Item 1.0 Confirmation of Minutes of Annual General Meeting for Session 2017/2018

1.1 The minutes of the Annual General Meeting held on 8 May 2018 for Session 2017/2018, was confirmed through a motion proposed by Ir Cedric CHAN and seconded by Ir Philip KWOK.

2.0 Chairman’s Annual Report

2.1 The Chairman, Ir Ben Leung, delivered the Annual Report on activities of the Division for Session 2018/2019. The report was adopted through a motion proposed by Ir Danny Ho and seconded by Ir Tony ZA.

3.0 Financial Report

3.1 The Deputy Hon Treasurer, Ir Ken FOK presented the Financial Report for Session 2018/2019 during the meeting. The report was adopted through a motion proposed by Ir David KWOK and seconded by Ir Anthony KWONG.

4.0 Election of Chairman and Committee Members

4.1 The Honorary Secretary, Ir Alex LAI advised that there were one (1) nomination for Chairman, and eight (8) nominations for Ordinary Members for 8 available seats (all being nominated by the Division Committee for Session 2018/2019).

4.2 The Honorary Secretary, Ir Alex LAI confirmed that as there were equal number of nominations and vacancies for the posts of Chairman and Ordinary Members and with no objection from the Division members at the meeting, the following elections were endorsed:-

a. Ir Alcohol MOK Kwok Ho was elected Chairman for Session 2019/2020 through a motion proposed by Ir Cedric CHAN and seconded by Ir Danny HO.

b. Ir CHAN Chi Ho, Ir Anthony CHIU Yan Mong, Ir Prof Adam CHOY Siu Chung, Ir Sammy LAI Kwok Hung, Ir Anthony KWONG Hui Lok, Ir Matthew YUET Man Fung, Ir Dr PAN Wei and Ir Lam Wai Kin were elected Ordinary Members for a term of 3 years through a motion proposed by Ir Prof WONG and seconded by Ir Prof Michael YAM.

5.0 AOB

5.1 Ir Siu Tack CHAN presented the report of the Building Discipline Advisory Panel to members.

5.2 Ir Alex LAI proposed a vote of thanks for the outgoing Committee Members for their contributions in the past year. The motion was seconded by Ir Sidney TONG

5.3 Ir Alex LAI proposed a vote of thanks to the Chairman Ir Ben Leung for his contributions in the past year. The motion was seconded by Ir Philip LAI.

5.4 There being no other business, the meeting was adjourned at 6:30pm.

Session 2019 / 2020 – Chairman’s Report As Chairman, I would like to take this opportunity to present the year-end report for Building Division. I have to stress that the Building Division of HKIE had just gone through a topsy-turvy year that neither my predecessors nor I have encountered and experienced before. In the past 10 months of my serving tenure, Hong Kong was beleaguered with many unfortunate incidents. This included the much strained US-China trade war, social unrest events inflicted by the controversial extradition bill as well as the novel coronavirus diseases, which had badly affected the world and already claimed thousands of lives in the globe so far. Despite the predicament we faced above, the committee members of the Building Division still shared the same objective and managed to work closely together to plan and organize a number of activities / events for the members of HKIE and its associates during the past months. We never failed to recall that our mission is to try to enrich members’ professional knowledge in the building field.

My record showed that on 19 October 2019, a technical visit was made to the Safety Experience Training Centre (SETC) in HKCI’s Kwai Chung Campus. Members who visited the premises were given to understand the importance of working safely on building sites. They were made aware of hidden and potential dangers in using various types of equipment and machines on construction site. Any misapplication of them or improper working attitude could lead to life and limb tragedies.

For members who missed out the abovementioned site visit held on 19 October 2019, another technical visit was promptly organized to TKO Data Center on 26 October 2019 for participation. During the visit, members were enlightened not only with the ideas of why it is so important to build data center in Hong Kong, they were also augmented with the requirements and prerequisites for designing of data center building. After the visit, members unanimously agreed that construction of data center had turned out to be indispensable in any modern cities.

Technical visit to the Design and Build project of the TKO Data Center

Modular Integrated Construction (MIC) had recently become a new trend and popular construction in Hong Kong in view of merits of its speedy and environmentally friendly assembly. In this connection, Building Division was always urged to organize an activity relating to such construction for members to ruminate. As a result of members’ compelling need and request, a technical visit to Hoi Lung Prefabrication Factory located in Zhuhai, PRC (DfMA-Design for Manufacturing and Assembly) was swiftly organized on 23 November 2019 for members to participate. The new precast construction factory was recently relocated from Shenzhen as more space is required for fabrication of the designated DfMA works. During the visit, members were given the opportunity to visualize the modern production line for the precast units. The assembly process was also carefully explained by the factory in charge on the day.

I was glad to learn participants found the trip fruitful. It was also an exciting experience for some members who had never used the Hong Kong-Zhuhai-Macau Bridge for communing between Mainland China and Hong Kong before.

While the above mentioned visits were organized successfully, we could not afford to forget two important functions of Building Division, the Annual Seminar and Annual Dinner, were also required to be prepared. These two major events need to be planned and organized well in advance in light of the venues, honorable guests, speakers, sponsors and performers for the functions have to be engaged / invited at the earliest possible time. In view of this, all appointed organizing committee (OC) members were urged on board for chores of the two major functions in September 2019.

To this end, our Annual Seminar was planned to be held in the Hong Kong Convention and Exhibition Center on 12 March 2020, while the Annual Dinner was scheduled to be held on 8 May 2020 at the Golden Mile Holiday Inn after all preliminary significant matters and decision had been resolved. Apart from two major events mentioned above, the Annual Delegation Visit led by Division Chairman as a ritual is equally important. The get-away visit is not only an opportunity for members to get to know each other better, but also an occasion for members to understand the building practice at overseas and get acquainted with similar professionals at foreign country effectively. Our 4-day delegation Visit to Korea was planned to be held on 18 April 2020. It is undeniably that tones of effort were expended by OC members in preparing the above major or the like events. However, when this deadly coronavirus disease still showed no sign of abating at the time of my report writing, I have to resign the fact that our exertion for all above yearly events is literally down to the gurgler, as they need to be either cancelled or postponed until further notice. It may be true that every cloud has a silver lining. Under the current disaster-prone situation of Hong Kong, I nonetheless observed a tinge of positive effect arising in the Building Division. It is the spirit of camaraderie still gleams and a bond still forged strongly among committee members under such heart-wrenching misfortune. The above was so clearly displayed when committee members were particularly asked to devote their precious time during weekends for marking the submissions for the Quality Building Award (QBA) as well as carrying out site visits to buildings that had entered in the competition. I appreciate so much for their selfless dedication to the Division.

Finally, I must send my thanks to my predecessors for their sage advice during the year, to our associates and partners for their supports, and to my cabinet’s committee members and advisers for their hard work and dedication. Last but not least, let’s join hand in hand in wishing Hong Kong will return to its former glory and prosperity in no time.
