Progress Report on APEC Projects

Status/Progress and Problems

Current status of project: With continuous support of participating member economies, we, the APEC Future Education Consortium have tried to implement the project favorably. In accordance with the suggestions of the Steering Committee, we are operating the Consortium and relevant activities with the existing international cooperative projects like the APEC Learning Community for Shared Prosperity (ALCom) and APEC e-Learning Training Program continuously.On schedule (Yes) Within budget (Yes) ObjectivesAPEC Future Education Consortium aims to take up the challenges of IT-based future society based on the know-how and experiences on narrowing digital divide and set up the ideal model of future education through implementation of‘e-Learning’ as a way of human capacity building. For these objectives, we are implementing the projects, the APEC ICT Model School Network, the APEC Future Education Forum, and the APEC Future Education Report which was originally proposed as the name of the APEC Future Education White Paper and now expected to be published as the special issue of Asia-Pacific Cybereducation Journal (APCJ).

Based on autonomous and positive support of participating member economies, we try to carry out theoretical ideas at the APEC Future Education Forum and apply them to the field of international cooperation in education like the APEC ICT Model School Network for crystallizing the vision of future education in the APEC region. The outcomes of these activities are disseminated with member economies as issuing the APEC Future Education Report.Linkages, Methodology, Budget 1. Linkages The beneficiary institutions of the project and their activities are as follow: Ministries/Departments of Education are able to share information and opinions on educational

policies and exemplary cases of the use of ICT in schools to adopt for their own ICT Policies.- Educational Institutions and research centers are able to exchange knowledge and

information to search for ideal model of future education through Research Committee activities. Henceforth, it can be expected to produce outcomes through the APEC Future Education Forum and the APEC Future Education Report.

- Students and teachers are able to have a chance to advance extensive international cooperation in education through the APEC ICT Model School Network

- In each member economy, the Business Sector joins in relevant projects and supports their operation (e.g. ALCoB-EC: APEC Learning Community Builders-Entrepreneur Committee).

The accomplishment of the Consortium derives the participation of local community like parents of participating students and volunteers and contributes to enhancing the understanding on international cooperation in education and expanding relevant activities.

2. Methodology According to the agreement at the Steering Committee Meeting, we, the APEC Future Education

Consortium promotes relevant activities for strengthening international cooperation as “Total supporting system for Human Capacity Building” reflecting the APEC vision, “Shared Prosperity through Human Capacity Building.”

At present, the Consortium concentrates on fostering autonomous participation and expanding

the participants in local community like parents and people who are interested in international cooperation.

3. Budget We have implemented the projects under the budgeting plan and tried to organize the whole

project economically and effectively. In 2006, Korean Ministry of Education and Human Resources Development provided financial support for the projects of the APEC Future

Gender ConsiderationsAPEC Future Education Consortium does not set up any restraint from the issues of gender. In particular, the Research Committee, which is an academic pillar of the consortium, is consisting more 40% of female scholars and experts. In addition, female teachers and learners of the APEC ICT Model School Network play an active part in international cooperative activities.

Progress since last report :Inheriting the accomplishments of the Consortium for APEC Cyber Education Cooperation (ACEC) Task I & II, we, the APEC Future Education Consortium successfully launched the APEC ICT Model School Network and the Research Committee and convened the 1st APEC Future Education Forum with the Support of APEC member economies in 2005.

Based on these achievements, we have continued to implement proposed activities: operating the APEC ICT Model School Network, convening the 2nd APEC Future Education Forum, and publishing the APEC Future Education Report which was originally proposed as the APEC Future Education White Paper under ultimate goal of realizing ideal future education in the APEC region. With autonomous and devoted support of participating member economies, we could carry out meaningful outcomes for APEC member economies. In particular, our tri-partite structure consisting of government, academy/institute, and private/business sectors is essential part for implementing this project.

APEC ICT Model School NetworkAPEC ICT Model School Network is the school-based project for international cooperation in education and aims to search and realize ideal future school model in the APEC region and foster understanding on various education, culture, and history of member economies. As strengthening sisterhood among schools, participating member economies and school members expect to go through this project continuously.

As of April 2007, this Network is consisting of 97 schools from 11 member economies and there are 1,207 teachers and 36,157 students (see, Appendix 1 & 2). Most of all, this project enables local community to join in international cooperative activities, so students’ parents and local citizens are able to start to understand international collaboration in attending volunteer work for the Network like supporting relevant school events.

