FOREWORD India is a country today with 65% of its youth in the working age group. If ever there is a way to reap this demographic advantage, it has to be through skill development of the youth so that they add not only to their personal growth, but to the country’s economic growth as well.
For the first time since India’s independence, a Ministry for Skill Development & Entrepreneurship (MSDE) has been formed to focus on enhancing employability of the youth through skill development. The skill ecosystem in India, is seeing some great reforms and policy interventions which is reinvigorating and re-energising the country’s workforce today; and is preparing the youth for job and growth opportunities in the international market.
The Ministry has also actively made comprehensive reforms to the Apprentices Act 1961, where maximum control has been given to the private sector so that the industry standards are maintained as per market requirement. More regulatory rights have been given to the industry where they can even set the target for apprentices that they require. This is a big opportunity that industry should leverage and benefit.
MSDE has also Sintroduced the Pradhan Mantri Yuva Yojana (PM-YUVA) which aims to educate and equip potential and early stage entrepreneurs and catalyse a cultural shift to support aspiring entrepreneurs. T/he candidates are linked to the MUDRA scheme of the government to get assistance in initial business funding.
Skill India is no more just limited to the domestic market but is actively engaging with countries across the world to promote cross geographical exposure and opportunities in the international market. India is a young nation and a skilled workforce will be able to certainly cater to not only the market demand within the country but also the global market demands.Skill India is an initiative of the Government of India which has been launched to empower the youth of the country with skill sets which make them more employable and more productive in their work environment. Our National Skill Mission is chaired by the Hon’ble Prime Minister, Shri Narendra Modi himself.
On the footprints of the States Skill Development Policy notified in July, 2013, the UP Skill Development Mission is established as a Society registered under the Societies Registrationact, 1860 under the aegis of the Department of Vocational Education and Skill Development, Govt. of UP. It came into existence on 13th Sept. 2013
The UP Skill Development Mission is mandated to implement and monitor all the Skill training programmes holistically on an integrated and standardized platform irrespective of which ministry on department they are funded by, much before the Govt. of India acted upon and notified elaborate guidelines captioned as "Common Cost Norms" in the year 2015. The State Govt has also adopted these Common Cost Norms for all the State sponsored schemes also from 1st March 2016.
The success of a nation always depends on the success of its youth and skill development program is certain to bring a lot of advantage and opportunities for these young Indians. The time is not far when India will evolve into a skilled society where there is prosperity and dignity for all.

1.1 : District Information
General Characteristics: Sant Ravidas Nagar District was carved out from Varanasi district on June 30, 1994 as the 65th district of Uttar Pradesh. The district is the biggest carpet manufacturing centres in India, known for its hand-knotted carpet. The carpet industry of Bhadohi manufactures includes artistic floor carpets and rugs of fascinating designs, which are a big attraction in the foreign markets. The tradition of carpet manufacture in Bhadohi dates back to at least 400 years. It is believed to have established by some Iranian master weavers who stopped nearby at a village in Bhadohi, while travelling in India centuries ago. Carpet manufacturing involves a good deal of specialization. The whole organization opens upemployment opportunities to a large number of workers, and represents a tightly knitted nexus ofinterrelationships among the people engaged in the industry at different levels. Bhadohi produces both machine and hand-made carpets.
This place gets its name from Bihar Raj of the region which had Bhadohi as its capital. Area wise it is the smallest district of Uttar Pradesh. There are several mounds and old tanks that have been named after the Bhar rulers, a tributary of Kannauj kingdom. During the rule of Akbar, Bhadohi was made a dastur and included in the sarkar of Allahabad. Bhadohi in 1911 came under first Maharaja of the newly created princely state of Benares ruled by Maharaja Prabhu Narayan Singh.
Location & Geographical Area:The district is surrounded by Jaunpur District to the north, Varanasi District to the east, Mirzapur District to the south, and Allahabad District to the west. It is located between 25.12° to 25.32° North Latitudes and 82.12o to 82.42o East Longitudes. The total geographical area of the district is 1055.99 Sq. Km. which gives it the distinction of being the smallest district of Uttar Pradesh.
Topography:This district is situated in the plains of the Ganges River, which forms the southwestern border of the District. Ganges, Varuna and Morva are the main rivers. It has an average elevation of 85 meters (279 feet) from mean sea-level. Except for the river banks, the entire area of the district is almost plain with gentle slope towards south-east. The soil is fertile and suitable for cultivation.
The district is very poor as regards mineral wealth. A few minor minerals like brick earth and foundry sand are reported from some locations of the district. An area of 175 Hectare is covered under reserved, protected, private and unclassified forests, which is about 1.70% of the total area of the district. It shows that the district is lacking in forest resource. This district is divided into three tehsils namely Aurai, Bhadohi and Gyanpur, and six blocks, Bhadohi, Suriyawan, Gyanpur, Deegh, Abholi, and Aurai. There are 1075 populated and 149 non-populated villages along with 79 Nyay-panchayat and 489 Gram panchayats in the district. The district has nine police stations for maintaining law and order. Gyanpur town is the district head quarters.

