Timeline: Application Submission, Review and Approval Process
•District completes the Needs Assessment during the course of the school year identifying priority needs funded by Title IIA.
School Year:Needs Assessment
•September 1: Deadline to submit for September 1 start date
•October 31: Deadline to submit application
July – October 31: Application

•For applications received after September 1: start date will be determined based on when the application is approvable

Equitable Participation: Private Schools
Districts need to contact the private schools within its boundaries at least twice: Needs to be documented (letter, email, etc.) At least one attempt should be made via certified mail Include a response date for the private school
Districts must consult with private schools within district boundaries: Schedule a meeting to discuss the use of Title IIA funds The private school’s PD needs should be discussed – private schools can
only use TIIA funds for PD Provide the private school with an estimate of their allocation Districts may invite private schools to district PD (but may not limit
equitable participation to this) Reminder: District remains in control of the funds

Needs Assessment The District Needs Assessment (NA):
The NA should be done prior to the start of the current fiscal year, based on district data, including educator evaluation data
Federal regulations state that teachers, paraprofessionals, principals, other relevant school personnel, and parents need to collaborate during the NA
All activities, including dates, which are part of the NA, must be documented
The NA concludes by identifying district-wide priority needs Prior to determining Title IIA funding for the priority needs,
confirm if activities are allowable (consult the TIIA Quick Reference Guide)

Budget Page Must align to NA – Exceptions: program administration and
private school allocation. Make sure there are no red cells. Make sure amount budgeted matches the district’s total
allocation. Make sure to include the private school allocation unless
they have declined to participate. Use only “drop down” choices where available. All stipends need to be entered in Line Item 4. If you require
more than 4 line items for stipends, please combine and/or include in other appropriate category.
Provide a sufficient line item explanation for each item.

Schedule A
Districts with the same consultant needs, like differentiated instruction, can combine allocations and have one consultant for multiple districts Only 1 budget workbook needs to be submitted There is one TIIA contact for multiple districts

Amendments An amendment is needed when a line item in the
budget (Administrator Salaries, Instructional Professional Staff, etc.) changes by more than 10%
Submission Deadlines: 30 days prior to the proposed change 30 days before the project end date
LEAs submit to the Title I and IIA Grants drop box in the security portal

Year 2 FY15 IIA grant – official grant start date through Sept 30, 2016 Districts must budget all money for first year, but can plan to
use some during the summer or the following school year Districts will receive a form from Grants Management in May
to complete and return if TIIA funds will be used beyond June 30. To be able to draw down funds throughout the summer, this form needs to be returned on time. If the form is not returned, districts will not be able to draw down funds until September
