To, The DGM A/T Lucknow Subject : Complaint regarding irregularities in OFC laying A/T work. Regarding your email about the above stated subject, the para wise comments are given below:- 1. In this respect you are requested to confirm whether all departmental norms are being followed before clearing depth & cable. YES 2. Please also confirm whether depth A/T is being cleared after taking proper relaxation from competent authority. YES 3. Please confirm what norms are being followed in your area for OFC depth A/T, depth relaxation etc.? Standard norms are 150 cms above the PLB pipe. If the depth is less than 150 cms then relaxation is asked from competent authority. The relaxation is to be asked from CGM for below 50 cms, 50-90 cms relaxation from GM,90-120 from DGM and above 120 cms relaxation from DET. 4. Also please confirm what procedure is being followed in your area for depth AT clearance, right from the offering, allocation of work, conduction of A/T, till its final clearance and issue of certificate. When A/T is offered by site incharge to DET A/T, he will allot the work to SDE/JTO A/T. SDE/JTO A/T goes to the route & gives points for digging for measurement of depth. Normally 2 pits/Km is given for digging. A/T officer completes the depth measurement and checks the depth A/T results. If depth A/T is found less than the standard norms, he asks for relaxation from competent authority. If all the results are found satisfactory, then the date is fixed for fibre A/T.

All the fibers are tested for splice loss, overall loss & average loss per km. If it is within the prescribed limit, the A/T results are submitted to DET A/T.
