Because a new library needs taxpayer- approved funding to be built, a site needs to be approved, a budget proposed, and legal ballot language approved by April 2014 in order to get it on the August or November 2014 ballot. The library board will hold a public forum at 7 p.m., Wednesday, Oct. 2, in the mini-auditorium at Belleville High School to present the five proposed sites. There will be no votes at the forum, but the board expects to select a site in open session at its regular meeting at 7 p.m. Oct. 8 at the library. “Between Oct. 8 and April 2014 the library has a lot of work to do,” said library architect Dan Whisler. He said they have to develop a concept for a price, a budget, and present it to the community as a funding referendum. He said it allows the library to proceed and put something before the voters. The sites to be considered at the Oct. 2 meeting were verbally announced as: A. The current library site, plus the municipal parking lot across Fourth Street, 144 and 164 Third Street and 330 and 360 Charles Street. At 144 Third is Captain Nemo’s restaurant (owned by Martha Brimble of Grosse Ile) and 164 Third is the home of Robert Hampton. At 330 Charles is Main Street Computers and at 360 Charles is H&B Bookkeeping and Tax Service; B. City attorney Steve Hitchcock said he received the appraisals over the phone from the appraiser and he will be getting them in writing, but there is no reason to think the numbers will change. Library attorney John Day had asked for a time limit and the city council agreed to 30 years. The exclusive option to sell the property only to the library runs through July 31, 2015. A token $1 fee paid was paid to the city by the library in consideration of the mutual agreements. The library has until Dec. 15 to give the city an additional option fee of $500 and until Dec. 15, 2014 to pay an additional fee of $500. If either of these payments are not made on time and after 10 days following written demand for said payments, the option shall terminate. If the library decides to purchase the property it has until July 31, 2015 to tell the city in writing and closing on the sale must be no less than 90 days later. Possession shall be immediate and the Feb. 16, 2010 lease of $1 between the city and the library shall be void, with no liens on the property at time of closing. The library can cancel the option at any time with written notice and the city can keep all the payments made to that date. The council gave Mayor Kerreen Conley authority to sign the agreement on behalf of the city for between a minimum of

For the Sumpter Township branch site, 2,000 square feet in the Sumpter Community Center, across from the township hall. This site could grow bigger, said board president Mary Jane Dawson. President Dawson said the sites will be presented to the public on Oct. 2, but that is not a “decision night” and there will be no voting. There will be a power point presentation with questions from the audience. Appraisals, options, letters, and other supporting documents on the sites are expected to be assembled by Sept. 27 and will be available for review by the public at the library, said Library Deputy Director Mary Jo Suchy. “Whatever needs to be available, will be available,” Dawson stated. “Because three of them [sites A, B, and C] are dependent on the city, before we do anything, the city has to tell us what they’re willing to do,” said Joy Cichewicz, board secretary and chairperson of the building committee. She referred to the municipal parking lot bordered by Fourth, Charles, and Roys streets, along with the parcel under the present library building, also owned by the city. “We made a request from the city and we’re waiting for a price,” Dawson said. And, Suchy said, “We’re waiting for 144 Third,” which is Captain Nemo’s restaurant that previously was exempted from a proposal in that area. As to the Sumpter branch site, “We’ve had talks with them. That’s an ongoing thing,” Dawson said, noting nothing has come formally before the Sumpter Township Board. Attorney Barbara Miller asked if it would be a conflict of interest for the library’s attorney John Day to be negotiating with the city on behalf of the library, since he was both the library’s and city’s attorney until fired by the city. Day said there would be no problem negotiating with the city. Discussing options on the property, Day said no money has been given for

the options on the properties, only an agreement on a purchase price. “We wouldn’t have funding until a millage has passed,” Day said. “We have made a request of the city just like we did for all the property owners, for an option and an option price,” Day said. “The city has yet to provide us with an option or an option price.” “The only thing that is really clear is the DNR site?” asked Miller. “No, we have options for a number of them,” Day said. In other business on Sept. 10, the board voted unanimously to levy the voted 0.7 Library Operating Millage on the December 2013 tax bill for taxpayers in the City of Belleville and Van Buren and Sumpter townships, which is expected to bring in $936,633. Planning Commissioner Mike Renaud questioned the value of Fourth Street located between the two parcels they have agreed to sell, adding the city would be giving that away for nothing. Former Councilman George Chedraue mentioned a lease and Councilwoman Kim Tindall said there is a lease for $1. Chedraue, an attorney, pointed out that attorney John Day drafted the lease for both the library and the city council, since he represented those two clients at the same time at that point. Former mayor Tom Fielder said many people in the city want the library to remain in the city and he urged the council to try and work with the library board and not against them. Mayor Conley nodded in agreement. In other business at Monday’s meeting, the city council: • After a lengthy discussion, set a public hearing for 7 p.m., Oct. 21, on a proposed Fireworks Safety Standards ordinance. Mayor Conley explained attorney Hitchcock prepared the ordinance in response to citizen and council concerns of the changes in state law regarding fireworks. Trustee Jack Loria said they should look into the APA Standards mentioned in the new ordinance before the public hearing; and • Gave the Downtown Development Authority permission to dispose of 20 streetscape benches from the old streetscape. The DDA is considering advertised bids, auction or other means of selling the items.

