SCOPE

PART 1: GENERAL

1.01 SCOPE

A. Work under Contract 2020-01 General/Mechanical coversthe furnishing of all labor, material, plant,utilities and services required for the constructionof sanitary sewage facilities and appurtenances. Theproject is located in Allegheny County. Plans andspecifications shall be reviewed to determine detailedproject scope for each area, but in general, the workshall consist of:

Area 300: Aeration, Pipe Tunnel, ChemicalBuilding Modifications (replace existing aerationtank equipment, construct two (2) new aerationtanks with equipment, construct two (2) newanoxic tanks with mixers, replace existing sumppumps and dewatering pumps in kind, furnish andinstall new RAS pumps, remove chlorine equipmentand repurpose the chemical room for causticchemical tank and appurtenances).

5. Area 400: Final Clarifiers modifications (replacetraveling bridge clarifiers with squareclarifiers including new equipment, replaceexisting clarifier 4 & 5 equipment, construct two(2) new square clarifiers in place of thechlorine contact tanks, and construct a new scumbox with pumps and appurtenances).

6. Area 500: Digester modifications (replaceanaerobic and aerobic digester equipment, replacethe anaerobic digester covers complete with gassafety equipment, replace existing gas safetyequipment throughout, and replace boiler andcontrols).

Area 1000: UV Disinfection (remove existingchlorine contact tanks and construct new UVDisinfection facility complete with two (2)channel UV disinfection system, furnish andinstall effluent water pumps and tie intoexisting effluent water piping system, constructeffluent water box with effluent weir plate,construct cascade aeration outfall).

12. Area 1500: Cheswick PS (remove and abandonexisting Cheswick PS, construct new Cheswick PScomplete with screening and raw sewage pumps andappurtenances).

B. In general, the work under Contract 2020-01 is allwork shown on the plans and described in thespecifications except for that work under theElectrical Contract (see below). This work shallconsist of, but not necessarily be limited to:

structure, utility, and equipment demolition; siteexcavation and grading; erosion and sediment control;flow bypassing; construction of structures; equipment,equipment panels and controls purchase andinstallation; installation of underground, site andinterconnecting piping and appurtenances; painting andcoatings; site restoration and paving; coordinationwith Plant Staff; and coordination between all relatedwork and contracts, resulting in a complete andoperational facility except for what is required bythe Electrical Contract.

C. Also included in the work scope of this Contract is:assembling and setting up for the Project;mobilization; Contractor and Engineer’s job trailers;the CONTRACTOR’s necessary general plant; storageareas; temporary signs; sanitary; and any otherfacilities as required by the Specifications andspecial requirements of the CONTRACTOR, as well as bylocal or State law and regulation. The cost ofrequired insurance and bonds, and/or any other expenserequired for the start of work.

D. Work under Contract 2020-02 Electrical covers thefurnishing of all labor, material, plant, utilitiesand services required for the construction of sanitarysewage facilities and appurtenances.

SECTION 01020

SUMMARY OF WORK

PART 1: GENERAL

1.01 RELATED DOCUMENTS

A. Drawings and the General and Supplementary Conditionsand other Division 1 Specifications Sections, apply tothis section.

1.02 PROJECT IDENTIFICATION

A. The project consists of wastewater treatment plant andconveyance system upgrades. The work is shown on theContract Documents prepared by KLH Engineers, Inc.

PART 3: EXECUTION

3.01 SCOPE OF WORK

A. All work shall be performed in accordance with therequirements of the Contract Documents. All materialsand equipment furnished shall conform to thedescriptions and requirements and all work shall beconstructed complete in order to provide the OWNERwith an operable installation which is ready forservice.

B. Work under Contract No. 2020-01 includes work shown onthe Drawings and described in these TechnicalSpecifications in: Division 1, Summary of Work;Division 2, Site Work; Division 3, Concrete; Division4, Masonry; Division 5, Metals; Division 6, Woods, andPlastics; Division 7, Thermal and Moisture Protection;Division 8, Doors and Windows; Division 9, Finishes.Division 10, Specialties; Division 11, Equipment;Division 12, Furnishings; Division 13, SpecialConstruction; Division 14 Conveying Systems, andDivision 15, Mechanical. This CONTRACTOR is designatedas the "coordinating contractor" and is responsiblefor overall scheduling, expediting, site supervisionand all other duties required to maintain orderlyconstruction.

C. Work under Contract No. 2020-02 shall include all workshown on the drawings and defined in ContractSpecifications, Division 1, Summary of Work, andDivision 16, Electrical.

D. Each CONTRACTOR shall consult the requirements of allDivisions and all contract drawings in determining thescope.

E. Each CONTRACTOR shall make his own arrangementsconcerning requirements for field offices; utilities;tool, equipment, and material storage; and toiletfacilities.

3.02 GENERAL CONSTRUCTION CONTRACT NO. 2020-01

A. This Contract includes site, mechanical, andstructural work and other activities traditionallyrecognized as general construction. It also includesadministrative and coordination responsibilities. Thework under this Contract includes but is not limitedto the following:

1. E&S controls as required to meet all State andlocal regulations.

2. Excavation dewatering as required to complete theproposed work.

3. Existing tank dewatering, solids removal/disposaland cleaning as required to complete the proposedwork.

4. All required State and local permits for sitework, building construction and all other relatedwork.

5. Maintenance of flow through the existingtreatment processes, at all times, until theproposed processes have been started up andaccepted. At no time can untreated sewage bedischarged.

6. Flow by-passing, including use of pumps andancillary equipment, as required to complete theproposed work while maintaining flow through theexisting plant.

7. Maintenance of safe access for the existing biketrail throughout the entire duration of theContract work.

8. Proper disposal of all excavated material, scrapmaterial (only materials that Owner chooses notto keep), and potentially hazardous material.

9. Site demolition including structures, pavement,underground utilities, tanks, equipment, and allother items described in the Contract Documentsincluding associated items that may not bespecifically defined but whose demolition isrequired to complete the contract work.

10. Specific project area modifications as outlinedin Specification Section 01000 in conjunctionwith the contract plans and specifications.

11. All site/process piping described in the ContractDocuments including associated items that may notbe specifically defined but are required for theprocesses to properly function.

12. Coordination with Owner to allow for all existingprocesses to maintain fully functional operationwhile the Contract work is completed.

13. Equipment startup and initial operation untilacceptance by Owner.

14. Storm water controls, site grading, andrestoration as required to meet the requirementsof the Contract Documents and all State and localrequirements.

3.03 ELECTRICAL CONSTRUCTION CONTRACT NO. 2020-02

A. This Contract includes but is not limited to thefollowing:

1. Coordination with General Contractor.

2. Supply of all temporary power required forContract Nos. 2020-01 and 2020-02 work and asrequired to ensure that all plant processesremain fully operational such that PA DEPeffluent limits can be met throughoutconstruction.

3. Supply and install temporary backup powergenerator to provide plant back power until newgenerators are operational.

5. Supply and installation of all electricalequipment, panels, wire, conduit, and allcomponents required to power and control theproposed equipment supplied under Contract No.2020-01.

6. Supply and installation of all instrumentationspecified in Division 16.

7. Coordination with the power company for newelectric service.

8. Coordination with the communications company forphone and internet service.

9. Supply and installation of all specified phoneand internet equipment, conduit, wire, andrelated components.

10. Supply and installation of new standby generatorand all associated panels, equipment, andcomponents.

11. Coordination with Owner’s integrator.

3.04 SEQUENCING OF CONSTRUCTION

A. The CONTRACTORs shall schedule and coordinateconstruction activities and at no time duringconstruction shall the CONTRACTORs bypass processflows from the treatment train. The General Contractorshall be responsible for that coordinative effort.CONTRACTORs shall be responsible for development andimplementation of a detailed Sequence of Construction.CONTRACTORs shall be responsible for equipment/processoperation from the item of initial startup throughacceptance testing. The work shall be generallysequenced as follows:

SECTION 01040

COORDINATION

PART 1: GENERAL

1.01 WORK INCLUDED

A. The CONTRACTOR shall not have exclusive occupancy ofthe site of the work. Other contractors are involvedin this project, as well as the OWNER’S employees inorder to maintain operation of the treatmentfacilities at all times may enter and perform theirduties on the site. The CONTRACTOR will conduct hiswork in such manner as not to prevent the operation ofthe treatment plant, pump stations, or conveyancesystem.

