INTRODUCTIONHon’NationalGreenTribunalinO.A.No.710‐713/2017dated15.07.2019orderedregarding constitution of District Committee (as a part of District PlanningCommittee under Article 243 ZD) under Articles 243 G, 243W, 243 ZD readwithSchedules11and12andRule15oftheSolidWasteManagementRules,2016.
Intheabovesaidorder,itisstatedthatamongothers
‘Chief Secretaries may personally monitor compliance of environmental norms(including BMW Rules)with the DistrictMagistrate once everymonth. The DistrictMagistratesmayconductsuchmonitoring twiceeverymonth.We find itnecessary toaddthatinviewofConstitutionalprovisionsunderArticles243G,243W,243ZDreadwithSchedules11and12andRule15oftheSolidWasteManagementRules,2016itisnecessarytohaveaDistrictEnvironmentPlantobeoperatedbyaDistrictcommittee(asapartofDistrictPlanningCommitteeunderArticle243ZD)’
In this regard, Director (Environment) and Additional secretary, Forest andEnvironment department, Gandhinagar requested District Collectors to prepareDistrictEnvironmentalplansbyconstitutingDistrictCommittee(asapartofDistrictPlanning Committee under Article 243 ZD) & furnish monthly progress report toChiefSecretarytoGovernmenteverymonth.
As per the directions, District committeewas formed in the Kheda DistrictcomprisingoffollowingmemberstoevolveandexecuteDistrictEnvironmentalPlan.

1. BriefProfileoftheDistrict
According toCensus2011,Khedadistrict has a total populationof22.99 lakhs.Thetotalnumberofhouseholdsbeing395493,theaveragefamilysizeworksoutto5.12.Sexwisedatashowthattheproportionofmalesinthetotalpopulationis51.64percentwhilethatoffemalesis48.36percent.Theresultantsexratioworksoutto937 females per 1000 males. The literacy ratio is 88.21 percent in urban areaswhereas is lower (83.14 per cent) in rural areas. The overall literacy rate in thedistrict is thus84.31per cent ‐males93.40per centwhich is substantially higherthanthefemaleliteracyrate(72.38percent).
Khedadistrict ishavingareaof3959 sq.kms.Nadiad taluka is thedistrictheadquarter for theGovernmentadministration.Thereare total10 taluka,8 townsand620 villages in the district. Geographically it lies between 22.30‟ to 23.18‟ degreelatitudeatNorthern side and72.32‟ to73.37‟deg. District is boundby twomajorriversofGujarat,onwestsideSabaramatiandMahisagarontheEast.
In Kheda District, there are total 10 Talukas namely, Kheda, Nadiad,Mahemdabad, Kapadvanj, Kathlal, Mahudha, Thasra, Matar, Galteshwar and Vaso.Thereare10Nagarpalikas(ULB)namelyNadiad,Kheda,Kathlal,Kapadwanj,Kanjari,Chaklasi,Mahudha,Mehmedabad,ThasraandDakor.
ThedistricthasmajorriversnamedMahi,Sabarmati,Meshwo,Khari,VatrakandShedhi.MahiRiverisfamouswithMahisagarnameforitslargestretchwhichpassingnearbytheThasrataluka.
Total Geographical Area of Kheda district is 3,94,388 hector, of which 9807hectorisForestcover
Region of Kheda is known as “Charotar‐the Golden Leaf area”. Since manydecades it has beenmajor producer of tobacco in Gujarat.Moreover, it has strongbaseofcotton&ricetoo.MajorindustriesofthedistrictareofTextiles,Paper,Agro‐based and Food Processing. Kheda is known for its timber industry and alsorecognized as hub for the packaging woods. Matar & Kheda Taluka has abundantreservesofnaturalgas.TherearemanywarehousesalongtheNationalHighway‐8.
MostpopularreligiousplacesofthedistrictareSantramMandir(Nadaid),VadtalSwaminarayan Mandir (Vadtal), Rannchhodrai Temple at Dakor, GalteshwerMahadev Mandir and Roja Roji (Mehamdabad). There is no big mountain ormountainrange.ThereisnocoastalareainKhedaDistrict.

2.2 PlasticWasteManagement:In Kheda District, there are 10 Nagarpalikas (namely Nadiad, Kheda, Kathlal,Kapadwanj,Kanjari,Chaklasi,Mahudha,Mehmedabad,ThasaraandDakor).Thelocalbodiesaredirectedtoensurethattheplasticwastegeneratedfromtheallthelocalbodiesaretobesegregatedandrecyclableplasticwastearesoldtotherecyclers,lowvalueplasticareutilizedforroadlayingandthenon‐recyclableplasticwasteissenttoco‐processinginCementPlantandtheremaininginertsaredisposedforlandfill.Inordertogivethrustonplasticwasteminimization,sourcesegregation,recycling,involvingwastepickers,recyclersandwasteprocessorsincollectionofplasticwastefractioneitherfromhouseholdsoranyothersourceofitsgenerationorintermediatematerial recovery facilityandadoptpolluterspayprinciple for thesustainabilityoftheWasteManagement system,MoEF&CC has notified PlasticWasteManagementRules,2016asamended.These rules shall apply to every waste generator, local body, Village Panchayat,manufacturer,recyclers,importersandproducers.ThedetailsinprescribedformatofModelactionplanofCPCBisasperAnnexureB.Based on the data analysis of current status, Action plan with action points andResponsibleStakeholdersisasbelow:

Central Pollution Control Board in association with State Pollution Control Boardmonitors the water quality of major Rivers and Lakes under the GlobalEnvironmental Monitoring System (GEMS) and Monitoring of Indian NationalAquaticResourcesSystem(MINARS)programme.BasedontheconsolidatedreportsofGEMSandMINARSduringtheyear2016‐17,theCPCBhasidentified351pollutedriverstretchesinthecountry.ForGujarat,CPCBhasidentified20numbersofPollutedRiverStretchesbasedontheBio‐ChemicalOxygenDemand(BOD)values.Hon’bleNGT(PB)hasdirectedalltheStatesandUnionTerritoriestoprepareactionplanswithin31.01.2019forbringingallthepollutedriverstretchestobefitatleastforbathingpurposes(i.e.,BOD<3mg/l&FC<500MPN/100ml)withinsixmonthsfrom the date of finalisation of the action plans and subsequently the time limitextendedfortwoyearsi.e.within31.03.2021videitsorderdated08.04.2019.PollutedRiverStretchesinKheda:
