Summary of Deliberations in the 4th Meeting of Nodal Officers for SEM Data Coordination held on 16th March 2017 at SRPC, Bengaluru

The 4th Meeting of Nodal Officers for SEM coordination was held on 16th March 2017

at SRPC, Bengaluru and the list of participants is enclosed at Annexure I. Shri S.R.Bhat, Member Secretary (MS), SRPC welcomed all the Nodal Officers and

participants to the 4th Meeting of Nodal officers for SEM data coordination. MS, SRPC informed that as a result of previous meetings of the Nodal officers the

SEM Coordination issues had come down and appreciated the diligent efforts made by SRLDC and Nodal officers of the constituents.

MS, SRPC informed that NPC proposed Methodology for computing actual

drawal/injection of entities in case of non-availability of Main/Check/Standby Meter data would also be discussed in this Meeting. The Existing methodology of accounting in vogue in Southern Region and NPC proposal would be deliberated. The views of SRPC constituents would be communicated to NPC.

Agenda points were taken up for deliberation. The Presentation made by SRLDC is

attached at Annexure II.

1. SEM issues pertaining to Karnataka

a. Non Availability of SEMs as per CEA Metering Regulations i. 400 KV Hassan Line 1 & 2 at UPCL

ii. 400 KV Hassan Line at Nelamangala

iii. 400 KV Hassan Line at Talaguppa

iv. 400 KV Hiriyur Lines 1& 2 at Guttur

Deliberations in the Meeting

KPTCL informed that they had requested for 20 nos of SEM from PGCIL, SRTS II. After receipt of SEMs from PGCIL they would be installing the SEMs.

SRTS II,PGCIL informed that they are processing the request of 11 No of SEMs and they would be handed over to KPTCL within a week’s time.

PGCIL also informed that they shared the contact details of SEM Original Equipment Manufacturer (OEM) with KPTCL officials . They also informed that in case of urgency, the utilities could place order directly on SEM OEM.

AGM, SRLDC insisted for all the entities to have a spare of at least 10 SEMs and sufficient no. of DCDs and other accessories.

SRLDC informed that the utilities are losing considerable money by not installing SEMs / replacing faulty SEMs.

DGM,SRLDC informed that previously the cost of SEMs and SEM interfaces was vey high but now the cost of SEMs and interfaces has come down drastically. Hence installation/replacement of SEMs should not be a problem for utilities.

SRLDC and SRPC Secretariat requested Karnataka to install the SEMs in the above 6 nodes on priority basis.

Recommendations

Forum requested Karnataka to install the SEMs in the above 6 nodes on priority basis.

Forum also recommended all utilities to maintain 10 Nos of spare SEMs and sufficient number of DCDs .

b. Non receipt of SEM data i. Kadra

ii. Yarandahalli

Deliberations in the Meeting

SRLDC informed that they were not receiving the data from Kadra since April 2015 and Yerandahalli since April 2016.

Representative from KPCL informed that the SEM and DCD were taken by the PGCIL official and they have not returned the equipments.

SRTS II,PGCIL informed that they are not aware of this issue and informed to revert back on the issue.

SRLDC requested KPCL to nominate the Nodal Officer from KPCL to look after the SEM issues.

MS, SRPC requested KPCL to look into the matter and sort out within a week’s time.

KPCL agreed to nominate the Nodal officer and agreed to sort out the Kadra and Kodasalli SEM issues within week.

Station representative from Yerandahalli informed that SEM issue would be sorted out with in a week.

SRLDC requested the KPTCL Nodal officer to be take up the SEM issues with the respective stations to sort out the SEM issues.

Recommendations

Nodal officers forum recommended KPCL to nominate Nodal officer for SEM data coordination issue for Kadra, Kodasalli and RTPS and other KPCL stations and one Nodal officer from KPCL Head Quarters.

Nodal officers forum recommended all the Nodal officers to coordinate with the substations/site to submit the SEM data to SRLDC within the IEGC prescribed time limits.

c. Replacement of SEMs with huge time drift. SRLDC informed that the following station SEMs were having huge time drift and requested KPTCL to replace them on priority basis.

SRLDC furnished the list of SEMs with huge time drift and explained the commercial implications to the respective utility due to the time drift.

SRLDC informed that the above SEMs are to be replaced by KPTCL to have correct Energy accounting.

SRPC Secretariat requested KPTCL to replace the SEMs which are having more than 10 minutes of Time drift on priority basis.

SEMs having less than 10 minutes to be attempted to correct the Time drift each week a minute to have a correct time stamping.

KPTCL agreed to replace the 4 SEMs having more than 10 minutes of time drift on priority basis.