B. The CONTRACTOR will be required to coordinate hiswork, to phase the construction operations, andprovide, install, and maintain any temporaryconnections necessary to permit the operation of theOWNER’s facilities. Any construction work requiringthe shut-down of facilities must be scheduled andperformed only at such times as shall be authorized bythe OWNER’S representative. Such work must becompleted during the specific periods authorized bythe OWNER’s representative. It is anticipated thatmost work may be performed with regular time; however,it may be necessary that work will be performed duringseveral shut-down periods and/or during periods ofpremium time payment to accomplish the desiredconstruction. All costs to perform the CONTRACTOR’swork, including premium time payments, shall be borneby the CONTRACTOR and are to be included in thecontract price.

C. The CONTRACTOR will be required to coordinate theirwork, with the following contracts:

1. Contract No. 2020-01 - Wastewater Treatment Plantand Conveyance System Upgrades:General/Mechanical

D. CONTRACTOR for Contract No. 2020-01 is theCOORDINATING CONTRACTOR, responsible for coordinationof work between the contracts, development andmaintenance of an overall project schedule, andscheduling and coordinating performance testing andsystem startup where contractors from multiplecontracts are involved. The overall WastewaterTreatment Plant and Conveyance System Upgrades Projectrecommended Sequence of Construction is as follows.

SECTION 01041

SUPPLEMENTAL MECHANICAL CONDITIONS

PART 1: GENERAL

1.01 WORK INCLUDED

A. Accessibility

1. All work shall be installed so as to be accessiblefor operation, maintenance and repair withparticular attention given to locating valves,controls and equipment requiring periodicoperation, lubrication, cleaning, adjusting orservicing of any kind. Access panels shall beprovided as specified and located on the Drawingswhen work is built in or concealed.

B. Field Measurements

1. The CONTRACTOR prior to ordering materials orstarting construction shall verify existingelevations, building lines, pipe size and material,equipment connections, etc. All dimensions andclearances affecting the installation of work shallbe verified in the field in relation to establisheddatum and to the work of other trades.

2. Should interferences occur which will necessitatedeviations from layout or dimensions shown on theDrawings, the OWNER shall be notified and anychanges approved before proceeding with the work.

C. Equipment Guards

1. All rotating equipment furnished includingcouplings, flywheels, gear trains and belt drivesshall be provided with adequate guards forpersonnel protection. Wherever possible, the guardsshall be provided by the equipment manufacturer.Field fabricated guards shall consist of flattenedexpanded metal mesh with an angle iron frame. Smallguards may be formed from solid sheet metal. Theguards shall be supported to prevent vibration orinterference with the rotating equipment and shallbe removable.

D. Equipment Supports and Anchor Bolts

1. Equipment supports shall be provided where saidequipment is shown on the Drawings. Whereverpossible, support saddles, support legs andbaseplates shall be furnished by the equipmentmanufacturer. The CONTRACTOR shall coordinate thesetting of such items that may beconcrete-imbedded.

E. Grouting

1. Equipment shall be grouted to pads. Grout shall bean epoxy-based grout specifically designed forequipment pad installations and shall be inaccordance with approved brands identified inSection 03600. The grout shall be mixed and appliedas recommended by the manufacturer.

F. Lifting Attachments

1. All equipment requiring hoisting for installationand/or maintenance shall be provided with suitablelifting attachments by the Manufacturer and/or theCONTRACTOR.

G. Protection and Storage of Equipment

1. The CONTRACTORS shall assume full responsibilityfor all equipment received by them and shallprovide adequate protection against exposure to theelements in accordance with the manufacturer’srecommendation. The means of protection shall besubject to the OWNER's approval.

H. Lubrication and Tools

1. On all equipment, ample means of lubrication shallbe provided for bearings and any other metallicparts in sliding contact. Alemite industrial typefittings, or approved equal, shall be used forgrease lubrication except as otherwise notedherein.

2. The CONTRACTOR shall provide and apply lubricant inaccordance with the manufacturer's recommendationsto all equipment requiring lubrication prior tostart-up.

I. Nameplates

1. All equipment shall have factory applied permanentnameplates indicating the manufacturer's name,model and serial numbers, temperature and pressuredesign and any other data necessary to conform withspecified requirements.

J. Attachments and Supports

1. The methods of attaching or fastening equipment orequipment supports or hangers to structures shallbe subject to approval by the ENGINEER. Shopdrawings indicating such supports and attachmentsshall be submitted before proceeding with the work.

2. Drilling, welding, or the use of explosive drivenfasteners on building structures shall requireprior approval for each type of application unlessspecifically shown on the drawings.

K. Motors

1. Motors furnished with equipment shall be ofsufficient capacity to operate the driven equipmentunder all conditions of operation without loadingbeyond 90 percent of their nameplate current orpower. The rating of motors shall not be less thanthe horsepower shown on the Drawings or specifiedherein. Both the rating and the characteristics ofthe motor shall be suitable for the successfuloperation of the equipment driven under maximumload conditions without exceeding the specifiedtemperature limits.

2. Unless otherwise noted, all motors 1/2 horsepowerand larger shall be 3 phase, squirrel cageinduction type designed for service on a 460-volt,60 Hertz.

3. Each motor shall have a cast iron frame and largecast iron conduit box with cast cover. Neoprenegaskets shall be provided between the conduit boxand frame and between the box and its cover. Agrounding lug shall be provided inside each conduitbox.

4. Each motor shall be equipped with at least onelifting eye. All hardware shall be corrosionresistant, and motors shall be painted inaccordance with the Painting Section of theseSpecifications.

5. Motor frames 213T and larger shall be drip proof orsplash proof unless otherwise specified.Ventilation openings shall be arranged to preventthe entrance of liquid at any angle not greaterthan 90 degrees downward from the vertical. Motorssmaller than frame 213T shall be totally enclosedand shall be provided with two 1/4-inch weep holesdrilled in the bottom of the frame.

6. Motors installed in areas noted as "classified"shall bear the UL label for Class I, Division 1hazardous locations. Explosion proof motors shallbe equipped with a breather drain approved for theabove hazardous location in lieu of weep holes.

7. The insulation system shall be Class B minimum andshall provide a high dielectric strength long lifecovering for the windings in a continually damp andchemically contaminated environment. The insulationshall be resistant to attack by moisture, acids,alkalis, abrasives, and mechanical and thermalshock. Leads shall be sealed with a nonwickinginsulation of silicone elastomer.

8. Motor insulation resistance may be checked at anytime during construction or during the warrantyperiod in accordance with the Electrical Section ofthese Specifications. Any motor not meeting therequirements specified therein will be rejected.

9. NEMA Frames 213T through 445T: All motors requiringstandard NEMA Frames 213T through 445T shall havestator windings completely encapsulated with aflexible epoxy compound.

10. Frames smaller than 213T or larger than 445T: Allmotors requiring frames smaller than 213T or largerthan 445T shall have windings sealed with siliconeelastomer or other premium system subject toacceptance by the ENGINEER.

