The DistillerPIChE NBOD holds first Provincial MeetingTen PIChE National Board of Officers and Directors attended the first Provincial meeting held at the Ormoc Villa Hotel on June 19, 2010 hosted by the PIChE Ormoc Chapter. Engr. Cezar C. de la Cruz, PIChE National President briefed the Ormoc ChEs on the activities and programs of PIChE for the past years and present. The provincial trip aims towards revival of inactive PIChE Chapters such as Ormoc and Isabel Chapters in Leyte. At present there are several PIChE Chapters nationwide which were revived. The focus of de la Cruz administration is to have a more coherent and strong PIChE geared on uplifting the interest of the members. Cezar C. de la Cruz, Assistant Brewmaster Brewing Superintendent at San Miguel Brewery Inc.- Polo Brewery Plant was given another mandate to lead PIChE in 2010 during the 71st PIChE National Convention held at the Development Academy of the Philippines in Tagaytay City last February 18, 2010. De la Cruz is an active member of PIChE Polo Chapter where he served as President for two terms prior to his election to the National Board in 2006 and since been reelected as Vice President for Metro Manila, National Executive Vice President and 70th National Convention Chair. As PIChE National President, he sits as ex-officio member of the Governing Body of the College of Fellows as he is expected to share with and seek assistance of the College the plans and projects of the National Board.

Engr. Eriberto D. Pineda is 2010 PRC Outstanding Chemical EngineerOn June 18, 2010, Engr. Eriberto D. Pineda, concurrently the Chair of the PIChE Council of Advisers and Chair of the Governing Body of the PIChE College of Fellows is Professional Regulation Commission (PRC) Outstanding Chemical Engineer for 2010. Engr. Pineda received the award in recognition of his professional excellence and integrity of the highest degree which placed him to the top position in the corporate world of paint manufacturing industry for 37 years, Fuller OBrien Paints, Dutch Boy Philippines to name a few; outstanding leadership and contribution as Member and President of the Philippine Institute of Chemical Engineers, the Industrial Research Foundation and Philippine Association of Paint Manufacturers, which brought about milestone achievements to the profession and its organizations, and with his continuous resolve to educate the next generation of industry Engr. NEWS FROM THE CHAPTERSPIChE-BC holds General Assembly and Election of Board of DirectorsBy Engr. Alvin C. GasparThe Philippine Institute of Chemical Engineers - Bataan Chapter (PIChE-BC) held its Annual General Assembly and Elections of Board of Directors last April 14, 2010 at Peninsula Auditorium, Petron Bataan Refinery, Limay, Bataan. The event was attended by chemical engineers from different companies in Bataan namely, Petron Bataan Refinery (PBR), Philippine Resins Industries, Inc. (PRII), Department of National Defense (DND) Arsenal and Dunlop-Slazenger Philippines. A member from the academe from Maritime Academy of Asia and the Pacific (MAAP) was also present in the activity. Cezar S. Dela Cruz and Ferdinand C. Zapanta of the PIChE National Board also graced the occasion. Petron Refinery Assistant Vice President and PIChEBC Adviser, Engr. Nathaniel R. Orillos, opened the event with an inspiring message to fellow chemical engineers. A highlight of the general assembly is the discussion on Continuing Professional Education (CPE) program facilitated by the PIChE-National Board of Directors President, Engr. Cezar S. Dela Cruz. Chemical engineers were enlightened of the procedures, points system, advantages, privileges and other related issues on the CPE. Presidents report and financial report were presented by PIChE-BC outgoing President, Engr. Alexander B. Safran and outgoing Treasurer, Engr. Keem Kenneth N. Santos, respectively. Election of new board of directors followed with guidelines discussed by outgoing PRO, Engr. Alvin C. Gaspar. Election among board of directors for their respective positions was done thereafter. The following were elected as new PIChE-BC Board of Directors for 2010-2011: Engr. Ryan M. Venzon (President), Engr. Alvin C. Gaspar (Vice President), Engr. Eugene P. Castillano (Secretary), Engr. Kathleen P. Reotutar (Treasurer), Engr. Jimmy B. Ramos (Auditor), Engr. Dorothy Joan S. Vargas (PRO), Engr. Gerald B. Araullo (Editor-in-Chief, The Chain), Engr. Miguel S. Anas (Head, Membership Committee), Engr. Keem Kenneth N. Santos (Head, Education Committee), Engr. Ricky R. Garcia (Head, SocioCivic Committee) and Engr. Leslie Anne O. Isidro (Head, Ways andMeans Committee).Engr. Madison P. Carpio and Engr. Arjames T. Balgoa hosted the event. G. Cureg (Treasurer), Engr. Loreli F. Ricasa (Auditor), Engr. Maria Rhea B. Hernandez (Public Relations Officer) and board directors Engr. Perlas G. Marabi, Engr. Catherine Miranda, and Engr. Christopher C. Nagma with Engr. Evangelina C. Delos Santos as adviser. Election Officers are Marilou Avilla and Mercedes Mascaria. Engr. Ailyn B. Cruz took over the presidency after Engr. Edmond R. David resigned to pursue further studies in the medical field. Engr. Perlas G. Marabi was then elected as the new Vice President. After two months of careful planning, the new set of officers and members were inducted on April 25, 2010 at the Bayfront Hotel Subic Bay Freeport Zone. Inducting officers were Engr. Cezar S. Dela Cruz joined by Engr. Ferdinand C. Zapanta, PIChE National Secretary.