Recommendations

Nodal officers forum recommended KPTCL to 4 replace SEMs having more than 10 minutes of time drift at Guttur substation on priority basis

d. Delayed SEM data receipt. SRLDC informed that the SEM data receipt was irregular from the following stations:

i. Hoody

ii. Guttur

iii. RTPS

Deliberations in the Meeting

SRLDC informed that SEM data receipt from Hoody substation was very much irregular and needs attention of concerned station in charge and Nodal Officer.

SRLDC informed the forum that in the last 12 weeks, SEM data receipt from Guttur was delayed for 8 times while RTPS data was delayed in 4 instances.

Substation representative from Hoody and Guttur informed that they would look into the issue and SEM data would be sent regularly in future.

Representative from KPCL informed that they would look into this issue and data from RTPS would be sent regularly.

SRLDC requested KPTCL to send the data regularly so that the processed data can be forwarded to SRPC Secretariat within the stipulated timeframe.

e. Non receipt of Time drift statement. SRLDC informed that the time drift statement was not received from the following stations.

i. Ambewadi ii. Hoody iii. RTPS iv. Kadakola v. Guttur vi. Sedam vii. Bellary viii. Kodasalli

SRLDC informed that Time drift statement from the above stations were not received for the past many weeks .

SRPC Secretariat requested KPCL and KPTCL to send the Time drift statement along with the SEM data.

Representative from Sedam Substation informed that there was Internet connectivity problem at Sedam substation and the same is being attended by them.

Substation representative from Hoody and Guttur informed that they would look into the issue and send Time drift statement along with the SEM data.

Representative from KPCL informed that they would look into the issue and data from Kodasalli , RTPS would be sent with Time drift statement regularly.

SRLDC requested KPTCL Nodal officer to convey the information to other stations to send the SEM data with time drift statements regularly.

Recommendations

All substation/site personnel sending the data have to send monthly report on the time drift of the SEMs as on the 1st Monday of the month and also the time corrections carried out, if any, during the month to SRLDC.

2. SEM issues pertaining to Tamil Nadu

a. Replacement of SEMs at Thiruvalam : 293 days time drift.

In the previous meetings of Commercial sub committees and Nodal officers meetings SRLDC had insisted for replacement of SEM at Thiruvalam which is having 293 days time drift.

Deliberations in the Meeting

TANTRANSCO informed that they have replaced the SEM at Thiruvalem on 27.02.2017.

SRPC Secretariat requested TANTRANSCO to send the intimation letter.

It was informed that the SEM at Gummidipoondi and Siruseri are faulty and they had sent request to PGCIL to spare two SEMs. PGCIL representative stated that DCDs are not available.

SRLDC requested TANTRANSCO to address the SEMs issue at an early date.

b. Non receipt of NPC files

SRLDC informed that NPC files are not being received from Kamuthi, Kanarpatty, Theni, TTPS in the prescribed format. SRLDC also informed that Extra Zeros beside week heading disturbing the data format.

Deliberations in the meeting

TANTRANSCO informed that they have taken action to send the NPC files from the above stations .

TN Nodal officer also assured that regarding Extra Zero the issue will be taken up with the manufacturer and will be resolved by 31-03-17.

SRLDC informed that SEM data from Gummidipoondi and Sirusserry is not being received.

TN informed the SEMs at these locations needs to be replaced and they will complete the replacement by 31-03-17.

3. SEM issues pertaining to NPCIL

a. Installation of SEM on LV side of GT : MAPS

SRLDC informed that SEM to be installed on LV side of GT .

Deliberations in the meeting

SRLDC informed the forum that in the previous meetings MAPS informed that core is not available in the HV side of the GTs.

CC forum agreed for the provision of SEMs in the LV side as a fall back arrangement and the forum requested MAPS to coordinate with CTU and install the meters.

In the 33rd Meeting of CCM ,PGCIL informed that SEMs were provided at Sriperumbudur SS and MAPS can collect and install the SEM.

In the meeting it was informed that the Nodal officer from MAPS was not able to attend the Nodal officers meeting.

SRLDC and SRPC Secretariat requested MAPS to install the meters on LV side of GT and send the confirmation to SRLDC and SRPC Secretariat.

Recommendations

Nodal Officers forum requested MAPS to install the SEMs on LV side of GT at an early date and send the installation details to SRLDC and SRPC Secretariat.

b. Installation of SEMs on ICTs KAPS

SRLDC informed that SEMs to be installed on the HV and LV side of ICTs at Kaiga Generating Station.

