Agenda for 12th Meeting of Northern Region Constituents regarding
Connectivity/Long Term Access to Generation projects in NR
A. Confirmation of the minutes of 10th meeting of Northern Region Constituents
regarding Connectivity/Long Term Access to Generation projects in Northern
Region held on 30/05/2017 at NRPC, New Delhi.
No comments on the MoM have been received. Accordingly, the minutes of the 10th
meeting of Northern Region Constituents regarding Connectivity/Long Term Access to
Generation projects in Northern Region held on 30/05/2017 may be confirmed.
B. CERC has notified the Detailed Procedure for Grant of connectivity to projects based on
renewable sources to ISTS on 15/05/2018 in the Petition No. 145/MP/2017. As per the
procedure, the connectivity in Northern Region from renewable sources for application
filed online before 15/05/2018 and received hardcopy before 22/05/2018 was discussed
in 11th Meeting of Northern Region Constituents regarding Connectivity/Long Term
Access to Generation projects in NR held on 07/06/2018. The minutes of meeting is
being issued.
C. Connectivity to M/s NTPC Ltd for 1320 MW from Singrauli STTP stage – III in Uttar
Pradesh.

Connectivity application has been received in April’18 from M/s NTPC Ltd for
Connectivity of 1320 MW from Singrauli Super Thermal Power Station Stage-III at
Sonebhadra, Uttar Pradesh. As per the application, connectivity has been sought from
01/03/2021. Commissioning schedule as mentioned in the application is 01/01/2022.
Further, NTPC vide their letter no NTPC/CON/Singrauli-III/2 dated 22/3/2018 has
informed that they have planned construction of 2x660MW Singrauli –III STPP within
the existing Singrauli STPP complex. The tendering process for EPC package for the
main plant is in advance stage and NIT has already been issued. NTPC also informed
that UP has agreed to take entire power from the project and UPPTCL intends to draw
their share of power from ISTS network.

To discuss connectivity of Singrauli STPP Stage – III, a meeting was held in CEA,
wherein it was opined that LILO of Vindyachal-IV(2x500 MW) – Vindyachal-V(500 MW)
400 kV D/c line alongwith replacement of existing twin moose conductor of Vindyachal-
IV(2x500 MW) - Singrauli STPP Stage – III line with HTLS conductor of capacity 2100
MW may be considered.
Further, NTPC vide letter dated 15/06/2018 has informed that the capacity of the
Singrauli STPP Stage – III has been revised to 1600 MW(2x800 MW) and requested
that revised unit rating may be considered for planning of transmission system for
evacuation of power from the generation project.
In view of the above, it may be observed that there is change of more than 100 MW in
the quantum of power to be interchanged using the Inter-State Transmission System.
Accordingly, NTPC is required to make fresh application in accordance with CERC
connectivity regulations.
Upon receipt of the applications the same shall be processed after carrying out detailed
short circuit studies and study of additional alternatives.

D. Revocation of 850 MW Connectivity granted to M/s GVK Ratle Hydro Electric
Project Pvt. Ltd (GVKRHEPPL)
GVK Ratle Hydro Electric Project Pvt. Ltd. was granted connectivity for 850MW power
vide intimation letter dated 16/12/2013. Further, LTA for transfer of 690MW power was
also granted to GVK Ratle Hydro Electric Project Pvt. Ltd. vide intimation letter dated
03/02/2014. Subsequently, LTA was revoked on account of M/s GVKRHEPPL’s failure
to sign the LTA agreement vide letter dated 30/11/2017. In the said letter, notice for
revocation of 850MW Connectivity granted to M/s GVKRHEPPL was also served.
M/s GVKRHEPPL vide letter dated 09/12/2017 informed that project works has been
suspended and PPA with PDD J&K govt. has been terminated while the matter is
pending for adjudication. In addition, the implementation activities at site are in stand
still condition.
Keeping above in view, the connectivity granted to M/s GVK Ratle Hydro Electric
Project Pvt. Ltd (GVKRHEPPL) vide intimation dated 16/12/2013 may be revoked with
immediate effect on account of insufficient progress.

