The campaign is now well underway We have received stacks of good positive feedback on the biscuits This is just great to hear All four varieties are selling well but the gluten free shortbread is proving to be the most popular

The one message that is coming back from our loyal customers is that they are missing the ldquochoc toprdquo biscuit It was very popular for a long time However the new ldquoTriple Chocrdquo appears to be steadily winning these customers over

GGA Cooking Challenge There is now a competition to develop recipes with the new biscuits as the key ingredients Deadline for submissions is 20 June

Visit girlguidebiscuitscomau for more information or download the attached poster

Deliveries Unfortunately the delivery of biscuit stock did not go strictly to plan Some Units were inconvenienced despite all the checks that were developed Please accept my apologies to those who were in this category I ask that you complete the attached feedback form and return to Carol (biscuitsguidesqldorg) by Friday 27 May with supporting photos of damaged cartons There will be a debrief meeting with both the manufacturer and the delivery company in the coming weeks I want to have all the data for that meeting

In Brisbane to promote our biscuits we had a banner (18m wide) on the Story Bridge from 18 April to 1 May And for the very first time the Story Bridge was decked out in blue and yellow lights from 26 ndash 30 April Looked spectacular

USE OF DEBIT CARDS NOW APPROVEDGreat News The GGQ Board approved at the April meeting the introduction of debit cards for use by Regions and Districts

Rationale ʞ Cheques are becoming redundant ʞ There is increasing non acceptance of cheques ʞ It will stop Units sending in signed cheques for payments ʞ Pre-signed cheques are being left in accessible cheques books ʞ It is a means of allowing on-line payments ʞ It should allow easier access for remote areas

Guide lines for Debit Cards ʞ Purchase this card from Australia Post (or any similar agency that

prohibits the withdrawal of cash from the account) ʞ The decision to purchase a card must be minuted ʞ The payment of any account should be minuted ʞ Tax invoices or receipts must be provided and held by the Treasurer for a

seven year period (this can be in an electronic form) ʞ There is a maximum balance of $600 set by Australia Post ʞ Immediately close the card account and transfer to another card account

if the card holder leaves a position ʞ Funds transfer onto cards is to be made by cheque or electronic transfer

requiring two signatories following the same guidelines as for cheques or electronic payments

ʞ Use the same as a credit card for purchases ndash can be used for BPay and all online systems

ʞ All transaction movement can be viewed online along with current balance (as with a bank statement)This should be looked at and reconciled on a regular basis

ʞ Monthly statements are to be printed and held for auditor purposes ʞ Users should check with Australia Post for current transaction fees ʞ It is intended that this card will be used along with electronic banking to

replace the use of cheques ʞ This card must NOT be used for any personal transaction

New policies that have been included in our Policy amp Procedure publication

Clause 2210 Debit Cards

22101 Notwithstanding 229 any DistrictRegion may operate an Australia Post debit card to be held in the name of the District Region Manager or the Support Group or Region Treasurer if approved by the Region Manager

22102 The purpose of this card is to use for the payment of trainings memberships and other expenses that may occur from time to time

22103 Funds put onto this card must be authorised using the same process as for other payments (221) and require two authorised people to approve the loading of the funds

22104 This card is treated as a bank account and will require auditing at the end of the financial year

I hope this will make life easier for all concerned Any questions please direct to Lesley on LesleyJguidesqldorg

NEW CONSTITUTIONGood Morning Members of Girl Guides Queensland

It is indeed my very great pleasure to write to every adult Member of Girl Guides Queensland to share some very exciting and significant news I am thrilled to tell you that at the Special State Council meeting last Saturday the new proposed Constitution for Girl Guides Queensland was unanimously approved It will come into effect 1 August 2016 So what does this mean and how will it affect you

The most important change is that ALL adult Members ndash including Trefoil Members ndash will automatically become Members of the GGQ State Council Up until now the Constitution allowed for 60 adult Members to be elected to the State Council for a term of four years From 1 August every adult Member will have a DIRECT say in the governing of our organisation Every Member will have the opportunity to nominate a candidate for the Board and then vote for new Board Members

Our new Constitution incorporates changes that ensure GGQ complies with current legislation It provides the flexibility required to operate efficiently and effectively and still remain compliant with the rules and regulations specified within the Guides Queensland Act 1970 This document provides the framework from which we will write our policies and procedures The new Constitution has been uploaded to the Girl Guides Queensland at wwwguidesqldorggovernance

If you have any questions or concerns please contact me directly on scguidesqldorg If you are unable to access the website I can arrange for a hard copy to be forwarded to you Just send me your details

It has been quite a journey over a number of years with contributions from many sources A special thank you to Susan Hayes Chair of the Constitution Committee her Committee current State Council Members and the Board members for their diligence commitment and significant investment of time

I also acknowledge McCullough Robertson in particular partner Heather Watson and her specialist constitutional lawyer Lesleigh Mayes for their amazing support and pro bono work to assist us in developing this document

Before the end of this month I will be in contact again with details on the Board nomination process and the voting procedure I am excited with this latest achievement and I am looking forward to working with you as together we strengthen Guiding in this wonderful State

Yours in Guiding Velia Nicholls State Commissioner