Deliberations in the Meeting

Representative from Kaiga informed that action has been initiated to install the SEMs on the ICTs. He also informed that they are in touch with PGCIL to install the SEMs on HV and LV side of ICTs.

SRTS II, PGCIL informed that the SEMs were provided at Narendra SS and Kaiga has to coordinate with Narendra SS for installation.

It was informed that SEMs would be replaced with in a week’s time. SRLDC and SRPC Secretariat requested Kaiga to install the SEMs in coordination with

PGCIL .

Recommendations

Nodal Officers forum requested Kaiga to install the SEMs on HV and LV side of ICTs and send the installation details to SRLDC and SRPC Secretariat.

4. SEM Workshops in the Southern Region

SRLDC informed that as a part of capacity building & coordination programme SRLDC proposed to conduct SEM workshops in the Southern Region. The workshop would be covering aspects such as Special Energy Meters (SEM),Energy Accounting, Deviation Settlement Mechanism, Reconciliation of accounts etc.

SRLDC informed proposed dates for the SEMs workshop at various places in SR and the dates were finalized in consultation with the respective Nodal officers of the state.

TANTRANSCO informed that the Kayathar would be the place for SEM workshop in TN. APTRANSCO informed that Vijayawada would be the place for SEM workshop for AP. SRLDC informed that Hyderabad would be the venue for TSTRANSCO SEM workshop. KSEB informed that Kochi would be the preferred place for SEM workshop in Kerala. States agreed to confirm the suitability of dates latest by 31-03-17. SRLDC requested SR-I and SR-II, PGCIL to participate in the workshops and facilitate by

demonstrating SEM features and facilities as well as downloading of data, with respect to various make.

SRPC Secretariat requested the constituents to utilize the opportunity to train the field/Station/officials /officers concerned in sending the SEM data to SRLDC.

Recommendations

5. Installation of standby SEM on LV side of GT-7 and TT-4 at Ramagundam STPS stage III.

Deliberations in the Meeting

SRPC Secretariat informed that the stage wise injection of RSTPS is computed as follows:

Total injection of RSTPS: (a) = sum of all out going lines and ICTs Injection by RSTPS Stage III (b) = (GT-7) - (TT-4)

Injection of RSTPS Stage I & II (c) = (a) – (b) In the event of failure /under-recording of the SEMs on GT-7 and TT-4, there is no fall back arrangement. In the 30th Meeting of CC it had been recommended to have fall back arrangement by

installing stand by SEMs on LV side of the GT-7 and TT-4. In the 30th CCM, NTPC expressed that installation of SEMs on LV side is not possible since

the accuracy of class of CT is the order of 1 S . The SEM accuracy class for Energy accounting is of the order of 0.2S. NTPC agreed to take up the issue with their Engineering division and revert back

accordingly within 30 days. SRLDC and SRPC Secretariat requested NTPC to provide SEMs on LV side of GT-4 and

TT-4

Recommendations

Forum requested NTPC to provide the fall back arrangement by installing stand by SEMs on LV side of GT-7 and TT-4 .

6. NPC Agenda : Methodology/Procedure adopted for computing actual drawal/injection of entities in case of non-availability of Main/Check/Standby SEM data

In the Meeting the agenda as proposed by NPC was taken up for discussion. The Methodology/Procedure adopted for computing actual drawal/injection of entities in case of non-availability of Main/Check/Standby SEM data in Southern Region.

Deliberations in the Meeting

SRPC secretariat informed that the NPC proposed methodology would be compared with existing practice followed in SR and the SRPC (CCM) views would be sent to NPC Secretariat for having uniform methodology across the nation.

The Methodology adopted in SR was discussed in details and Gist of SRPC views is as follows.

It is appreciated that in case of non-application of loss may incur loss to the entity.

It is to be noted that loss based only on voltage class may also give undue advantage to entities.

(i) Loss application based only on voltage class may not be a scientific method since the Loss in a Line depends on

a. Length of the Line b. Conductor configuration like twin/quad/hex or moose/bersimus/zebra etc. c. Ambient and conductor Temperature (resistance varies with temp) d. Prevalent Voltages e. Extent of loading of the element (Power Flow)

(ii) Loss in the system element cannot be precisely calculated based only voltage case

Average line losses for a week (6th to 12th March 2017) for some of the 400 kV lines in SR are illustrated below:

a. Khammam - Kalpaka Line : 2.3% (Line Length 364 Km ; Twin Moose ACSR)

b. Sriperumbudur - Sunguvarachatram Line : 0.1% ( LL -18 Km ; Twin Moose ACSR)

c. Nellore (PGCIL) - Nellore (Andhra Pradesh): 0.2% (LL- Bus Extension )

This suggests that applying uniform loss rate would be erroneous. The error by considering the losses in this fashion would be much more than the error in the event of not accounting losses. More over applying the proposed flat rate of losses may, at times, give energy generation figures more than actual generation.