E. Revised Grant of LTA to M/s NTPC Ltd. from Tanda TPS Stage-II (2x660 MW) to
NR Beneficiaries for transfer of 356.78 MW power.
NTPC has earlier been granted LTA for transfer of 484.28 MW power from Tanda Stage-
II (2x660MW) TPS located in Uttar Pradesh to Northern region beneficiaries, vide
intimation dated 23/01/2015. However, in line with discussions in various meetings
NTPC has re-applied LTA for 356.78MW from Tanda Stage-II. The period of LTA is from
Jan’19 onwards for 25 years.
Detailed Agenda for Grant of Long Term Access (Revised) to NTPC Ltd. for its Tanda
TPS Stage-II (2x660 MW) for 356.78 MW to NR Beneficiaries was already circulated
vide CTU letter dated 25/04/2018(copy enclosed at Annexure-I).
It is proposed that revised Long Term Access to NTPC for 356.78MW power transfer
from Tanda Stage-II TPS to Northern region beneficiaries may be granted with the
availability of following Transmission system by UPPTCL:
Tanda–Gonda 400kV quad D/C line
Gonda–Shahjahanpur (PG) 400kV quad D/C line
Establishment of 400kV S/s at Gonda with 400/220kV, 2x315 MVA ICTs.
LILO of Azamgarh- Sultanpur 400 kV S/c line at Tanda
Effective date of LTA may be indicated by UPPTCL

F. LTA/Connectivity for hydro projects in Uttarakhand
Following Connectivity and Long Term Access (LTA) applications/grants were
discussed in the earlier meetings, however due to certain issues, such
applications/grants (for generation projects in Uttrakhand) need to be discussed again:

LTA proposal in

In response to the various intimations issued by CTU, PTCUL raised certain
apprehensions which primarily include the following:
a) Inclusion of 400/220kV substation at Srinagar & 400kV Srinagar-Srinagar D/c line
in connectivity and LTA intimations: In this regard, CTU has already informed in
various meetings that the transmission elements which have been completed are
not included in the intimations, however PTCUL is still raising the same and needs
to be resolved.
b) Inclusion of connectivity system in LTA intimations also: In this regard CTU has
already clarified many times that as per CERC Connectivity Regulations,
Connectivity and LTA are two separate products and to be dealt separately. In all
other cases also, separate system is indicated for Connectivity and LTA. However
the issue is still to be resolved.
In addition to above they have raised certain project specific issues which are
indicated along with the project specific agenda which is given below:
1. Connectivity and LTA to Phata Byung Hydro project (76 MW) of M/s Lanco
Mandakini Hydro Energy Pvt. Ltd. in Uttarakhand.
Connectivity and revised LTA intimations have been issued in October, 2017 through
following Transmission system:

Connectivity system:
i. Interim Arrangement:
Phata Byung generation switchyard – Proposed site of Baramwari (PTCUL)
220kV D/c (To be implemented by the applicant including 220kV bays at
generation end).
Common transmission system required for Connectivity(Deemed
ISTS):
Proposed site of Baramwari (PTCUL) – Srinagar (PTCUL) 220kV D/c line
(To be implemented by PTCUL).
ii. Final Arrangement:
Phata Byung generation switchyard – Baramwari 220kV D/c (To be
implemented by the applicant including 220kV bays at both ends).
The concerns raised by PTCUL on the intimations have already been mentioned above.
Further, due to uncertainty of Phata Byung HEP, during the meeting held on 25/09/2017
at CEA, PTCUL was advised to implement the proposed Baramwari-Srinagar 220kV
D/C line in two phases. Phase-I, i.e. from LILO point to Srinagar is to be matched with
Singoli Bhawari HEP and Phase-II with Phatabyung HEP.
Applicant may clarify the status of the generation project based on which date of
implementation of Phase-II of the transmission system can be planned.

2. Connectivity and LTA to Singoli Bhatwari HEP (99MW) of M/s L&T Uttaranchal
Hydropower Ltd. in Uttarakhand.
Connectivity has been granted to Singoli Bhatwari HEP of M/s L&T Uttaranchal
Hydropower Ltd. in Uttarakhand in April, 2016(Revised in October, 2017) with following
system:

i. Interim Arrangement:
LTA system:
Srinagar- Kashipur 400kV D/c line along with associated 400 kV bays at both
ends (to be implemented by PTCUL)