11. All ratings shall be based on operation in a 40degrees C ambient temperature. The temperature riseof the motor windings will not exceed 80 degrees Cby resistance when operated continuously at ratedhorsepower. Motors shall be suitable for operationat rated load with voltage and frequency variationsin accordance with AGMA-12.43-12.46. Starting KVAof motors 15 horsepower and larger shall not exceed5.59 KVA per horsepower (Code Letter F) except byspecific permission of the ENGINEER.

12. Power factor shall not be less than 0.85 whenoperating at full load. On motors with more thansix poles, the CONTRACTOR may furnish capacitors inorder to meet the above requirement. Capacitorequipment shall be in accordance with theElectrical Section of these Specifications.

13. All motors equipped with greasable ball or rollerbearings unless otherwise noted. Hydraulic greasefittings and drain plugs shall be supplied andshall be located so as to be readily accessible inthe completed machine using extension lines ifnecessary.

14. Fractional horsepower motors shall include allmotors smaller than 1/3 horsepower. Fractionalhorsepower motors shall be totally enclosed orexplosion proof as applicable. Bearing shall besealed ball bearing type, factory lubricated forlife. Motors shall be rated for service on a 120-volt, 60 Hertz, single phase distribution system.

15. Motor Data: The CONTRACTOR shall furnish motor datafrom each equipment supplier and shall submit six(6) copies of tabulation of all motors to befurnished under this Contract. The tabulation shallinclude:

16. Capacitors for Motors: Each 3-phase 460-volt motor25 HP and larger, unless otherwise noted, shall beprovided with a capacitor of the maximum KVAR sizein accordance with the latest requirements of theNational Electrical Code. Capacitors shall befurnished with each respective motor and shall beinstalled and wired by the Electrical CONTRACTOR.Each capacitor shall be suitable for 460 volts,3-phase, 60 Hertz service. Capacitors shall not befurnished for motors connected to variable speedpanels and/or reduced voltage starters.

L. Painting and Finishing

1. All purchased equipment shall have a factory appliedgloss enamel finish of the manufacturer's standardcolor unless otherwise specified or unlessarrangements are made to furnish the equipment with afactory applied primer which will be compatible withthe finish specified in the painting section of thesespecifications.

2. Equipment which will be subject to abnormalconditions of high temperature, corrosiveenvironment, etc., shall have finished and/orprotective coatings suitable for the service asnoted on the Drawings and/or in the Specifications.

3. All finishes on all delivered equipment (with theexception of electrical panels) shall be painted inthe field with a final coat of a color selected bythe OWNER.

4. Field fabricated bare iron or steel items requiredfor installation of work shall have rough or sharpedges removed, be thoroughly cleaned of dirt, rustweld slag, grease or oil and be painted inaccordance with the painting section of thesecontract specifications.

M. Night Work

1. Work after dark will not be permitted except underextreme emergency, or only under specialdirections, or if stated in the SpecialRequirements. The placing of concrete shall bestarted early enough in the daylight hours toinsure completion of the section under constructionbefore dark.

2. Whenever the CONTRACTOR finds it necessary orexpedient to do work at night, such night workshall be performed by the CONTRACTOR withoutadditional or extra cost to the OWNER, and onlywith the OWNER's approval. The CONTRACTOR shallprovide all lights required for the proper andexpeditious carrying on of any work.

N. Weather Conditions

1. No work shall be done when the weather isunsuitable. The CONTRACTORS shall take necessaryprecautions (in the event of impending storms) toprotect all work, materials or equipment fromdamage or deterioration due to floods, drivingrain, or wind and snowstorms. The OWNER reservesthe right to order that additional protectivemeasures over and beyond those proposed by theCONTRACTORs be taken to safeguard all components ofthe project. The CONTRACTORs shall not claim anycompensation for such precautionary measures soordered, nor claim any compensation from the OWNERfor damage to the work from weather elements.CONTRACTORs are cautioned that process tanks may besubject to floatation during periods of high groundwater or flood conditions. CONTRACTOR shall takeall precautions to prevent such occurrence.

O. Openings, Chases, Sleeves, Inserts, Etc.

1. The CONTRACTOR shall provide all openings, chases,etc., in his work to fit his own work and that ofthe other CONTRACTORs. All such openings or chasesshown on the Contract Drawings, or reasonablyimplied thereby, or as confirmed or modified byshop, setting or erecting drawings approved by theENGINEER, shall be provided.

2. Where pipes or conduits are to pass through slabsor walls, or where equipment frames or supports areto be installed as integral part of an opening, thesleeves opening forms or frames shall be furnishedby the installer of the pipes, conduits, orequipment. Where hanger inserts and similar itemsare to be installed as an integral part of a slabor wall, they shall be furnished by the installerof the pipe or other equipment requiring the

hanger. The CONTRACTOR shall furnish all hardware,sleeves, wall pieces, etc. required for penetrationthrough proposed and existing structure walls andfor connection to outside piping.

3. The installer of the conduit or equipment shallfurnish all necessary information, instructions,and materials to effect accurate installation ofthe required openings, chases, sleeves, frames,inserts, etc. When such items are secured inposition and just prior to construction of thesurrounding slab or wall, the CONTRACTOR shallascertain the proper number, locations, andsettings thereof, shall schedule his operations soas to provide a reasonable opportunity and timeinterval for such inspection.

4. Any cost resulting from correction of defective,ill timed or mislocated work, or for subsequentwork which becomes necessary because of omittedopenings, chases, sleeves, frames, inserts, etc.,shall be borne by the CONTRACTOR.

P. Periodic Clean Up; Basic Site Restoration

1. During construction, the CONTRACTORS shallregularly remove from the site of the work allaccumulated debris and surplus materials of anykind which result from their operations. Unusedequipment and tools shall be reasonably stored.

2. Where the work involves installation of sewers,drains, water lines, manholes, undergroundstructures, or other disturbance of existingfeatures in or across access roadways, theCONTRACTOR shall (as the work progresses) promptlybackfill, compact, grade and otherwise restore thedisturbed area to a basic condition which willpermit resumption of vehicular traffic and anyother critical activity or function consistent withthe original use of the roadways. Unsightly moundsof earth, large stones, boulders, and debris shallbe removed so that the site presents a neatappearance.

3. The CONTRACTOR shall perform the clean up work on aregular basis and as frequently as ordered by theENGINEER. Basic site restoration in a particulararea shall be accomplished immediately followingthe installation or completion of the requiredfacilities in that area. Furthermore, such workshall also be accomplished, when ordered by theENGINEER, if partially completed facilities mustremain incomplete for some time period due tounforeseen circumstances.

4. Upon failure of the CONTRACTOR to perform periodicclean up and basic restoration of the site to theENGINEER's satisfaction, the OWNER may, upon five(5) days prior written notice to the CONTRACTOR,without prejudice to any other rights or remediesof the OWNER, cause such work for which theCONTRACTOR is responsible to be accomplished to theextent deemed necessary by the ENGINEER, and allcosts resulting therefrom shall be charged to theCONTRACTOR and deducted from the amounts of moneythat may be due him.

Q. Use of Facilities before Completion

1. The OWNER reserves the right and is required toenter and use certain portions of the constructedfacilities before final completion of the wholework to be done under these contracts. However,only those portions of the facilities which havebeen completed to the ENGINEER's satisfaction shallbe placed in service.

2. Consistent with the approved progress schedule,CONTRACTOR shall cooperate with the OWNER, hisagents and the ENGINEER to accelerate completion ofthose facilities, or portions thereof, which havebeen designated for early use by the OWNER.

R. Codes and Ordinances

1. In addition to observing limitations of theeasements and rights of way, the CONTRACTOR shallconfine apparatus, storage of material andconstruction operations to the limits prescribed byordinances or permits, or as may be directed by theAuthority and shall not encumber the job site.