NEWS FROM THE CHAPTERSPIChE-Panay Officers hold special meeting with advisers to plan-out strategy for 2010In an effort to encourage chemical engineers in Iloilo, Aklan, Capiz, PIChE-Panay Officers during the Antique and Guimaras to attend discussion with the Advisers at PIChE-Panay Activities, PIChE- Eon Centennial Hotel. Panay Officers and Board of Directors hold a special meeting with the advisers last February 28, 2010 at Eon Centennial Hotel in Iloilo City. The exchange of ideas resolve into an agreement to hold a oneday strategic planning the soonest possible time in order to implement the Continuing Professional Education (CPE) as a requirement in the renewal of the PRC ID. The following advisers attended the luncheon meeting; Dr. Marjorie F. Salas, Engr. Aurora Lim, Engr. Felix Ojario, Dr, Dahlia Pescos and Engr. Rowen Gelonga.____oOo____

PIChE-Bataans Summer Fun in BulacanBy RayvenFor the first time in so many years, PIChE Bataan has selected a resort outside of the Bataan-Subic locality to be the venue of its Summer Outing. The two and a half hours travel from Limany, Bataan to San Rafael, Bulacan was not a hindrance to enjoy the summer heat at the perfect destination 8 Waves Waterpark. The Summer Outing coincided with the Induction of Officers and Members last May 22, 2010. The formal ceremony was started with a prayer by P.R.O. Dorothy Vargas followed by the opening remarks of adviser Francis Reotutar. The induction of newly-elected officers was facilitated by outgoing President Alexander Safran to ensure their commitment in serving the organization. All members, old and new, were also sworn in by Mr. Reoturar to ensure their constant support to the organization. Another highlight of the event was the foramal launching of the organizations theme for this year PIChE Bataan Kapartner na Maaasahan. President Ryan Venzon encouraged the members to attend, organize or write about PIChE-Bataan activities in effect becoming an active and reliable kapartner in the success of the organization. The member-officer partnership was visualized through specially designed mugs bearing the theme: PIChE-Bataan I LOVE U PIChE-Bataan, My Kapartner and other slogans. The program was hosted by members Thom De Villa and Carlos Corpuz. What followed afterwards were water and land games facilitated by Lead Members AJ Ortiz, Dennis Pagud, Donald Dala-

wampu and Natalie Cantre. The participants were divided into two teams that would battle it out in three games Reaction Balloon Game, Bikini Tongue-Twister Relay Game and Pinoy Henyo. After swimming for balloons imprinted w i t h chemical names and forming them into a sensible reaction, diving (while wearing a bikini) for ribbons imprinted with words and forming them into a readable tongue twister, and guessing terms imprinted on ones forehead, ended in a tie. the games

Sumptuous buffet lunch consisting of sweet and sour fish fillet, chopsuey, white rice, tropical fruit salad and four seasons was served to the 78 PIChE-Bataan members and companions. Free time was spent singing through a videoke, swimming in the wave pool, bubble pools, safari slide pool and lap pool, and exploring the other facilities of the 2,780 m2 water park. Raffle prizes like laptop bags, cd bags, mugs, caps and chocolate snacks were given to lucky participants. The Lead Officers for the event were Ms. Vargas, Jimmy Ramos and Kathleen Reotutar.

Other countries are looking for Chemical Engineers from our country because they believe our engineers are very much capable of handling the tasks required of them.