For the last few years, the Bhadohi carpet industry has been hurtling from crisis, the machine-made carpets are giving tough competition to Indian products in the international market and demand of traditional Persian carpet especially from Europe and US has jolted the carpet industry. Global slowdown, followed by debt crisis and then the credit downgrading which has further aggravated the situation for the industry almost of its raw materials are imported.

The district has 62th ranks in terms of population in the state and the urban population in the district is 14.5% as against 22.3% of the population in urban areas of the state. The district’s ranks is 35th in literacy with 69.0 percent which is higher than the state average 67.7 percent. The district has 11 towns out of them 7 are statutory and 4 census towns.
Bhadohi district is a district of Uttar Pradesh state in northern India. It is the smallest district by area in Uttar Pradesh. The city of Gyanpur is the district headquarters. This district is situated in the plains of the Ganga River. Ganga, Varuna and Morva are the main rivers. There are some famous temples in Bhadohi: Sita Samahit Sthal (Sitamarhi), Baba HariharNath (Gyanpur), Baba Doodhnath (Gyanpur), ChakwaMahaveer.

Sita Samahit Sthal (Sitamarhi), the holy place of Sitamarhi is situated between
Prayagraj and Varanasi, near the national highway No. 2 and also connected with
Prayagraj and Varanasi railway line with Jungiganj, the nearest railway station. It is a
well known Hindu pilgrimage and a good tourist spot with a lot of tourists almost
throughout the year.
It is said that this temple is the place where Sita went into the earth when she willed
it while she was living with Saint Valmiki in the forest of Sitamarhi. It was Saint Valmiki
who wrote Ramayana. According to Ramayana and other sacred books of Hindu
dharma, when Lord Rama returned from the grand victory on Ravana the powerful
king of Lanka. After becoming the king of Ayodhya a big yaga was held by Lord Rama
and the horse of that grand yagya Ashvamedha was released from Ayodhya, the
horse was to move in any direction or in any kingdom, the king of that kingdom
should have to declare Rama as his Emperor. When the horse was wandering in the
jungle of now Baripur village of Bhadohi, the two sons of Sita captured the horse
according to the declaration that was tagged on the forehead of the horse. All the
great warriors of Lord Rama Including Laxman, Bharat, Saturghna, Sugreev, Nal-Neel
were defeated in the fierce battle between the two Lav and Kush the most powerful
Hanuman was tied by them. At last the great Rama had to come to that place to fight
the two children whom no one accepted Sita and the saint Valmiki. No one knew that
both boys are the prince of Ayodhaya and the son of Rama. When Rama came to the
battlefield, all the holy souls of the three world comes to see the rare scene and Sita
also comes to Lord Rama and said with folded palm that she served with Her all
efforts and love and it was time to end this human life (note human life because they
were God and Goddess) after she asked Her mother (the earth) to take her into her
lap. She left behind Her two sons Luv and Kush whom Lord Rama took to the
Ayodhya empire.

Animal Husbandry -
Since Bhadohi district comprises of a large number of small and marginal farmers and the agricultural income being low due to reasons like flash floods, drought, famines, poor seed quality, outdated machinery, pests etc. these farmers always try to pursue an additional source of income and the most affordable and convenient one being the livestock. Farmers keep on an average at least 3 animals to generate additional income. The availability of veterinary hospitals, artificial insemination centres and livestock development centres has made it more convenient for the farmers to go for animal husbandry.
Under Swarnajayanti Gram Swarojgar Yojna and special component plan, dairy farming is the main activity which is being financed in the district with the objective of providing employment to a larger part of rural area throughout the year. Dairy development has achieved greater importance in recent times as an allied activity to agriculture, also this activity is being pursued on a commercial scale due to the nutrient value of the dairy production. Animal husbandry sector has a major contribution of more than 25% of total output value within the agriculture sector.Presently 1552 poultry units are operating in the district and as per the available data.

NEXTSTEPS This template captures most of the basic steps involved in the creation of a first cut version of the District Skill Development Plan. Some of the steps have been simplified and basic data used. For a more robust and better planned DSDP some of the following are suggested
1. Detailed analysis of As Is Scenario including economic profile of district, current schemes operational in district, criteria for each scheme
2. Demand Analysis by using a consultative process which can involve discussions with stakeholders, experts in skill development, employers, SHG and cooperative movements, discussion with state officials etc. Study of yields in agriculture, milk, fishery, poultry etc in the district and comparison with state, national and global best practices can show gaps in productivity – which can be impacted by skill development
3. Analysis of Gaps can be done using skill gap studies, voice of employers, TPs, students, Trainers. Analysis of placement and retention data will also provide useful inputs. Migration analysis – both inward and outward. Discussions with employers on using RPL for their existing workforce Emerging Trades can also be factored in