2. The CONTRACTOR agrees to conform to, comply withand abide by any and all laws, ordinances, rulesand regulations of the Federal Government, State orlocal government which pertain to or in any wayeffect the work to be done by the CONTRACTOR, anyand all instructions and regulations of theAuthority pertaining thereto, including any laws,ordinances, rules, regulations and instructionsregarding signs, advertising, fire and/or smoking.

S. Safety Regulations

1. The CONTRACTOR shall comply with the requirementsand standards of all Federal, State, and locallaws, ordinances, codes, rules, and regulationsgoverning safety and health. Protection shall beafforded to all persons having access to the jobsite.

2. Nothing in any paragraphs of these ContractDocuments shall be construed as relieving theCONTRACTOR from full responsibility for safeprosecution of the work at all times.

T. Potential of Exposure To Raw Wastewater

1. The construction activities required to beperformed in conduct of the work will necessitatethe interconnection, interception, of existingmanholes, sewer pipes and appurtenances, processbasins and interplant piping. Said manholes, sewerpipes and appurtenances, basins and WWTP piping areconveying all treated and untreated wastes andrunoff discharged to the public sewer system withinthe area served, which wastes may contain and/orgenerate toxic, noxious, oxygen depleting or otherliquid or gaseous substances harmful to humanbeings. The CONTRACTOR shall, therefore, thoroughlyinstruct all of his personnel and those of anysubcontractor or materialman involved in such workso that appropriate and complete safety workpractices are observed at all times. He shall alsoprovide all personnel with all tools, clothing, andother devices necessary for such safe practice,including appropriate waterproof clothing,respirators, protective glasses, mechanical airblowing equipment to pre-ventilate manholes and

U. Hazardous Materials at Job Site

1. In accordance with the intent of the FederalOccupational Safety and Health AdministrationStandard Section 29CFR-1910.12, HazardCommunication with effective date of May 25, 1986,the OWNER hereby notifies the CONTRACTOR that workis to be performed on property where theCONTRACTOR's employees may be exposed to hazardousmaterials existing on the premises.

2. Chemicals known to be used or stored by the OWNERinclude the following:a. Chlorine Gas

3. The OWNER, CONTRACTOR and any subcontractors willeach provide or make available to the others andany of them any written hazard communicationprogram required to be maintained with respect tothe site and any material safety data sheet andother hazard communication information required tobe provided in accordance with Laws and applicableRegulations. CONTRACTOR shall be responsible forcoordinating any such required exchange ofdocuments or information between or amongAuthority, CONTRACTOR, and any subcontractors, orany of them. CONTRACTOR shall include theprovisions of this paragraph in any subcontract forany part of the work at the site.

V. Protection from Hazardous Substances and ContaminatingMaterials

1. CONTRACTOR shall take all measures to prevent therelease, spillage or improper disposal of anyhazardous substance or construction or wastematerials which may contaminate the wastewatertreatment process, equipment, tanks or piping, and

Should any such hazardoussubstances or contaminating materials be released,spilled, or improperly disposed of by theCONTRACTOR or any subcontractors, the CONTRACTORshall immediately notify the OWNER, notify anyapplicable environmental agency as required by law,and immediately remedy or remove such substances ormaterials, and clean and restore the affected areasto a safe condition and to the satisfaction of theOWNER and any applicable environmental agency. TheCONTRACTOR shall pay all costs for the remedy orremoval of contaminated materials and the properdisposal of them at an approved and permitted siteand the restoration of the affected area. TheCONTRACTOR shall also be responsible for thepayments of and shall indemnify, hold harmless anddefend the OWNER, ENGINEER and ENGINEER'sConsultants from all penalties, fines and damageclaims resulting from the release, spillage orimproper disposal by CONTRACTOR or anysubcontractor of any such hazardous substances orcontaminating material.

SURVEYS

PART 1: GENERAL

1.01 BENCHMARKS

A. Benchmarks are available in the general vicinity ofthe project location. The CONTRACTOR shall furnish acompetent survey crew, under the direction of a PALicensed Surveyor, for the purpose of performing allnecessary surveys required for construction stake outand place off-set stakes, determine elevations,prepare cut sheets, operate laser equipment or toperform similar work required to assure constructionat the lines and grades shown on the Drawings, or asrequired in the field. In addition, it shall be theresponsibility of the survey crew to replace propertycorners and property line pins disturbed byconstruction activities.

1.02 GRAVITY SEWER CONSTRUCTION

A. Construction of sewer lines by the use of laser beamsshall not negate the field surveying which will stillbe required to be performed prior to excavation. TheCONTRACTOR shall also make the survey crew availableto the ENGINEER for checking grades and/or alignmentswhen the ENGINEER deems it necessary to have suchassistance.

1.03 PRESSURE SEWER CONSTRUCTION

A. The drawings indicate certain topographical featureson which the location and construction of the proposedforce main shall be based. 1.01 PROGRESS MEETINGS

A. Purpose: Regular monthly meetings are for the purposeof modifying work schedules and to arrive at anorderly sequence of operations agreeable to theparties of the Contract. Meetings shall serve toresolve conflicts, adjust work arrangements, etc., sothat work stoppages and delays may be avoided.

B. Scheduling Additional Meetings: In addition toregularly scheduled meetings, the ENGINEER mayschedule a meeting when required by any party to theContract. The ENGINEER will give to each party writtennotice of the time and place, and agenda of each suchscheduled meeting.

C. Meeting Representation: Each party to the Contractshall be represented at such meetings by a person orpersons vested with the authority to make necessarydecisions on their behalf, and such decisions shallcommit that party to the agreed procedures, sequenceof operations and time schedules.

D. Where procedures, sequence of operations, timeschedules and other matters have been agreed upon byeach party concerned, it shall become binding uponeach party to follow and comply with said procedures,sequence of operations, time schedules, and othermatters, both as to time performance, and no claim ofdelay or damages by the CONTRACTOR if he fails tocomply therewith will be entertained by the OWNER.

SUBMITTALS

1.01 WORK INCLUDED

A. Shop Drawings

1. Each CONTRACTOR shall submit to the ENGINEER ShopDrawings and information required for the work.All Drawings and information shall containsufficient data to ascertain compliance with theContract Documents. Incomplete, inadequate, orunidentified submittals will be rejected. TheCONTRACTOR shall check and verify all fieldmeasurements.

3. All information, documents and drawingscomprising a submittal shall be presented inEnglish and utilize US units. Informationpresented in other languages and/or SI units willnot be reviewed, and the submittal will bereturned as "Rejected."

c. Newforma Project Cloud shall provide atraining session via web conference for theconstruction team.

C. Record Drawings

1. The CONTRACTOR is responsible for maintaining two(2) sets of Record Drawings. One set of theRecord Drawings shall be left with the OWNER atthe completion of the project, while the otherset shall be delivered to the ENGINEER beforeapplication for final payment.

2. All records shall be kept by the CONTRACTOR forall deviations in location or elevation of anyinstallation from that shown on the ContractDrawings. Record Drawings shall include but notbe limited to the following: structurallocations, piping locations, equipment locations,revisions to schematic diagrams, etc. Recordsshall also be kept of any significant changesfrom approved shop drawings or Contract Drawings.Records shall consist of marked shop or ContractDrawings and shall be submitted to the OWNER atany time upon request.

3. Each record drawing shall be certified by theCONTRACTOR as an accurate representation of thecompleted work.

1.01 TEMPORARY SERVICES

B. Temporary Water Control:

1. At all times during the construction of work ofthis Contract maintain the flow of storm water,naturally occurring water and wastewater inexisting facilities and channels affected by theWork.

2. Particular attention is directed to the aboverequirement regarding the maintenance of flow inthe existing pump station during demolition,removal, and replacement of the pump stationfacilities.