LILO of one circuit of Baramwari (Initially line shall be from Phata Byung as
Phata Byung is coming before Singoli Bhatwari) – Srinagar 220kV D/c at
Singoli Bhatwari generation switchyard (LILO portion to be implemented by
the applicant including 220kV bays at generation end).
Common inter-state transmission system required for Connectivity:
proposed site of Baramwari substation (PTCUL) – Srinagar (PTCUL)
substation 220kV D/c line (To be implemented by PTCUL) as deemed ISTS.
ii. Final Arrangement:
Singoli Bhatwari generation switchyard – Baramwari substation 220kV D/c,
with the opening of LILO as mentioned above in interim arrangement (To be
implemented by applicant including 220kV bays at both ends).
Common inter-state transmission system required for Connectivity:
proposed site of Baramwari substation (PTCUL) – Srinagar (PTCUL)
substation 220kV D/c line (To be implemented by PTCUL) as deemed ISTS.
Note: Baramwari 220 kV switching station and Baramwari – Srinagar 220 kV D/c
line to be implemented by PTCUL as part of Common Transmission system for
Connectivity of Phatabyung and Singoli Bhatwari HEPs. The commissioning of
Baramwari may be matched with the later (2nd) generator, out of the two.
The above connectivity was granted considering Phata Byung HEP would come
up before Singoli Bhatwari HEP, however, as now Phata Byung HEP has
become uncertain, the interim connectivity system needs to be modified in line
with the Minutes of Meeting held in CEA on 25/09/2017. The revised proposal for
interim connectivity is:
Point of interconnection of Singoli Bhatwari HEP with proposed Baramwari –
Srinagar 220 kV D/c line (matching with the commissioning of Singoli
Bhatwari HEP) by PTCUL. Dedicated line from Singoli Bhatwari switchyard
to point of interconnection would be built by M/s L&T as interim connectivity.
However, the final connectivity system shall remain same as mentioned above.
Proposal for LTA:
Proposal for grant of LTA was circulated to the constituents vide CTU letter
C/CTU/NR/LTA dated 06/11/2017 with Srinagar- Kashipur 400kV D/c line along with
associated 400 kV bays at both ends (under scope of PTCUL as part of deemed ISTS).

However, PTCUL has observed that considering the uncertainty of Phata Byung HEP,
the status of 220 kV D/C line to Srinagar needs to be reviewed and accordingly, did not
give its consent to issue the LTA intimation to Singoli Bhatwari HEP due to which
intimation could not be issued. Subsequently, in a meeting held at CEA on 04/04/2018,
PTCUL informed that they have issued the LOA for the line with commissioning
schedule as March, 2019.
It may be reiterated that during the meeting held on 25/09/2017 in CEA, PTCUL was
advised to implement the proposed Baramwari-Srinagar 220kV D/C line in two phases,
Phase-I from LILO point to Srinagar matching with Singoli Bhawari HEP and Phase-II
matching with Phatabyung HEP.
Applicant may update the status of the generation project.

3. Connectivity and LTA to Tapovan Vishnugarh Hydro project (520 MW) of NTPC
Ltd.
Connectivity and revised LTA intimations have been issued in August, 2016 & October,
2017 respectively through following transmission system to be implemented by PTCUL
as deemed ISTS Licensee:
Connectivity system:
i) Tapovan Vishnugad HEP– Proposed site of Pipalkoti 400 kV S/s 400kV D/c
(Twin Moose) line
ii) Proposed site of Pipalkoti 400 kV S/s-Srinagar 400kV D/c (Quad Moose) line
Note: The bays at Generation end are to be implemented by NTPC
LTA system:
Srinagar- Kashipur 400kV D/c line along with associated 400 kV bays at both
ends (to be implemented by PTCUL- Deemed ISTS)
Regarding LTA intimation, PTCUL has observed that under LTA system, connectivity
elements also to be included and sought clarifications on Implementation Agreement
which have already been suitably replied by CTU. Copy of PTCUL letter dated

10/11/2017 and CTU letter dated 13/12/2017 is enclosed (Annexure-II). However,
issues raised by PTCUL needs to be resolved.
It may be noted that Srinagar-Kashipur 400 KV D/C line is essential for transfer of
power under LTA. PTCUL may update the status of the same.
Further, NTPC may update the status of generation project.
Members may discuss.
4. Connectivity to Vishnugarh Pipalkoti HEP (444 MW) of THDC Ltd.
Connectivity intimation has been issued in August, 2016 through following Transmission
system to be implemented by PTCUL as deemed ISTS Licensee:
i. Pipalkoti HEP– 400 kV Pipalkoti switching station 400kV D/c (Twin Moose) line
ii. Establishment of 400 kV Pipalkoti switching station
iii. Diversion of Tapovan Vishnugad HEP– Proposed site of Pipalkoti (400 kV S/s)
400kV D/c (Twin Moose) line at Pipalkoti switching station
iv. Diversion of Proposed site of Pipalkoti (400 kV S/s)– Srinagar 400kV D/c (Quad)
line at Pipalkoti switching station
Note: The bays at Generation end are to be implemented by THDC
Regarding connectivity intimation, PTCUL has observed that under connectivity system,
Srinagar-Kashipur 400kV D/C line, Srinagar-Srinagar (HEP) 400 kV line alongwith 400
kV Srinagar substation may be included which have already been suitably replied by
CTU. Copy of PTCUL letter dated 28/09/2016 and CTU letter dated 11/11/2016 is
enclosed (Annexure-III). However, issues raised by PTCUL needs to be resolved.
Further, THDC may update the status of the generation project.

