If any person suffers loss or damage which is proved to have been caused by any negligent act or omission of Det Norske Veritas, then Det Norske Veritas shall pay compensation to such personfor his proved direct loss or damage. DET NORSKE VERITAS (DNV) is an autonomous and independent foundation with the objectives of safeguarding life, prop-erty and the environment, at sea and onshore. DNV undertakes classification, certification, and other verification and consultancyservices relating to quality of ships, offshore units and installations, and onshore industries worldwide, and carries out researchin relation to these functions.

DNV Offshore Codes consist of a three level hierarchy of documents:

— Offshore Service Specifications. Provide principles and procedures of DNV classification, certification, verification and con-sultancy services.

SECTION 1INTRODUCTION

A. Introduction

A 100 General101 DNV Offshore Classification aims to assure safety andreliability of offshore units and installations with regard to de-sign, construction and operation. Wherever possible DNV of-fers additional, integrated services to assist clients towardfulfilling coastal state legislation, giving credit for classifica-tion activities.

102 This publication, DNV-OSS-201, presents standardisedDNV verification services building on class, which may beused to document partial compliance with verification obliga-tions related to operation on the Norwegian Continental Shelf(NCS).

A 200 Organisation of DNV-OSS-201201 DNV-OSS-201 is divided into three main chapters:

— Chapter 1: General information about classification serv-ices related to operation on the Norwegian ContinentalShelf (NCS).

— Chapter 2: Design and construction requirements for thenewbuilding phase

— Chapter 3: Requirements for maintenance of NCS relatedclass notations in the operational phase.

A 300 Objects covered301 DNV-OSS-201 covers NCS related class services foroffshore objects of the following types:

— drilling units— production units— storage units— well intervention units— accommodation units.

and the following types of installed industrial facilities:

— drilling plants— production plants.

B. Definitions

B 100 Verbal forms101 Shall: Indicates requirements strictly to be followed inorder to conform to this service specification.

102 Should: Indicates that among several possibilities one isrecommended as particularly suitable, without mentioning orexcluding others, or that a certain course of action is preferredbut not necessarily required. Other possibilities may be appliedsubject to agreement.

103 May: Verbal form used to indicate a course of actionpermissible within the limits of the service specification.

B 200 Definitions201 Acknowledgement of Compliance (AoC): An acknowl-edgement from NPD to the effect that a mobile drilling unit’stechnical condition and the applicant’s organisation and man-agement system are assessed to the best of the directorate’sjudgement to be in conformity with relevant requirements ofNorwegian shelf rules. (Ref. guidelines to §21 in NPD “Frame-work regulations”)

202 Approval or approved: Denotes acceptance by DNV of

documentation showing design solutions, arrangements and/orequipment to comply with the rules/standards.

203 Assigning class: Originally signified designation of oneof several classes to a ship based on its condition, ranging fromgood to bad. Today only the highest class is assigned, compris-ing the main class, 1A1, and an obligatory additional class no-tation, e.g. Drilling Unit, where applicable.

Voluntary additional class notations may also be assigned cov-ering special service, equipment or systems, e.g. DRILL de-noting a classed drilling plant.

204 CE-mark: CE denotes “Communautée Européenne”,and confirms that equipment complies relevant European Un-ion Directives.

205 CIBS: Classification Information Breakdown Structure;a coding system for documentation.

206 Classification: Comprises those services rendered byDNV in accordance with the rules. Classification of offshoreunits is conducted in accordance with the requirements of therules and any standards referred to by the rules.

207 Classification certificate: Issued upon assignment or re-newal of class. Its validity is five years subject to successfulcompletion of annual and intermediate surveys.

208 Client: The party having requested classification or hav-ing assumed ownership of a classed offshore unit or installa-tion. In cases where owners have authorised another party tooperate the unit or installation on their behalf, such party is re-garded as the client.

209 Contract: The specific agreement between DNV and theclient. It defines the extent of services requested by the client,and is concerned with:

— the classification of offshore units or installations, bothnewbuildings and in operation

— statutory work carried out on behalf of national maritimeauthorities

— equipment and materials.

