcades and coaches are subject to strict security inspection before being delivered for use by the Ministers/ Senior Officers and will be kept under permanent guard to avoid any possible interference.

The Meeting venue will be subject to rigorous security checks. Only accredited persons with official meeting passes will have access to the meeting areas.

Temporary Importation of Firearms and Radio Communication Devices:

By the Laws and Regulations of Malaysia, Personal Security Officer(s) of ASEAN/Dialogue Partners Energy Ministers, who wish to bring firearms and radio communication devices into Malaysia, must obtain a permit in advance through the diplomatic channel. No firearms are allowed to be used in public or be brought to the meeting rooms.

10.DISTRIBUTION OF DOCUMENTS

Each delegation will be provided 2 documents kits for each meeting. The rest of the delegates are requested to print their own copies.

11.AIRPORT FACILITATION

The arrival of the Energy Ministers and delegations at KLIA will be protocol assisted.

Staff of Diplomatic Missions who require access to the VIP facilities so as to receive their Ministers should submit their request to the AMEM-33 Secretariat in advance.

Assistance on customs, immigration and baggage clearance (tagged luggage) will be provided by the AMEM-33 Secretariat permanently based at both KLIA and KLIA2.

The Ministers and delegates will proceed to the Designated Hotels in the vehicles provided.

All baggage’s are subject to security screening and will be marked accordingly.

12.MEDICAL FACILITIES

All Delegates will have access to medical services which is made available in the vicinity of the grand Hyatt Hotel.

The Government of Malaysia will only provide primary and outpatients treatment at the clinics. Severe cases will be referred to the nearest Government health care facilities..

Medical facilities do not include medical check-ups and dental treatment. Delegates wishing to undergo a medical check-up or to obtain dental treatment should make their own arrangements with the many available private hospitals and dental clinics at their own expense.

Medical teams will be made available 24/7 during the whole duration of the meeting as well as during all outdoor excursions.

13.HEALTH ENTRY REQUIREMENTS

Yellow Fever vaccination is mandatory for Delegates who have visited the designated Yellow Fever infected countries within a month prior to the date of their arrival to Malaysia.

14.CURRENCY

Malaysian Currency known as Ringgit Malaysia with the symbol MYR for International while symbol RM for local use. Bank notes comes with domination of RM1,5,10,20,50 and 100. Coin domination 5 cents, 10 cents, 20 cents and 50 cents. Other conversion rates may be obtained from the Malaysian Central Bank website (http://www.bnm.gov.my).

15.VISA AND ENTRY REQUIREMENTS

Every person entering Malaysia must possess a valid Passport or internationally recognized Travel Document valid. The document shall be valid, for more than six (6) months from the date of entry into Malaysia.

Visa is not required for a stay of less than one (1) month for ASEAN nationals except Myanmar. Visas are required for duration of stay exceeds (1) month except for Brunei and Singapore nationals.

16.WEATHER & CLIMATE

Malaysia weather benefits from a tropical climate with high temperatures and high humidity throught out the year. Daytime temperature rise above 30°C (86°F) year-round and night-time temperatures rarely drop below 20°C (68°F).

18.INTERESTING PLACES IN KUALA LUMPUR

a) Petronas Twin Towers

It’s soaring to a height of 451.9 metres, the 88 storey twin structure in Kuala Lumpur’s crown jewel. Majestic by day and dazzling by night, the PETRONAS Twin Towers was inspired by Tun Dr Mahathir Mohamad’s vision for Malaysia to be a global player. Other attractions in KLCC are Suria Shopping Complex, Petronas Philharmonic Hall, Petronas Art Gallery, Aquaria Ocenarium, KLCC Park and Petrosains Discovery Centre.

b) Kuala Lumpur Old Railway Station

British built several beautiful building in Kuala Lumpur during they rule Malaysia. One of the beautiful building still standing until today after 100 years is Kuala Lumpur Railway Old Station. Fully complete in 1910 with the cost about RM23000, the designer A.B Hubback took an effort to combine a few type of architecture designed such Neo Moorish and Mughal as the main element in the building.

c) Malaysia National Museum

Malaysia National Museum was built on the former site of Selangor Museum had collapsed due to bombardment by alliances air forces during the second world war. Shortly after Malaysia gained independence from the British government had appointed an architect named Mr. Ho Kok Hoe to design a museum that has a design like an old Malay palace. The new Museum was officially opened in 31 August 1963 after 4 years construction.

The Malaysia National Museum, consisting of the a large central entrance hall flanked by two exhibition wings, is given the appearance of being raised above the ground on piles. The gable of the entry hall features the Tebar Layar a two part, sloping ventilation space. Below this, the window and decorative panels are based on traditional open work wood carving. The murals illustrating Malaysian historical events and culture in the style of batik painting complete the decoration of the 362 foot long main façade.

d) Our King Exhibition at Old National Palace

One of the newest attractions in Kuala Lumpur is Our King Exhibition held in old National Palace. The exhibition, which is operated by the Department of Museums Malaysia was originally only for the period from 15 April to 15 June 2012 has been extended into a permanent exhibition. This exhibition shows the uniqueness of the Monarchy System practiced in Malaysia where

the Sultan was elected become a King also known as Yang Dipertuan Agong by rotation system. Here, also the visitors get to see the profile of all 12 Sultan who had become the King, but the emphasis given to the current Yang Dipertuan Agong Almu’tasimu Billahi Muhibbuddin Tuanku Alhaj Abdul Halim Mu’adzam Shah Ibni Almarhum Sultan Badlishah from state of Kedah.

e) Central Market Kuala Lumpur

Central Market Kuala Lumpur is located just a few meters from the Klang River in the heart of Kuala Lumpur city centre. At the beginning of its initiation in 1888, Central Market functions as a wet market, to supply of daily goods for tin miners around Kuala Lumpur and Ampang. It location close to river facilitate delivery of essential goods from Klang, Klang is the former capital city for Selangor.

In 1930s, Central Market through a process of renovation, the permanent building as what we see today was build. Due the rapid development of Kuala Lumpur, 1970s Central Market survive from been demolished due intervention by Malaysian Heritage Society to preserved Central Market as Heritage Site. In 1985, Central Market Kuala Lumpur has transformed to have a new look and extension building was built at the back of Centrel Market in 1986.

Using a Hawkers concept, today Central Market Kuala Lumpur playing a role to introduce local industry such arts and craft to local and foreign tourist.

f) Bukit BintangFeatured as the world’s fourth best shopping city, Kuala Lumpur is indeed a shopper’s paradise. This place will leave one spoilt for choice with its abundant fashion, food and entertainment options. There is a huge selection of local and international brands available across nine signature malls within the area.
