In session 1 participants will be able: Define MTSS Identify MTSS Components Use a common language to identify the components necessary for implementation Apply Three Tiered Instruction/Intervention Model and Data-Based Problem-Solving principals to practice Access RtI resources Diversity, Prevention & Intervention Broward County Public Schools Must Be Entered into BASIS 3.0 All RtI Documentation Diversity, Prevention & Intervention Broward County Public Schools What is a Multi-tiered System of Support? Diversity, Prevention & Intervention Broward County Public Schools Comfort Zone Diversity, Prevention & Intervention Broward County Public Schools Multi-Tiered System of Supports Multi-Tiered System of Supports (MTSS) is a term used to describe an integrated, comprehensive evidence- based model of schooling that uses data-based problem-solving to focus on Florida Standards, core instruction, differentiated learning, personalized learning, individual student needs, and the alignment of systems necessary for all students academic, behavioral, and social success. Diversity, Prevention & Intervention Broward County Public Schools Critical Components of MTSS Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration MTSS is a framework to ensure successful education outcomes for ALL students by using a data-based problem solving process to provide, and evaluate the effectiveness of multiple tiers of integrated academic, behavior, and social-emotional instruction/intervention supports matched to student need in alignment with educational standards. Diversity, Prevention & Intervention Broward County Public Schools What Lives Under the MTSS Umbrella? Response to Intervention (RTI) Positive Behavior Intervention and Support (PBIS) Professional Development Technology Tools General / Special Education Teamwork Family and Community Engagement School / Community Collaboration Additional Resources What Lives Under the MTSS Umbrella? Diversity, Prevention & Intervention Broward County Public Schools Function of MTSS What is MTSS?What is MTSS not? An overall integrated system of service delivery A special education approach Effective for all students including those who are at risk for school failure as well as students with potential disabilities An eligibility system a way of reducing the number of students placed into special education An excellent opportunity to more effectively align IDEA and NCLB principles and practices with standards driven instruction Not limited to students with learning disabilities A process designed to maximize student achievement A way to avoid special education placement Focused on outcomesA hoop to jump through to ensure special education placement About student progressAbout labeling Diversity, Prevention & Intervention Broward County Public Schools What Elements MUST Be Present to Have and Integrated MTSS Model? Academic Skills and Academic Behaviors are identified for all students (Skill Integration) The data are presented in a way that reflects the relationship between academic skills and behaviors (Data Integration) The instruction provided in Tiers 2 and 3 integrates Tier 1 instruction (materials, performance expectations) (Tier Integration) The instruction provided in Tier 1 integrates the effective instructional strategies and performance expectations from Tiers 2 and 3 (Tier Integration) Diversity, Prevention & Intervention Broward County Public Schools MTSS and RtI Shared Commonalities Core (Tier 1) and Supplemental Instruction Differentiated, high-quality, research-based instruction and intervention, multi-tier support for interventions Data-Based Decision-Making Screening, progress monitoring, predictive/proficiency data, regular data review Targeted and Intensive Instruction (Tiers 2 and 3) Differentiated, high-quality, research-based/evidenced-based instruction and intervention with varying levels of intensity Diversity, Prevention & Intervention Broward County Public Schools Common Language Multi-Tiered System of Supports (MTSS) Response to Intervention (RtI) Data Based Problem Solving Level of Performance Learning Rate Intensity Severity Data Based Problem Solving Diversity, Prevention & Intervention Broward County Public Schools(MTSS guidance and resource) Diversity, Prevention & Intervention Broward County Public Schools Engagement Activity Key Terms Diversity, Prevention & Intervention Broward County Public Schools Response to Intervention is Great Schooling for ALL students. Dr. D. Minch Diversity, Prevention & Intervention Broward County Public Schools Cycle of Academic and Behavioral Failure Teacher presents student with grade level academic task Student engages in problem behavior Teacher removes academic task or removes student Student escapes academic task Students academic skills do not improve So, which is it Academic problems lead to behavior problems? or Behavior problems lead to academic problems? Not sure Probably a combination of both Diversity, Prevention & Intervention Broward County Public Schools Response-to-Intervention (RtI) the practice of providing high-quality instruction/intervention matched to student needs and using learning rate over time and level of performance to make important educational decisions Diversity, Prevention & Intervention Broward County Public Schools Response to Intervention is Not Special Education A new program/new assessment An intervention curriculum An easier way to get Special Education services A place to send difficult students This Is A General Education Initiative! Diversity, Prevention & Intervention Broward County Public Schools Two models of RtI implemented with variations Problem Solving Approach Standard Protocol Both approaches utilize core components: High quality Tier I/core instruction