3. CONTRACTOR assumes risk from floods or othercauses, and any damages done to the work inprogress or to work completed under Contract.Make repairs and replacements to the satisfactionof the ENGINEER.

4. CONTRACTOR assumes responsibility for damages toproperty caused by flooding or backflooding ofproperty due to blocking or restriction of stormwater passages, natural waterways, and wastewaterfacilities capacity during normal or excessiveperiods of water flow.

5. At any time do not permit wastewater flow fromexisting sewers, basins (or WWTP piping) to flowinto nearby waterways or to flow on surfaceareas. Furthermore, should an accidentaldischarge occur, notify the Department ofEnvironmental Protection immediately.

CONSTRUCTION FACILITIES

1.01 OWNER/ENGINEER FIELD OFFICE

A. Immediately after the Contract has been formallyexecuted by the OWNER, the CONTRACTOR shall furnish aseparate field office trailer with minimum dimensionsof 30’ long x 8’ wide for the use of the OWNER’sRepresentatives during the period of construction(Contract Time). The office shall be properly lighted,heated and air conditioned and shall be equipped witha telephone and fax machine (two phone lines) and DSLhigh speed internet connection with wireless routerfor the use of the OWNER’s Representatives. It shallalso be provided with suitable sanitary facilities andequipped with potable water. The costs of all utilityservices and all service and toll telephone chargesshall be paid by the CONTRACTOR. It shall be providedwith a computer, an all-in-one laser printer/copier/scanner/fax capability that is able to handle11” x 17” paper, locked, four drawer filing cabinetand each of the following items: desk and chair,drafting table and stool, plan rack (hanging type),table, bookcase and bulletin board. The office shallnot be vacated or moved from the construction siteuntil the Contract time expires or approval of thefinal estimate by the OWNER’s Representative, shouldthe CONTRACTOR not complete the work in the Contracttime. The trailer shall be located adjacent to theCONTRACTOR’s office.

1.02 CONTRACTOR FIELD OFFICE

A. Each CONTRACTOR shall provide and make his ownarrangements for his field office facilities, changetrailers, tool, equipment, material storage and toiletfacilities. The CONTRACTOR’s office facilities shallbe separate from the OWNER’s Field office facilities.It is recommended that the CONTRACTOR’s officefacilities include the same amenities required for theOWNER’s office, as the project documents will bemanaged through web-based software.

TRAFFIC CONTROL

PART 1: GENERAL

1.01 WORK INCLUDED

A. Whenever in the ENGINEER’s judgment it is reasonablypossible to do so, a minimum of one lane of trafficshall be maintained on all streets, roadways, andother traveled ways at all times during constructionof this project in order to accommodate the residentsof the area as well as emergency fire, ambulance andsimilar vehicular traffic. Suitable and adequatebarricades shall be erected and properly maintained bythe CONTRACTOR at all times during the course ofconstruction work to clearly and properly caution andprotect traffic and pedestrians from open excavations.An adequate number of flagmen shall be utilized toguide traffic along all areas where work is beingperformed or where hazardous driving conditionsprevail. Advance notice to the general public, theSchool District (for bus routing) and the MunicipalOffice shall be given by the CONTRACTOR before actualexcavation in any particular area is commenced.

B. Where pipelines and/or other facilities are constructedalong State Highways, Municipal streets, and whereconstruction activities may otherwise impede normalvehicular traffic patterns on said streets, the controlof traffic shall be accomplished in accordance with thedetails set forth in Publication 213 of the PennsylvaniaDepartment of Transportation, the title of which is“Temporary Traffic Control Guidelines”.

C. The position of work zone signs, erection of signs,sizes of signs, details and configuration of signs,traffic channelizing, tapered lengths/spacing, cones,drums, vertical panels, lighting devices, arrow boardsand all flagging conduct and activities shall conformto the details described therein. The location andconfiguration of traffic control methods shall conformto those graphically illustrated in the referencedPennDot Publication 213. The CONTRACTOR shall submit atraffic control plan and procedure (conforming to theabove referenced Publication 213) to the OWNER and tothe Pennsylvania Department of Transportation forapproval, prior to commencing with field construction.

BARRIERS AND ENCLOSURES

A. CONTRACTOR shall provide all required warning signs,lights, and barricades during the course ofconstruction and said facilities shall be maintainedby the CONTRACTOR at all times during the course ofthe construction work to clearly caution and protecttraffic and pedestrians from open excavations,unstable filled areas, obstructions and other hazardsdirectly or indirectly resulting from constructionactivities. Warning signs, barricades, and handrailsshall be erected, and a sufficient number of highintensity warning lights shall be appropriatelylocated for use at night and at times when visibilityis poor.

Trenches at any and all locations where pedestrian orvehicular traffic hazards would result, shall not beleft open during non construction hours, unless theyare suitably covered with a steel plate which isadequately anchored and reinforced to sustain trafficloads which may be imposed. All excavations withinroad rights of way shall be closed overnight and overweekends and marked with a flashing traffic marker towarn motorists and pedestrians. Except in cases ofemergencies, no roadways streets, alley, or drivewaysshall be left impassable overnight.

TEMPORARY EROSION AND SEDIMENT CONTROL

PART 1: GENERAL

1.01 DESCRIPTION

A. The CONTRACTORS shall conduct their activities andshall program trenching and restoration operations incompliance with the Commonwealth of Pennsylvania,Title 25 (Clean Stream Law)Chapter 102 (Erosion andSediment Control Rules & Regulations) and any rulesand regulations by Federal, State, County and/orMunicipal law or organization in such a manner as tominimize pollution of the creeks from erosion of thefreshly excavated and/or backfilled materials duringperiods of excavation and surface water runoff.CONTRACTORS shall reduce the area and duration ofexposure of all erodible soils by the greatest extentpracticable and to that end, hydromulching, reseedingand other specified surface restoration shall berequired to closely follow backfilling operations.The type of seeding/ restoration required for thevarious job locations is listed on the Erosion andSedimentation Pollution Control Plan Drawing. Wherethe Erosion and Sedimentation Pollution Control Plancalls for runoff devices or the OWNER’s Representativeso directs additional installation of controls in thefield, such as silt fence, filter fabric socks,waterbars, sediment traps, and/or other means toretard runoff rates shall be installed as specified.Installation of a Pumped Discharge Sediment Trap(“filter bag”) or other approved sediment traparrangements shall also be required to be installed atthe discharge of dewatering pumps as detailed on theErosion and Sedimentation Pollution Control Plan.Stream crossings as shown for this project have beenapproved by the appropriate agencies involved.Specific details related to each crossing are shownupon the Erosion and Sedimentation Pollution ControlPlan for this project. Additional crossings, movementof the location and/or changing of the constructiondetails are not permitted without approval from theappropriate agency. Discretion shall be exercised inencroachments during the construction both in andalong the creeks such that a minimum of stream

The CONTRACTOR shall be responsiblefor all fines, fees, penalties, and subsequentobligations related to violations, etc. imposed uponthe OWNER as a result of the CONTRACTOR’s constructionactivities, methods/procedures and/or the lack ofconstruction activities methods/procedures.

1.02 APPROVED PLAN

A. The Contract Drawings contain the deemed as adequateor approved Erosion and Sediment Control Requirementspertaining to the project construction.

B. The CONTRACTOR shall implement and maintain theErosion and Sediment Controls, or Best ManagementPractice (BMP) devices as shown upon the ContractDrawings.

C. The CONTRACTOR shall have available at the projectsite at all times a copy of the approved plan.

D. The CONTRACTOR is advised to become thoroughlyfamiliar with the provisions of the Appendix 64,Erosion Control Rules and Regulations, Title 25, Part1, Department of Environmental Protection, Subpart C,Protection of Natural Resources, Article III, WaterResources, Chapter 102, Erosion Control.

