Established  in 1951,  IOM  is the  leading  inter‐governmental organiza on  in the field of migra on and works closely with governmental,  intergovernmental and non‐

governmental partners. With 149 member states, a further 12 states holding observer status and offices in over 100 countries, IOM works to help ensure the orderly 

and humane management of migra on, to promote interna onal coopera on on migra on issues, to assist in the search for prac cal solu ons to migra on problems 

and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. 

TRACKING DISPLACEMENT

DTM is a system composed of a variety of tools  and  processes  designed  and  deve‐loped  to  track  and  monitor  popula on displacement during crises.  

DATA AND INFORMATION

DTM is designed to regularly capture, pro‐cess,  and  disseminate  various  layers  of informa on  to  provide  a  be er  unders‐tanding  of the evolving needs of a displa‐ced popula on, on site or en route. 

PHASES OF IMPLEMENTATION

DTM  has  been  designed  as  a  structured approach which corresponds closely with the  informa on  needs  of  the  different phases of emergency and recovery opera‐ons

FIELD DEPLOYMENT

DTM has been deployed and con nuously refined in many field opera ons, responding in both natural disaster and conflict se ngs. 

TECHNOLOGY SOLUTIONS

DTM as a  system  is  very flexible and has been implemented using a variety of tech‐nological solu ons ranging from collec on of standalone tools and so ware to a com‐prehensive  and  integrated web‐based  ap‐plica on  system.  This  has  been  a major advantage  in coping with complex opera‐ng environments  in  the field where  the 

applicability  of  certain  tools  is  limited by factors such as security, connec vity, and accessibility.

IMPLEMENTING DTM

DEPLOYING DTM

IOM maintains  an  expert  roster  to  sup‐port  the  implementa on  of  DTM.  The planning  stage  will  be  cri cal  to  tho‐roughly  understand  the  requirements, se ngs  and  constraints,  and  to  decide the best DTM implementa on strategy to be  deployed,  including  the  suppor ng technology.  DTM  is  not  exclusively  deployed  during emergency  response  opera ons;  it  has also proven to be a highly beneficial com‐ponent of preparedness ac vi es.  For more  informa on or  to  request  sup‐port for DTM deployment, please send an email to prd@iom.int 

DTM AND CCCM

IOM  as  the  Global  Cluster Lead for Camp Coordina on and  Camp  Management (CCCM)  in  emergencies  in‐duced by natural disasters has been using DTM  as  the  main  tool  for  tracking  and monitoring sites and camps hos ng  inter‐nally displaced popula ons.   Exis ng  CCCM  field  implementa ons  are using  DTM  not  only  in  emergency  res‐ponse  opera ons  but  also  as  a  prepa‐redness  measuress  by  integra ng  DTM into capacity building ac vi es. 

MODULARITY

As a modular system, DTM is very flexible and  can  be  implemented  in  a  variety  of ways depending on the requirements of a given  context.  Past  and  exis ng  imple‐menta on  includes conflict, natural disas‐ter,  and  complex  emergency  se ngs, from small to large cases of displacement.  

INFORMATION PRODUCTS

Informa on outputs  from DTM can vary  from raw data sharing to comprehensive DTM analysis reports tailored specifically to provide  mely and accurate informa on regularly during humanitarian response and recovery opera ons. 

DEVELOPMENT

IOM's core DTM development team, con‐sis ng  of  experts  at  headquarters  in Ge‐neva  and  in  the  field,  is  con nuously working  to  enhance  the  system  both  on its methodology as well as the suppor ng technology.  This  is  done  by  making  the best use of lessons learned from past and exis ng  implementa ons  as  well  as  by integra ng  relevant  new  technological developments. 

RAW DATA Data collected through DTM is made available to the  public  and  specifically  to  all  humanitarian partners  opera ng  in  the  field  to  facilitate  and enable  different  actors  to  do  more  thorough specialized analysis based on their specific needs for planning and opera ons. 

SITE PROFILES Site profiles have been very useful to give a quick snapshot which is updated regularly on a par cu‐lar  site  of  displacement.  The  documents  enable humanitarian  actors  on  the  ground  to  quickly understand the situa on at the site and highlight important informa on required a en on. 

STATISTICAL REPORT Sta s cal  Reports  (Dashboards)  are  usually produced in a very frequent manner to cope with fast‐changing  figures  related  to  displacement. This  gives  almost  real me  informa on  on  data collected daily  as well  as  an overview of  trends and pa erns on a shorter  mescale. 

 

WEB (GEO) PORTAL The Web  (Geo)  Portal  serves  the  func on  of  a central repository to access all reports and docu‐menta on  produced  by  DTM.  It  also  provides interac ve ways for users to view and work with the data  and  customize  the presenta on accor‐dingly. 

THEMATIC MAPS/GIS PRODUCTS Various  thema c maps  are  produced  using  the DTM data to geographically illustrate informa on of  interest  for  planning  and  opera onal  use. These range  from a simple mapping of points of interest to complex analysis combining DTM with other data sources. 

FULL DTM REPORT Full DTM  reports analyze  the collected data and present a comprehensive picture of the par cular case  of  displacement  including  sectoral  analysis to  highlight  needs,  gaps,  and  priori es.  They provide informa on for both strategic and opera‐onal planning as well as decision making.

Quality Control is conducted throughout the en re process by the team structure itself and technical specialist as well as other stakeholders on the ground.

PROCESSING AND ANALYSIS

RECENT DEVELOPMENT: Mobile data collec on systems  have  been  successfully  incorporated into  several  recent  DTM  deployments.  This brings  more  effec ve  data  handling,  me‐efficiency and higher accuracy into the results. 

RECENT  DEVELOPMENT:  At  the  global  level, IOM is developing a prototype of DTM geopor‐tal. This will provide a centralized portal for all DTM implementa on globally in the future.
