PUBLIC PARTICIPATION

ADDRESSING THE PERSONNEL COMMISSION Members of the public may address the Personnel Commission by oral presentation concerning any subject that lies within the jurisdiction of the Personnel Commission provided the requirements and procedures herein set forth are observed: 1. Individuals wishing to speak to the Commission at the Personnel Commission meeting during Public

Comments or regarding an item(s) on the agenda must complete an information card with their name, name of organization (if applicable) and the topic or item on which the comment is to be made.

Five minutes is allotted to each speaker per topic. If there are more than four speakers on any topic or item, the Commission reserves the option of limiting the time for each speaker. A speaker’s time may not be transferred to another speaker.

Each speaker is limited to one presentation per specific agenda item before the Commission, and to one presentation per Commission meeting on non-agenda items. General Public Comments

• The card to speak during Public Comments must be submitted to the recording secretary at the meeting before the Commission reaches the Public Comments section in the Agenda.

• Five minutes is allotted to each speaker per topic for general public comments. The speaker must

adhere to the topic. Individuals wishing to speak during the Public Comments will be called upon during Public Comments.

SUBJECT: MERIT RULES ADVISORY COMMITTEE: APPOINTMENT OF PERSONNEL COMMISSION MEMBER / SET INITIAL MEETING DATE AND TIME

DATE: November 16, 2011 TO: Members of the Personnel Commission FROM: Joe Metoyer, Chair, Personnel Commission BY: Dori MacDonald, Director of Classified Personnel BACKGROUND On March 16, 2011, the Personnel Commission adopted the Committee composition for the Merit Rules Advisory Committee (MRAC). At that time, the Commission voted to appoint one Commissioner to the MRAC. To date, all members of the MRAC have been appointed, with the exception of the Personnel Commissioner. After careful consideration, the Commission Chair has requested that this item be expanded to allow Commissioners to discuss and approve amending the committee composition to allow for two Commissioners. If the composition is amended, the two Commissioners would serve as co-chairs. Once the committee members have all been appointed, the initial meeting date and time would need to be set. Subsequent meeting dates/time would be set by the committee at its first meeting. RECOMMENDATION It is recommended that the Commission (1) Discuss the composition of the MRAC and determine whether to amend its composition to include

two Commissioners; and (2) Appoint their member(s) to the Merit Rules Advisory Committee; and (3) Establish the initial meeting date and time of the first meeting of the Merit Rules Advisory

AGENDA REPORT NO. 2 SUBJECT: APPROVAL OF PROVISIONAL APPOINTMENT TO WORKING OUT OF

CLASS ASSIGNMENTS DATE: November 16, 2011 TO: Members of the Personnel Commission FROM: Dori MacDonald, Director of Classified Personnel It is recommended that the Personnel Commission approve the following provisional appointment as a working out of class assignment at 100% Name Assignment Length of Assignment Lisa Moss Career Services Advisor Until incumbent returns, but not to exceed 90 days,

beginning 12/5/11

BACKGROUND The request for working out of class was received in the Personnel Commission Office within the time limits established by the Merit Rules. One of the District’s current Career Services Advisors will be on leave beginning on 12/5/11 and is expected to return on 2/6/12. In order to maintain career services to students, Ms. Lisa Moss, Administrative Assistant I, in the Career Center, will take over many of the duties of a Career Services Advisor. Her additional duties will be as follows:

45% of each week will consist of individualized appointments with students to assist and coach them in the development of career goals and techniques for obtaining employment. This coaching will consist of the following:

• Developing techniques and strategies for obtaining employment, such as resume preparation, interview techniques, appropriate dress, anticipated interview questions, and job search techniques.

• Assisting students in assessing their skills, interests and aptitudes in developing employment plans.

15% of each week will consist of:

• Conducting workshops;

• Developing and maintaining a database of prospective employers;

• Maintaining on-campus student employment job listings.

Lisa Moss has worked for the College since 2001 in various secretarial and administrative assistant positions, including a position in the Commission Office. Since 2007, she has worked as an Administrative Assistant I in the Career Center and worked out of class last year in this same classification. She is familiar with all of the services offered to students by the Career Center. Ms. Moss holds two AA degrees, one in Business Management and the other in Marketing. She also holds a BA in Political Science and is ready to and willing to assume these additional duties.

Merit Rule 7.2 – Provisional Appointment (Education code Sections 88106 – 88108) 7.2.1 (B -C) GENERAL PROVISIONS

B. An employee may receive one or more provisional appointments, which may accumulate to a total of 90 working days in a fiscal year, after which a 90-calendar-day interval shall elapse during which the employee shall be ineligible to serve in any full-time provisional capacity.