Universal screening Multiple tiers of interventions Ongoing progress monitoring Decision making based on data Fidelity of implementation Parent involvement RtI Approaches Diversity, Prevention & Intervention Broward County Public Schools Focused on individualized instructional and behavioral decisions regarding the implementation of a variety of interventions that are: Implemented with fidelity Responsive to individualized student needs Driven by data Problem Solving Approach Team Decision Making Process Diversity, Prevention & Intervention Broward County Public Schools Focused on providing a specific evidence based academic or behavioral intervention to a group of students with similar needs: Standardized format Implemented with fidelity Effectiveness monitored through data Standard Treatment Protocol Approach School-Wide Decision Making Process Diversity, Prevention & Intervention Broward County Public Schools Evaluate Response to Instruction & Intervention (RtI) Problem Analysis Validating problem Identify variables that contribute to problem Develop plan Define the Problem Defining problem/directly measuring behavior Implement Plan Implement as intended Progress monitor Modify as necessary Problem Solving Process Diversity, Prevention & Intervention Broward County Public Schools Steps in the Problem-Solving Process Problem Identification Identify replacement skill/behavior Data- current level of performance Data- benchmark level(s) Data- peer performance Data- GAP analysis Problem Analysis Develop hypotheses (brainstorming) Develop predictions/assessment Intervention Development Develop interventions in those areas for which data are available and hypotheses verified Proximal/Distal Implementation support Response to Intervention (RtI) Frequently collected data Type of Response- good, questionable, poor Diversity, Prevention & Intervention Broward County Public Schools Tier 3: Intensive, Individualized Interventions & Supports The most intense (increased time, narrowed focus, reduced group size) instruction and intervention based upon individual student need provided in addition to and aligned with Tier 1 & 2 academic and behavior instruction and supports. Tier 2: Targeted Interventions & Supports More targeted instruction/intervention and support in addition to and aligned with the core academic and behavior curriculum. Tier 1: Core Instruction & Supports General academic and behavior instruction and support provided to all students in all settings. Data-Based Problem-Solving Diversity, Prevention & Intervention Broward County Public Schools Data-Based Problem-Solving Tier 3: Intensive, Individualized Interventions & Supports Intensive interventions based on individual student needs Students receiving prolonged interventions at this level may be several grade levels behind or above the one in which they are enrolled Progress monitoring occurs most often to ensure maximum acceleration of student progress If more than approximately 5% of students are receiving support at this level, engage in Tier 1 and Tier 2 level, systemic problem-solving The most intensive (increased time, narrowed focused, reduced group size) instruction/intervention based upon individual need provided in addition to and aligned with Tier 1 & Tier 2 academic and behavior instruction Tier 2: Targeted Interventions & Supports Interventions are based on data revealing that students need more than core, universal instruction Interventions and progress monitoring are targeted to specific skills to remediate or enrich, as appropriate Progress monitoring occurs more frequently than at the core, universal level to ensure that the intervention is working If more than approximately 15% of students are receiving support at this level, engage in Tier 1 level, systemic problem-solving More targeted instruction/intervention in addition to and aligned with core academics and behavior curriculum Tier 1: Core Instruction & Supports Research-based, high-quality, general education instruction and support Screening and benchmark assessments for all students Assessments occur for all students Data collection continues to inform instruction If less than approximately 80% of students are successful given core, universal instruction, engage in Tier 1 level problem-solving General academic and behavior instruction and support provided to all students in all settings Diversity, Prevention & Intervention Broward County Public Schools MTSS Systematic way to Intensify Instruction Time More time, more practice and rehearsal, more opportunity for feedback Focus Narrowing the range of instruction Type More explicit, more frequent, errorless Intensity is measured by how far behind a student is academically or how different the behavior is from peers or norms. Severity is degree to which the student does or does not respond to evidence-based and well delivered intervention. Diversity, Prevention & Intervention Broward County Public Schools 39 Intensity vs. Severity An INTENSE problem is not necessarily a severe problem. A student could have an intense problem, but catch up quickly. Not Severe A student could have an intense problem, but NOT respond to well delivered interventions. Severe Students with disabilities exhibit BOTH intensity AND severity Diversity, Prevention & Intervention Broward County Public Schools 40 Richard Riley Former U.S. Secretary of Education DEPARTMENT OF DIVERSITY, PREVENTION AND INTERVENTION Diversity, Prevention & Intervention Broward County Public Schools Student Performance and Resource Allocation If only 40% of students in Tier 1 are proficient and 80% of the resources exist in Tier 1 Then.. 20% of the resources are expected to fix 60% of the students. This will not work no matter how effective targeted, intensive and