210 Det Norske Veritas (DNV): An autonomous and inde-pendent foundation with the object of safeguarding life, prop-erty and the environment. DNV undertakes classification andcertification and ensures the quality of ships, offshore unitsand installations, facilities and systems, and carries out re-search in connection with these functions.

DNV operates a world wide network of survey stations and isauthorised by more than 120 national administrations to carryout surveys and, in most cases, issue certificates on their be-half.

211 Guidance note: Advice which is not mandatory for as-signment of class, but with which DNV, in light of general ex-perience, advises compliance. The client may decide whetherto apply the note or not.

212 Mobile offshore unit (MOU): A buoyant constructionengaged in offshore operations including drilling, production,storage or support functions, not intended for service at oneparticular offshore site and which can be relocated without ma-jor dismantling or modification.

213 Notified Body: Independent organisations appointed byEEA national authorities to undertake conformity assessmentbefore a product is CE-marked according to a EU directive.DNV is notified body for many EU directives.

214 Offshore installation: A collective term to cover anyconstruction, buoyant or non-buoyant, designed and built for

installation at a particular offshore location.

215 Owner: In the context of this Service Specification, theOwner is defined as the party responsible for the offshore unitor installation including its operation and safety.

216 Recognised classification society: A classification soci-ety which is a full or associate member of IACS.

217 Statutory certificates: IMO convention certificates is-sued on behalf of, or by, national authorities.

218 Supplier or manufacturer: Supplies materials, compo-nents, equipment and systems to newbuildings to be classed, orto classed units in operation, whose production is subject to de-sign approval, surveys and testing in accordance with the rules.

SECTION 2VERIFICATION PRINCIPLES AND CLASS NOTATIONS

A. Verification Principles

A 100 General

101 According to the Norwegian Petroleum Act, the owneris fully responsible for verification activities ensuring that theunit/installation and related operations are in compliance withthe applicable regulatory requirements.

102 The owner may utilise internal as well as external veri-fication activities to demonstrate partial or full compliancewith his verification obligations. Documentation may include:

— Maritime certificates issued by flag state administrationsand associated rules and regulations to which the certifi-cates are issued.

— Classification certificates — Work performed by consultants/technical specialists for

the owner/operator resulting typically in verification re-ports or Statements of Compliance (SoCs).

A 200 Regulatory basis

201 The regulatory body on the NCS is the Norwegian Petro-leum Directorate (NPD). Requirements for petroleum activi-ties on the NCS are stipulated by NPD together with TheNorwegian Pollution Control Authority (SFT) and The Norwe-gian Board of Health (NBH). The services described in thisdocument are interpreted from or contain reference to theNPD/SFT/NBH joint regulations given in Table A1.

A 300 Regulatory considerations for floating units301 NPD regulations make a distinction between mobileoffshore units (MOUs) following a maritime operational con-cept and other offshore installations with respect to the verifi-cation basis which may be applied (refer §3 of NPDFramework Regulations).

302 MOUs are in this context understood as classed installa-tions which are registered by a national flag administration andare not permanently placed on the NCS.

Typical examples of such units are:

— drilling units— well intervention units— multi-purpose units— production and/or storage units following a maritime op-

erational concept and not permanently placed on the NCS.

303 Offshore installations are typically:

— installations directly supported by the seabed— production and/or storage units permanently placed for the

lifetime of a field— non flagged/classed offshore units.

Guidance note:In some cases it may be a matter of judgement if the object canbe categorised as a “maritime practice” offshore unit accordingto NPD regulations. It is recommended that the NPD is contactedat an early stage in such projects for principal clarifications.

A 400 Acknowledgement of Compliance (AoC) 401 NPD operate an approval scheme for MOUs named “Ac-knowledgement of Compliance” (AoC). The AoC is an ac-knowledgement from NPD to the effect that a mobile offshoreunit’s technical condition and the applicant’s organisation andmanagement system are assessed to the best of the NPD’sjudgement to be in conformity with relevant requirements ofNorwegian shelf rules.

402 The AoC scheme is mandatory, but currently only ap-plies for drilling units. From 2005 the scheme is planned to ap-ply also to:

— accommodation units— multi purpose units— production and storage units with flag and class.