E. CONTRACTOR shall secure approved Erosion andSedimentation Pollution Control Plan or other requiredenvironmental permits for work outside the indicatedNPDES Permit Boundary (limit of disturbance) such asCONTRACTOR dump sites, staging areas, etc.

PART 2: PRODUCTS

2.01 SEED AND SOD

A. Seed, sod, mulches, fertilizer, topsoil, soilconditioner, and other materials shall be as specifiedwithin the Contract Document and or the Erosion andSedimentation Pollution Control Plan.

2.02 MATERIAL FOR EROSION AND SEDIMENT CONTROL DEVICES

A. Geotextiles, silt fence, erosion control blankets,surge stone, rip rap, filter bags, silt fence post,and other materials as may be specified on theapproved drawings and chain link fence for super siltfence shall be in accordance with the Erosion andSedimentation Pollution Control Plan and therequirements of Chapter 102 Erosion and SedimentControl. Any change from the Erosion and SedimentControl Plans must be approved by the appropriatecontrolling agency.

PART 3: EXECUTION

3.01 GENERAL REQUIREMENTS

A. Implement all Best Management Practices (BMP’s),including General Notes, Sequencing, and Staging ofConstruction as described on Erosion and SedimentationPollution Control Plan.

B. Delineate project boundary limits, clearly marking allpertinent features in the field.

C. Install sediment control or BMP devices as shown uponthe Contract Drawings or as directed by the OWNER’sRepresentative prior to initial clearing and grubbingoperations.

D. Clear only areas designated on drawings within suchtime limits as set forth on the Erosion andSedimentation Pollution Control Plan and as designatedby the NPDES Permit Boundary (limit of disturbance)and/or within areas such as rights of ways, easementsor work limits as specified herein and as directed bythe OWNER’s Representative.

E. Protect excavated material and disturbed areas fromerosion into waters or onto adjacent land. Stockpileexcavated material on high side of trench.

F. The CONTRACTOR shall assure that the approved Erosionand Sedimentation Pollution Control Plan is properlyand completely implemented.

G. Until the site achieves final stabilization, theCONTRACTOR shall assure that the best managementpractices are implemented, operated, and maintainedproperly and completely. Maintenance shall includeinspections in a time frame as specified on theContract and Plans of all best management practicefacilities. The CONTRACTOR shall maintain and makeavailable to local Conservation District a complete,written inspection log of all those inspections. Allmaintenance work, including cleaning, repair,replacement, and/or re-stabilization shall be theresponsibility of the CONTRACTOR and shall beperformed immediately. If erosion and sediment controlBMP’s fail to perform as expected. Replacement BMPs ormodifications of those installed will be required.

H. Immediately upon discovering unforeseen circumstancesposing the potential for accelerated erosion and/orsediment pollution, the CONTRACTOR shall implementappropriate best management practices to eliminatepotential for accelerated erosion and/or sedimentpollution.

I. Before initiating any revisions to the approvedErosion and Sedimentation Pollution Control Plan orrevisions to other plans which may affect theeffectiveness of the approved E&S Control Plan, theoperator must receive approval of the revisions fromthe local Conservation District.

J. All pumping of sediment laden water shall be through asediment control BMP, such as a Pumped DischargeSediment Trap (water filter bag) discharged on a wellvegetated (grassy) or onto a stable, erosion resistantarea and in strict accordance with the approvedContract Erosion and Sedimentation Pollution ControlPlan.

K. Immediately after earth disturbance activities cease,the CONTRACTOR shall stabilize any areas disturbed bythe activities as set forth on the Erosion andSedimentation Pollution Control Plan. During non-germinating periods, mulch must be applied at thespecified rates in the Contract and Erosion andSedimentation Pollution Control Plan. Disturbed areaswhich are not at finished grade must be stabilized inaccordance with the permanent vegetative stabilizationspecifications.

L. Sediment must be removed from the storm water inletprotection after each runoff event.

M. Stream crossings require specific measures asdescribed on the Erosion and Sedimentation PollutionControl Plan. Compliance with the guidelines isrequired. In addition, the 50’ buffer areas should bemaintained. In buffer areas, clearing, vegetationdisturbances, excavation, and equipment traffic shouldbe minimized. Activities such as stacking logs,burning cleared brush, welding pipe sections,refueling and maintaining equipment should beaccomplished outside of buffers.

N. Mulch must be applied as specified on the ContractErosion and Sedimentation Pollution Control Plan.

O. Erosion control blankets must be installed asspecified on the Contract Erosion and SedimentationPollution Control Plan.

P. Straw mulch shall be applied as set forth on theContract Erosion and Sediment Control Plan.

Q. Sediment removed from BMP’s shall be disposed of inlandscaped areas outside of steep slopes, wetlands,floodplains, or drainage swales and immediatelystabilized, or placed in topsoil stockpiles.

R. The CONTRACTOR shall remove from the site, recycle, ordispose of all building materials and waste inaccordance with the Department’s Solid WasteManagement Regulations at 25 Pa. Code 260.1 et seq.,271.1 et seq. The CONTRACTOR shall not illegally bury,dump, or discharge any building material or waste atthe site.

S. Upon completion of earth moving activities andestablishment of a 70% uniform perennial vegetatedcover, remove all temporary BMP’s in accordance withthe Contract Plan unless otherwise directed by theOWNER’s Representative.

T. An area shall be considered to have achieved finalstabilization when it has a minimum uniform 70%perennial vegetative cover or other permanent non-vegetative cover with a density sufficient to resistsliding, erosion, and other earth movements.

3.02 STABILIZATION OF DISTURBED AREAS

A. Following initial disturbance, complete permanent ortemporary stabilization according to restorationschedule on Erosion and Sedimentation PollutionControl Plan.

B. Stabilization:

1. Temporary: Shall consist of temporary seeding,anchored straw mulch, erosion control nettingand/or blankets, mulch netting, jute, excelsiorblankets, wood chips, stone rip rap and othertemporary control BMP’s as necessary to implementthe intent of the Plans.

2. Permanent: An area shall be considered to haveachieved final permanent stabilization when ithas a minimum uniform 70% perennial vegetativecover or other permanent non-vegetative coverwith a density sufficient to resist sliding,erosion, and other earth movements.

3.03 EROSION AND SEDIMENT CONTROL DEVICES

A. Install all BMP devices shown on Drawings, or as directedby OWNERS Representative and following Standard Details.Maintain sediment control schedule and devices to containsurface drainage and prevent sediment from leaving confinesof work site.

B. Silt Fence

1. Definition: Temporary basin formed by excavating adepression in ground or by building earth embankment ordike that collects runoff and traps sediment allowingfiltered runoff to leave site through stone outlet.

2. Construction and maintenance shall be in accordance withthe Erosion and Sedimentation Pollution ControlPlan and the provisions of Chapter 102 Erosion andSediment Control.

G. Stone Outlet Structure

1. Definition: Stone berm used in conjunction with earth orother approved material to provide sediment filteringdevice for runoff and discharge onto well stabilizedarea.

2. Construction and maintenance shall be in accordance withthe Erosion and Sedimentation Pollution ControlPlan and the provisions of Chapter 102 Erosion andSediment Control.

H. Stabilized Construction Entrance

1. Definition: Temporary construction entrance constructedof 8” of aggregate on top of roadway geotextile, used toreduce or eliminate tracking of soils materials ontopaved streets and other paved areas.

2. Location: Install at locations where constructiontraffic enters and leaves construction site from or ontopaved street or paved area.

I. Inlet Protection

1. Definition: Fabric or Rock device installed in existingstorm inlets along paved areas and are used to preventsediment from entering existing storm drains.

2. Construction and maintenance shall be in accordance withthe Erosion and Sedimentation Pollution ControlPlan and the provisions of Chapter 102 Erosion andSediment Control.