We are again at the crossroads at our political arena and we must take this as an opportunity to enhance our profession. We have, in the past, been laying down the foundation in order to protect and promote our beloved Chemical Engineering Profession. With the signing of the Chemical Engineering Law in 2004, we were given the added task of implementing this law to the fullest so that, we, as Chemical Engineers, can be assured that we can practice our profession within the scope promulgated by this law. We have already taken several steps towards this endeavor which includes, primarily, information dissemination among member chemical engineers, establishment of a system in acquiring the Chemical Engineering Seal, inclusion of the Chemical Engineering Law in the curriculum, review and revision of the ChE Curriculum to upgrade it to be at par with the world, and preparation of a system which will incorporate the CPE as part of the requirement in renewing of our PRC License. Although, we can not claim a 100% completion on all these tasks, we are well on the way towards accomplishing this noble goal. We need all the help we can get and that includes, in the simplest way, the cooperation and participation of each and every Chemical Engineer. Some of our Chemical Engineers took the course in college for the wrong reasons while others were really decided on pursuing the trail of being a full-pledged Chemical Engineer. No matter what each ones predicament may be, it is still a fact that graduates of Chemical Engineering are more well-rounded engineers than any other engineering profession. This is shown by the ability of Chemical Engineers to enter into various fields of practice. Some old graduates have not kept themselves updated in terms of technological aspects of engineering. Some have simply put Chemical Engineering as a thing of the past and would not want to remember anything about this profession anymore. But still, there are those who are practicing the profession to the fullest and are making significant contributions to society. It is a sad fact that out of the more than 26,000 licensed Chemical Engineers, there are only about two to three thousand activeChemical Engineers. This happens despite efforts by the PIChE to increase awareness on the latest updates concerning our profession.

Perhaps each one is busy making a living or perhaps some simply dont care as long as they have a job. When we have our annual convention, we barely have 300 to 400 delegates attending the convention. Our website has a registration page and yet there are only less than 500 online registrants. We have our chapters in almost all parts of the Philippines and yet, their numbers are dwindling. We have long been asking for the privilege to sign manufacturing installation plans and yet there are only less than 40 Chemical Engineers who have acquired their own dry seal. Other countries are looking for Chemical Engineers from our country because they believe our engineers are very much capable of handling the tasks required of them. We have to thank the early Chemical Engineers who worked hard to prove themselves and established a very nice reputation for us. We should not waste all that has been laid down for us. We, as Chemical Engineers, can make our presence felt by merely visiting our website and keeping ourselves abreast of the latest developments in our profession. Participation in chapter activities can increase your network of friends and business relations and will open a lot of opportunities. Attending the convention and other technical seminars bring excellent opportunities for learning and professional development. I hope that after reading this, you will do your part. Visit the PIChE Website www.pichenet.org, register yourself at the online registration page of the website, look for a PIChE Chapter in your area and finally get involved with whats going on.

Do you know ?..that PIChE was inaugurated in 1939 at the National Development Company with Engr. Jose C. Espinosa one of the early graduates of Massachusetts Institute of Technology as President ..that the first woman president of PIChE is Dr. Lydia G. Tansinsin. She served from 1977 to February 1980. During her term the PIChE By-laws were formalized and the yearly convention was revived. The Philippine Technological Council (PTC) consisting of 14 engineering and allied professional was organized under the first chairmanship of Dr. Tansinsin.

The DistillerCPE for Chemical EngineersThe full implementation of the 60 units per 3 years Continuing Professional Education (CPE) for Chemical Engineers is an effective gesture of sustaining the development of professional skills and expertise of a globally competitive Filipino Chemical Engineer. The two milestones resolutions, PRC Resolution No 2008465 and PRC Resolution No. 2008-466 are best formulated to create professionals of good standing and globally competitive who will be at par with other professionals in the world. Rationale of CPE National Council for Global Competitiveness ensure that our own professionals are globally competitive in preparation for the effects of economic globalization. World Trade Organization - as a sovereign member state, the Philippines has to deal all and prepare for the implementation of the General Agreement for Services and Trade (GATS) Association of Southeast Asian Nations (ASEAN) - as member state, the Philippines has to ensure that the Filipino professional is compliant with established requirementment in various Mutual Recognition Agreement/ Agreements (MRA) entered into under the ASEAN Framework Agreement on Services (AFAS). The Role of PRC: Make mandatory to all professionals to attend CPE courses as requirement to maintain status in good standing and globally competitive; and prescribe, issue and promulgate the revised standardized Guidelines and Procedures for the full implementation of the CPE/CPD System for all registered and licensed professionals. Involvement of PIChE PIChE as an accredited APO will process all applications and keep all records of CPE providers, programs and credit units earned by professionals. PIChE will create a counterpart CPE Council and may ask reasonable processing and record-keeping fees directly from the applicants apart from the accredited fee that such applicant pay directly to PRC. CPE Programs, Activities or Sources The following are credited: inventions, post-graduate/inservice training, study/ observation tour, professorial chair. other programs/ activities/ sources recommended by the CPE Council and approved by PRC.

PIChE College of FellowsThe PIChE FellowA PIChE Fellow is a chemical engineer who has distinguished himself/herself in the practice of chemical engineering and its allied, related, or growth areas/fields (such as managerial and executive positions of chemical/industrial corporations and/or government agencies) and who has reached the apex of his career in such practice of the profession.

The College of FellowsThese are Chemical engineers who have been granted the title of Fellows and who have organized themselves into an association within and affiliated to PIChE.