C. Notwithstanding the provisions of paragraphs A and B above, the Personnel

Commission may extend the 90-working-day provisional appointment for a period not to exceed 36 additional working days provided:

1. An examination for the class was given during the initial 90 working days of the

employee's provisional assignment. 2. Satisfactory evidence is presented indicating:

b. Extension of this provisional assignment is necessary to carry on vital functions of the district;

3. No person shall be employed full-time in provisional capacities under a given

Governing Board for a total of more than 126 working days in any one fiscal year. Agreement between Santa Monica Community College and CSEA, Chapter 36 11.7.3 Compensation:

a. In the event that an employee is assigned duties at a higher classification as defined above and those duties make up at least fifty percent (50%) of the employee’s daily assignments, the employee’s salary shall be adjusted as set forth in Section 11.4.1.

b. If those duties make up less than fifty percent (50%) of the employee’s daily

assignment, the District shall pay the employee equal to one half (1/2) of the stipend that would have been paid under paragraph a (above)

ANALYST II AND PROGRAMMER ANALYST III DATE: November 16, 2011 TO: Members of the Personnel Commission FROM: Dori MacDonald, Director of Classified Personnel BY: Michael Cool, Personnel Analyst BACKGROUND The Personnel Commission Office is requesting to use the Information System Support Analyst list to certify eligible(s) to the Programmer Analyst II and Programmer Analyst III vacancies in the Management Information Systems department. An eligibility list does not exist for Programmer Analyst II or Programmer Analyst III. The necessary skills and knowledge for Programmer Analyst II and Programmer Analyst III were adequately tested in the examination of Information Systems Support Analyst. The eligibility list does contain three ranks of candidates, and the hiring manager has requested that both Programmer Analyst II and Programmer Analyst III vacancies be filled using this list. Reference: Merit Rule 6.3.13:

A. If there is no eligibility list for the class in which a vacancy occurs, certification may be made from a list for another class at the same or a higher salary level provided:

1. The duties and qualifications of the class for which the examination was given include substantially all of the duties of the position to be filled.

2. The Personnel Commission finds that the use of the list is in the best interest of the District and that the necessary skills and knowledge were adequately tested in the examination.

RECOMMENDATION It is recommended the Commission approve the use of the Information Systems Support Analyst eligibility list to certify eligible(s) to the current Programmer Analyst II and Programmer Analyst III vacancies. AGENDA REPORT NO. 4 SUBJECT: REVISIONS TO CLASS DESCRIPTION: REGISTERED NURSE – HEALTH

SERVICES DATE: November 16, 2011 TO: Members of the Personnel Commission FROM: Dori MacDonald, Director of Classified Personnel BY: Carol Long, Supervising Personnel Analyst BACKGROUND Attached for your approval is a revised classification description for Registered Nurse – Health Services. The District has approved filling a position, and Staff recently reviewed the classification in preparation to fill the vacant position. Minor revisions are recommended to clarify and broaden the scope of the Minimum Qualifications. Specifically, we are recommending that the requirement of a Public Health Nursing Certificate be eliminated and changed to a Desirable Qualification. It is essential for candidates to possess hands-on patient experience in a clinical setting, and additional education beyond the required California Registered Nurse license would not prepare them as effectively. Additional changes to the Experience Requirement are recommended to ensure that all qualified candidates possess sufficient experience working directly with patients. Minor changes are also recommended in Job Duties and Knowledge, Skills, and Abilities. Specifically, Registered Nurses are responsible for inputting regular updates of all patient records on computer; therefore, a minimal level of computer skills is important. RECOMMENDATION It is recommended that the Commission approve the attached revisions to the classification description for Registered Nurse – Health Services. Registered Nurse - Health Services

CONCEPT OF THE CLASS

Positions in this classification provide confidential primary health care services to currently enrolled students and college employees, including health promotion, illness prevention, and health education.

ESSENTIAL DUTIES

Provides triage and administers first aid treatment to students and staff; provides emergency referrals; ensures universal precautions are used and confidentiality and safety standards are maintained.

Provides assessment, diagnosis, treatment, and outcome evaluation of student and staff health problems; performs in accordance to the Nurse Practice Act, ethics, scope of nursing practice, and District policies and procedures.

Responds to emergency calls and takes appropriate action according to legal guidelines found in the California Nurse Practice Act.

Evaluates student symptoms and behavior and makes a nursing judgment to identify illnesses and determines course of action.

Assists students in obtaining and accepting appropriate medical care.

Determines need for medical or psychiatric attention and calls paramedics or college police as needed.