J. Stream Crossing

1. The Erosion and Sedimentation Pollution ControlPlan contains detailed stream crossing measures thatare required to be implemented.

2. At locations shown on the construction drawing, theproposed pipelines will cross a stream. Said crossingsshall be accomplished by installing the sewer pipe (asshown on the Contract Drawings) to the specified gradeand depth. The sewer pipe shall then be encased inconcrete with a minimum thickness of 6” of concretesurrounding the pipe. The concrete encasement of thesewer pipe shall extend between the tops of the streambanks or, where such banks are not evident, a minimumdistance of 10 feet beyond the normal stream channel.

3. It is important that the stream crossing be constructedquickly to minimize disturbance in the stream. Thestream crossing must be completed within 72 hours (fromstart to finish) including backfilling and stabilization50’ back from the top of the stream.

4. All stream crossings will require a flume pipe or cofferdam.

5. All stream crossings shall be constructed according tothe procedure outlined on the Erosion andSedimentation Pollution Control Plan. Dewatering oftrenches shall be done in accordance with therequirements set forth in these specifications and theErosion and Sedimentation Pollution Control Planand Narrative. Backfill shall consist of the excavatedmaterial unless the same is deemed unsuitable by theOWNER’s Representative at the time of excavation. Atemporary sedimentation control device as shown on theErosion and Sedimentation Pollution Control Plandrawing shall also be utilized in the stream duringinstallation of said sewer line crossings.

6. Permanent erosion and sedimentation control devicesshall be required along those portions of stream banksdisturbed by the installation of the sewer linecrossings. The stream crossing must be completed within72 hours (from start to finish) including backfillingand stabilization 50’ back from the top of the stream.Such stabilization shall include control turfreinforcement mat or rip rap as specified and shall beplaced along the banks and bottoms of the streams shownon the Contract Drawings.

7. The erosion control turf reinforcement mat shall beNorth American Green SC 250, C 350 & P 550 and others asmay be shown upon the Erosion and SedimentationPollution Control Plan Drawing or approved equal,having consistent thickness with fibers evenlydistributed over the entire area of the mat. Mat must besecured in place in accordance with manufacturesrecommendations.

K. WETLAND CROSSING

1. Wetland crossing shall be as specified on the Erosionand Sedimentation Pollution Control Plan Drawings.

3.04 CONSTRUCTION OPERATIONS

A. Follow Sequencing and Staging for Construction notes onErosion and Sedimentation Pollution Control Plan.

B. Implement all Best Management Practices (BMP’s),including General Notes, Sequencing, and Staging ofConstruction as described on Erosion and SedimentationPollution Control Plan.

3.05 FIELD CONDITIONS

A. Immediately notify ENGINEER or the OWNERS Representative ifconditions arise in field that renders Drawings, thesespecifications, or requirement of the approved Erosion andSedimentation Pollution Control Plan inappropriate orinadequate. ENGINEER will furnish additional Drawings ormodifications, when required, which will become part andcondition of Erosion and Sedimentation Pollution ControlPlan.

FACILITY START-UP/COMMISSIONING

PART 1: GENERAL

1.01 WORK INCLUDED

A. The CONTRACTOR shall provide, complete and ready foruse, all of the equipment, machinery, apparatus,motors, drives, tools, charts and other accessoriesand shall perform such operations and tests, all asspecified herein and as indicated on the drawings.

B. All equipment shall be installed by skilled mechanicalerection labor in accordance with manufacturer'sinstructions. The installation of each equipment itemlisted shall be inspected, adjusted, tested, approved,and certified as satisfactory by manufacturer'srepresentative. Manufacturer's certificates regardingequipment installation shall be furnished to the OWNERprior to initial treatment facility operations and theconduct of mechanical performance tests described.

PART 2: PRODUCTS (not applicable)

PART 3: EXECUTION

3.01 INSTALLATION

A. Inspection and Tests

1. Tests shall be performed on all piping, equipment,and complete systems. The CONTRACTOR shall providelabor, materials, tools, air, water, power, andsupplies of any kind required for testing andadjusting of equipment and systems. Each CONTRACTORis responsible for testing equipment and/ormaterial which he has furnished.

2. Material or equipment damaged or shown to bedefective shall be repaired or replaced to thesatisfaction of the OWNER.

3. All tests shall be made only after notificationto and in the presence of the OWNER.

4. Records shall be kept for each test showing thedate, system or equipment tested, method of test,test results, and approval signature of theOWNER.

B. Start up

1. Before starting up any system, each piece ofequipment comprising a part of the system shallbe checked for proper lubrication, driverotation, belt tension and any other conditionwhich may cause damage to equipment or endangerpersonnel. A competent service representativetrained in servicing the respective equipmentshall be present to supervise the start-up andtest runs of equipment for which he isresponsible.

2. Test runs shall be made over the full design loadrange where possible and continue for as long asnecessary to demonstrate that systems willoperate as designed. During this period, allnecessary adjustments shall be made, controlschecked for proper operation, motors checked forpossible overload and the entire system checkedfor any abnormal condition.

3. Any building equipment or system placed intemporary operation for testing or for theconvenience of the CONTRACTOR during constructionand before the OWNER takes over operation shallbe properly operated and maintained by theCONTRACTOR.

4. After test runs have been concluded and systemshave been demonstrated to be satisfactory andready for permanent operation, all pipelinestrainers and filters shall be cleaned, airfilters cleaned or replaced, valve and pumppackings properly adjusted, belt tensionsadjusted, drive guards secured in place,lubrication checked and replenished, if required.

5. All equipment and systems shall be protectedagainst freezing, flooding, corrosion, or otherform of damage prior to acceptance by the OWNER.

C. Initial and Interim Operation and Performance Tests

1. Due to the construction sequence, certainprocesses or equipment may require to be placedinto service prior to substantial completion ofthe project. The CONTRACTOR shall be thecoordinator of the start up and performance testactivities. Upon completion of all work as well asthe installation and adjustment of equipment, thetesting of each system in a manner satisfactory tothe OWNER, the CONTRACTOR, with his own forces,including such equipment manufacturers and otherexperts as may be necessary (hereinaftercollectively referred to as CONTRACTOR's"Personnel"), shall place the facilities inoperation. Interim operating procedures during saidperiod shall be subject to Paragraph 3.01 F of thisSpecification Section.

D. Manufacturer's Services

1. After substantial completion and the finalperformance test, the CONTRACTOR at the requestof the OWNER, shall furnish the OWNER withservices of respective equipment manufacturer'srepresentatives for instruction of operating andmaintenance procedures. Said services shall befor a time period of 8 hours (during the regularworkday) for each item of equipment listed on thebid form unless otherwise specified. All othersmall equipment items shall have 2 hours ofonsite instruction. Said services shall beadditional to those furnished in connection withequipment erection, installation, testing and thecorrection of deficiencies. Services providedshall consist of furnishing detailed instructionsto personnel of the OWNER regarding equipmentoperation and maintenance after personnel of theOWNER have had an opportunity to become familiarwith the equipment.

2. The OWNER's intent is to have a structuredtraining program held over a reasonable timeperiod. The CONTRACTOR will set times and dateswith manufacturers to provide the training forthe time specified above. The training willconsist of: (1) presentation and review of the

E. Final Start-up and Installation Certification Report

1. The CONTRACTOR shall submit to the OWNER a FinalStart-up and Installation Certification Report.

2. The Final Start-up and Installation CertificationReport at a minimum shall include:a. start-up procedures followed;b. any and all written interim start-up

reports;c. any issues encountered and corrective

actions taken to solve any such issues;d. CONTRACTOR maintenance records during the

interim operation period;e. equipment testing and results;f. performance testing and results;g. OWNER training completion certifications

received from the manufacturer of equipment.h. Certification or approval issued by the

authorities having jurisdiction over theprocess or equipment that the installationis complete and acceptable and that thereare no outstanding installation or finalmaintenance measures required.