403 DNV services described in this document may be usedby owners to document partial compliance with NPD require-ments for an AoC application.

404 Details on the AoC scheme are given in “Handbook forApplication for Acknowledgement of Compliance (AoC)”, is-sued by OLF/NR.

A 500 Verification basis501 Offshore installations shall always comply with the lat-est edition of the NPD Regulations and the associated guide-lines and reference standards.

502 MOUs may alternatively be accepted for operation onthe NCS based on compliance with relevant maritime regula-tions and class rules as an alternative to direct compliance withthe NPD Facility Regulations. This applies only to so-calledmaritime aspects. The units must be registered in a nationalship register, and follow a maritime operational concept with5-yearly renewal surveys.

503 The maritime regulations and corresponding class rulesthat may be applied are to have a safety level minimum corre-sponding to the latest edition of the NMD Regulations for Mo-bile Offshore Units (NMD Redbook) and supplementary DNVoffshore class rules.

504 Petroleum related aspects (e.g. drilling and productionplants) shall comply directly with the provisions of the NPDFacilities Regulations.

505 The approach described in 401 to 404 has been used asbasis for the services described in this document.

For units built toearlier editions of DNV class Rules or to class rules from an-other IACS society, an additional verification of compliancewith the DNV class Rules in force at the time when the N-no-tation is sought, shall be carried out in addition to the verifica-tion activities described in this chapter (ref. SECTION 6DRILL (N)

A. Introduction

A 100 Application101 The verification methodology described in this sectionmay be applied to drilling plants on mobile offshore units be-ing classed with DNV with minimum class notations DrillingUnit (N) and DRILL.

A 200 Class notations201 Units equipped with drilling plants which have been de-signed, constructed and installed in accordance with the re-quirements of this section under the supervision of DNV willbe entitled to the class notation DRILL (N) . 202 DNV may accept decisions by national authorities as ba-sis for assigning class.

B. Verification Scope

B 100 General101 Drilling systems and equipment for use on the Norwe-gian Continental Shelf shall comply with the provisions givenin the NPD regulations and referred standards in the corre-sponding NPD guidelines.

102 DNV-OS-E101(the technical basis for class notationDRILL) is listed in NPD regulations as an acceptable refer-ence standard for drilling plants on mobile facilities registeredin a national ship register.

B 200 Supplementary verification for DRILL (N) 201 In addition to complying with DNV-OS-E101 the fol-lowing regulations shall be complied with for DRILL (N) no-tation:

— NPD Facilities Regulations (2001-09-03) with Guidelines,Chapter IV-I.

B 300 Limitations301 The following aspects subject to NPD requirements arenot included in the DRILL (N)-notation:

— implementation of European Economic Area (EEA) lawitems (i.e. European Union (EU) directives). DNV willverify that required approvals and markings are in place,but not carry out such services under the class scope ofwork

— regularity and reliability issues— development of risk analyses— worker protection and working environment issues (in-

cluding noise, vibration, radiation, ergonomic aspects)— protection against pollution.

Guidance note:NCS regulatory items not included in the N-notations as listed in301 may be covered through separate verification services byDNV. A Statement of Compliance will be issued following com-pletion of such services.

DNV is Notified Body for all relevant EU-directives, and mayoffer CE-marking services on a world-wide basis.

SECTION 1GENERAL PROVISIONS FOR PERIODICAL SURVEYS

A. General

A 100 Principles and procedures

101 Periodical surveys for N-notations shall follow system-atics applied for offshore class surveys in general. For detailson principles, procedures, survey intervals etc. refer:

— DNV-OSS-101 Ch.3 for drilling units, well interventionunits, accommodation units and drilling plants

— DNV-OSS-102 Ch.3 for production units, storage unitsand production plants.

B. Class Renewal for N-notation

B 100 General

101 At certificate renewals (5-yearly intervals) a gap-analy-sis between original and latest edition of the applicable techni-cal references shall be carried out for all N-notations. Anydeviations identified shall be implemented in order for the N-notation to be renewed (ref. Ch.1 Sec.2 A501).

102 The gap analysis described in 101 shall form the basisfor the periodic survey related to the N-notation.