(iii) Loss application unduly supporting the utility not sending the data and not attending the faulty SEM promptly.

7. Online Uploading of SEM data by the constituents

SRLDC informed that the SEM data to be uploaded by the stations in the website module developed by SRLDC in the following link instead of sending it by Email every week.

SRLDC informed that the procedure would be under trial for the next 3 weeks and is

available for a. Generating Stations from 13-03-17 b. POWERGRID Stations from 20-03-17 c. All station / states form 27-03-17

Based on feedback, SRLDC planning to migrate completely to web based platform from first week April, i.e., from 03-04-17

SRLDC informed that detailed procedure to be followed has been mailed to all Nodal officers on 12-03-17.

SRLDC demonstrated the software to upload SEM data online. It was informed by SRLDC that all utilities need to upload SEM data online with effect from 03.4.2017.

It was informed that the time drift statement may continue to be forwarded through e-mail. SEM data may be uploaded latest by every Tuesday beyond that time the software won’t

allow uploading. User ID and password for the sites would be made available through respective nodal

officers. 8. Data Base of SEM & Calibration of SEMs.

SRLDC informed that in the previous meetings of Commercial Sub committee and Nodal officers meeting it was agreed that the data base of Special Energy Meters (SEMs) to be maintained by the Utilities .

SRLDC also informed that in case of any configuration change /SEM change the same has to be reported to SRLDC and SRPC Secretariat to have the correct Accounting of Energy.

SRLDC also requested that all constituents may furnish action plan regarding calibration of the existing SEMs.

It was also suggested that in respect of SEMs, the factory test report and subsequent calibration reports shall be available with respective site and softcopy of the test certificate and database regarding SEMs and its calibration shall be furnished to SRLDC and SRPC secretariat.

Recommendations

Forum requested the utilities to maintain the data base of SEMs within their jurisdiction and should have the factory test report and calibration date etc.

The forum also requested to submit soft copy of the test certificate and database regarding SEMs and its calibration to SRLDC and SRPC Secretariat.

DGM, SRLDC thanked all the participants and informed that response from the SEM data coordinators was encouraging and considerable improvement was there in data receipts consequent to meetings of Nodal officers.

MS, SRPC appreciated the diligent efforts made by SRLDC in sorting out the SEM issues and requested the utilities to sort out all SEM related issues at the earliest and to submit SEM data to SRLDC within the prescribed time as stipulated in the IEGC.

Extracts of 30th ccm• 7.9 Discontinuation of application of loss during Under-recording or non-availability of SEM

data• DGM,SRLDC informed that in the event of non-availability of SEM data or underrecording at one

end of the line, other end data is being used after application of loss of 1% for 400kV lines and 2% for 220/230kV lines.

• SRLDC proposed to discontinue the practice of applying loss in the energy accounting as it is the responsibility of the regional entity to maintain the SEMs and ensure timely receipt of SEM data at SRLDC.

• As loss is proportional to square of power flow and the length of the line it was noted that applying notional loss of 1% for 400 KV lines and 2% for 220 KV line has no relevance. The emphasis should be on furnishing the SEM data. Hence it was agreed to discontinue loss application practise

NO LOSS NEEDS SHALL BE APPLIED IN THE ABSENCE OF MAIN/CHECK/STAND BY SEM DATA

• Non application of loss can act as commercial deterrent for the respective entity and motivates to resolve the issue at the earliest., otherwise often no action is taken for sending data promptly or attending the fuse failure, meter replacement etc.

• Moreover the idea of uniform application of loss based on voltage level is not scientific as loss depends on

a. Length of the Line and conductor configuration like twin/quad/hex or moose/bersimus/zebra etc.

b. Ambient and conductor Temperature (resistance varies with temp)c. prevalent Voltagesd. extent of loading of the element (Power Flow)

Website application for uploading weekly sem data

• SRLDC has developed a website module to upload weekly SEM data at the following link., instead of sending via E-Mail.– http://scheduling.srldc.org:8080/meterfile/

• It will be under trail for the next 3 weeks and is available for– a. Generating Stations from 13-03-17– b. POWERGRID Stations from 20-03-17– c. All states form 27-03-17

• Based on the feedback, we are planning to migrate completely to this web based platform from first week of 03-04-17

• Detailed procedure to be followed has been mailed to all Nodal officers on 12-03-17