Mistake at art show gives artist $150 prizein wrong age category

An artist won $150 for first place in the 13-17 teenage category at the Community Art Show last week end. The problem is she isn’t a teenager. Due to a mistake in the paperwork or typing or judging, Alisha Lorincz, who is a 22-year-old student at Eastern Michigan University, won in the 13-17 year old category. Her sister Abigail Lorincz, who is 14, was in the same category as her older sister, which was the right one for Abigail. The error was discovered by the girls’ mother Renee Lorincz at 7 p.m. Saturday night, when she came to pick up their entries an hour after the show had ended. She pointed out the error, but show officials decided not to change anything. “Everyone was gone and the show was over,” said Angelica Renaud, chairperson of the show, in a Monday night telephone interview. She said it was too late at that point to do

We received an email from the Detroit Area Better Business Bureau about a new twist on the “fake check” scams we’ve all heard about. Basically what happens is Thirty-One Bag consultants are contacted by an individual via email asking to purchase products outside of a home party. The process of ordering progresses in a typical fashion, until the “consumer” sends an email about an urgent situation involving them having to “overpay” the consultant by check and asking the consultant to cash the check, keep the amount for the merchandise and then wire the remainder of the amount back to the “consumer.” As with many other fake check scams, the check looks very authentic and the sender mentions some sort of hardship or urgent situation that necessitates the one receiving the check to send money back, almost always via a wire service. Unfortunately if the consultant takes the bait, cashes the check, sends the product and wires the money, they will find out in several days that the check was counterfeit and they have lost the money they wired as well as the cost of the merchandise they sent. The BBB said its concern with this is that many consultants are younger and eager and might jump to make a sale without thinking the process through so the scammers are likely to be successful with this tactic.

*** Keystone Charter Academy Principal Keturah Godfrey told her school board at last Thursday’s meeting about Squishy and Hoppy, two new pets at the school. They are tree frogs that now live in a 10-

gallon aquarium provided by school board president Vesta Losen. Keturah said just before the transition time in the hallways, staff found a bedraggled frog in the hallway, a long way from where it must have entered the building. It could have gotten squished, thus its name. She said it was covered in lint and so she washed it off. A Keystone parent, Mark Rosenthal who runs his Animal Magic business, brought another tree frog from home, so now there are two. She said the children are delighted with their school pets.

*** Apparently residents of Belleville are complaining because of all the blinking lights in the city they know are illegal. DPS Director Keith Boc told the city planning commission last week that he’d like to do away with that ordinance, since there is no one to enforce it. Keith said the city had a very good ordinance officer in the late Cathy Horse, but when she enforced the sign ordinance the city got a lot of complaints. He said because of the complaints the city council didn’t want an ordinance officer any more. City Manager Diana Kollmeyer said because of the Affordable Health Care Act the city has to be cautious with hiring.

*** Debbie Juriga is trying out a new idea for Belleville – a private art show where people can buy a wide variety of artwork. She has

taken part in such shows in Ann Arbor and other nearby communities and she has been encouraged to see if it will work here in Belleville. Debbie has set her Lakeside Art Show for 10 a.m. to 4 p.m. on Saturday, Sept. 21, at her home at 327 E. Huron River Drive. If it rains, it will be rescheduled. *** At Monday’s City Council meeting, Mayor Conley announced that she had attended last Friday’s Conference of Western Wayne meeting. She said on that day, Helen Foster retired after serving 13 years as CWW deputy director. She provided members with information on what was going on in the state legislature, which was valuable, Mayor Conley said. I remember Helen Foster when she was supervisor of Van Buren Township and even before when she was treasurer. When I was working at The View, very long ago, one of my first assignments was to interview Foster to find out why she changed from being a Republican to being a Democrat. I really wasn’t able to get a straight answer, but everyone knew. It was because the Democrats were in charge then and she wanted to win her reelection. This irritated the Republicans, but it worked.