Conducts tests including urinalysis, hearing, vision, blood pressure, gives and reads mantoux Tuberculosis (TB) tests, provides vaccines required for transfer to universities and traveling aboard, gathers throat cultures and performs lab work when required.

Assists a doctor and/or nurse practitioner with providing patient assessment and treatment.

Administers Strep A tests when appropriate.

Performs phlebotomy for students entering the College nursing program.

Assists the supervisor in conducting health education programs such as CPR, illness prevention, leading a healthy lifestyle, and general health topics.

Uses a computer to create and maintain Maintains confidential student and staff health records.

Maintains a clean patient environment and sterile equipment.

Performs other related duties as requested or assigned. Examples of essential duties are descriptive and not restrictive in nature and are generally listed in descending order of importance.

SUPERVISION

Supervision Received: Under general supervision, the employee receives assignments and is expected to carry them through to completion with substantial independence.

Supervision Exercised: Positions in this classification serve in a lead capacity to the following classifications: Student Services Assistant - Health.

MINIMUM QUALIFICATIONS

Education Requirement: An Associates or Bachelors Degree in Nursing. Experience Requirement: Five (5) years of nursing experience, including minimum of three (3) years in an acute nursing setting and/or community public health setting that required hands on experience. A Bachelor’s Degree may substitute for up to two years of the general nursing experience.

Education/Experience Equivalency: Experience and/or education of the same kind, level or amount as required in the minimum qualifications may be substituted on a year-for-year basis.

Licensure and/or Certification: A valid, current California Registered Nurse license, Public Health Nursing certificate, Basic Life Support, and CPR certificate are required. A Public Health Nursing certificate is desirable. Ongoing education for certification renewal is required.

SPECIALIST DATE: November 16, 2011 TO: Members of the Personnel Commission FROM: Dori MacDonald, Director of Classified Personnel BACKGROUND Attached for your approval is a revised classification description for Athletic Equipment Specialist. Pending the Board of Trustee’s approval of a new position, the Commission Office will begin a recruitment for an Athletic Equipment Specialist. A small change to the minimum qualifications is being recommended. A minimum of one season assisting a high school or collegiate level football program with equipment and uniforms will no longer be required. It is still preferable to have this experience, but we do not want to automatically disqualify people who have a wide range of athletic equipment experience, but have not had the opportunity to assist with a football program. RECOMMENDATION It is recommended that the Commission approve the classification description for Athletic Equipment Specialist. Athletic Equipment Specialist

CONCEPT OF THE CLASS Positions in this classification are responsible for organizing and maintaining the uniforms, and equipment used by athletic teams, and preparing uniforms and equipment for all athletic events. ESSENTIAL DUTIES Receives, stores, and issues a wide variety of athletic equipment, supplies, and uniforms to athletes.

Maintains inventory of all athletic equipment, supplies, and uniforms; determines and implements methods for maintaining an accurate and current inventory.

Assembles and dismantles field equipment, and associated supplies for home games, practices, and physical education classes.

Measures, sizes, and fits athletes with proper equipment and uniforms to ensure that they are in compliance with NCAA (National Collegiate Athletic Association), NOCSA (National Operating Committee on Standards for Athletic Equipment) and Western State Conference rules and regulations; Ensures that football helmets are certified for use. Launders athletic uniforms according to schedules and timelines; Ensures that game and practice uniforms are laundered and ready for wear by athletes. Packs equipment and supplies for away games and ensures that the equipment and supplies are accounted for and loaded on bus and/or District vehicle when necessary; may travel with team on bus. . Drives District truck or car to away games or on errands, such as picking up equipment or supplies needed for the performance of work. Takes inventory and evaluates athletic supplies and equipment, and makes any needed minor repairs. Completes the set-up and take-down of facilities for all athletic events (eg. football, volleyball, basketball); Ensures the completion of the set-up and take-down of facilities.

Monitors team locker and shower room for home games, and ensures that the that they are maintained in a clean and orderly condition.

Monitors the assignment of lockers and issuing of combinations and locks to athletes.

Maintains contact with vendors to provide up-to-date information on equipment, supplies, prices, and the latest trends in athletic equipment.

Assists in the purchase of athletic equipment and supplies.

Performs other related duties as requested or assigned.

MINIMUM QUALIFICATIONS Education Requirement: Graduation from high school or equivalent.

Experience Requirement: One (1) year of experience fitting, storing, issuing, and repairing of athletic equipment, supplies, and uniforms for a wide range of college sports such as football, basketball, soccer, baseball, water polo, swimming, and track and field. , including aA minimum of one season assisting a high school or collegiate level football program with equipment and uniforms is preferred.