3. Three hard copies of the Final Start-up andInstallation Certification Report shall befurnished to the OWNER for their signature ofapproval that shall represent the formal transferof final ownership of the equipment.

4. The release of retainage and/or final payment forthe equipment shall be contingent upon submissionof an approved Final Start-up and InstallationCertification Report.

F. Interim Operations of Facilities

1. CONTRACTOR Responsibilitya. Due to the construction sequence, certain

processes or equipment may require to beplaced into service prior to substantialcompletion of the project. To this end, theCONTRACTOR is hereby notified that theproper operation and maintenance of newlyinstalled equipment between the initialstart-up date and the final acceptance ofthe same shall be the responsibility of theCONTRACTOR.

b. This responsibility shall include all propercleaning, lubrication, recommendedexercising of valves and otherintermittently run equipment, and generalmaintenance and safety provisions to improveor correct issues identified during initialstart-up and through the interim operationsperiod and subsequent inspection effortsprior to substantial completion.

c. The CONTRACTOR shall be responsible for thecoordination of interim operations with theOWNER and shall supply all applicablemaintenance records to the OWNER with theStart-up and Installation CertificationReport.

2. OWNER Responsibilitya. All process decisions that may affect the

overall treatment process or impact effluentquality shall be made by the OWNER.

b. The OWNER shall provide adequate staff,assistance, and oversight during the interimoperations period to properly achieveacclimation of newly installed or reinstatedbiological processes as well as effluentquality requirements and coordination of theoperations between newly installed orreinstated and existing equipment orfacility processes.

c. During the interim operations period, theOWNER shall be responsible for all facilityutility costs associated with the interimoperation of newly installed or reinstatedprocesses or equipment.

G. Final Clean Up; Site Rehabilitation

1. Before finally leaving the site, the CONTRACTORshall wash and clean all exposed surfaces whichhave become soiled or marked. CONTRACTOR shallremove from the site of the work all accumulateddebris and surplus materials of any kind whichresult from his operations, includingconstruction equipment, tools, sheds, sanitaryenclosures, etc. CONTRACTOR shall leave allequipment, fixtures, and work, which he hasinstalled, in a clean condition. The completedproject shall be turned over to the OWNER in aneat and orderly condition.

2. The site of the work shall be rehabilitated ordeveloped in accordance with other Sections ofthe specifications and the Drawings. In theabsence of any portion of these requirements,CONTRACTOR shall completely rehabilitate the siteto a condition and appearance equal or superiorto that which existed just prior to construction,except for those items whose permanent removal orrelocation was required in the Contract Documentsor ordered by the OWNER.

H. Final Inspection

1. Final cleaning and repairing shall be so arrangedas to be finished upon completion of theconstruction work.

2. The ENGINEER will make his final inspection ofthe work during the progress of final cleaningand repairing, and any portion of the workfinally inspected and accepted by the ENGINEERshall be kept clean by the CONTRACTORs, until thefinal acceptance of the entire work.

3. When the CONTRACTORs have finally cleaned andrepaired the whole, or any portion of the work,they shall notify the ENGINEER that they areready for final inspection of the whole or aportion of the work, and the ENGINEER willthereupon inspect the work. If the work is notfound satisfactory, the ENGINEER will orderfurther cleaning, repairs, or replacement.

RIGHTS-OF-WAY

PART 1: GENERAL

1.01 RIGHTS-OF-WAY

A. The proposed construction activities and appurtenancesshall be installed along rights-of-way under thejurisdiction of the Allegheny Valley Joint SewageAuthority. The OWNER has, or will have, acquired thenecessary rights-of-way for construction of theproposed facilities, however, if the CONTRACTORdesires ingress or egress to the construction siteover private properties or land for which the OWNERobtained no such rights-of-way, the CONTRACTOR shallmake all necessary arrangements. Information regardingrights-of-way obtained from private property owners isavailable from the OWNER. Identification of propertyowners and the location of the respective propertylines were obtained from various sources as noted onthe plans and may not be accurately or currentlyrepresented. The OWNER has acquired, in most cases, atemporary construction easement suitable forconstruction of the proposed facilities and apermanent easement as shown on the Contract Drawings.The CONTRACTOR is cautioned to work only within thegranted easements and to minimize the area ofdisturbance of his activities.

B. The proposed construction activities may also encroachupon rights-of-way owned and occupied by the utilitycompanies listed on the plans. Existing utility linesare indicated on the Drawings at locations which havebeen determined from either field markers or fromrecords on file in the respective utility offices.CONTRACTORS shall conduct the construction work verycarefully to avoid disturbance of those utility linesand shall advise his personnel (and those of anysubcontractor) the hazards inherent in working nearunderground gas lines and/or overhead high voltageelectric lines. Any and all damages caused to existingutility lines, or resulting from the exposure of, andcontact with said lines or from other constructionactivities, shall be rectified by that CONTRACTOR whichis responsible for same.

SECTION 01740

CLEAN UP OF WORK SITE

PART 1: GENERAL

1.01 WORK INCLUDED

A. Immediately after all construction operations havebeen completed on any section, the CONTRACTOR shallthoroughly clean the area of all excess materials,debris, plant, and equipment for which he isresponsible. The OWNER’s Project Representative willdesignate and fix the limits of each “section” ofconstruction area in the field, under each contractfor clean-up purposes. While it is intended tocooperate with the CONTRATOR in establishing suchsection limits, it shall be required that clean-upactivities reasonably progress with constructionprogress. The determination of what is reasonableshall be made by the ENGINEER. The CONTRACTOR shallalso restore to its original condition and to thesatisfaction of the OWNER’s Project Representative,all grounds, fences, lawns, driveways, streets,roadways, banks, ditches, and all other areas andshall leave the premises in a neat and operablecondition.

B. All sewer lines and manholes shall be thoroughlyflushed and cleaned and all dirt, constructionmaterials, sediment and other materials shall becompletely removed from the system prior to connectionof all services and operation of the sewers.

C. All water or mains shall be tested, disinfected, andflushed and the CONTRACTOR shall be responsible forproperly disposing of all water required as a resultof testing and disinfecting activities.

D. All lines, manholes and basins shall be thoroughlyflushed and cleaned and all dirt, constructionmaterials, sediment and other materials shall becompletely removed from the system prior to connectionof all services and operation.

DUST AND MUD CONTROL

PART 1: GENERAL

1.01 WORK INCLUDED

A. Dust control palliatives shall be utilized where andwhen necessary, to satisfactorily maintain roads,streets, alleys, berms, and other traveled ways forvehicular traffic. In addition, the accumulation ofmud and/or dirt from the excavation, backfill andtrenching operations shall be cleaned off the surfacesof traveled ways by machines and/or hand labor asfrequently as is necessary to properly maintain theroadways and minimize construction nuisance andtraffic safety problems.

SUBSTANTIAL COMPLETION

PART 1: GENERAL

1.01 WORK INCLUDED

A. The CONTRACTOR is hereby notified and alerted theContract Technical Specifications are specific toconstruction of wastewater treatment plant and rawsewage pumping station facilities, with siterestoration throughout the whole of the work area, andto that end, the interpretation for SubstantialCompletion for this Contract is a point where thewhole of the work for all items specified in Division1 through Division 16 inclusive, herein, have reacheda point whereby the OWNER recognizes that all parts ofthe specified work have progressed for utilization forthe purposes which it is intended. The intention ofthis specification is the newly constructed facilitiesfunction for their intended purpose for the OWNER andall areas of construction are restored back to use fortheir intended purpose for the Government Body andProperty Owners who have granted rights of way topermit this project to go forward.