Fire Chief Dan Besson gets praise from VBT Board Near the end of Tuesday’s meeting of the Van Buren Township Board of Trustees, Clerk Leon Wright took a moment to say something that has been on his mind. He said that two years ago the board asked the former fire chief to get more firefighters on staff. But that didn’t happen. We remember hearing lots of excuses from the chief in those days. But now, the current Fire Chief Dan Besson has a growing staff of paid-per-call fire fighters. Clerk Wright said there was a time when there weren’t even enough fire fighters to staff the two stations. “I want to commend you,” Clerk Wright said and the other board members joined in the praise. It gives the community a feeling of security knowing trained fire fighters / EMTs are out there ready to help. The board also praised the ongoing training of the fire fighters. Chief Besson gave credit to his training officers Curtis Lunsford and Ron Folks. He said currently VBT has 46 paid-on-call fire fighters, with 48 on the roster. Before long there will be 50 on board, he said. Lately, Chief Besson has come to board meetings to introduce new probationary officers and introduce officers who had completed their probations, giving good PR to his department. We join in the praise. Good going, Chief Besson.

RE: Tom White, disbarred attorney

To the Editor: This letter is in reference to Tom White, disbarred attorney. First of all, I would like to thank Rosemary Otzman for doing an outstanding job of covering this story. Especially, since she is the only one covering it. Second: All of the victims need to know that the State Police don’t know who you are, and it seems they don’t care. Detective White called and said that he would make arrangements to get my complaint and my son’s partner’s complaint on Sept. 5. No call, no show. Tom White took over $60,000 of my son’s money. My son died of brain cancer in October of 2012. My son worked as an engineer for General Motors. His tumor affected the motor skills in his right leg, so it became increasingly difficult to walk. He told me two years before he passed that everything he did was a struggle. In spite of that he continued to work until May of 2012 and he passed in October of 2012, one week before his 52nd birthday. Now Tom White has $60,000 of the money that my son struggled to earn. I’m sure each of your stories are equally as sad or even more so in some cases. So, if you want to see Tom White held accountable for his misdeeds, you need to write up your complaint and then call Detective White at 734-287-5000. If enough of us call, then maybe the State Police will do what needs to be done to

bring this to fruition. Again, I will help with anything you need help with. If you need to include canceled checks, make sure you either cut out account numbers or, using a black marker, cover the numbers. Please, don’t let this man get away with what he has taken from all of us. Write up your complaint and call Detective White.

Question from Marea in Sumpter Township: The rental market seems to be booming lately. What should I look for when buying a second home for the purpose of renting it out?

Answer: Location/area is always important in any type of real estate purchase. Also, important is condition and maintenance-free features of the home or lack of and age of mechanical components and replacement costs, if needed. Be sure that roof, windows, and foundation are satisfactory. Look for acceptable, working appliances included with the sale. Make sure you pay a reasonable purchase price for the home and know what your non-homestead taxes will be. The aforementioned items are expensive costs to consider when looking to make money as an investor. Also, the amount of rent you can charge will depend on the size of the home, as well as the type of renter (single, couple or family) and number of bedrooms and baths. Basement and/or garage are also factors in the rental price. Finally, fresh paint, clean flooring and a change of locks are usually continued expenses for an owner when changing renter/occupants. This week we will be writing about the State Bar of Michigan Client Protection Fund. The Client Protection Fund is a voluntary program established by the State Bar of Michigan Board of Commissioners for the purpose of reimbursing clients who have been victimized by their lawyer, who violates the profession’s ethical standards and misappropriates funds entrusted to them. If you believe that your attorney has victimized you, then we strongly advise you to complete a Client Protection Claim Application. Simply complete the application and mail it to the State Bar of Michigan. Upon receipt of your application, staff from the State Bar of Michigan will review your application and conduct an investigation of your claim. An Ordinance to designate an enforcing agency to discharge the responsibilityof Sumpter Township located in Wayne County, and to designate regulatedflood hazard areas under the provisions of the State Construction Code Act,Act No. 230 of the Public Acts of 1972, as amended.Sumpter Township ordains:Section 1. AGENCY DESIGNATED. Pursuant to the provisions of the stateconstruction code, in accordance with Section 8b(6) of Act 230, of the PublicActs of 1972, as amended, the Building Official of Sumpter Township ishereby designated as the enforcing agency to discharge the responsibility ofSumpter Township under Act 230, of the Public Acts of 1972, as amended,State of Michigan. She is pictured here at her baptism on Aug. 11. Mildred Baker went to Tennessee carrying the dress that has been worn by her three children, eight grandchildren, and now her seventh great-grandchild. That makes Emma the 18th baby to be baptized in the dress. Emma was baptized at St. Paul’s Lutheran church in Wartburg, TN. The dress was given to Bob and Mildred Baker by Mildred’s parents, Lambert and Elizabeth Mida, for their first-born 68 years ago. On Aug. 27 another great-granddaughter was born in California to Mildred’s granddaughter Stephanie Jacobson, so Mildred will be traveling to that baptism, as well, with the dress.