Following the guidelines deliberated at the Steering Committee Meeting, schools has proceeded partnership among them and implemented cooperative activities: Online Joint Class, Cooperative Project, English Homepage, Online Contest, and Exchange (including school visit) based on accumulated experience (see, Appendix 3). As to the progress activities, representatives from schools delivered the accomplishments at the 2nd APEC Future Education Forum (Busan, Korea).

By accumulating knowledge and experience, it is significant that relevant activities under the name of this Network have helped schools, teachers, students, and local communities to understand international relations and participate in international collaboration autonomously. So, participating schools proposed their own cooperative activities and tried to study school subjects in the view of international cooperation.

Taking examples, some schools convened sports day for understanding APEC and others opened diversified classes for students to understand APEC and member economies. In addition, as mentioned above, local residents can not only benefit from international affairs but also give positive effect to operate the project.

In 2007, we expect to operate this Network as a way of ‘ALCoB School’ for strengthening existing school network and inviting many member economies’ ICT model schools through autonomous participation and activities.

APEC Future Education ForumAPEC Future Education Forum supported by the Research Committee is a place for carrying out the vision of ideal future education and deliberating theoretical and practical ways to materialize ideal school model through the APEC ICT Model School Network.

Inheriting the achievements of the 1st Forum, the 2nd APEC Future Education Forum was convened in Busan, Korea on November 23 with the presence of around 230 participants including an invited speaker from OECD-CERI (Organization for Economic Cooperation and Development-Centre for Educational Research and Innovation). Under the theme of ‘Harmonizing technology and human values for APEC future education,’ the 2nd Forum was planned for checking the progress activities implemented by the APEC Future Education Consortium.

At the Forum, Research Committee members and teachers of the APEC ICT Model School Network presented research outcomes and progress reports on the APEC ICT Model School Network (see, Appendix 4). In addition, the invited speaker from OECD-CERI delivered the presentation on international trend of future education and suggested relevant activities between APEC-IACE and OECD-CERI I

Particularly, all of participants deliberated ideas and opinions to go through international cooperative activities at the session of General Discussion. Through exchanging various views, the discussants and the audiences agreed to emphasize experience learning and mutual understanding through educational and cultural exchanges and strengthen international cooperation in education for harmonizing technology and human values. The participants also mentioned the importance of school based international cooperation like the APEC ICT Model School Network and continuous and systematical support of government.

Deliberations at the 2nd APEC Future Education Forum- Experience Learning (e.g. Edutainment Park)- Mutual understanding through educational and cultural exchanges- International Cooperation in Education for harmonizing technology and

human values- School based international cooperation - Continuous and systematical support of government

APEC Future Education ReportAPEC Future Education Report is a kind of blue print for philosophy, vision, and practical strategies for APEC future education through gathering various view points and strategies on future education and sharing the outcomes with member economies.

Originally, we proposed one of sub-projects implemented by the Consortium as the APEC Future Education White Paper. After then, the Steering Committee members agreed to change the title of the white paper into the APEC Future Education Report at the 4th Steering Committee Meeting in the end of 2005.

12 Research Committee members from 8 member economies contributed the research outcomes on the projects of the Consortium. Those outcomes are classified into subjects like educational policy, school management & leadership, teacher training for ICT with recent technology (human capacity building & technology), international cooperation, and future school model (see, Appendix 5). At the 5th Steering Committee Meeting of the Consortium, the committee members agreed to issue the Report as the special edition of the Asia-Pacific Cybereducation Journal (APCJ).

Future StepsFor the future steps, representatives from member economies’ Ministries Education convened the 5th Steering Committee in Busan, Korea on November 24 and deliberated the proceedings and long-term plan. As the results, the SC members set up new slogan for future activities as the “APEC Gateway for Edutainment Park” which is expected to enrich and progress future activities of the Consortium. Some of member economies like Thailand and Indonesia mentioned to be interested in the establishment of Edutainment Park.

Regarding the projects of the Consortium, the Steering Committee suggested to carry out a plan to equip the APEC ICT Model School Network with effective and inexpensive ICT stuffs. As a long-range plan, the members deliberated the launching of an educational satellite for the APEC member economies with the support of business sector. In addition, the Steering Committee

Page 6 of 12members suggested considering cooperative activities with relevant international organizations and institutes like OECD-CERI.

In 2007, we are to expand the participation of member economies’ ICT model schools and convene the 3rd APEC Future Education Forum on September tentatively. It is also expected to prepare the publishing of the APCJ Special Issue Vol.2 (APEC Future Education Report) after the 3rd Forum.