SDI might be. Diversity, Prevention & Intervention Broward County Public Schools So. We must work to ensure that Tier 1 (Core instruction) is appropriate and effective in order to best support the success of ALL students. Unless we do, struggling students and students with disabilities will never succeed in an environment that places ALL students at risk for success. Diversity, Prevention & Intervention Broward County Public Schools Engagement Activity Diversity, Prevention & Intervention Broward County Public Schools Who are my students? What do they need to learn? How can I help when they struggle? Why are some still struggling? What other skills to they need? Did it work? Is there another way? The Right Response Begins With The Right Questions Family + Community Academic Achievement Behavior + Social Emotional Diversity, Prevention & Intervention Broward County Public Schools 45Louisiana Believes To meet these raised expectations, we must clarify our focus on what our students need. Specifically, we must ensure that our students English Language Arts Comprehend (access) meaningful, on level texts Speak and write in response to meaningful texts Math students Master math concepts of priority, on level content and practice standards (not just procedures) Master targeted remedial content that allows practice faster focus of on level content Instructional Vision Diversity, Prevention & Intervention Broward County Public Schools Instructional Framework Diversity, Prevention & Intervention Broward County Public Schools Teacher Expectations Teachers will: Provide highly effective, research-based differentiated core instruction Systematically identify students who are not succeeding in the academic and behavioral core programs Provide Supplemental Strategies at Tier 1 Collect RtI data Create a Request for Review to CPS Team, if needed Participate in the CPS Team Implement Interventions & Progress Monitor Inform and engage parents Diversity, Prevention & Intervention Broward County Public Schools The RTI Pyramid Data, Problem Solving, Intervention TIER 1 Who are our students? What do they need to learn? How can I help them when they struggle? TIER 2 Why are some still struggling? What other skills do they need? Did it work? Progress Monitoring TIER 3 How do I target the needs even more? Now what do we do? Problem Solving Diversity, Prevention & Intervention Broward County Public Schools The RTI Pyramid Data, Problem Solving, Intervention TIER 1 TIER 2 TIER 3 Data: Addl Diagnostics/PM Problem Solving: SST Intervention: Intensify Data: Diagnostic Assessment/Progress Monitoring Problem Solving: Collaborative Team Intervention: More time + more targeted Data: Universal Screening Problem Solving: Professional Learning Communities Intervention: Core Curriculum & Small Group Instruction Diversity, Prevention & Intervention Broward County Public Schools Small Group Planning & Problem Solving Steps 1.Identify the problem or goal in concrete, descriptive, behavioral terms 2.Record all resources/ideas for resolving the problem or achieving the goal, and all obstacles that must be overcome or reduced. 3.Select one obstacle from the list 4.Brainstorm strategies to reduce or eliminate only the obstacle selected 5.Design a concrete plan of action, specifying who, will do what, and by when 6.Follow-up plan 7.Evaluation plan removed barrier selected in step 3? 8.Evaluation plan attainment of goal in Step 1? Diversity, Prevention & Intervention Broward County Public Schools Pre-planning Activities Form flexible groups based on multiple sources of data Identify appropriate center activities also based on student data Design Center Management System Diversity, Prevention & Intervention Broward County Public Schools Keep group sizes small (5-7 students maximum) Reduce the group size to 3-5 for students in need of intensive support Base small groups on instructional need with specific instructional strategies in mind Consider behaviors, attitudes and work ethics of each student Monitor the progress of high risk students more frequently to make instructional changes or small group changes. Guidelines to Forming Flexible Groups Diversity, Prevention & Intervention Broward County Public Schools Implement A Behavior Management System Model, practice and review appropriate classroom procedures to encourage positive classroom behaviors. Dont fret. It may take at least six weeks to implement student centers before beginning teacher led centers. During this time the teacher should be roaming the room monitoring students and providing assistance as needed. TRY: Send students to one rotation daily until they get the hang of it before trying two or three rotations daily because: Students need to be on task Teacher needs to focus on students at teacher led center and this isnt possible if students are off task. Diversity, Prevention & Intervention Broward County Public Schools Manage Transitions Variety of signals may be used to indicate to students that it is time to change centers Make every minute count by singing rhyming songs, nursery rhymes or playing word games while the students are cleaning up. BE CONSISTENT with all techniques Diversity, Prevention & Intervention Broward County Public Schools Establish Accountability Important that accountability is established for center activities. Helps students stay academically engaged and to tell if students can apply what they have been taught Give feedback in a timely manner Prevents students from practicing the same errors Instills importance of quality work Shows the importance of the task Diversity, Prevention & Intervention Broward County Public Schools Resource: Linda Cliatt-Wayman, One of the Worse Schools in America You Must be the Change You Want to See in the World.
