./ Bylaws Amendments Another insert accompanying this Newsletter details a series of Bylaw Amendments for the Division of Organic Chemistry. The main reason for the change in bylaws is to move the election of officers from the Spring to the Fall. Originally, the calendar for the Division was based on an academic schedule. More recently, the calendar was rearranged to a JanuaryDecember schedule. Presently, new officers are elected almost a year before they take office. At the top of the ballot accompanying this Newsletter there is a place for members to vote for or against the proposed bylaw changes. Please take a minute to mark your ballot and return it in the preaddressed stamped envelope.

./ Organic Syntheses On-Line Organic Syntheses, Inc. is pleased to announce the release of its entire publication as a web publication at www.orgsyn.org anticipated by the Spring ACS meeting. The site is freely available to all chemists and contains the contents of all Collective and Annual Volumes of Organic Syntheses, as published by John Wiley & Sons, Inc. The site was developed in collaboration with CambridgeSoft.Com of Cambridge, MA, and DataTrace Publishing of Towson, MD.

Organic Syntheses is a primary reference source providing validated procedures for preparation of a variety of important organic compounds. To create the Organic Syntheses web site, DataTrace Publishing transcribed all text and structures and CambridgeSoft.Com built the database, search engine and website.

Chemists can search the site using search strategies including chemical name, formula, OS reference keyword index terms, or structures either as an e~act structure or as a substructure match. Users of the Organic Syntheses site need· a ChemDraw Plugin, freely available at the site or. included as part of ChemDraw when purchased, to add chemical structure drawing and viewing capability to their web browsers.

This first release of OS online is expected to grow with additional features in future versions. Any comments or problems should be sent to [email protected] .

./ Availability of Area Grants. Grants that are available to eligible institutions that have granted baccalaureate degrees to 25 or more individuals who have obtained academic or professional doctoral degrees in health related sciences during the period 1986-1995 are now available and reviewed 3 times a year. For more information concerning these grants contact the website: http://www.nib.gov/grants/guide/pa-files/P A -97. 052.html More details can also be found at the website: http://www.nih.gov/grants/guide/pa-files/PA-96-020.html

0 A Brief Report: Council Committee on Chemistry and Public Affairs (CCPA)

Kathy Parker, Councilor for the Organic Division, would like to inform the members of some of the activities of the Council Committee on Chemistry and Public Affairs (CCPA) of the American Chemical Society. The CCPA works with the ACS staff in the Office of Legislative and Government Affairs (OLGA) to increase the influence of the ACS on governmental science policy decision, particularly those that are part of the process that leads to federal funding for chemical research.

In 2001, OLGA is coordinating "Contact Congress Week". OLGA will help local sections in g.r:ganizing a visit by a federal or state legislator who is involved in a policy issue that concerns chemistry. For details contact Ethan Castelo, ACS Grassroots Coordinator at [email protected].

In order to gain attention in Congress for federal funding of research as well ~s for other concerns of chemists, ACS has created the "Legislative Action Network," (LAN). ACS members who have joined the LAN receive e-mail notification of pending legislation that is important to chemists. If you would like to become part of the Network, go to www.acs.org/government/action.

On behalf of the ACS, the CCPA is responsible for preparing nominations for The National Medal of Science, in recognition of a creative research program; The Vannevar Bush Award, in recognition to a senior scientist's contributions to public service; The ACS Public Service Award, in recognition of public service that has benefited the chemical sciences. For more information on these awards, contact Kathy Parker· at [email protected].

Program Chair: L. McElwee-White, P.O. Box 117300, Liberal Arts & Sciences, U of Florida, Gainesville, FL 32611-7300, tel: (352)392-2264, fax: (325)392-3584, e-mail: [email protected].

ACS Requirements: The bylaws of the American Chemical Society places the following requirements on papers that are presented at National ACS Meetings. At least one author of each paper must be a member of the American Chemical Society, unless all the authors are not chemists or engineers residing in the United States.

Organic Division Requirements and Policies: The Organic Division has the following bylaw and policies pertaining to ORAL and POSTER PRESENT ATIONS submitted for presentation at National ACS Meetings.

1. Under no circumstances should a paper appear in print in a journal other than as a communication to the editor before presentation. Responsibility for ensuring that this policy is not violated rests solely with the author(s). If a manuscript is accepted for publication before a Meeting, the author(s) should specifically request the editor to arrange publication in an issue that is circulated after the ACS Meeting.

2. Submit abstracts using the Online Abstract Submittal System OASys. at www.acs.org/meetings. Include required 1,000 word description of oral or poster presentation (Div. Bylaw VIII.lb) in online submission via OASys. If you do not have web access, contact the Program Chair before April 2, 2001.

3. Slides and Oral Presentation. Each meeting room will be equipped with projection facilities for 2" x 2" slides and overhead transparencies. Since the time allotted to each oral presentation is only 20 minutes it is suggested that no more than tern black-on-white slides be used. The material on the slides should be presented horizontally.

4. Poster Sessions. Boards (4'x6') will be available for each poster session. Minimize text and maximize the number of figures, schemes, and structures. The contents must be readable from at least four feet.

222 National Meeting, Chicago, Illinois August 26-31, 2001

Deadline: Online submittals by April 9, 2001.