5. Connectivity and LTA to Naitwar Mori HEP (2X30MW) of SJVN Ltd. in Uttarakhand.
Connectivity has been granted to Naitwar Mori HEP of SJVNL in October, 2017 through
following transmission system:
Naitwar Mori HEP - # Location of Mori 220/132kV (PTCUL) Substation 220kV D/c
line (to be implemented by applicant alongwith 220kV bays at generating end)

# Location of Mori 220/132kV (PTCUL) – Dehradun 220kV D/c line (to be
implemented by PTCUL)
# Mori 220/132 kV substation is not required in the time frame of connectivity of
Naitwar Mori HEP.
Meanwhile, PTCUL desired to change the location of their proposed Mori substation. In
the meeting held on 04/04/2018 at CEA to discuss the status and issues related to
transmission elements of UITP scheme under implementation by PTCUL, the following
was agreed:
PTCUL to finalize the location of Mori substation jointly with M/s SJVNL within
15-20 days
PTCUL to review the status of hydro generation projects in Yamuna basin and
submit a report to CEA in 15 days time.
Based on the report of PTCUL regarding Yamuna Basin hydro generation
projects, decision regarding the capacity of Mori-Dehradun 220 kV D/c line
would be taken
SJVNL/PTCUL may update the status.
Proposal for LTA:
LTA application of M/s SJVN Limited has been received in Dec’17 from M/s SJVN Ltd
for 60 MW from Naitwar Mori Hydro Electric Power Project, Uttarakhand, details of
which are mentioned below:

No constraint is envisaged beyond Dehradun 400/220 kV substation for transfer of 60
MW from Naitwar Mori Hydro Electric Power Project to Northern Region with existing
transmission system. Accordingly, it is proposed to grant LTA to M/s SJVN Limited for
evacuation of 60 MW from Naitwar Mori Hydro Electric Power Project to NR(Target)
from 30th Nov’2021 with existing transmission system.

It may be mentioned that Application Bank Guarantee(ABG) submitted by M/s SJVN
Limited is at variance with format prescribed by CERC regulations for which matter has
already been taken up with M/s. SJVN Ltd. Intimation shall be issued to applicant only
after receipt of ABG in the prescribed format.

6. LTA for 259MW to Alaknanda HEP (300MW) of M/s GMR (Badrinath) Hydro Power
Generation Pvt. Ltd in Uttarakhand.
M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had been granted Long Term
Open Access beyond Kashipur for transfer of 259 MW power from Alaknanda HEP
(300MW) in Uttarakhand. The applicant had earlier approached to PTCUL for grant of
Connectivity.
Vide order dated 31/1/2013 in Petition no. 133/MP/2012, the comprehensive
transmission system identified by PTCUL in association with CEA have been declared
as deemed ISTS system. Accordingly, during the 7th & 8th LTA/Connectivity meeting of
NR constituents held on 14/07/15 & 20/01/16, the applicant was asked to apply afresh
for connectivity to CTU.
Further, it is to inform that M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd. had
already signed BPTA/LTA Agreement, however based on revised connectivity
application the injection point for LTA would get changed to deemed ISTS network and
the already signed BPTA/LTA agreement shall be revised by CTU.
GMR requested for cancellation of LTOA/BPTA Agreement and return of BG. The
matter was discussed in 10th meeting of NR constituents regarding Connectivity and
LTA Applications wherein it was informed that as there is no such provision in the extant
Regulations for cancellation of LTOA/BPTA Agreement and return of BG, therefore, the
applicant may approach to CERC for suitable directions.
Subsequently, M/s GMR vide letter no. GBHPGPL/CTU/LTA/2017/84 dated 07/10/2017
submitted that CERC order dated 31/01/2013 in Petition No. 133/MP/2012 has rendered
their LTA Agreement incapable of performance due to cessation of the express
conditions like point of injection & quantum of power to be injected and requested for
return of Bank Guarantee.
